Dishonest Tactics

We've been hearing more and more about Streets and San in conjunction with Meter maids teaming up to hammer law abiding citizens with shady ticket writing:
  • One "Street Sweeping" sign posted at opposite ends of the block;
  • "Street Sweeping" signs going up after dark and then hitting the block with enforcement before anyone gets up;
  • "Construction Zone" signs popping into existence after vehicles are legally parked;
  • Outright false tickets being written 5 or even 10 minutes prior to a meter expiring.
TheExpiredMeter.com is covering some of these complaints. They seem to have fallen for the "Missy" joke that keeps popping up in the comments section, but otherwise bring sorely needed attention to an increasingly blatant abuse of governmental power. They're beginning to confront aldercreatures with some instances and we'll have to see if this grass-roots effort take off.

SCC,

i9 wrote a comment about this a few weeks back, the city has reduced the size of the street cleaning signs by half and colored them in various colors. They are hard to see and many people are not used to the new signs.

I have witnessed DOT employees wearing yellow vests writing street cleaning tickets 5 minutes before the stated time on the sign.

I have witnessed these same individuals riding bicycles to speed up there ability to issues more parkers.

I have witnessed these employees in multiples selectively targeting neighborhoods traditionally filled with city employees, particularly PO's and FF's.

This is no accident.


The red light caeras are everywhere now,be cautious in rush hour as it is very easy to be in the target zone while stuck in traffic.

WHERE IS THE MEDIA WHEN YOU NEED THEM???

Here is a case in point in regards to the CTA employees writing bogus tickets. Recently, towards the beginning of the summer, I was summoned to 63rd and Cottage Gr. on a request for a supervisor by one of my cars. On arrival, the PO explained that one of the local business owners had parked his car legally in front of his store. There is a bus stop at that corner, but he was at least 25-30 feet away from the "no parking" sign. A CTA supervisor was parked on the sidewalk in front of this store so he could, in his words, "not has to gets outa 'da car when I gives him 'da ticket". I explained to him, as did the officer prior to my arrival, that he had no business writing the ticket for parking in a bus stop when the car was nowhere near being in violation. The CTA supervisor went on to say that busses need at least 200 feet to be able to pull up to a curb, and that he was using his discretion and writing the ticket anyway. I again asked him why he was parked on the sidewalk and he stated that CTA vehicles are emergency vehicles and he was allowed to use the sidewalk. I immediately took his name and CTA badge number, and gave him the choice of either having the citation non-suited, or taking his chances when I notified the CTA Administration as to his misconduct, (which I did anyway). He took the ticket, and said he would "take care of it". At about this point the PO approached me and said he was going to write him a mover for driving on the sidewalk, (which he observed). The best part of this was when the PO asked for his D/L, and he hands over an expired license! Can you say TVB? Sorry to be so long winded on this, but I just wanted to get in my 83 cents worth on this subject. Oh yeah, the best part was that this mope actually DID get the ticket non-suited.

My sister, who lives in the south end of 16, tells me that this summer street cleaning signs have been going up on the day the first side gets swept, instead of the day before.

The city is getting worse, how about the red light camera at cermak and clark? when you stop and make a right turn on red it flashes, i know got 2 tickets there, went to bullshit fake hearing told to pay it! Talk about a hitler type gestapo city with king richie at the top ripping off everyone! This guy is taking billions and hiding it for "his" olympic dreams the goof!

Very true. I parked my car in front of my house the night before the SS Irish parade around 2100hrs. No signs posted anywhere. I woke up the following morning to go to work and found no parking signs up and my car towed along with neighbors'. I hate Daley and this fucking city. He will rape taxpayers every chance he gets and cater to muts. The day he dies or goes to federal prison will be the greatest day of my life. It will be a personal holiday and I will take it off the rest of my days. I will buy my family gifts and rent out a banquent hall. Champaign will flow from the heavens.

In 16 on Ozark the signs went up two weeks ago and have not come down. So which Tuesday and Friday of the month do I not park in front of our apartment? Or are they cleaning the streets every week now? Or just giving out tickets?

