Rumors of Retro

There have been a lot of rumors floating around the comment sections lately regarding "no retro" being part of the negotiations.

Any contract offer that doesn't include retroactive pay should be voted down without hesitation, because we will win that one in arbitration. We've gotten retro in each of the past contracts and an arbitrator is bound by previous agreements, not the City crying poor.

We certainly can't believe that the FOP would be negotiating its own dissolution and decertification should they actually be seriously considering a "no retro" contract.

But then again, we've been surprised before.

Have it on good information that cuts are being made all over the department to fund our retro checks.

City wont budge on the 1% for the first 2 years of the contract. So the retro check wont even pay for 6 months tuition of a private H.S.

My vote will be NO!!! Would be nice if the FOP and FireFighters Union started a public information campaign that started questioning WHERE all the money has gone from the leasing of the Skyway, Midway, Parking Meters etc. BUT we have all this money for the Olympics.

Nevermind...Thinking that our FOP would exhibit the balls to undertake such an endeavor such as standing up to the Daley Administration/Machine is just a waste of time.

DO THE ACCOUNTING CORRECTLY... some of us went round & round on the last time we had retro money coming... that money is not a "windfall" per se from according to an IRS source... any taxes paid should be at the difference between old & new pay rate if I can recall not an almost %40 whack like a windfall dammit.

The only problem I see with not getting retro pay is that there is absolutely nothing less I can do in the 8 hours that I'm at "work". So how is not getting back-pay going to inspire me to do less than nothing. This sounds like one helluva pickle!

Retro is up to an arbitrator. Historical precedent and past practice are that retro pay has been given. However, nothing is state law guarantees retro pay. Part of the law regards the city's ability to pay.

Hey boys & girls, It's Lt. Richie Scotchbreath for his first posting of 2009. Boy o' boy things in this department are changing quicker than a cross dresser trying to get all his female clothes off before his wife walks in! I was never able to do that fast myself, maybe that is why I am divorced.[hic-up, burp & El'Gas-a-roo!]

I say phewy on no retro pay. All hogwash. We are going to get a nice big and fat retro check because the city wants us to spend all that cash here in Chicago and boost the economy. We all know that 70% of the officers on this job will blow their retro check in less than a week. From a new car they don't need, an expensive gift for the girlfriend and a cheap gift for the nagging wife. Others will make high risk investments such as wagering it all at the gambling boats. It will be a Chicago stimulus check. [hic-up, burp & El'Gas-a-roo!]

I heard Capt. Jimbo Spratte say that he plans on purchasing a large warehouse with his retro check and make it into the Jim Spratte Police Museum. Spratte plans on display case after display case of his awards, medals and priceless artifacts from his 1001 homicide arrests. There will even be one of those machines they use to have at the local zoos that cast wax figures of Jim Sparatte for the visitors (for a nominal fee). [hic-up, burp & El'Gas-a-roo!]

As for my retro check, I am going to pay my bills. Well actually just one bill, my bar tab at TR's Pub. They have been pressuring me to cough up a little cash towards it.

So relax my fellow C.P.D. officers, Mayor Daley is going to give us all a nice hunk of change to bring the Chicago economy back up. Hard to justify no retro check for us when he increased the Supt.'s pay by 300%! I bet you didn't think of that.

Well got to run! Capt. Spratte and I have joined a yoga club. The only yoga club in the city that serves alcoholic drinks. And if you ever have tried to hold big old Spratte in the inverted "Y" position after a couple of drinks, you know what I am in for.

If the FOP even entertained this thought for a moment I'd hope they'd be bright enough to see the writing on the wall. If they agreed to no retro what shortcomings would befall the city that they'd ever settle a contract in a timely manner again, thereby breaking the unions!!!!

I have been a policeman for 18 years now and have always loved and respected "the job." I will ask you these questions: Are wage freezes without precedent? Is Mayor Short Cock crying poor? and last but not least: Have you looked at Atlanta? Not only a wage freeze, but a ten percent cut in pay. Hey FOP go initiate another CR number on the Civilian Superintendent and fuck us. That is what is happening and nobody is helping the rank file, only selling us out.
Last night I said "informational picketing," tonight I say maybe we need something more radical. I will put it out there for debate, because we need to get the City's attention right the fuck NOW.

