Latest PAX 501

GPS is here, but guess what they're calling it?
  • AUTOMATIC VEHICLE LOCATION SYSTEM
Someone has posted the entire text of the PAX 501 and it's a beautiful piece of Orwellian "NewSpeak." It truly is. The entire thing is passed off as "Officer Safety." In fact, they use the word "safety" four times in the first three paragraphs.

And it will protect you, too!
  • The AVL system can also protect you against false accusations. If the device records your location at a specific time different than where the accuser claims, the AVL information will be crucial in challenging the accusation. The AVL technology will back you up.
Well thank goodness this technology will "back us up" - because everyone knows that the Department won't. This fucked up organization won't even go after proven perjurers who sign sworn affidavits against police officers and we're expected to believe that they're going to pull GPS records to unfound CR numbers? Give us a fucking break.

GPS was inevitable boys and girls. Everyone uses it. Shipping companies, railroads, snowplows, garbage trucks, fire apparatus. You name it, it's tracked. We knew it was coming when SOS got entangled it the ongoing scandals. But we don't buy for a single minute the "safety" argument and the "false accusation" horseshit they're trying to spoon feed us.

We'd respect them more if they'd just come out and say what it's all really about.

Man with a gun call....10 tact guys show up...complainant states he was roughed up by the "slick boys." Well guess what if you were there, your gps will confirm it! So why go?

I barely get back up as it is in the dogass district I work....now I will never get it!

Detectives and tact your fucked. It won't affect the beat car as much...especially mine...zero hours per mile for 7 hours..sitting in my whole with my camera video taping a brick wall.

The GPS systems used in the cars that SOS had can tell where the car is at, what route the car took to get there, how fast it went, and how long the car was sitting there. It can tell how long the car has been with the ignition off, running, if the lights/siren has been activated.

The info can be pulled up on the departments intra-net. Yep, that’s right, on our computers. The new PDT’s have the capability, that means any supervisor, including our beloved inspectors, can tell the what, when, where, and how fast of the cars! (Does this mean we will have no use for Inspectors anymore? Has their job just been lost due to technology? If so, I’d be willing to take BIG BIRD over this bullshit any day! After all, he cant be every where at once, he does take days off, unlike GPS!)

Go ahead, fuck with the GPS unit in the car. I’ll bet you get hit with a “Criminal Damage” case! No, putting tin-foil over the antenna won’t work.

Judas-Fed just shit all over this job, took the fun right out of it! But what do you expect from a punk-ass, never has been, aint never gonna be the real Police, “special” agent from the FBI?

In the next election, there will be a vote for constitutional amendments to the IL constitution...VOTE NO!!!

How much does it cost to process DNA? But the city is broke right?

New in car cameras to "protect the officer from false allegations" (not one person has been charged). But the city is broke right?

Nation wide, rape kits are not processed due to the cost (about $1000 each). They are prioritized by the amount of prosecuteable evidence. If there isnt a suspect, the kits may be shelved. Not too long ago a privat non-profit organization had to raise money (and still is i think) to get rape kits processed before the statute of limitations expired on them because the city could not afford to do them. This led to many arrests and convictions of rapists who would otherwise have continued to roam free if not for money from the private sector. But they have money for this? What is the purpose of this? I can't think of one benefit of them having my DNA on file. The last thing I want to do after I retire is have to come back to this city and explain why my DNA is at a crime scene on a piece of gum I spit out in an alley years before the crime even occurred.

Wow, i can't believe what this dep't has come to. In just the past 5 years it has turned upside down. I'm sure this wasn't their intended goal, but man, i don't think there's going to be any working police left out there. Well, there's always a few nuts on each watch, so they'll keep working (until they get sued) but after that NOBODY.
Seriously though, have we hit rock bottom yet? I didn't think it could get any worse than about a year ago and here i stand bewildered that they are managing to disgruntle each and every one of us.
I'll admit, i use to be a worker. One arrest a day, then relax and enjoy the rest of the tour.
Now: zero arrests in 4 months, having no fun, and afraid to do anything. Terrible way to go to work.
Is everyone pretty much in the same boat?

Hi People, It's C.C. 025 1st

I was very mad today people. I was putting together my seating for my wedding and noticed no one wants to come. I had to go upstairs at the desk to retrieve my coffee and almost had to do a report! (OMG). I was told I was to never work on the street by Capt. B, when he was here. He does not want me to get hurt because he said I am the best worker on his watch. And I must be since all the other bosses kept me inside.

