Mobile Strike Force (SOS version 2.0)
We were e-mailed a document, purportedly from the Department, outlining the preparations for a new unit called the Mobile Strike Force. The entire thing is labeled "DRAFT" so we don't know yet how much of it will be implemented.

- The goal is to have the unit up and running by 31 October. Lieutenant James M. Roussell has been tapped to run it.
- Only Officers with 5 years can apply and allegedly, CR history will not be that big a deal (depending on the nature of the complaints we imagine).
- HQ will be the 3rd floor of Homan Square (i.e. SOS's old digs) and it's a straight afternoon operations in two fixed day off groups.
- 1 Commander, 2 Lieutenants, 13 Sergeants, 115 PO's and a timekeeper. 69 vehicles to be assigned to the unit and they're all marked.
- BDU's or plain clothes with a special unit patch. Emphasis on gangs, working with NAGIS and TRU and access to 1505 money.
- It will also assume the old SOS duties of gas teams, cut teams, and all the old SOS personnel are to have first crack at the Unit.
Wow. It's going to be almost like SOS never left. The missive also has a section that states members do not have to worry about TRR's and CR's being used to launch them from the unit and another section states supervisors will be held strictly accountable for their subordinates behavior, which would be something different.
In any event, we're sure we'll be hearing all about this one very shortly if they want to be up and running by Halloween.

As long as the special unit patch looks sharp I'll sign up for anything. Maybe an alternate BDU is in order I wouldnt want to be confused with those TRU crimes against fashion. Hi boys and girls, It's Lt. Richie Scotchbreath! And I just came home from TR'S tap! It was a great night till I got home and saw that SCC is claiming that Lieutenant James M. Roussell is getting this new unit. Not sure if SCC has just been mislead or what but I was promised this new elite unit. [Hic-Up, Burp, Fart, I knew I should of never had that late night burrito!]
Don't get me wrong, I am sure this clout heavy, asskissing, political insider Lieutenant James M. Roussell is a decent guy. But my record speaks for itself. Capt. Jim Spratte taught me the whole Japanese language in less than 48 hours. Just in case those Japs do lease the CPD from Mayor Daley like I previously spoke about. Now that is impressive.
In my 20+ years of service I have over 2 Honorable Mentions and one complimentary letter (From TR's PUB). My Uncle ADS Molloy once even put me in for the Lambert Tree Award for that shoot out I had when I was going through the DT's after I stopped drinking for a week. Mind you I really was attacked by those 6' tall pink panthers and the kangaroo. I just wish I would of at least shot one of them to prove they were really there. Then I would of actually won that Lambert Tree!

While the aldermen vote themselves a 6%+ “Cost of living” increase (because a “raise” sounds just too damn pretentious!) and the Citizens are none the wiser. If you listen to Maggie Daley, you can almost hear her say “Let them eat cake”, in between the double shots of single malt! Then, all of a sudden, “Holy shit, I just had an epiphany! We need a unit that will go out and kick ass, take names, lock up an exponential amount of bad-guys, quell riots, get guns, drugs and gangs, just because arrests are down, and crime is up!” is heard from an upper floor at 35th street.

I actually started getting excited reading about this, wondering when they will accept applications... then I rememberd that I don't have a phone call. Shit. Guess what J-Fed? There are a lot of policemen still out there, ready and willing to work, but won't ever get the chance due to lack of clout. speaking of sos , I believe there are 4 or 5 p/o's and 2 sgts from sos that had nothing to do with Jerry F's crew that were stripped as collateral damage and were in callback, any word on these guys? These were all good guys. I read about the new C/O of the proposed "strike force" and hear lofty adjectives used to describe him. Jeez, this guy might be a real good guy, a former Marine etc. but after all, it is still the CPD!

It was 25 years ago and it is even more so now. You did have some dedicated individuals who by dint of outstanding individual effort performed many heroic things but you also had the likes of Chief of Detectives William A. Hanhardt who was involved with an outfit jewelry theft ring. You had an on-duty Captain of Police (Nash) walking into an FBI-run chop shop operation and acting like it was his local White Hen Pantry. You had Lt's who were sexual predators (one still employed) You had thieves, scoundrels, drunks and misc. other forms of criminal life, all wearing blue or white shirts.
Only those young-uns ignorant of such things in the very recent past would dare to drink the Kool-Aid and join a unit like this. You still have a corrupt and outfit connected Mayor in charge of the whole city for God sake!