This is just an idea. But if we take no retro that is fine as long as they back load the contract. The raise must be at the minimum of 24 %. That way we would receive a 16 % raise as soon as the contract is signed and sealed. Sure its not the quick 7 or 8 grand that we are all waiting for but if you do the math over a career we would be much better off.

Also, if we do not get retro we should get an extra 20 furlough days. That way we can have more time away from the bs of the job. Sure I would love more money and a lump sum retro check is always good, but more time off is just like money in the bank

The city is crying poor, so the FOP should try and negotiate something were we get much more time off. This would not cost the city any money at all. Not to mention it is obvious shortshanks is not worried about manning all the cars each and every day, so he should be all for the extra 20 days.

Rumors of no retro are just that, RUMORS!

Don't believe it. Wait till you hear any settlement announced by the FOP and bear in mind the economic climate. Also keep in mind that in arbitration we will kiss goodbye to any alternate work schedule. An arbitrator will not and cannot give that to us. That must be negotiated.

If we go to any one of the alternate work schedules it will mean more days off per year. The city will likely want some type of tradeoff. Keep this all in mind.

One thing is for certain, we will not be seeing any 4% raise each year for the next 4 or 5 years. Be happy with an average of 3% and be grateful we are all still employed.

Nothing less than 4-4.5% raise each year with retro. The alderpimps voted them selves 6% and gave their staffs a 5% raise. The teachers, laborers electricans plumbers,CTA water dept streets and san all got new contracts with good raises with out having to wait when their contract expired so hell we should get a good raise with retro. Scrrew this city I hope they kill 700 this year. Daley needs to look in the mirror every time the crime stats go up. No contract, shitty equipment and we are severley shortstaffed with incompetent leadership (not just J fraud) but a high percentage of exempts are clout idiots.

The FOP would be overwhelmed with phone calls as would the city for people demanding to be part of fare share instead of the FOP.

How about we look at the entire offer before making a decision on retro pay alone. If the FOP trades retro pay, I am sure that they are getting higher future earnings in trade resulting in more in the long term. The city cannot afford retro right now, we should capitalize on this with either more money or better beneifits like lifting residency.

I realize it's easy for the armchair qb to say we could do a better job at representing the rank and file, but how much worse could we really do. This is our career and lives at stake here. Not a rumor. True that city budget is pushing this item in contract talks. Of course the eeconomy is the blame for everything now a days. Unfortunantly I hear this argument is gaining more traction with the current budget shortfalls and will continue to be pushed unit the contract either comes to a vote or goes to arbitration. DOnt think the arbitrator will take the police side in this. What the city is asking for is a salery freeze (read no retro check) from June 2007 - 01 Jan 09. A 3.5 % increase beginnin 01 Jan 09.

That means your retro just started collecting money three days ago.

I agree totally, as that would set up an untenable bargaining position there after. As it is the city is in no hurry to settle a contract, except for the retro pay. Without that they would never have to settle.
Why is it the city settles with every other union in a matter of weeks or a month or two? They have the power to strike. So the city drags their feet with the unions that can't strike. The city is the reason it takes so long to get a contract.
To then say they can't afford the retro pay, is like the kid that kills his parents and goes to court and asks mercy from the court because he is an orphan!
Vote it down if no retro, just for the precedent it would set.

MM if you havent figured it out yet your being watched and its getting documented. How does his boss who is a former inspector let this happen? Maybe hes just clueless? Anyways some people are just that arrogant that when they know they are beig watched they still figure they are above everyone else and dont have to obey they rules. Sound familiar. Here are my suggestions for trimming the budget in the appropriate areas to fund necessary city services (like our paychecks and snow removal):

Eliminate the fireworks at Navy Pier. If the economy gets better they can always be brought back. I will go along with the huge expense for July 3rd...for many families, it's an annual event. However, fireworks during the weeknights all summer long should be eliminated.I'd love to know just how much they cost. Who needs them? Oh yeah...TOURISTS.

