Psst! Read This J-Fed

  • In the aftermath of the deadly Mumbai terror attacks, Police Commissioner Ray Kelly has come out with guns blazing - with a plan to get all 1,000 rookie cops ready to use heavy artillery in time for New Year's Eve, The Post has learned.
  • The NYPD wants all 1,000 Police Academy recruits trained to use M4 automatic machine guns - which are now carried only by the 400 cops in its elite Emergency Service Unit - in time for the holiday celebration in Times Square.
  • In the carnage in the city formerly known as Bombay, 10 terrorists carrying automatic rifles and grenades attacked a railway station, a market, a restaurant popular with foreigners, two luxury hotels and a Jewish center.
  • At least 195 people were killed and 295 wounded. The dead included 18 foreigners, among them six Americans.
Ten terrorists. Ten terrorists brought Mumbai to a standstill for almost three days and left a body count on the order of 19 to 1, 49 to 1 if you include the wounded. And we still don't have a single rifle or shotgun deployed on the street aside from SWAT, maybe a two-man Detective team if we're lucky.

As noted here and elsewhere, we aren't carrying the rifles from the station and running them to an incident. We're hoping to respond rapidly and in force within minutes of an attack. And that just isn't going to happen under current policy, training or leadership. Black rifles are scary - Shortshanks says so.

The M4 rifles that will be assigned to every patrol officer will be purchased with the money that was saved by not plowing and salting the streets in the neighborhoods where 90% of the tax base originates.

They wouldn't let us take a shotgun on a fortified Dope House.
We have many qualified, excellent officers who would do what it takes, but heavily armed invaders with a death wish is NOT what we are capable of.
1st and 18th districts are majority revolver guys/gals during the day.
Heavy weapon cars are dispersed all over the city and couldn't cope with the situation.

His "Honor?" is much more afraid of law suits, than any terrorists.
He also is very anti-gun. If it was up to him, you would be authorized in the use of one handgun. That handgun would be locked up at the station, in a secure area. Only under direct orders from a deputy, could it be checked out by the officer.
J-Fed has no say in any of this.
I really think he is looking for a way to exit this whole mistake he made gracefully, and still save face.
P.S. Have a Nice Day ???

I'm a highly decorated police vet with years of experience. I'm a great shot and when I go deer hunting I get my buck, one shot one kill. My numbers and arrest record are in the top 5% of my coworkers. I would love to carry the M4 but because Jody Weis and his big head came of with the rule that I have to be able to run a mile in a certain time, I can't carry it. Not my fault I've been in over 30 fights in my career, been hit my 3 different cars while I was on foot all in different circumstances, I've broken a leg, sprained my ankles twice and broke 2 toes. Those are what effect my run time not to mention me hurting my back on another incident way back when, and breaking my wrist on another fighting a guy with a gun. But I'm not good enough in the Supt or Mayor's eyes. I'm still shaking my head in disbelief on what this department has become. Damn shame

A couple months back before the election I posted a question. "What will all the liberals do and what will their reactions be when Barak Hussein cannot come through ith all of his bullshit promises? Such as NOT WITHDRAWING THE TROOPS FROM IRAQ."? Well, looks like we are going to find out much sooner than later.....
"Obama’s post-election rhetoric on Iraq and choices for national security team have some liberal Democrats even more perplexed. As a candidate, Obama defined and separated himself from his challengers by highlighting his opposition to the war in Iraq from the start. He promised to begin to end the war on his first day in office.

Now Obama’s says that on his first day in office he will begin to “design a plan for a responsible drawdown,” as he told NBC’s “Meet the Press” Sunday.

No training and no planning. The Federal funds allocated to Chicago for training was misused and was not properly accounted for.The TARA training was superficial. All smoke and mirrors.A lot of lives will be lost due to Daley's greed and arrogance.

10-1: We could use a little help here... prayers

"10-1" is the radio code we use in Chicago when the worst happens... a police officer is in trouble and needs emergency assistance. The following is an email that was sent to me. I share it with you, hoping you will take a moment and help us with a prayer of healing. I have met this officer numerous times and she is exactly how Maggie describes her. Thank you in advance for your help and support.