When I almost had to write a report I told them to go back to where it happened and call 911 so the boyz on the beat car can handle it. Whew, it was close!

One of the boyz made a nasty comment, and I wanted to say.. no-no, I collect radios and sit on the W/C's file cabinet and swing my legs and get paid over $60K to fuck with people.

I then called my Daddy white shirt crying. He came to were I was at. Thank God he came. The boyz on the watch can be so mean sometimes.

When I checked off, always around 3 am, the mean boys are still out there humping away in the thirty sector with the PPOs I put with them HA!

Missy lets be team players and screw over every male PO we can!

I think the citizens of the great City of Chicago should know where all city vehicles are all of the time. Why should the police not be tracked? The people have a right to know exactly where police vehicles, which are paid for by our taxes, are every minute of every day. That will prevent abuse.

Now the first vehicles that should get the GPS are the mayor's bodyguard detail. I want to know where those cars are every day. I want to know how long they are in Michigan and how often. I want to know where all of the other details are parked as well. I want to know where cars for the city council are and why. I want to know where all city vehicles are and have a print out of why they were there and if it was for official business.

I also want to know how much money is being spent on take home cars when gas is so high. I want to know who gets this benefit and why the tax payers have to foot the bill for it while they have to pay for their own way to work.

Yes, it's a good idea. A good idea all around. As long as no one is being singled out, eh shortshanks?

AVL ( Auto Vehicle Locator) is more than a GPS .... GPS simply gives you the Lat/Long of your position...the AVL is capable of printing out your direction and speed, also it can calculate your estimated location based on direction/speed etc...in advance.
All info is saved so they can go back weeks and pull up data...

PS it will not work if your in a garage, underground or even under heavy tree branches...or if your PDT is off.

If GPS was about safety, it would be installed on the computers the dispatchers have. It isn't.

Here in CPD, GPS is about control and that is why it was installed on SGT'S PDT'S and Commanders Computers.

I have seen the tracking abilities from SGT'S in SOS and yes, it is very good.

Thats not all. I was told by a source that the city is putting specs together to go out for bid for some new radio for all of us to use and they will also all have GPS built right into the radio. This way they will always know where you and your partner are.

As important as the others issues, remember when you write paper that your vehicle’s position was recorded. Defense attorneys will get your locations – prior to the arrest. The State will attempt to keep this from them; however, Judges will allow evidence which may prove the innocence of a person. Therefore, defense attorney will get your GPS recordings. Do not listen to the State or Corporation Counsel if they tell you otherwise.

Safety? In 11 ½ years, I have never heard on Zone 6 and 8 a situation where an Officer was injured and we couldn’t find them. Further, most of the time, the officer is on foot, not in a vehicle, when the exact location is hard to determine.

At the same time, some of you brought this on all of us. This job has been easy, really easy. But, we hired poor, lazy officers. All we had to do was to respond to calls in an efficient manner.

I'm willing to bet response times will improve significantly now.

I am working police officer, former Chicago Cop, and former Chief of Police of a busy PD with a diverse mission.

I wish I could believe that the City wanted to deploy AVL technology for officer safety reasons but I just can't. AVL does have its uses in jurisdictions that cover large land masses or are forced to deploy with minimal staffing, and or equipment.

Case in point, AVL is commonly used by Sheriff agencies that utilize solo units to police large or remote areas. AVL is also effective in sending the closest possible fire unit or ambulance to a fire or life/safety emergency.

It kills me to see so many 10-99 cars today. Back in the day the only cars that worked 10-99 were on Days. If you were 10-99 on 1st or 3rd Watch you were either an ET, Traffic, or a Hospital Paper Car. If the City is serious about improving officer safety add some more personnel to the Patrol Division.

My fear with AVL for the PD is that it will become a way for the Administration to spread the available units even thinner citing that units are being deployed and monitored for optimum coverage and response times. Another fear is that the City would use it as further argument for ensuring the safety of personnel working well beyond the boundaries of their assigned Districts, ie Tact and Gang Teams.

Supervisors should be especially leery of this technology as it can be used to make cases, not against officers, but against bosses who fail to keep assigned personnel from congregating or being off beats. If you are a supervisor you should become very familiar with the term Negligent Supervision, after all it ended up landing LAPD Sgt. Satcy Koon in federal prison.