Reduce the freaking flower budget. I keep hearing that we are in dire economic times...if so, then how are flowers going to help? Oh yeah...TOURISTS like them. So decorate Michigan Avenue and be done with it already.

I'm not even going to address the jumping jack things for summer block parties....

Give police jobs back to police officers...lockup, desk, activity clerk, etc. Get rid of the civilians and cut that payroll.

Anyone else have any other realistic ideas?

some assholes on this blog think your bad for asking for any increase or just keeping current pay and benefits. we were promised good pay, pension, health care and other benefits when we TESTED for job. now the city due to their own irresponsible (criminal) loss of funds wants to punish us. i believe we are totally justified in doing less for less. could we go to the city and say its been a bad year i cant pay for my city sticker , water bill etc. and im not going to pay for the last two years either. im sure the the city would understand. im sure the people calling us dog,whiners etc. are exempts but none of them would stand up to a westside rev. or crooked alderman. your job is your family nobody else cares about you.

You think it can't happen here? Google Vallejo Calif.the city filed bankruptcy because of the high cost of Police and Fire.
IF it goes thru,they can forget about contracts and there will be rollbacks in pensions and salary,plus other benefits.
From what I gather,
the average Police and Fire $ is$90,000 ayear with perks, and the officers want 90% plus perks at 20yrs. and out

I'll give up the retro for a fair contract, PROVIDED that the City council retroactively agrees to freeze their salary at 2007 level and give back that automatic generous raise that they always seem to give themselves in good or in bad times, without fail.

No politician on any level (Fed,State,County,local) has ever earned a pay raise PERIOD!

Sure goof, that would be fine and dandy if we didn't work for a crook and do-nothing alderjags that didn't hesitate to give themselves a 6% raise in these TOUGH times. I believe all the other unions were given a raise with retro as well. This scam artist sold the skyway, airport and parking meters for billions and treats it as if it is his personal bank acct, so fuck him crying poor. It is nice not to have to worry about getting a pink slip having been in that spot before, but we CHOSE a job many would never want. We have to reside where we are told, pay the highest sales tax, use schools that are shit or else shell out thousands per child for private and my fucking city sticker cost me $180.00. Anything under 5% with retro and I'll be on the medical for a year.

I personally know sombody down at City Hall and I was told that we probably will get almost anything that we ask for, now that is all fine except for one thing, that asshole Donahoe selling us out and doing the mayor a favor by not asking for all we deserve. The city has to have a contract agreed upon by April if not the Olympic committee takes ous out of the selection pool. For once we have leverage and it probably won't be put to good use. I have total faith in Donahoe that he will pimp us out and we'll get a mediocre deal at best.

I hope they look at Capt. Spratte's A&A sheets for the last few years. Talk about someone robbing the city. This slob had the nerve to jam a copper up for leaving 15 minutes early to get to a side job who ended up getting 5days off, when this fat hypocrite never worked a full tour in his career. Just ask the secretary's who have consistently falsified the A&A's over the years so Jimmy can get his early ducks after 4hours.

To the person who claims that MM from 44g73 left early wihtout a slip. In case you didnt know, that capacity doesnt answer radio jobs and can adjust his working hours as needed. Meaning that he may have come in on another part of the day and left and made up the remaining hours afterwards. The area gun teams can do those things because of the nature of their work. I was on both an area midnight gang team and then a gun team before and we adjusted a lot. The reason for that was to conserve on overtime funds. So you mr/mrs wanna be RAT, you stand corrected!

Lets first start with the Superintendent getting paid the true amount he needs to get paid. Hell, Cline, Hillard, Rodriguez etc. were ALL the police with 30 plus years of real police work. They didn't get paid half of that and guess what, they did not fuck the department like he has DONE! It will take us years to try to get back to where we were before this idiot came! Because of him and his actions, hell, the contract supporters we had are thinking again! He is also NOT doing a damn thing with Homeland Security, so that was a BS salary increase from the start. Hell, he can't even run the police department effectively.