J.R. Andrews
Lieutenant
Chicago Police Department

---PASTE START---

Subject: Urgent....A Fellow Officer needs help
Date: Monday, December 08, 2008 1:10:21 AM

Gina ran the trips to the Washington Police Memorial in May from 001..

You and I have met once..my name is Maggie Engstrom and I am a Sgt in 001 on the afternoon foot team. I receive your e-mails and thought you might be able to help on this one. I don't know if you know Gina Dwyer, but she used to work in 006, 001, 007, 012, 35th street - (no particular order) and most recently went to 005 on midnights for the 10 hour days. She is one of my best friends, like a sister to me, and she is a great person...many love and adore her. Her father is a retired boss from this job. Long story short:

On 06 DEC 08 at approx 1000hrs - Gina suffered what is called Apical Ballooning syndrome. It took a while for the doctors to figure it out, but it is extremely rare and usually only occurs in female Asians or Caucasians that are middle aged and experience stress. Gina always works herself to the bone and puts herself under extreme pressure (ie. works a lot of side jobs on days off, working towards here Masters...etc.) It is her nature to perform this way. This affliction is extremely rare and many people who suffer from it die. Gina didn't because she was home with her husband and son who were able to react immediately with CPR and a call to 911. Gina is young (47) and one of the strongest people you will ever meet. However, Gina had a loss of oxygen for about 5-7 minutes during this experience.

At the time I am sending this it has been 38 hours since Gina collapsed. In that time the doctors were able to insert a balloon into her left ventricle which allows her heart to rest. They are confident that her heart will repair itself without further surgery and with medication. Now, the hard part, due to the extent of time that she was without oxygen, the concern is neurological damage. The next 24 hours from now are crucial - they will determine if she will pull out of this or not. She is currently in a non-responsive state and her family and friends need her to start responding.

Like I said, Gina is a strong, wonderful woman who will give you the shirt off of her back. She has 3 children, a wonderful husband and many friends. I believe in the power of prayer, and that is what I am asking of you: Please forward this to as many people as possible who will be able to keep her in their thoughts and prayers, especially during this next 24 hours. I have never asked for anything like this, but I will pull out all the shots for her because I know she would do the same, even for someone she doesn't know. She deserves a prayer from everyone she can get one from right now.

She is currently in ICU at Little Company of Mary. If anyone has any questions they can contact me directly.

Thanks for any help with this one. Like I said, it just came to me to ask if you could help. I know you do a lot, but if you could forward this...It would be greatly appreciated.

Sincerely,

Maggie Engstrom

.45 Cal Pistol, M-1 Rifle, M-14 Rifle (full auto),M-16, M-60 machine gun, trained on the first 3, OJT on the last two, in the land of bad things.

Picked up a Ruger Mini -14 when things got real bad in the Green. In the trunk, nobody knew. After noting that a 2" snub wasn't quite reaching the RIFLEMEN on the higher floors.

Guess which was the hardest to control? Yep, the pistol.

In the days of old, the Dept had the best urban warfare weapon available. .12 Ga. pump gun.

Can't wait to hear the screaming the first time one of those hot little .223s, oops, 5.56mm rounds goes zipping thru granny's wall, and takes out Andre.

Yeah, you need a little range, sometimes. For those higher floors, barricade situations. Stick to 9mm carbines in the district. Training would amount to familiarization, and popping a few down range.

Is anybody trained with the real big guns? Like a sniper 308 for those other times? It doesn't matter if no one will give the release to shoot, ok kids, I mean the "Green light." Seen that on the T.V. my own self.

