More Red Light Cameras

  • A federal appeals court has given the green light to red-light cameras that have pumped out more than a million Chicago tickets and generated $100 million in sorely-needed revenue since 2003.

    The ruling by the 7th Circuit U.S. Court of Appeals preserves one of the city's few revenue sources not subject to the economic downturn -- and clears the way for a major expansion that will install cameras at more than 330 accident-prone Chicago intersections by 2012.

  • "A system of photographic evidence reduces the costs of law enforcement and increases the proportion of all traffic offenses detected. These benefits can be achieved only if the owner is held responsible. This need not mean that the owner bears the economic loss. An owner can insist that the driver reimburse ... if he wants to use the car again (or maintain the friendship)."
The ruling rejects the argument that the owner can't be held liable if someone else is using their car and commits a violation. The court holds that the registered owner is ultimately responsible for any and all violations, even if they aren't physically in the car. This would seem to be a slippery slope, especially once lawyers get involved. Are friends going to be suing friends over $100 when someone lends the car to a neighbor to make a grocery run? Or pick up a kid from school?

We definitely foresee an uptick in stories like these though - humorous and ingenious:
  • Whenever a new, relatively unpopular technology hits the streets, you can always count on teenagers to try and exploit it for their own gain. Such is the case with speed cameras, as high school students in Maryland have begun playing the "Speed Camera Pimping Game," wherein they attempt to punk the not-so-accurate cameras by creating faux license plates that can be traced back to peers and teachers they have it out for. The trend has parents and law officials worried, and it raises even more questions about the cameras' usefulness.

    Students at Richard Montgomery High School in Maryland have discovered that they can duplicate the license plates of their archenemies by printing a Maryland plate template on a sheet of glossy photo paper and digging up a handy license plate character font, according to a parent speaking to The Sentinel. This may sound like a janky craft project at first, but these cameras are not sensitive enough to pick up the differences between these paper license plates and the real things. The students then tape the faux plate over their own and purposefully speed in order to be caught by the speed camera, causing the real owner of the license plate to receive a $40 citation in the mail.

Not that we'd ever support such shenanigans. Even if the plate said READ ME.

This opens the door for owners of automobiles being held liable when they allow someone to use their vehicle and that person commits a serious crime while operating said vehicle. I can't wait to charge momma with murder when junior uses the family hoopdee for a drive by. This ruling is gonna get very interesting.

this is no different than a parking ticket. if you let someone drive your car and they park illegally you are still on the hook. Hate the red light cameras, but go through 6 of them total on the way too and from the station. Never have gotten a ticket since they have gone up. Don't want a parker, park legally, don't want a red light ticket, don't run red light. Quite simple. Man, i want to do a seat belt mission now.

These cameras cause accidents more than they prevent them. They install the timed walk signs and time the lights perfectly so you're just pulling up to the light when it's about to go yellow and you don't know if you should speed up and risk getting caught on the camera or slam on your breaks and get rear ended. It's a trap. And what about vehicles from funeral processions that go through the red light? Is the ccity going to give 30 people tickets as they are morning the loss of a loved one? Pretty shitty if you ask me. But it does fit this city's balless backstabbing personality....

As cops, you guys should know what works to defeat these. I have thought about defacing them myself but they already thought of that: most cameras are in pairs, facing each other. Don't be mistaken either boys and girls, these things are recording video 24/7/365.25. They NEVER turn off, and they aren't always watching only violators. God only knows who has access to the footage, but it sure as hell isn't citizens - even by request.

Hearings are a waste of time. I went there with a stack of evidence a couple years ago, and spent a good 25 minutes presenting it and was convicted anyway. I was offered a true court hearing, but it would have cost me over $98 non-refundable to get in front of a 'real' judge. I had digital video of the red light at Kostner/North, complete with intersection measurements, speed calculations, and phase timing analysis for that light as well as others both monitored and non-monitored. I could prove that our city is not looking out for safety in the least bit, because all of these red light intersections have the federally required minimum of 3.0s on a yellow light, regardless of intersection width. The City does not follow any MUTCD recommendations, nor does it use any of the ITE's formulas for safe intersection design, signal placement, or light timing. We do the bare minimum so we get the most offenders. Every time I hear that these cameras are for "safety", I'm ready to burn down city hall.

My wife got a ticket at this intersection in the morning. I did some calculations to figure out where the sun was when she got the violation. Sure enough, it was almost precisely behind the light tree. Since none of the signals have no backing plates, the human eye has a harder time interpreting the difference in color. Plus the intersection is what the ITE calls, cluttered. Signals for different rights of way in an order that creates illusions of which one is appropriate at first glance.

And yet..go to areas like Park Ridge, where last I checked, the yellow light phase on NW Hwy and Washington is almost 5 seconds, and the s/l is only 25mph! No one runs that light. I've sat there for hours watching.

PS: The light on Nagle and Foster, which has a rat-box, used to be 2.8s, which is illegal. Like an idiot when I was "convicted" by the administrative hearing officer, I threw that in her face and demanded to know just how much they are looking out for safety. She had no answer of course, but that light was changed because I checked it a few weeks later and it was spot on at 3.0s. I should have documented it better and sued!

Google 'Gatso' and see what people do to these things over in England. Tires and gasoline.

OK some info on the cameras and reflective spray.......the cameras are on real time and always recording , they do not just snap a couple of pics, when the photo lens lights up the reflective spray will make the plate unreadable at that point, but all they will have to do is back up the footage and zoom in on the plate, believe me they have already found a way around the reflective spray

Seems simple? But I seem to recall hearing a number of stories where people had gotten these tickets incorrectly. I don't think anyone stands a chance at an appeal hearing, either.