Why does Mike Masters make almost $180,000.00? Why is Lynette Helm a fucking Chief and making over $150,000.00? I know we talk about bosses all the time just for the hell of it, but she is the most incompetent piece of shit on the department. All she does is kiss but and go from one emotional breakdown to the next every freaking day! She has a staff of idiots, especially her suicidal, bi-polar secretary. I called and asked ONE simple question, just one, and it took an act of GOD to get an answer. By the way, I got the answer from a different unit that should not have had to address my concern.

Lets start clearing out some of the positions like....why does the Superintendent need a Chief of Staff when he has TWO Asst. Superintendents? Why do we need a Deputy Supt. of Patrol when we have TWO Chiefs? Why do we have a Mobile Strike Force Commander, TWO Gang Commanders and a TRU Commander? If you gave the Districts all of that personnel, guess what, the Districts would be able to impact crime in there area more effectively than any of those units put together. That would save us 3 Commanders pay, give us at least 9 LT's., 20 plus Sergeants in patrol and at least 600 officers back to street level daily policing and not the 4 hour police, because they will not have to report and have roll call at one location and then drive for another hour to another location, don't forget about coffee and lunch on the way!

District Commanders have to run these piece of shit districts and be Street Deputy? I work in the Detective Division and for the last 3 months, every homicide scene and the 2 police shootings I have been a part of was handled by Commanders. Everyone did fine, but what the hell, one of the Commanders also had an incident in his District so by the time our night that turned into day was finished he was absolutely delirious and was no good at that point to me!!!

Which brings me to another point. Why is it that Dana Alexander got promoted. He lead the city in every shit category possible. He spent more time chasing his drag queen secretary and being a part of any petty bullshit that could be found instead of leading and directing as he was put in the position to do. Even now, I hate to see that idiot coming when we have to handle a major incident in Area 2. He attempts to talk a damn good game but does not know shit. Our Commander would normally do what he could to work with the Area Dep. Chief, but he and his staff are so fucked up, we all just stay away. He will sink or swim on his own. I am sure he will sink, he is too stupid to swim!

RULE # 1: Never ever, ever give something back that you already have, NO IFS, NO ANDS, NO BUTS....If the City freezes your income or raises it will directly effect your pension, so now you'll be taking it upfront and in the end. The pension board determine your pay based on your highest latter year salaries and they don't count promises, IOU's, or good intentions. This is one hell of a crossroad for Officers who careers are just beginning or midway. I would strongly suggest that YOU who are still on active duty, put aside alot of your bickering and finger pointing, the City has always dealt with a divided department, this has always given them the upper hand in the past. Its time to get over the hair gel nonsense, house mouses, sons and daughters of supervisors, politically connected ones, bad bosses, bad press, stupid politicians, judges and ASA's, street urchins, reverends, living outside of the City and all other distractions. These things were in placed when you got here, exsisted while you are here and will be here when you are gone. Any member of the negotiating team who even suggests to the membership "no retro" as part of the new contract proposal should be terminated from their position on the fop board, dept and ran out of this city tared and feathered.

I am very much aware of the economic conditions of this city and how recklessly our local politicians have brought us to this point using new age revenue projections, over taxing and spending on pet projects that benefited pay to play friends, relatives and politically connected business associates.

J-Fed's salary alone is a fucking joke and the idiot who made this deal with him is our biggest fool. I know that I keep harping on this ex-fed guy, it ain't just me. Academics, professional law enforcement authorities and rank n file officers think Army Capt. Forest Gump must be a terrorist trying to sabotage the safety and well being of all citizens in this city. Clean up the dept? Any fool can fire people. We have plenty of idiot bosses to do that job at half the price. Running the third largest law enforcement agency in America in these threatening times is just...just...too much for Gump & company to handle.

Leasing of parking meter revenues and landing fees at midway should support our city pensions in par with other fair share raises negotiated to other city unions within the last year. 4% annual. Eight year contracts?

Our police dept represents about 900 million dollars of spending power. All police officers live in the city and invest by spend dollars in this city. Giving police officers retro checks and pay increases will only help to stimulate our local economy.

I agree there are a lot of bullshit rumors going around about how this contract is being negotiated. One of those is leading to a special pension deal. We all know something is up since the fop has not resorted to arbitration yet...our union is dragging its feet intentionally.

