Chicago Police superintendents have been unable to fire most of the cops they have wanted out of the department for misconduct, a Sun-Times analysis has found.
The Chicago Police Board has the final say on firings, and it turned down the superintendent about 70 percent of the time between 2003 and 2007. It operates with little publicity, even though its decisions play a big role in ensuring quality policing in the city.
The Police Board, a group of nine people appointed by the mayor. A group of people beholden to the political powers that be. A group of people intertwined with the Machine so as to be part and parcel of it.

Don't just blame the Police Board. You also have to remember some of the IAD Investigators aren't the sharpest tools in the shed and also the legal assistants the Superintendent has giving him their wisdom and him accepting it are all factors where good cops are suffering while the political ones keep their jobs.
Because King Richie does not want us to have a contract. He wants the city to run the department without any barganing unit period. He is sweating us out until he get's what he wants. He wants our numbers down to around 8,500 and no raise for another 2 years period.
Its nice that the Police Board has overruled the Superintendent 70% of the time, however, I don't believe that truly indicates the quality of the cases presented by the Super or the the quality of the review given the cases by the PB. In my experience, the meetings of the PB are poorly attended by the appointees and much of the time, the members delegate the review of any pleadings to their own underlings and rarely actually review the materials submitted themselves. They don't seem to question the findings of the investigators to any real extent but rather decide on some kneejerk response based upon whether the conduct of the accused offends their personal notion of propriety.
Its long been said that you get what you pay for and since these are "unpaid" political appointees, that's in fact what we are getting.

Perhaps the problem is more complex than just a simple analysis of the firing stats by a journalist.
Perhaps cases brought to the Police Board or for that matter the Circuit Court who makes these decisions- are they all base on politics?
Does labor law, legal precedents, procedures and due process have any to do with anything Mr. Sun-Times.
Do police officers make mistakes? Do you fire someone who made an honest mistake? Or do you fire only criminal police?
Are we separating disciplinary actions against Department members from those actually having criminal intent?
What does the Sun-Times do to a journalist who is caught making up a bullshit story or plagiarism?
Maybe a raise or Pulitzer? Who gets fire in the media? Pedophiles yes. DUI's no.
What kind of cases are being looked at, all kinds. Domestic related where a husband and wife going through a divorce might have some conflicts?
What gets you fired and how do you get back?
How much does it cost you?

how about reporting on how so many guys are at callback(311) for years at a time even though they have been vindicated of the wrongdoing that they were accused of. don't get me wrong, many people are stripped and at callback for a reason. also many are there who should have been put back on the street a long time ago. it really comes down to personal reasons-- maybe someone at ops/iad decides that they just don't like you and they put a brick on you. it is a lack of professionalism-- this is why we need the police board-- they have an objective look at all the facts of the allegation and make a decision based on the merits of the case, not on whether they like you or not.

Weis says bringing back an officer found guilty of serious charges hurts morale and that there is always a risk the officer will get in trouble again.

Who runs this place? Newspapers and TV reporters. Murders on the southside on TV, put all tact teams and units south of 55th Street. Police misconduct in the paper, push to indict a cop already suspended for two years.
The plan? The plan is the Superintendent reads the paper in the morning and sends out a fax. The city lawyers tell him it violates the contract, or the law, or department policy, or the Mayor's feelings, and the fax is recinded.
Not a single person with balls within four ranks of the Superintendent. We had a super who did everything the newspapers told him to do, crime was completely out of control, but the citizens and media loved him. Then we had a super who divided the department into friend and foe, put all of his friends in desirable spots and the rest got the shitwork, crime fell dramatically, and the citizens and media hated him. Now we got a super who bogged down the department into such confusion that everyone sat around waiting for 2011, crime is rising, and the citizens and media don't know what to do.

Virtually Every Major Crime Category Down In City
Arson Only Crime On The Rise
CHICAGO (STNG) ― Virtually every major crime category was down in Chicago in July, according to statistics released by the police department on Friday.
Homicides decreased 7.9 percent from January to July compared to the same period in 2006, while overall crime was down 6.4 percent, according to a release from police. The only crime category to show an increase was arson, which was up 3.1 percent.
Since January, there have been 245 murders in the city, compared to 266 a year ago, the release said. Overall violent crime showed a 5 percent drop, including sexual assault down 3.4 percent, robbery down 5.5 percent, aggravated assault down 7 percent and aggravated battery down 3.4 percent, according to the release. There have been 208 fewer shootings in the city since the same period a year ago.
Property or non-violent crime showed a 6.7 percent decrease, including burglary down 1.8 percent, theft down 4.8 percent and motor vehicle theft down 19.3 percent, the release said.
Around the city, 21 of the 25 police districts showed reductions in crime, with Wentworth (13.1 percent), Chicago Lawn (7 percent) and Shakespeare (12 percent) showing significant declines, the release said. Chicago Lawn and Calumet (2 percent drop) are among the districts in which police have been targeting violent street gangs and their members.

Good post and excellent question. I would guess that our pension, along with many others, have much $$ in those two mortgage giants.
It would seem to follow that we will lose along with the rest of the stockholders.
Easy credit was the problem, no more. Easy credit that gave mortgages to people who shouldn't have gotten mortgages. !00% financing, no money down, interest only loans, jeez, this was ripe for scamming and scam they did and now we pay.
I had a developer offer to sell me a two bedroom condo, nice place, for no money down and in effect he would give me the down payment, include it in the mortgage and then refund me some $$ at closing. so I would walk in to the $450,000 condo with zero of my own money and walk away with a condo and 20 grand in my pocket and when the real estate market went south presumably I would just take a hike like so many others have done.
That is why the mortgage industry is in deep shit, easy credit and no enforceable standards. That is what caused the stock market to crash in 1929. Buying stock with 10% down and borrowing 90%. When it went down people were wiped out fairly quickly and it snowballed.
Then came security and bank regulation. Things improved. Then came deregulation. And that brings us to now.. The foxes cannot guard the henhouse, that much is learned and relearned each generation or two.
We might be in for a bumpy ride so fasten your seatbelts. If you have time left on the job, say 20 years or so, max out on deferred comp and put it all in the various index funds, S&P 500 etc, then watch it take a shit and then go way up. You will do nicely in years to come.

I loved this story back in 2001 and still love it. Det. Janice Govern ignores a bank robbery (in Dominicks) in progress 50 feet from her while ON DUTY, buys her water and leaves the grocery store. Hoping nobody would notice her. Didn't quite work out that way.

Second the article seems like a Daley hit piece on the Police yet again AND a power grab by the Supe. We are not getting the same amount of appilicants to take this shitty job, there are no classes of recruits in the pipe waiting to hit the street (hidden police hiring freeze, and I'm sure a buyout offer is forthcoming to rid the department of the last of the old school police).
Third isn't against the law and not to mention department policy to mention individuals medical condition? Yet in the article we see the Officer's medical status broadly mentioned. According to department policy (dispatch policy and medical roll procedures) a persons mental state or physical status are not to be used. I hope this Officer SUES THE BALLS OFF OF EVERYBODY INVOLVED IN THIS ARTICLE. How can this guy ever work the street again with a hit piece like that.
Fourth, this union of ours needs to be a lot more proactive against the city and their newspaper assasins and let's start bringing some class action lawsuits down on the heads of these chumps.
If this front page article does'nt convince you that we are under seige and need to unite against this regime of terror then I don't know what'll convince you.