I am currently assigned to a gang tean and just recently finished the m4 training. I am also just as bitter and suffering through the low morale like the rest, but I wanted to let everyone know how great the training was. That weapon would go a long way to evening up the score a bit on the streets with the pieces of shit we do battle with day in and day out. Several people in the class had purchased their weapons already and the price wasn't bad for that nice of a toy. The weapons are extremely accurate and quite simple to use, takedown, and clean --as i'm sure all the former military guys can attest to. I realize how behind the times our department is , but I suggest bitter or not, take the class , you won't regret it. The rumor was that the dept had purchased the weapons and zeroed them all for delivery to the units , but now we are waiting for the installation of the trunk locks. I realize how long that could take with this so called budget issue, but I look forward to deploying this weapon and having an edge on these gang banging assholes. Hopefully sooner than later!

Like many post state we have no equipment! We would be lucky if any of our "junk cars" could make it to the scene, the cars we have look like the victory auto wreckers commercial cars. Guns like stated before are kept in the station filthy and not taken care of, when we went to shoot in harvey some of the guns were so bad they would not fire! Maybe the new "macho man" leo can remember to maybe have the guns cleaned before he gives some out to his "strike force?"

I'd like you guys to have M4's and I'm not even a cop. I'd also like to have one myself (semi-auto), and keep it in my home, as well as be allowed to carry a handgun concealed out in public (permit okay, so long as the fee isn't exorbitant), or even in the open.

I dare a group of terrorists to attack an area where citizens are armed, and cops have even better capabilities sitting right in their squad. It simply wouldn't happen. They go after soft targets, and our politicians seem to be doing everything in their power to keep us soft. And you guys too. People still think the 2nd amendment is subject to restrictions other than due process..WTF is wrong with people?

#1 Civilian/LEO/Security semi-auto only M4.

#2 Military issue "select fire" safe, semi, 3 round-busrt.M4

#3 Military issue M4A1 is a safe,semi,full auto issued to SF/SOCCOM

Legally speaking BATFE considers anything that fires more than one shot with a single pull of a trigger a machine gun.Legally not all "machineguns" are belt or crew served.

If you ask me thats just ray ray talking out of his arse again even before I retired ( starting about 1998 or so)there was talk of training people from each platoon with the m4 and nothing came out of it I was supposed to be one in my pct he brings this up every few years.
You should see some of what is coming out of the academy now a days its pretty unbelievable the hiring standards are pathetic I would not want some of them with a sidearm let alone a long gun.
Its the hot topic( he loves putting his name in the press) of the day ray ray is very anti gun as it is he started a new procedure 2 years ago depending on you're medical reason he/NYPD will not give you a permit to carry in the big crapple even though you're county of residence has given you one that is good in all of NY but not in the city.

Fantastic!! If the incident kicks off in the ghetto they'll be right there to handle it!! If something happens downtown though? They may as well change the name to GSF because lets face it their going to be "mobile" from one shit hole to the next.

CPD is like the "GM" of the law enforcement world!

Sure people love us & remember all the good times (like '68) much like they remember their first car but hey, we're a fucking dinosaur!

The lack of training we receive is almost criminally negligent.

Talk to officers in other dept and you'd be amazed at how much training they receive.

And we fire some rounds at a paper target once a year. Oh yeah, and we got "AIRA" trained...and "NIMS" trained.

God help us!

Why is it called the Patrolmens Credit Union when Civilian Employees and OEMC people can join?
__________________

The credit union changed its way of doing business. The are no different than any bank or credit union. Rates on the Credit Unions financial offerings are no deals. The Credit Unions rates are market competetive so...shop around. My partners wife is a member on a credit union and their rates are cheaper by at least 1% on loans. The tellers use to be wives of coppers- not no mo. Basically anyone can walk in and get an accout.

Has anyone asked about the repossessions they have on their books? Last year they had 2 cars and one boat and 4 Harleys.

I made an offer on one of the Harleys. Bought it, and sold it putting a few dollars in the pocket.

Getting a loan from them is all predicated on your credit score now. Its not enough to have employment with the CPD and have a direct deduction from your check. Yes Im still a member, and my check is direct deposited to them, is moved within 12 hours of deposit.

Dont believe everything you read. The recruits are only firing 10 rounds and the training is only 1 day not 3....got this post off of another NYC Forum...