Whatever offer presented to us. I know we need cold hard cash in hand to get people back to work. I intend on spending my payroll dollars locally and on Americans.

China, Taiwan and Japan is going to getting short changed by me for awhile until things improve here.

Take a 1.5% raise for the 1st year and the same for the second year.
Figure it out. It aint much.

All you care about is a couple grand in retro pay. How about you look at the entire contract. Pay is not the only issue that you need to concern yourselves with.

Look at the work hours, look at the overtime issues, look at the medical issues, etc. etc. etc.

Look at the contract as a whole because if the city screws us on any part of it I will be voting NO.

Once you lose something in your contract you never regain it.

Remember kids, if we go to arbitration, it is also based upon PAST PRACTICES. Every contract that I have been here for (18 years), we went to arbitration and we have received a 4% raise per year. I am also including the 2% first 6 months and 2% last six month in the contract. I know it is not a true 4%, before the accountant in you has to write back.

The teachers got a 4% raise and I believe the laborers union got 4% also. The city cannot go cry poormouth when they have already set precident with other city agencies. Arbitrator will look at this and say no way unless the "fraternal organization" we belong to negotiates this away.

The only reason the others settled so quick is because they can strike. We have a no strike clause which ALWAYS drags our negotiations out.

Remember, we are all we have.
Back each other up.

This is just an idea. But if we take no retro that is fine as long as they back load the contract. The raise must be at the minimum of 24 %. That way we would receive a 16 % raise as soon as the contract is signed and sealed. Sure its not the quick 7 or 8 grand that we are all waiting for but if you do the math over a career we would be much better off.

I am in no way defending the FOP or its board, but this needs to be put in context.

Numerous unions, public and private, have been told they can either take 10% pay cuts or 10% layoofs. Choices like this have been presented to San Francisco police and firement, basically all California state workers, and most other states.

There is no way the city will give out raises freely when every other city and state in America is cutting back. Not when revenue in Chicago is falling short and money is almost impossible to borrow.

here's what I want in return.
1.Double all vacation, personal, and bfd.
2. monthly tax free cost of living stipend. (like the military basic allowance for housing) The city matches whatever the federal rate is for BAH- 2009 BAH for an E-1 in Chicago is $1617.
3.City pays ALL healthcare premiums
4.City will match $1 for every $1 of an employee's contribution up to 3% of deffered comp contributions, plus $0.50 for every $1 you contribute on the next 2% of salary. .
5.Tax free vehicle stipend of to cover commuting costs (court, etc.)
6. tax free education stipend to cover ANY training you want.
7.Officer's can volunteer to work extra shifts on their days off for time and a half.
8. 4 hours min comp time for all court

I think these may be some reasonable concessions we can make if the city "needs" to not give us retro.

We are being sold down the river by a Cabal of disception which includes City Hall, FOP, County, [Stroger] and State and National Politicians [Durbin-another police hater like Daley]. If we go to any one of the alternate work schedules it will mean more days off per year. The city will likely want some type of tradeoff. Keep this all in mind.

One thing is for certain, we will not be seeing any 4% raise each year for the next 4 or 5 years. Be happy with an average of 3% and be grateful we are all still employed.

I think it would be a good move by the Mayor to lay off Police in a period of transition in the Department initiated by him, which had resulted in an increase of murders. The rumor is that retiree medical insurance at age 55 to 58 is possible, IF the FOP gives up something BIG. The retro check may be it.

We might loose over 1,200 to 2,500 senior people this year if suddenly people who were maxed out or nearly there didn't have to pay thousands in medical premiums.

Daley hates the police department, plain and simple. Always has and always will. He shows his "love" many ways including making us fight tooth and nail each and everytime our contract is up. Daley and the city council is NEVER on time with a contract and makes us wait 2-3 years everytime our 4 year contract is up. We get table scraps for a raise and never a cost of living added in. The retro is a joke and we never get all those tens of millions he makes in interest on our money. We as police officers have the most dangerous and stressful job out there but we get treated the worst from our glorious asshat of a mayor.

Personally, I don't see how the city can afford the Olympics if they stiff the police for two years.

We will get Retro. It would be enbarrassing to the city should that not happen.