I don't know how true this might be, but I was told that "No parking signs" only had to be placed at one location on a block and not necessarily at a location that can be seen easily.

Anywhere where there is a red light camera there should be a signal that tells you how much time you have until the light changes.
The light is green, the do not walk sign is blinking so you proceed through, only to have it change as soon as you hit the intersection. I never know if I have 10 seconds or 1 second before the light changes. Do I go or do I stop while the light is still green? They are a hazard.
I do my best to avoid any intersection that has these cameras.

i have family in North Carolina and when this subject came up my brother said "in N.C., when people adjust to the red-light cameras and revenue doesnt come in, they'll reduce the time on the yellow light to catch more going through the red."...........doesnt that sound like the chicago way?

First, thanks to SCC for the nice plug for our website we really appreciate it.

Second, sorry for getting suckered on that "Missy," character. Getting fooled by women is my life's story.

But since we were on the parking ticket topic, I would like to throw an open invite of sorts, to any Chicago police officers out there. We're trying to see if there are any officers out there that may want to either be available by e-mail for enforcement or policy questions regarding parking tickets and/or want to contribute their thoughts from the police point of view once in a while.

Much like SCC, we have no problem keeping contributors anonymous.

The point of The Expired Meter is really to educate drivers first on avoiding tickets (both parking and red light) and providing advice on fighting improperly written tickets.

So, it's important to us to be accurate, truthful and also be balanced when we write stuff.

Plus, some of the stories I read on this site are just entertaining as hell. We LOVE making Daley and his cronies look bad.

One day I found an EMPTY envelope on my car. I thought someone was fucking around and gave it no mind. Then a few weeks later, the "airmail" ticket for street cleaning appeared. I've been in my house over 22 years and I've never missed street cleaning because they always post a sign on the tree in front of my house.

There were no street cleaning signs on my block, or in front of my house, but I got a ticket. I called the ward office and they told me there was street cleaning scheduled for that week. So I got stuck with a bullshit ticket because some lazy cocksucker didn't put out the signs like they were supposed to. Typical city shit, and nothing you can do about it but pay!

They did it on Division after Boriqua fest. S&S put up signs at 10:45 pm that read "No parking 11:00 pm to ?
They were still putting up signs on Washtenaw after 11:30. Maybe that's why they had a 013 copper on scene.

Then they towed about 40 cars. Very shady indeed.

I'm not a cop but I think the last thing you folks need is the ACLU helping you out. Their raison d'etre is to implement Socialism/Communism in America under the guise of "change". Check the quote by their founder and co founder.

The infringement of the people's rights is never a true concern of the ACLU, another reason why they ignore such egregious and criminal acts by the City of Chicago to dishonetsly raise revenue by screwing the average Joe.

I'm a PO and got hit for street cleaning too. I did not see any signs posted the night before and when I came out to my car the next morning (directly in front of my house) I had a ticket. One fucking sign was posted way down at the end of the block. The ticket was written at 0905hrs. At around 0920 a CB# on a bike came by and took down the sign. I took pictures of him and the sign way down the street from my house and sent it in for appeal. I'm sure I will lose anyway.

According to City Ordinance, only one sign needs to be placed on the block.
(you could have a one way street and place the sign at the opposite end of the block and it will be legal_

Absolutely nothing new in any of this. All of these things and more have been going on since the mid 1970s at least. If you are only now hearing about it, you are sadly out of touch.

Every resident of this city knows what day of the week is the scheduled day for their garbage pickup. Winter parking regulations are posted on street signs and are strictly enforced. Most people know, or can easily learn, when their next beat meeting is being held, and even these meetings commonly seem to follow a pattern or a schedule.

Why then, do we not all have a predetermined day for street cleaning? Permanent signs, just like no parking signs, or information added to existing signs, could indicate, for instance, the odd numbered side of the street in a certain area is swept on the 2nd Tuesday of the month, the even side of a certain area is swept on the third Thursday of the month, and so on, as the predetermined and published schedule is set, known by the residents, published on the city website, and written on the street signs. We have a predetermined day or days for garbage pickup, winter parking violations, and beat meetings, why not street sweeping?