Personally I am on the fence when it comes to enhanced technology in the field of law enforcement. Cameras, AVL, Tasers, DNA Testing and other devices can be useful but should not be allowed to become the status quo. Every incident of surrender to enhanced technology degrades the word of every officer on the street. In today's world we should not be undermining the integrity of the law enfocement community we should be improving the public's perception of it. I fear the day when court cases will rely completely upon electronic and forensic eveidence alone.

By the way for newer personnel I would like to state that CPD has had AVL for years. However, in the past if they were tracking you it was a secret. I pray that the current Administration starts supporting the rank and file instead of just frustrating it, I do and always will believe in the CPD.

I'm just a civilian, but I support what you guys do every day for us. I don't blame you for being concerned, but maybe this will help: I work for a company that uses AVL's, and can tell you that in almost every case I'm aware of, it has been used to verify that vehicles were where they were supposed to be, when they were supposed to be there. In other words, it has been used for company and driver defense, not to spy on drivers. That said, who knows what CPD plans to do with it?
I don't work directly with the system, but what I do know is that it operates 24 hours a day on all cars- no one has the manpower to check all the AVL's all the time- so it's unlikely anyone's going to spy on you; they'll probably only use it when they need to investigate where a certain car was at a certain time.

Hopefully this puts your mind at ease. Keep doing the great work you guys do.

regarding the comment about wanting to know where city council cars are (I belive only one alerman still has police guards), last summer Burke was up in Lake Genevea, WI for a personal event, being driven around by two guys in a city of chicago unmarked car. glad I don't live in the city, what a waste of fucking resources and money

I mean i dont care so much about the GPS, many suburbs have it and I mean its not like im leaving my district or anything so they can track me whenever they want. i go to my jobs so I dont care about that. But DNA? This department is routinely violating the contract not to mention the constitution the way they do things. Criminals have way more rights than any of us. FIGHT BACK PEOPLE

I can understand the concern about the potential for the use of GPS to track the location and speed of cops on duty. I would not get too concerned. A LOT of employers use GPS in company owned vehicles to track employees. it just another tool for managers and supervisors.

Look at it this way. There is no way they can spend the time to look at records of everyone in a squad car every day. It will mostly be used where there is some suspicion or allegation of wrong doing, and could quickly show either there is reason to proceed with looking into someone's behavior, or there isn't. In any case, there is nothing to fear if you are not doing things you should not be doing in the first place.

I have had "GPS" in my squad car for two years and let me assure you that the Department has used it in a manner that was anything but for the officers safety. This has been used as a disiplinary tool
and nothing more. This is not a prediction it is a fact. They have used it to question such things as, " why were you stopped for 22 minutes at 3230 N. Western. (They forgot where A/3 was i guess)Believe me when I say this is just another tool for disipline and keeps with the Sup.'s policies of
hammering the men and then he asks why activity is down and crime is up !!!! The OEC cant even find my
location if I was calling for help! They have no capcity to find me as it stands now. They fould have to wake up one of my bosses and have him get on a computer via the internet and use his pass key to locate my position then relay it to OEC ! They also can go back months and tell your exact route for the entire 8 hours of duty on any given day. Offifer Safety BS
like all of J-Feds other policys.
His administration focuses on one thing...disipline...and the homicide rate and crime stats show it. When will the city council wise
up and realize who the problem is?

To all the people who say " if you're not doing anything wrong then you don't have anything to worry about" You are completely wrong. GPS will be able to show that your car was at a scene if someone makes a complaint. The department can make this small thing the preponderance of the evidence to sustain a CR. By the way they are starting to install GPS in radios.

So can I request the info thru the freedom of information act and make the city explain why the fuck I haven't seen a police car in my neighborhood in months? I'm not really worried about that though because I have all those nice dept. of revenue suckholes patrolling on a constant basis. I for one could care a less about GPS because now I will be responding to all calls regardless of priority(with the exception of a 10-1) going the speed limit, waiting at all red lights and coming to complete stops at all stop signs. Too bad for the poor woman getting her ass beat by a drunk husband or the girl getting raped by another honor roll student because those are the only ones this will affect.

The city is pushing for GPS for all sorts of workers. Check out ctatattler.com and one of the most recent posts is about the bus locator service being expanded, and that's something that is available in real-time on the internet.