Seriously, though, this is scary stuff. What does it say about the rest of our department's standards of training when they have an Academy class fire ten rounds apiece from M4s and then stand up in front of the media and say, "We've trained 1000 officers in heavy weapons!" What's next? Having pistol qualification consist of five rounds fired from a distance of three yards? "You hit three times, kiddo, you passed." The city would save a ton of money on ammo! They'd save even more if you only had to requal every ten years or so, too.

The city could buy up a couple dozen old Cruisin': World arcade game machines and use them for RMP qualification. It'd save piles of money on gas and maintenance for the Driver Training RMPs. "You finished third place? Not too bad, kid...you qualified!"

All I know is, I want the best training I can get because better training means I'm safer on the street. Not to mention, better training means the guy working with me is better able to protect me and I'm better able to protect him. Playing political/media games like this "heavy weapons training" is playing with officer safety.

You guys have had this so-called "heavy weapons training" - now what happens if we really do have a Mumbai-type situation? Will you feel prepared when you get mobilized, when an NYPD truck pulls up and a boss issues you an M4 and tells you to stand next to a door, on the other side of which are potentially dozens of terrorists armed with automatic weapons (and maybe worse)? With your ten rounds' worth of M4 range time, will you be ready to fight when ESU turns out to be twenty minutes away or unavailable, and the terrorists open the door? The city is playing games with your lives. They'll put you into that horrendously dangerous situation, but they won't train you properly in how to handle it.

I know the situation I just described is extremely unlikely, but I bet you signed a little card or slip of paper when you did your "heavy weapons training." Now that you're officially "trained," you'll be the ones mobilized in that kind of situation, when the 400 or so ESU cops aren't enough or aren't available.

Been shotgun trained off and on for several years in the past 16. At least have the Sgt.' s have a mount in the trunk or something.

M4's I hear are in per the Academy but they are still sitting there with the new racks to be put in the cars (backlog in doing that I guess).

I took the physical recently for the dept. $$$$ and they said it does not qualify for the M4!!!????

What a WASTE of tiime to have to go back down there and take it again and tie up manpower at the Academy to sit there all day while those interested desires to carry an M4!

Am I going to FAIL the test that I just passed a week later or month later?

Just TRAIN us and get us out on a range and see if I can handle it rather than all the RUNNING around that I CAN DO ANYWAY! QUIT WASTING EVERYONES TIME!

NERDS,PAPERSHUFFLERS,PUSSIES,WANNABES,IDEAMEN,GUN DORKS!

If I can't handle it tell me at the RANGE! The Dept. should be offering this to everyone and not making it so RETARDED like some old HBT team!

JUST the desire alone and 1 time physical a year(passed)should be enough to warrant one to be TRAINED!

No wonder nobody wants to do anything around here for anybody! To many NERDS and IDIOTS making DUMB decisions like we are all STILL recruits!

Show some RESPECT to the MEN and WOMEN Jody and think tank and they will SHOW IT BACK!

*********OFFICERS***********

Ghetto Copper in the front lines...

Historically Chicago PD has been reactionary. So take it for just that. We have had liberal politicians control resonable levels of protection.

Most of the suburbs have heavy weapons, so does UIC, If you have a valid FOID Card and a Valid licensed Rifle. May I suggest keeping them in your trunk of your vehicle or in your Locker....Yes we have a policy of "un-authorized weapons" Do you honestly think that, that will apply when Hyatt Regency, Palmer House, Drake, Millenium Park, Navy Pier, etc.....Is under attack and our Elite units are miles away.

Officers, how an organization responds to a man made or natural disaster, will determine who lives and who will die.

In Mumbai, the head security in charge resigned for his slow response, and many died and injured.

In Israel they respond immediately and the death toll is low.

The formula: slow-mediocre response = significant death toll.

Immediate pre-planned response = very low death toll.

CHICAGO'S not ready response = signifacant-major death toll.

I could go on and on. MITIGATION.