The FOP wants to avoid arbitration so people can get insurance and retire at 55. But most of us aren't in that position. We don't care who gets free insurance at 55 and won't trade money for it. That is how the city divides us.

The biggest problem with a "no retro" clause is it would further encourage the city to delay future contract negotiations. Regardless of any benefits, health or otherwise, the city is offering, it is dangerous to even negotiate a no retro clause.

The city already has an incentive to stall negotiations because the city provides back pay with no interest penalty. But, if the city had even a remote chance of avoiding ANY back pay, then the city would do everything in its power to delay a contract.

This would not only include stalling negotiations and arbitrations, but would also encourage the city to fight ANY arbritation order in court for as long as possible. The only thing that keeps the city from doing this anyway is the possibility that a judge could order back pay WITH INTEREST.

A no retro clause is a precedent police officers cannot afford to set.

And for the rest of you who think that demonstrations will get the public on our side, you are fools! The people in this city do not like the police. They certainly aren't going to support officers getting more money.

We are alone in this fight.

I was speaking to a Union Steward from CFD the other day and the city is offering them a back loaded contract with retro pay included in a five year deal. They are going to reject the offer because the city wants them to increase the variances of their personnel ( in essence, work with less personnel per apparatus). So I can't see them not offering a retro package to CPD as well.

Based on a 2% raise over the last year and a half, the city would owe us all about $2500 up til Jan 1st. This would vary depending on over time and hours sold back. That comes out to about 25 Million,a nice piece of change but about the equivelant of 5 small snow events. City is just blowing smoke

The thing everyone is missing is the City is not offering anything in return for no retro. Just a pay freeze. Like I have said previously informational picketing and if that does not work, then we will have to think outside the box.
The FOP does not bargain in give and take, the FOP just gives. Does anyone remember how the FOP forgave a debt the City owed to our pension, which by the way is underfunded.
The City is not "Fucking" us the City, the Mayor, and FOP are "Raping" us and I say no more.
The FOP should negotiate a contract, send it out for a vote, so we can reject it, then send it to arbitration. In a timely manner. The way it is going right now the contract will be sent out for a vote by the end of the year, and arbitration should start about 2010, that will put us at the three year mark. Sound about right?
We should give in to nothing! I am happy I have a job, but all you have to do is count the number of people retiring every month to know this department and this City are playing games with the numbers. They have the money in the budget for 13,000 and there are probably about 9,500 active.
Where is the money for the other 3,500 going? Into another fund and away from us.

I wish people would stop with residency bullshit. If they lifted residency who would buy a house in MG OP EP Beverly GR etc? These are places that 80% of coppers live. Your house would be worth 20%-30% less overnight. Plus, what little political power we have now would be decimated.

Another thing, the burbs aren't the utopia some seem to think they are. property taxes are as high, while some stuff is cheaper it isn't that huge a deal, especially since most coppers do most of thier shopping in the burbs anyway. It is markedly cheaper way west southwest, but, you are commuting 1-1 1/2 hours each way.

I would take a property tax holiday instead of lifting residency.

I think a sweeter raise in the neighborhood of 18-20% at ratification is more likely.

To Those Talking About Trading for Retro, etc.: You can take the following to the bank.

1 - The City WILL NOT, nor ever, lift residency. The argument that our tax dollars fund our salary is a very good defense (in negotiations and arbitration) and though I hate it, the City will win this in arbitration EVERY time.

2 - There is only one statistically proven thing that affects the occurence crime...the number of deterrents that exist to impede it. If the City chooses to not replace retirees and increase hiring, crime will escalate at a much greater clip than that of 2008

3 - The City will NOT compress the salary schedule in exchange for no Retro. It would compel too many retirements too quickly which would result in them having to shore up our pension fund which is miserably underfunded.

4 - The City will not declare bankruptcy to void our contract. Watch the City's bond ratings. If they start falling, you might consider this possible...but last I checked the City's Municipal bonds were still in the A range. OUR current contract is safe and would only be at risk if we were to decertify.

5 - Decertification should NOT BE SPOKEN OF OR SUGGESTED, especially when our contract is being negotiated. I am not happy with the FOP at the moment for not keeping us up to date, but they remain the ONLY representatives that we have that the City MUST negotiate with. Keep that in mind.