Worked for Lt. Roussell years back in 015 on the Gangs Team. He is probably one fo the most ethical and stand-up bosses I have ever met. If the Administration is really serious about this they will stay out of this new Unit and let the Lt. do his job.
And P.S. Lt. Richie Scotchbreath just turned me off with his comments on Lt. Roussell, Jim is, and always will be the Real Police!

Where will the 69 vehicles come from. There are not 6.9 pool vehicles citywide. Don't expect fleet to go out of there way to provide the vehicles. Guess each district and unit will have to give up a couple vehicles each. Doesn't matter much the districts don't have the people to man the cars anyway.

I worked for Lieutenant James M. Roussell in the MARINE CORPS. he is a person you can trust. He did not get the magic wand touch of merit. He earned his position by being a tac-sgt in 015 and worked everyday of his career. He also was the intel officer of 2/24 marines and was always a professional. He has lead troops into battle and has always been there done that.
I'm proud to say congrats GUNNER ROUSSELL.

Well according to posters here, everyone in TRU can put in for this new unit. We are constantly told that Tru has po's with an average of 5 years or more. We're short a good 2,000 + officers even though you keep saying we're budgeted for 13,500 but refuse to admit the crazy shortage. Why doesn't the public wake up, and demand that we be budgeted for 16,000 officers and take back the streets already. one lost life is one too many. Give us a contract and hire more police. New SOS? WTF?! The crew that F'ed everything up hasn't gone to trial, yet! This "new" MSF is going to be closely monitored. GPS, Cameras, Micro-managed, and every action will be scrutinized. There is no positive action in this department. It is all re-action. I used to work at the old SOS where we were allowed to be the real police (NO STEALING) and this new one will never let you be the real police. In the ghetto when they saw the "cars with the fo' numbas on dem", they knew not to fuck around. The city fucked up and disbanded the unit with a lot of great coppers that worked there. Now those great coppers are plying their trade elsewhere. You'll never have it like is was.
I haven't forgotten how the department treated SOSers...threw those officers to the curb and spat on...put many of them in the behavioral alert program unjustly.
Eventually some officers redeemed themselves, others not, but, the damage was already done.
Do you think the public who sits on juries will believe your testimony if you work in the new and improve SOS 2.0? Especially if they offered to bring back the whole band of old SOSers?
What do you think of those politicians and exempt bosses who decided to disband SOS burning every copper who worked there only to rename it and ask them to return? How many of those officers do you really think will return?
What do you think is going to happen to the TRU unit? We are already short handed in the districts and the Supt said he was going to get rid of it?

I know some of you out there would love to get into a special unit for many reasons. Total restraint is needed at this point. Avoid this NEW SOS UNIT believe me! There are other opportunities that are much better for your career, family and financial well being.
My best advice to all you working officers who might be impatient is the wait before you indulge yourself in the new administration's offers.
Wait for the new contract to get signed before taking them up on anything first. Let's get a clearer understanding of our working conditions before jumping head first into a half empty pool of green water.

We don't need another citywide "elite" unit. What we need is to fully staff district law enforcement. These citywide units and ideas: TRU, Safe Summer, Saturation Teams, midight Gang Teams etc are solving nothing. They are useless. Put the cops back into the districts:
- each watch gets 3 1-man cars that handle reports only. all other cars are 2-man.
- chronic callers (pissrers, drinkers, loud noise) etc. are handled by Community policing.
-Tact & Gangs gets the trainig slated for MSF. I mean aren't tact and gangs out there all the time, supposedly, on 2 watches and not 1.
- 2 wagons all the time on each watch. And buy normal sized (van) wagons.
- each watch gets 2 heavy weapons cars.