Why not? Because it makes sense and would cut down on revenue. Instead, they play this game of They Hide, They Write and You Seek.

They play it by hiding the signs or not putting them up at all, but if the signs are hung, doing so as sporadically as possible in order to keep the citizens guessing. Also, they hide and do not publish a predetermined schedule in order to be secretive and erratic about exactly when the sweeper and the tickets are coming.

Then, they write citations when they catch the citizens napping or not being a step ahead of the "hide" part of the game.

Last, you have the ticket, now try to seek justice for a ticket unjustly issued. Good luck with that venture. That's how they play the game of They Hide, They Write and You Seek.

A predetermined and published schedule could be accomplished and posted on existing signs, plus we save the wages for the jags not hanging the cardboard signs. They gone! Plus, with GPS and ticket cameras, I'll bet the sweeper might become a bit more efficient.

Also, S + S would no longer have to call 311, or 911, or the desk to report what is being swept when. A peek at the beat can or beat folder will tell you what is swept when. How about it? It makes much, too much, sense for them to do! Instead they will continue to play They Hide, They Write, and You Seek!

They have scams to increase ticket-writing?

I never see tickets get written. I no longer bother to worry about my car parked at an expired meter.

There was a time back in '03 when the city issued a lot of parking tickets. It just doesn't happen anymore.

I happen to be one of those wacko environmentalists who believe that people should pay to park. I think the reason it's so tough to park in many neighborhoods in this city is because it's free.

But the bottom line is that it is essentially free. Zone-parking is like saying "suburbanites don't park here so that I can, because I'm a city resident who knows no ticket will be written." Meters? Almost never enforced. You'd pay more in quarters than you'd pay in tickets if you just ignore them.

The idea that the city is somehow writing too many tickets as a way of generating revenue ... that's laughable.

I also love the idea that the street-cleaning signs are hard to read. This comment comes roughly a week after my girlfriend and I noted "wow, the new street-cleaning signs with the day in large letters make it much easier to tell when you can't park."

You guys would complain about anything!

Your inability to adequately post your thoughts without multiple entries is an prime example of your thought process, which is uninformed, scatter-shot, jumbled and devoid of common sense.

Look fool, keep parking at those expired meters or on the street during street cleaning, and we will see your car with a boot. Has your head been in a sand hole for the last few weeks? Haven't you heard about the city's money problems and the hard push for increased revenue via strict enforcement of parking regulations? And I do not know in which are of the city you reside, but the new street cleaning signs used in the near north part of the city are 1/2 the size of the signs used in the past. And more city departments than ever before, not just the police, have been issued citation books and are under orders to aggressively write tickets in all city neighborhoods.

Even the street sweeper machine is soon to have an attached camera that is the equivalent of a red light camera, except for street cleaning violations. If the sweeper has to go around your vehicle, a picture is taken and you get the bad news in the mail.

All things considered, your remarks exhibit your immaturity. Get your head out of your gf's panties and take notice of what is really going on in your world, goof.

As I said, parking enforcement is LAX in this city. I'm not talking from the point of view of someone who complains about everything and anything, (ie, the average reader of this blog). I'm talking from the point of view of someone who does regularly ignore meters, because they simply aren't enforced.

And yes, the GIGANTIC M or TU or W is easier to read than the old, larger, but illegible parking sign, that had lots and lots of paper, but a tiny little word m..... or w........ to tell you what day you needed to worry about.

Again, I'm not talking theory, as you are. I'm saying that both me and my girlfriend commented to each other that it was easier to read, at a point when no blog-whiner was raising the issue. Not because I wanted to defend the city, nor because she wanted to oppose your argument, but simply because we both noticed that it was easier.

There are loads of things wrong with the city. I do think, like SCC, that many of them flow from the Mayor and his machine. But overly vigilant parking enforcement ain't one of them.