Thing is, I don't have a problem with being able to ensure people are where they are supposed to be. Problem is, and every one of you knows this, the only people who are likely to be affected by any of this are patrol and a few specialized units.

You think anyone is gonna do a GPS implant for all the bunnies at 35th street, city hall, and assorted hiding spots all over the city? How about for medical abusers?

They say its going into commanders cars, but I would but 99.9% on it that its only going into cars of those who they might wish to harm someday.

Its sort of like human resources in the private sector, and a bit in the city. You are supposed to document every single thing anyone does wrong in order to justify firing them for a pattern of misconduct or negligence. So they paper the file of almost everyone (but not the bosses or their relatives), and just bring out the dirty paper when they finally want to get rid of you.

Likewise GPS. Its only going to be used against the most oppressed workers in the city, and that is those workers who actually are supposed to be somewhere in the field at a certain time.

The other 7000, 8000 or 9000 sworn in the CPD? I guarantee you Daley and his crew don't even want anybody to know where they are.

There is no general order that states you have to own a cell phone and make immediate calls to ops command and the fusion center. Why do they need to know ASAP?

I work on 1st watch and there are lazy ass cops who park their car in a spot no one can see and sleep for a couple of hours, watch a movie on their portable dvd player or surf the net on their lap top.

GPS and AVL were looked at as far back as the early 1990s for both police and fire. It is NOT a new idea for the CPD and capabilities were evaluated around 1993.

People who evaluated the technology at that time only had the safety of the officer in mind. Maybe today's administration would look at it as an electronic leash or way to discipline slackers. Abusing the technology for this IS a possibility. (applying it for administrative prerogatives)

However, locations of resources are important. Some of you are way too paranoid. Do the job - or leave.

A "FRIEND" OF MINE A STREET AND SAN. GUY WHO IS A SUPERVISOR WAS LOOKING FOR HIS SNOWPLOWS. A CERTAIN WARD SEEMED TO GET MORE COVERAGE. THE FRIEND THREATENED TO RETRIEVE ALL THE GPS FOR THE TRUCKS TO SEE WHAT THEY WERE DOING.
GUESS WAT THE OUTCOME WAS THOSE TRUCKS WERE ALWAYS IN THE WARD.

NOW IF THE CITY DOCUMENTS ARE MOVEMENTS A FREEDOM OF INFORMATION ACT CAN BE SENT TO CITY HALL REQUESTING HOW MANY PATROL CARS GO THRU A BEAT.
OR HOW MANY CARS WERE DETAILED OUT OF THE DISTRICT AND WHAT WERE THEY DOING.

I came in to work yesterday at 0705. Roll call didn’t start until 0710, and when it did it only lasted five minutes because the Watch Commander didn’t come down. I chatted with my buddies for a while before picking up my radio at 0725 and turned it on just in time to hear the zone banging me. Since I don’t answer before 0730 I had time to urinate and make a quick phone call.

0730: I let the zone know that I was assigned by the desk sergeant to pick up coffee and treats from Dunkin’ Donuts. At 0745, I headed out to my car only to turn around and head back to the radio room for another; not only was the PDT not working, but the driver’s seat was stuck in a terribly uncomfortable position. I needed a beat tag too.

0800: I was in my car ready to roll. I completed my mission to Dunkin’ Donuts for the desk and was about to head back out when the review officer grabbed me for a run to Starbucks for a latte and piece of low-fat pound cake. 0900: The zone unleashes their first job on me, a #1 parker from an anonymous citizen that they’re holding me down on. That buys me travel time to breakfast so I immediately head off in the opposite direction. Half-way through my poached eggs and toast I give a 6B and request a personal which carries me through to 1000.

1015: Sergeant calls for cars at a street roll call where I finish my coffee.

1030: SOP mission. I read the paper.

1045: I volunteer to back up on a domestic. It’s over quickly, and now my fellow officer and I are ready for lunch. Between the job and travel time we down ourselves for lunch at 1130.

1200: I’m up and assigned a traffic accident. No injuries and one car can be driven, but on the other car the rear bumper is pushed against the tire. After a quick “repair” by yours truly I’m able to send both parties in to the desk for their report.

1245: Transport for some tact guys. They grab one then decide to round up two more so I follow them around for 15 minutes before driving three bad guys in to the station. They gotta have their numbers and I gotta have something to do…it’s a match made in heaven! On the way I chat with them about Meeks, Gustav and McCain/Palin. They don’t seem to be up on current events so they don’t have much to say besides “I didn’t do shit” and “whatchu talkin’ bout, muffukka”.