Nore officers riding around looking for the "bag of dope ". Not answering radio calls unless its an in progress of course, so they can jump on a pinch. Less people actually answering the radio calls means longer wait times for the citizens. This unit will be under pressure to get heads and cause a reduction in shootings, dope complaints etc. in the Target area. It will morph into a grab a head , go to lunch, trade small fish for bigger fish, : tell me where to find a gun and I will let you go with the dope. Then it changes into tell me where to get lots of guns and I will let you go for this UUW, of course the police keep the gun and turn it in with another RD #. We start trading our integrity for a head coount. Thats what happened over the years to all the previous SOS, Gangs and every other version we have had of this fucked up idea of a Rapid Response Force or whatever else you want to call it. PUT MORE PEOPLE IN BEAT CARS YOU ASS HOLE. That is what will stop the bloodshed and then back them up . There are mistakes of commission and mistakes of ommission. Forgive and train on the mistakes of ommission that are unintended and take the appropriate actions on mistakes of commission when the officers are way off the ranch with their actions. CVS in 004 is a big problem as well. The illustrious Illiana Regional Gang Task Force was called in to 'just start locking kids up' which resulted in over twenty arrests. A federally funded arm of the CPD doing school patrol. They were not alone though. The tactical team working was also assigned there. Great use of resources!
FYI it was South Shore H.S. and the IRGTF is not federally funded yet and it probably never will be if Lt. Richards keeps running it. He has turned a great concept into nothing more than a multi-juridictional tact team and he thrives on petty pinches.

Jim is a good guy and would be a good fit for this type of a unit. My problem however is this. Jim is 61 or 62 once its up and going he will beforced to retire, who are they setting up to walk in and take over. Sounds like the T Williams situation, give a merit boss a unit that is up and running well and leyt him get all the credit.
speaking of sos , I believe there are 4 or 5 p/o's and 2 sgts from sos that had nothing to do with Jerry F's crew that were stripped as collateral damage and were in callback, any word on these guys? These were all good guys. For the inquiring minds, thank you for asking, I really appreciate the thought and I am sure the others do also. I can only comment for myself for the obvious reasons. Everyone you ask of are still in a stripped status. Its almost weird that you asked for info on the sos guys when you did, here is my time line of being stripped. I was stripped 04 oct 07, the unit was disbanded a couple of days later. so you see its been 1 year for me being stripped and the unit being disbanded. Its been a year and I still have not been served with allegations, nor do I see any end in sight. Its seems the going rate at call back is three years, so maybe I still have two more to go. I never in my right mind thought I would still be stripped. After all there was a video that was televised nationally on the news that shows I was not there, I thought when I was stripped it was a mistake, I thought that iad and the command staff would view the video and see that I wasn't there and I would be reinstated in a couple of days or even a couple of weeks never a year. To the exempt member(s)that continues to keep me in my current stripped status, have a conscience and do the right thing. I promise you, my individual case will not comeback to bite you in the a$$. I've been a CPD cop for less than 5 years. I am young, in good physical condition (can pass the power test with relative ease). I can also shoot expert with a certain famous carbine. But I am not stupid. Giving me an elite unit patch and BDUs to wear is not going to entice/motivate me. This department is so f***ed up that I wouldn't dream of signing up for anything like this, especially now. Why add risk to my life, assets and livlihood? So that my fellow coppers can see me as something more than an ordinary patrol officer? So that I can prove that I'm a go-getter? So that I believe that a gig like this will enhance my career and chance of being promoted? What's that? You say I should do it for dedication to the job and all that it means to be a cop. Right. Feed that garbage to a naive soul. My feet are planted firmly on the ground.

The major problem with having a distinct, separate arm patch then the rest of us indicates that no one has learned anything from the last round of major fuck ups. Worked for Lt. Roussell years back in 015 on the Gangs Team. He is probably one fo the most ethical and stand-up bosses I have ever met. If the Administration is really serious about this they will stay out of this new Unit and let the Lt. do his job.

thats a good point..are there any sons of bosses or previous bosses on this job that are any good? ive never met one bosses kid that was good for anything..ive always found them to be lazy, arrogant, and feel they dont have to lift a finger to make arrests, be aggressive or do any work...and it seems like thare are always hidden in nice spots like 16,22,8,9,23 and so on...what a bunch of slugs..anyone know of any bosses kids that could prove me wrong....didnt think so!