J-FED many officers really don't care about HQ. But we do care about our families and friends. The dedication to protect the oprressed from those who prey on the weak. Who really cares about some boss's kid or some boss who is a politician. Frankly I am glad your dumping all the clout babies, besides July 3rd debacle is a clear example of politician clout commanders, who will always screw up. They will bring themselves down.

The stupid power test is just J- FED ramming fitness down everyones throats, like giving pills to a dog. Every PO understands the theory of a semi- auto weapon, the rifle happens to have a charging handle, a forword assist and a safety selector. One can learn how to work the bolt release and change the magazine in 15 minutes. The only variable is that some people will freeze up or go into shock at the deafening sound of an offender firing rounds through a center fire rifle.(Clout baby chicks).. Think "Hulk Hogan" pounding on the lid of a 55 gallon drum with a small sledge hammer. Come to think of it, a good many citizens, and and any lincoln park yuppie, will need to change underwear if they hear it. J-FED DROP THE POWER TEST AND PREPARE THIS DEPT.FOR THE FUTURE. How many people here remember when Islamic Terrorist took the Israeli weight lifting team hostage during the Olympics in Germany? At the time the German police were woefully unprepared for such a situation and all the Israelis were killed, most during a botched rescue attempt.

Learning to shoot a M-4 is not training. How many of you have ever been fired upon, ever been in combat? Should terrorist attack us like in India they will not be like our local knuckleheads who shoot a little and then run. These guys will be out to kill everyone they can, including YOU!!! Are you mentally prepared for this?? No where in this department's training are officers trained to deal with the mental side of combat. We saw, just a few years ago, three officers fired after they were caught on camera hiding from a man with a gun while one officer fought the offender by himself. Training is not shooting some rounds and learning how to clean a gun. Training develops a predicted response to a given situation and requires, in the case of armed violence response, hours and hours of preparation. Now I wonder if anyone at 35th street has thought enough to compile a list of officers who have served in combat in Iraq and Afghanistan. Not only do they know how to shoot the M-4 but they also have been trained by the finest military in the world on surviving combat. These officers should be put together in a unit to develop and deliver training to the rest... but then what do I know...

OH, Hurray! A cheerleader! How wonderful you must be feeling after all the Koolaid you drink up. Yeah we get things done all right, but you are DEAD wrong about always prevailing. Sometimes officers don't prevail and they get killed. An M-4 isn't the answer to everything but we should have them none the less. When you need something NOW, you need it NOW. Not a half hour from NOW but right fricking NOW. Times change, this department changes very slowly, what was good to go even 10 years ago might not be enough now. The training might be good, I don't know because I haven't taken it yet. I DO know that there are plenty of prior and current service people on the job(including myself)that can keep em' in the 10 ring at 300 yards without a problem. We have qualified people already, they just aren't recognized by the city. NONSENSE!, and that's exactly what I think of your cheer leading. Should we all go back to revolvers because it was good enough in the past? Should we get rid of the "working" PDT's? Should we go back to doing everything on paper? Get rid of our radios and use a call box instead? Our cars? No we shouldn't, and we should get the M-4.

I am qualified on the M4/AR15 rifle and I requalified on it in Oct. while i was in area 5 the range instructors that run the course had brought in approx 15-20 brand new smith and wesson M&P AR-15 rifles maybe more. and they are the departments issued ones we have the guns the problem is the racks, they are stored at equipment and supply and not at motor maintenance. so only a few are being installed a day, those being installed are more than likely going into bosses cars or special units like narc/gang intel. But the department does have a few hundred brand new rifles, I saw them well anyway be safe out there guys.

Hey SCC, are you going to start a thread addressing the student riots against Police in Greece? It's only been occurring for the past 3 days.

I really don't see where the concern lays here. You can rest assured the Ray, Karen and the rest of the Policy Group are working on this as we speak. Have faith.

o/t - I was in Area 4 and picked up a department notice "Ordinances (Enacted and Amended). Within the notice I read that we can not register non-duty firearms in the City after 05 March 2009.