1330: Shots fired. I’m close, I go. Nothing to it.

1345: Personal.

1400: Man down. CFD gets him up and walking. Thanks, CFD! 9D. After that, the zone leaves me alone to enjoy my ice cream bar until check off.

I was the suburban police prior to shitcago. This GPS is totally about fucking over patrolmen. I've been called into the Sgt's office and asked "why were you going 50 mph in that 30 zone?, we didn't show you on a job" or "You were stationary for 33 minutes, what were you doing?". Mind you, they already knew the answer, they were trying to ellicit a lie to really screw you over.
This is really bad and the un-clouted will be the only ones to get screwed by it.
And if you don't think they monitor this blog looking for "malcontents" to target you are indeed crazy.
The only officers who will get their pensions will be the clouted ones. All others will be targeted for harassment and petty rules violations and hounded off the job prior to their 20.
"gee officer, you took the long route to that job, inattention to duty" "gee officer, you were within 7 blocks of a disturbance call and didn't respond, cowardess"
And the burb I worked for swore on a 10 foot stack of bibles that this was an officer safety tool only...my ass. They were fucking over cops within days of full implimentation of GPS. And as for Mr 12:11 am, "if you are doing what you are supposed to be doing."
How I recall a similar kool-aide drinker who got religion after his suspension for not responding with lights and sirens to an accident assignment. He felt it unnecessary, but the A-hole micro manager Sgt felt otherwise and he took a day.

As a former member of S.O.S. I can say that the G.P.S. never hurt me. There were a few other guys that got it shoved up there ass in house for being out of an area they were supposed to be in...but what can you say? If you are where you are supposed to be and doing what you are supposed to do.....no big deal.

AVL ( Auto Vehicle Locator) is more than a GPS .... GPS simply gives you the Lat/Long of your position...the AVL is capable of printing out your direction and speed, also it can calculate your estimated location based on direction/speed etc...in advance.
All info is saved so they can go back weeks and pull up data...

PS it will not work if your in a garage, underground or even under heavy tree branches...or if your PDT is off.

As FORMER S.O.S. let me tell you there are LOTS of people looking at the G.P.S. First each Sargeant is responsible for their officers. Second, the LT. and Commander would randomly check out cars. They had INSPECTORS assigned to look at so many each day. Then there were people who were just curious looking at it and seeing how it worked. BELIEVE ME, when it first rolls out there will be LOTS of eyes on it. Eventually it will boil down to the basics like Sgts and W/C's with inspectors lookin randomly.

GPS also keeps record of how much time is spent on the street to the second..for example if the car is shut off for any reason the GPS is still making hits on that car at the end of the tour a sup can pull up that cars GPS log and it will tell them exactly how many hours a vehicle has spent on the street patrolling so if you start at 0800 and check off at 1630 and lets say you stopped at a place of business to talk to the good citizens on your beat(lol) and you spent 40 minutes there (lol like we have that much time)while still being available for jobs it would minus that from your tour time spent on the street so 40 + 30(lunch)+ 30 (2 pers) 1hr 40 min = 6 hrs 50 mins on patrol My question is...If this is for SAFTEY reasons why the break down?

Wow, i can't believe what this dep't has come to. In just the past 5 years it has turned upside down. I'm sure this wasn't their intended goal, but man, i don't think there's going to be any working police left out there. Well, there's always a few nuts on each watch, so they'll keep working (until they get sued) but after that NOBODY.
Seriously though, have we hit rock bottom yet? I didn't think it could get any worse than about a year ago and here i stand bewildered that they are managing to disgruntle each and every one of us.
I'll admit, i use to be a worker. One arrest a day, then relax and enjoy the rest of the tour.
Now: zero arrests in 4 months, having no fun, and afraid to do anything. Terrible way to go to work.

local police depts he is hated by EVERYONE!That is not somthing I'd be proud of if I were in his position.In the service I learned a very long time ago as a 17 year old punk kid from the south side respect is earned,rank alone does not make you a leader.

That isnt going to fly with the AVL system. You will be jammed.

Also, last year when 153 was in its final days before being disbanded by Starks, their cars had the AVL system installed.

