Our DNA? Um, Fuck You?
The department has a form that they will want you to sign so that they can buccal swab you for a DNA sample. We have been negotiating over this issue with IPRA and the City attorney for the past six months. Our concerns are many, including but not limited to, whether or not your DNA samples will be put into CODIS? Will DNA be taken only when police are involved in a shooting, or will it be used whenever the department feels like using it? If you do not touch an offender’s weapon will the department still take your DNA? The department form states “I understand that these samples will be presented to the Illinois State Police Forensic Center, or other appropriate laboratories for analysis.” We don’t even know where your DNA sample will be sent. There are many other questions which need to be answered, but the department apparently does not want to provide any answers.

I heard about this at in service training at the state police for the dicks and ets, the blood splatter class.
I was told that they wanted to take every ones dna after the 911 tragedy, that so many police/fire perished and valuable time was lost attempting to locate dna off of toothbrushes and combs provided by the families. The instructor stated that some of the deceased had nothing to obtain dna from, and dental records were useless.
this was just a war story we were told to kill time before lunch.
off course this idea would make sense used in the event of a death but my read on this is the dept is planning to screw us over administratively.

Read the CONSENT form, yes consent form. It Asks you for permission to take your Buccal Swab sample. Do not give them permission, REFUSE and let them get a court order at 26 & Cal. As a dick I can't take a sample from a goddamn child rapist if the shithead refuses, I must then waste time and go to 26&cal and present P.C. to get the court order. The Buccal is just like the breathalizer in that you have to agree to do it but the difference here is that the white shirts can't make you Administratively give the Buccal Swab. So don't do it PERIOD let the city deal with the FOP. REFUSE-REFUSE-REFUSE!!!
When I was in the USMC a decade ago, they implemented a mandatory DNA swab from everyone under the guise of saying it would be used to identify your remains in a battlefield situation. Since you were government property you really couldn't refuse. Those that fought this with lawsuits were forced out.

One of the problems that occurs is that coppers, usually bosses, have a tendency to muck up crime scenes and leave their prints and dna all over. And here is what happens when everyone leaves the scene.
Detectives instruct the ET to collect specific items to process for possible evidence. Some of these items might be swabbed for dna analysis, or some might be analyzed for prints.
Sometimes the latent guys get a good lift off these items, but don't find a match in the ibis database. Sometimes the lab gets a full dna profile off these items, but don't find a match in the codis database.
Because these items are handled by so many people, lab techs dna and latent techs prints are in a separate portion of these databases. The print or dna profile is then run through that separate portion to exclude them and ensure that it isn't their dna or fingerprint that may have accidentally gotten on these items.
That separate portion of the print database is supposed to include all police officers, amongst other official-type people, but it doesn't. Nobody took the time to perfect the system as it was mandated.
That separate portion of the codis database also includes many official-type people, but police officers were never included, unless they agreed to be swabbed.
This is one of the reasons why detectives need to know the names of everyone on a crime scene.
The purpose of having a so called "official" portion of these databases is to exclude "bad" prints or "bad" dna profiles, so the detectives aren't wasting their time looking for an innocent person.
I completely understand and agree with what everyones feels about this. I just wanted to share my tid bit of knowledge on the subject.
And for whatever its worth of an explanation, the ISP lab is so backed up and so short of manpower, they outsource alot of their work to private laboratories for dna analysis.
Whoever would commit to this thinking - they've got nothing to hide so I might as well just go along with the program - needs to re-think their logic. The city uses NO LOGIC. I cannot think of ANY situation where DNA could potentially get me out of a situation.

Voluntary buccal swabs ARE put into CODIS. Read a "Consent to Collect Biological Evidence" form currently being used by the department. If the dicks want a suspect to agree to a buccal swab, the suspect must sign the form if there is no court order. SCC is right. It says, "I understand this sample will be used by the Chicago Police Department and the Cook County States Attorney". It then goes on to say the person understands that ANY police agency may use this sample. It does not specifically say it will be put in CODIS, but how would a police department in Cleveland know John Doe was swabbed in Chicago? They wouldn't until he was a match through CODIS. The department may come up with a new form for officers which says the evidence will only be used for a specific investigation like a police shooting, but don't agree to anything! If you give one, then they have one, then they will use one. Remember the department ordered breath test given to the officer on Thanksgiving morning? Some people on this blog, including a person who said he was a lawyer, insisted it could never be used in criminal court. Well, it was. Why? Because they had it. Exercise your rights. Say no!
Dating back to as far 1837 when this department started. This Department has done fine without having GPS Or our DNA samples. So why now? This is a complete crock of BULL$HIT!!! we had a murder a while back in 14 where a gangbanger pissed on a fence and when the owner complained they shot him. We were told (maybe bull shitted) that the acid in urine and vomit is too strong to get a DNA sample. So they shouldn't be able to get our DNA out of the drug tests.