This is important to us because we wont be able to buy target pistols and shotgun after March and have them legally in the City. Please verify this and get it out to your readers.

The students are rioting for the same reason the Greek Empire dissolved.

They left their friends behind.

Now, kees me you fool!!!!

Training???
The CPD does have some of the best qualified guys in the country, some even go around to other departments and train them, but here none of them are left on the range, like one southsider said, "they got dumped for honesty"

Don't count on any 2 man detective team most are nincompoops. Most of these chosen ones have never fired a shot in anger. If they pulled the trigger they would scare the shit out of themselve.

A Detective

Not soooo fast goof nuts.
There are several merit detectives who have been involved in shooting.

Fuck, the rifles....check out the fact that they have 1000 recruits in their academy.

That is low for them, normally they graduate 2,000 or more. Remember, it is a city of over 8 million and department of 35-40 thousand....

12/09/2008 10:24:00 PM

You obviously missed the point so i'll slow down so even you can comprehend; as I stated it would be great to have all tools necessary to do the job, but we have always got the job done regardless. Should we be able to have shotguns and m-4's in every car? absolutely! should we have state of the art computers, radios etc. yes! but guess what, it's not happening, we can't even get a decent vehicle to use. What I laugh about is the people who complain that they can't or won't do the job because they don't have a good pdt etc. they are obviously new and don't what it was like to get in a car with no air or heat, no computer EVER and the coppers went out and did the job and backed each other up, not the back-stabbing, whining, me-me-me bullshit we see on this job now. So, as I as stated, i'd love to have all the tools but the job has to be done regardless, so we do our best and that's all we can hope for until things improve and we can get what we need...

hey 9:44 am-- i don't go to the blue angel and i don't smoke. i am my own man and i don't need my daddy holding my hand. it has nothing to do with being a tuff guy. it has everything to do with survival. if me and you sat down and talked for 10 minutes you would like me. my concern is solely with my safety and the safety of my brother officers. sometimes you have to live outside the box, sometimes you have to take risks. true to your post putting an unauthorized weapon in a city owned vehicle could become dicey. i am willing to take that chance-- if you won't , oh well every one has their limits.

All MSF Officers are being trained on the m4 and the weapons will be on the street at all times that they are

There's always 3 SWAT Cars downtown to respond to Hostage Situations. They have everything ready including M-4's and sniper rifles.

We have Rifles, people are getting trained, and locking devices will be in the cars after the first of the year. The rifles have been zeroed and will be in the districts shortly. If you don't believe, ask those who have gone through the training. Don't give up yet, help is on the way!!!

If anyone out there thinks that even with an M4 Carbine, that they're any match for trained and determined terrorists, bent on destruction and death,
ATTENTION: YOU, have been drinking FAR too Much KOOL-AID, kids. Without tons of Military training, all you will do is Die with a Carbine in your hands and perhaps a befuddled look on your faces.

from the looks of the Academy recruits I've seen recently, I wouldn't let them carry a pea-shooter much less an M-4 Carbine.

Is anybody trained with the real big guns? Like a sniper 308 for those other times? It doesn't matter if no one will give the release to shoot, ok kids, I mean the "Green light." Seen that on the T.V. my own self.

...Good to see that you have a vision of something that "is" based on your television viewing habits. Just be advised that there ARE trained personel out there who are trying to keep you safe, sort of like "St. Nick". and no, not every SORT car is 1 of 3 assigned downtown, only one usually is assigned downtown, unless we get other info/details...and the SORT cars do not always neccessarily have the .308s, though you will rather beleive that...no worries...

Don't forget brothers and sisters, in Mumbai, India, this entire terrorist attack occurred when one of the terrorist attacked a police station. The cavalry went to the police station to help out their colleagues and then the rest of the terrorists had free time to start doing their operation. This was a well thought out plan.

Damn shame

12/09/2008 12:47:00 AM

Why do you want to carry the rifle anyway. You just said you've been hurt and no one is cuddling you, why do you want to do something extra for the dept you are ashamed of?