A few cars one night got into a police shooting on the west-side. Partner bails out on foot and the other gives chase with the car. Bad guy had a gun and was shot by 153 guys. I dont remember if they killed him or not. Anyway, when the shooting was over and everything went back to the area, the driver of the squad car was interviewed by detectives.

The officer gave his account of what happened and what he did while driving, such as i went down this street then back up that street, etc. The detective took the statement and put it in a Sup report.

Well a few weeks later the detective got the print out of the AVL and guess what, the squad car didnt go in all those directions and streets that the officer said he did.

The officer was called back into the area and re-interviewed and shown the print out of the AVL. Nothing else the officer could do but say, ok i guess i was wrong on where i was driving. No one was acussing the officer of wrong doing but it made him look silly and it is now documented in official reports for the police shooting.

Yea, the AVL is here to help us.

If you have a car with this thing in it you better start growing a better memory on where you go and why so you can answer questions later. Also, they wont be asking you the same day you are driving around they will have the print out weeks later and call you in and have you start explaining your movements.

Parking the car in one spot doesnt work either. Add in the in car cameras and the microphone attached to your vest and you may as well request to partner up with a defense attorney.

After 129 posts to this thread, it appears that only "anonymous" at 12:58 PM has a clue as to how the city will abuse AVL/GPS technology to fuck with selected officers. It's called "disparate treatment".

It will be clout infested in its application, just like promotions, assignments, other disciplinary actions, awards, extradepartmental education and assorted perks based on almighty CLOUT.

First, I envision that neither bosses nor certain select city-wide units packed with clout babies will be monitored.

For arguendo, assume that the devices will only affect district patrol and apolitical detectives who won't tolerate the city's corrupt management.

Officer "A" and his partner are both dog-asses but they are heavier than whale shit. They spend most of the midnight tour cooped up in some desolate graveyard or industrial area. On all watches, they make frequent two hour stops at the homes of girlfriends and go shopping outside district/area boundaries.

Meanwhile, Officer "B" and his partner are outstanding police officers who are constantly making "on view" Part I felony arrests between radio assignments. However, management consider these officers as "loose cannons" who refuse to accept deeply entrenched clout and corruption. They are outspoken. They "rock the boat". They are potential whistleblowers.
On rare occasions after working their asses off, they may take a lunch break or run a personal errand outside their ghetto district. RIP 'EM! It's the Chicago Way.

All of you know that command will harass Officer "B", maybe even seek separation.

Will it be a coincidence that any monitored trangressions by Officer "A" will be ignored?

I think not. You are dealing with ruthless, treacherous cocksuckers who would throw you under the bus in a heartbeat for "making waves".

The history of GPS tracking in the Department has been for only one purpose, and that is to gather evidence against a Department Member who has been "alleged of wrongdoing." In almost all of these cases, the members were clear of any wrongdoing according to the GPS, however, the Department in it's wisdom for the trouble they put forth, hammered these members for whatever rule or order violation they could mold to fit their investigation to justify the effort. If it was truly for officer safety, the technology is available to GPS radios, and that should've been the method used. Fortunately for us, because the City sucks at keeping up with bills, and we always buy crappy stuff anyway, whatever system is in place, will fail most times. Stay Safe.

off topic i had the best welcoming gift from 019th district, i just moved to the 019th district and i was with my mother is who was driving, we again were both new to the neighborhood and my mom did not see the stop sign until the last second she stopped but just not behind the crosswalk sign. so we were pulled over by beat 1995 3rd watch #19934 well and once he finished talking i asked him if i could ask him a question, he replied in a cocky tone but i still held my cool i told him that i was an off duty and we were both new to the neighborhood and that we were sorry but we did not see the stop sign until the last minute and if he would accept professional courtesy at which point he replied "im writing your mother" so i said ok have a nice day... the point of the story is that yes maybe she did not stop completely but my point is that i cannot believe this copper refused to give professional courtesy and had no respect for another copper. this was a great welcoming to the 019th district thanks beat 1995 3rd watch.. i will always give professional courtesy to all coppers regardless of this tool.

The University of Chicago Police have been using this for years and it is used to enhance patrol. Sgts/WC's activate the system during an in progress call and can tell were all cars were during the call. If your off your beat you explain why. If the car is stationary at lets say a mall, and your inside shopping and getting your eyebrows tweezed, you got to do some splainin. So beware, all you shoppin ass biotches, this is for you not the working police.