I have been on this job for 17years, I have never committed a criminal act while a police officer, for that matter I have never committed anything more than a traffic violation my entire life. Hey SCC, here's what drives me crazy. The city sees fit to give us firearms to carry on the streets of Chicago, citation books to literally take money from people based upon our testimony that a crime was committed, and the trust to arrest them and take away their civil liberties based again on our testimony and investigations. They trust us with this much power, but don't trust us to tell them where we've been throughout the day and how long we've been there. They don't trust us to take a 30 minute lunch when I have to travel 15 minutes out of my district to find a clean place to eat. They don't trust that I can conduct a traffic stop or place someone in the back seat of my squad car without violating their civil rights. They don't trust that I won't leave my DNA or contaminate a crime scene. It's coming to the point where background checks and an officer's character no longer matter. We are monitored so much now you can hire anyone to do the job (anyone who can possess a firearm) without worrying what type of person they are. I find it to be a personal a professional insult the way we are constantly treated by this city and this department.

With all respect to what you are saying, who cares if you doing nothing wrong and such...I care about my rights which are so much lower than that of a criminal. I enjoy my job and genuinely like a lot of my co-workers but they are not my second family. As the idiot in another post said(the only thing that was right) this is a job, not a way of life.

DNA can be used to include or exclude a person...........people also shared a certain amount of DNA traits with their family members. Son(s), daughter(s), fathers, mothers, sister(s), brother(s), cousin(s),

Make them actually bring your body before a judge and have the judge personnally order you to submit a DNA swab.
My friend had a good point. You want to swab the police. OK No problem. First, swab all Fire Department employees. Second, swab all City of Chicago elected officials, Next, swab all Streets and San. employees, all CPS, employees, all DOT employees, all park district employees, all private contractors, anybody being paid by the city for anything. Then get back to me, and you can still kiss my ass.
Here's the rub: According to Peterson, if an officer REFUSES to provide a DNA sample and his DNA is found on an object, it WILL BE ENTERED IN CODIS.
Peterson said that an officer's DNA will be used for elimination purposes only...so that means if he doesn't voluntarily give it, there is nothing to compare it to, and hence it goes into CODIS.
Voluntary buccal swabs ARE put into CODIS. Read a "Consent to Collect Biological Evidence" form currently being used by the department. If the dicks want a suspect to agree to a buccal swab, the suspect must sign the form if there is no court order. SCC is right. It says, "I understand this sample will be used by the Chicago Police Department and the Cook County States Attorney". It then goes on to say the person understands that ANY police agency may use this sample. It does not specifically say it will be put in CODIS, but how would a police department in Cleveland know John Doe was swabbed in Chicago? They wouldn't until he was a match through CODIS. The department may come up with a new form for officers which says the evidence will only be used for a specific investigation like a police shooting, but don't agree to anything! If you give one, then they have one, then they will use one. Remember the department ordered breath test given to the officer on Thanksgiving morning? Some people on this blog, including a person who said he was a lawyer, insisted it could never be used in criminal court. Well, it was. Why? Because they had it. Exercise your rights. Say no!

What a crock of shit. If you are really concerned that your remains will need to be ID'd by DNA, then go to the drug store and pick up the items below:
What you will need
* Disposable Latex Gloves
* Paper envelope - preferably self-sealing
* Cotton Swabs
Steps to Collect DNA
1. Prepare a separate envelope for each person to be sampled. Write the person’s full name, date of birth and date of sample taken on the envelope.
2. Put on a pair of gloves
3. Cut a cotton swab in two so that you have two short swabs, each with only one cotton end.
4. Have the people you are going to sample brush their teeth or rinse loose food particles out of their mouths.
5. Wearing gloves, insert the cotton end of the swab inside the mouth of the person you are sampling. Rub the swab gently against the inside of the cheek. Use enough pressure that they feel it, but not enough to hurt.
6. Place the swab into the person’s envelope.
7. Change gloves and proceed to the next person.
8. Repeat Steps 3 - 7 until you have sampled everyone, making sure to change you gloves between each person.
9. Seal the envelopes. If you do not have self-sealing envelopes, moisten the flap with water. DO NOT LICK THEM! Your DNA might contaminate the sample.
10. Leave the envelopes out on a counter for about 24 hours to give the sample time to air dry. DO NOT heat them.
11. Place the envelopes in you freezer. DO NOT place them in a plastic bag or other airtight container. Your freezer will keep the samples dry and stable.
12. If the samples thaw out, simply refreeze them. Brief thawing and refreezing will not hurt them.
Problem solved, without the need to give your DNA to this screwed up city and have them enter it in CODIS along with all of the convicted felons. Screw that shit!