A driver is turning left at an intersection, when the light changes. A car coming the opposite direction blows the light, causing the turning driver to delay his turn and delay clearing the intersection. The turning driver receives a Red Light Camera citation but goes to an appeal hearing.

The camera is only a photo, not a video. No proof in the photo of another vehicle, so hearing officer rules against him.

What about vehicles caught in a 'Camera intersection' when Emergency vehicles are approaching? We've all seen that happen.

I understand you can appeal even this ruling to a hearing in Traffic Court, but at this point you've chewed up so much time, energy and lost wages fighting it, that most people figure to cut their loses, even if they are right!

Say what you want about the cameras, the revenue they generate, or any of the pros and cons about their instillation. but you've got to admit that nobody seems to obey red lights any more. I'm willing to bet there aren't a lot of us out there that remember when it was tickable to go through a yellow light. So the excuse "the light was yellow" wouldn't fly either way. It was a yellow light ticket or a red light ticket. Now nobody seems to care the light is red anyway. Just count the abount of dickheads [sorry Richie] that just ignore the red light. Here's the bottom line: if you don't want the ticket-don't go through the red light. Yellow means slow down not speed up. If not pay up.

I believe we are a few years behind London with these cameras and I seem to remember a story a couple of years ago where they had mounted these cameras on just about EVERY red light in London.

The citizens finally became so outraged by these cameras and subsequent fines, that roving bands of British 'hooligans' began destroying the cameras as quickly as they could set them up!

You bet they hate coppers. After paying the $90 fine, I waited in the parking lot (47/ked) for that ad judge to get in her car and got the plate number. Next day, returning on-duty, wrote her for not having a front plate.

My wifes vehicle got a ticket 2 hours after her city sticker expired- only ticket on the block too- she requested a hearing cause she already had the sticker and just forgot to put it on- never got a hearing- just a notice the fine was now $270 as judgment was ruled against her for not showing up!!!! What the fuck!!!!!!

It is funny how the whole reason that the courts allowed these cameras to exists int he first place was for the "SOLE PURPOSE" of "PUBLIC SAFETY" and that the cameras could "NOT BE USED FOR REVENUE PURPOSES". Yet the City and the Courts do not hide the fact that these cameras are HUGE REVENUE MAKERS for the City.

When commiting a moving violation it is not the car that has violated the traffic laws it is the driver. Police officers cite "DRIVERS" for running red lights and speeding not the vehicles. How a court can surmise that the owner of a vehicle who wasn't driving the vehicle is liable for the actions of another using their vehicle is ridiculous!

So, if I borrow my pen to my partner and he jams it into someones eye, am I now liable for his actions because its my pen??? I guess the courts thinks so!

A reason for these cameras include allowing the police to spend time on other activities... Does this mean that you don't pull someone over who blows a red when a camera is present? I mean, maybe some people blow them because they are not paying attention or whatever but, maybe some blow reds cause they are drunk or fleeing the scene of a crime. Did the powers that be consider that when they felt so proud of they're police time freeing cameras?

Another thing, don't register your vehicles to your home address with your full name. And don't use your station address. It is much better and perfectly legal to just do first initial, last name to a post office box.

You can even send your city sticker to the post office box.

This way, they cannot threaten your job if you have any ticket problems which you should talk care of anyway. It is also a safety issue, so gangbangers cannot find out where you live so easily.

Want to see something creepy, run your home address on GOOGLE MAPS, and click on Street View. Can you see your car clearly, parked in front of your home?

If you request by mail a hearing on any ticket there will be no response from the city. They will claim they never got. You need to send in the request as "Registered Mail-Return Receipt Requested." That means some one in the city has to sign for it.

If you do got get a response, initiate a complaint with the City Inspector General's Office.

Am I the only one thinking that what these kids are doing is a good thing for all of us? By doing what they are doing the are causing major reasonable doubt that you or your car was ever involved. At least if you get pulled over by a real officer they are able to confirm the driver and the vehicle. This could actually be used in court to show how inaccurate the cameras are.

I know, I'm just dreaming. I'll go back to my beer.

I just payed one of these tickets. My daughter got snapped at 47th and kedzie. Came home and told me it was yellow. When I got the ticket and watched the violation on the computer, you could have taken a personal between the time the light turned red and she entered the intersection. The interesting thing is that they also give you the speed of the vehicle (35). I dont mind paying when wrong but would prefer talking to a live copper. Even civilians sometimes have a legit reason for running a light ie: west side ambulance.

Wurthusa.com auto parts supply. Its Rocker Guard spray used by body shops. clear coat spray with metal flakes and additives used on the rocker panels to give it texture. Its used on Toyotas/Hondas.

Im just going to duct tape over one digit on each plate, front and back...then run all the reds i want. You coppers are too pissed at shortshanks to stop me and write a ticket ! I may even hold my hand out the window, and give shortshanks a one finger salute !

How about this idea? A weight that weighs you vehicle at a stop sign. If a vehicle over does not stop on the flat scale for at least 2 secounds, a camera will flash.

If you run a red for an ambulance, and it's clearly shown in the video, I don't know how they can find you guilty. I've done this several times (never at a watched intersection). It's perfectly legal if you do it safely and cautiously. Yield to emergency vehicles!
I would be in favor of people that DO NOT get out of the ambulance's way getting those goddam fines, and I'm not even a cop.

Yep that would be it. It will have Arizona plates, usually a white mini-van, no writing on it but does have spot lights on the roof. Arizona has had photo radar for ten years. Plus I ran the plate it comes back to an AZ company that does photo radar systems. Just cover your plate until you get to work or court and plead ignorance like the muts do.