What's everyone worried about? Just look at the dept's history on buying and running hardware. The new radios......batteries last only 6.5 hrs before they start chirping. First generation car computers, the one's that we were all told were the best money could buy. Boy, you can take them out of your car and into a job. First time I tried that the battery died in 5 mins.
The In-Car Cameras. In 024 you keep getting an error message "Server Not Connect" so you cannot upload your video.
The dept will do what it has always done......spend buku bucks on getting the equipment and zip on the personnel and equipment to keep them running. Besides, if you put the car down and get a pool car, it won't have GPS installed.

OK, here is the TRUE STUFF: Sgts. can't I repaet Can't track you from thier PDT, they first said that we could when they installed the GPS in SOS cars, We can only track from a desk top in any station. I used to tell my team, Fuck the GPS, just put yourself dowen anytime you need to leave your mission area. let me know and I would Put it on my log, Yes it can be used to jam you if you are into wrongdoing but a few times it actually save my guys. Example a W/C from 5 called me into the station and had a citizen there who said one of my cars took his keys, I took the info, went to the computer and found that the car was never int the area where it alledgely happened, I'm by no means a supporter of GPS, as I had it on my car too. PS. all cars these days even your own private car have a black box in it, it records your spped at the time of impact in accidents. So don't fear the GPS. Learn to deal with it, there is nothing we can do to prevent its coming.

With this technology every exempt with their Department issued laptop or desktop will be able to monitor locations of cars whether at the office or at home.

Can you picture it? Car XX or the District Commander sitting at home eating dinner monitoring the locations of cars?

With the proper access codes this is do-able.

Like to see this AVL placed on the Department website for the public to see. How long till the public outcry is heard from the residents of 008 or 016 when they see where the cars are?

Actually the GPS unit be a source of amusement if you use it right.

Like say getting 2 squad cars and driving down the street side-by-side at EXACTLY 30 mph....during morning rush hour. Maybe 26 mph would be better. Non 10-1 emergency calls, top out at 30 mph. Be there when you get there.

Anybody passes you, they are speeding and/or driving left of center.

The safety issue is total Bullshit. It has never been needed before, so why is it critical now? Does someone need a contract?

True story, when the first unit in the city to get GPS installed was SOS, right before they were dismantled, Fleet Management notified the Office of the Mayor that they had the GPS units ready to be installed in the two cars the Mayor uses for transportation.

The Mayor himself shitcanned that idea because he didn't want to be tracked. The police and OEMC wanted it so they could know the location of the Mayor at all times for safety and security reasons.

The Mayor was having none of it because it could track his every move and leave a paper trail of his movements. It is good enough for Fire and Police and countless other city workers but not hizzoner, Mayor Richard M. Daley. He flat refused to allow his limos to be wired for GPS.

This is true, a good reporter might find the people over at Fleet Management who do the GPS work on the executive fleet and maybe one might confirm this story. I learned this from a very well placed source. This is the truth.

I really fail to see what the problem is with GPS. The city owns those cars, they have a right to know where they are at all times, no matter the reason.

Garbage trucks have them, fire trucks, ambulances, bread trucks, beer trucks. Jesus Christ, to even think that police officers were not also going to get GPS is simply ludicrous.

What might officers be afraid of, that they might have to give 8 hours work for 8 hours pay? Jeez, what a concept. totally foreign to the CPD no doubt.

3. How long do you all think these GPS systems are going to work? About as long as the rest of these pieces of shit equipment they give us...in-car-cameras are going down all the time, PDTs suck, radios suck, cars suck. Plus I'm sure the manufacturer is some fly-by-night company with connections to the Daley family or the HDO, so once they go out of business, forget about ever fixing them.

There were coppers who cried foul when they did away with call boxes and installed radios in the cars. Cut down on the graft opportunities.

Then the city gave us hand held radios, I know coppers, one retired earlier this year, who till the day they left refused to carry a radio and kept theirs off their whole tour. If the partner didn't listen they got red lined. This also is an example of old time coppers. Not all were hard chargers bent on ridding the city of crime. I know of coppers who stopped writing tickets and complained bitterly about not being able to steal a couple of hundred a day any more. That was in the late 1980's and very early 1990's. Not all that long ago.

It all is a matter of perspective I guess.

Insurance companies pull that black box info off private cars all the time. It tells the last thirty seconds or so of your driving 'experience'... speed, accelerating or braking, air bag deployment, seat belt on and locked in place or not. You lie, they won't pay.