A disfunctional family at best. How often are police in terrorist acts? Do they really need DNA samples? If we look at the past record, why trust the exempts?
Under no circumstances should you ever give a DNA sample. It cannot be justified under any circumstances. The unidentified DNA in the CODIS database is just that: unidentified.
No, no, no. If the city and department were serious about catching criminals, then every arrestee would be swabbed. Think about it. Right now, only convicted felons are swabbed. Why not have every arrestee swabs? It's actually less evasive than getting fingerprinted. That being the case, why doens't the department or our lawmakers advocate that?

For the same reasons I posted on the above "PAX 501" thread concerning disparate treatment, do NOT trust your DNA to the City without a court order.
I submit that they are using both GPS and DNA technology as a pretext for just another weapon in their arsenal to fuck over certain officers who they consider "difficult" employees.
If they were sincere about identifying the dismembered or vaporized remains of missing officers as in the WTC holocaust of 9/11, they could provide sterilized vials to all officers for storing a saliva specimen in a safe place at home or in a safe deposit box. CPD access would be denied in the absence of a court order.
Don't put anything past these rotten, low-life cocksuckers. I am not paranoid. My statement is based on actual personal experience. I KNOW that they can be devious, unscrupulous, diabolical muthafuckers.

One of the problems that occurs is that coppers, usually bosses, have a tendency to muck up crime scenes and leave their prints and dna all over. And here is what happens when everyone leaves the scene.
Detectives instruct the ET to collect specific items to process for possible evidence. Some of these items might be swabbed for dna analysis, or some might be analyzed for prints.
Sometimes the latent guys get a good lift off these items, but don't find a match in the ibis database. Sometimes the lab gets a full dna profile off these items, but don't find a match in the codis database.

Doesn't mean they can't. Look, luminol is used to 'find blood'. It also reacts to many other things. It is common to take samples from luminol hits for DNA. Similar to way swabs produce DNA. So given technology and money it would be technically rather easy to leave evidence at a scene. Certainly not for an idividual on an ad hoc basis, but I wouldn't draw the line much below large corporate/city. Although thankfully the Benjamin Franklin rule of conspiracy comes into play.

I would caution that your sample would be far more evidence rich than a swab. But if you insist I would see no reason why "Shicago" (no reason for the 't', humor should be subtle) wouldn't accept it.

This is probably the most important problem with routine collection of DNA. The insurance lobby is a very powerful group. And DNA is such an infant 'science'. How would you like to be denied medical insurance or pay a higher premium because your DNA profile indicates you are at higher risk even though the risk model doesn't fit reality and science in the future will dismiss the model as quackery?? Think it can't happen? Google "phrenology". Perhaps the DNA of its day although not as accurate we now know.
As for all the 'Constitution' arguements against the management of a company asking for DNA samples as conditions of employment. Well you should consider that our "founding fathers" didn't think women should be allowed to vote and that the winner of the Obama -v- McCain contest should be the President, and the loser the Vice-President.

A police officer involved shooting wherein the bad guy is shot and a gun is recovered at the scene. All it takes is for one copper on that scene to sneeze or spit and have the wind carry those tiny particles onto the offender's weapon that is on the street. Gun goes for analysis, copper's DNA identified on gun, immediate conclusion Copper planted the gun, copper goes to jail and police officer who shot the shithead is charged with murder. If you think this can't happen you haven't been around many crime scenes.

What is an "URL address"? I dunno that one. An URL is "uniform resource locator" aka "uniform resource identifier (URI)". Folk don't post from URLs/URIs they post from IP address. An IP address may have easily a million URLs/URIs associated with it. What you meant is 'what is the IP addr of the posters'. That could and usually is indicative. But its equally likely that SCC don't have access to that information or don't have the ability for such analysis if they do. (no reflection on SCC.)