6 - Any attempt to "replace" some of us has already happened with the TMA and traffic cameras.

7 - An arbitrator is COMPELLED to look at the salaries and relative rate increases of other City entities (Alderman, etc) when considering raise percentages (and the ability of the City to pay) in binding arbitration. I will guess that our "new" contract will look a lot like the last one...nothing overwhelmingly good, if not barely acceptable. There will be retro pay.

The citys offer includes retro. And as far as raises are concerned, they have offered the sgts 17% over five years so, there is money despite what everyone is saying.
They really want sustained CR's to stay in your record for your entire career which is gonna be a hold up and it looks like the compromise on the free medical is 57.
And to the goof that wrote about being happy to have a job just remember you're doing the job that 3000 additional officers were needed to do a couple of years ago to do and that money has been alloted and spent on other things so consider a raise the least they can do for us for holding it together...

I'll vote NO to any proposal brought forth by the FOP asking us to take no retro. I will, however, entertain any and all of the following scenarios in lieu of no retro. Since these are "negotiations" and the little Dictator is orgasmic for the Olympics, we have leverage. We need to use it and demand the higher limits. We are trading off no retro, which is a win for the City up front. Members win on the back end. A "win-win" for both.

1) 10% salary increase in contract year 3 AND 4, for a total of 20%.

2) 20 years of service and out at 80% pension. (ISP)

3) Full medical coverage at age 55 and 50% at age 50.

4) Immediate and FULL funding of our current pension fund by the City in advance of ratifying any proposal.

5) A card, akin to a credit card, issued by the City to members which allows for members to present to merchants for purchase of any and all goods, (i.e. groceries, gas, clothing etc.) This card would exempt members from city tax. Both member and spouse would receive identical cards. It would be valid until the ratifiction of the next contract, or extended at that time.

The little guy grows more gray every day. Look at him on the TV, he looks unkempt and unhealthy. Don't give in to any of his nonsense and posturing on TV. He's desperate, and he knows the membership knows it. I'd rather roll the dice against this guy and the city and lose than give in to any of his grandstanding.

here's what I want in return.
1.Double all vacation, personal, and bfd.
2. monthly tax free cost of living stipend. (like the military basic allowance for housing) The city matches whatever the federal rate is for BAH- 2009 BAH for an E-1 in Chicago is $1617.
3.City pays ALL healthcare premiums
4.City will match $1 for every $1 of an employee's contribution up to 3% of deffered comp contributions, plus $0.50 for every $1 you contribute on the next 2% of salary. .
5.Tax free vehicle stipend of to cover commuting costs (court, etc.)
6. tax free education stipend to cover ANY training you want.
7.Officer's can volunteer to work extra shifts on their days off for time and a half.
8. 4 hours min comp time for all court

I think these may be some reasonable concessions we can make if the city "needs" to not give us retro.

Another thing, the burbs aren't the utopia some seem to think they are. property taxes are as high, while some stuff is cheaper it isn't that huge a deal, especially since most coppers do most of thier shopping in the burbs anyway. It is markedly cheaper way west southwest, but, you are commuting 1-1 1/2 hours each way.

I would take a property tax holiday instead of lifting residency.

I think a sweeter raise in the neighborhood of 18-20% at ratification is more likely.

Please stop bickering about money or giving anything up. It has been the practice of the city to give something in a contract only to take it away at the next contract. My point is don't give up anything now for a future reward, it won't be there. Count on it. 55 with full benefits is great if you are ready to retire. Give up nothing. The fop is stalling only to drag this closer to the Olympic deadline. Let's unit and hold little Dick's feet to the fire.

By letting the contract expire, the city gets to pay officers 1% for those years without a contract..if they had a contract in place, and on time, then the city would have to pay more...the city will shuffle its feet as long as possible..

If mayor and aldermen get raises..I get raise...I figure they have had 10-30% increases within the last 10 years each time and I have had about 5%..so they owe me a shit load. Check that money box!!!

The free medical at retirement is part of a deal where everyone will have to pay something (payroll deduction or City takes portion of time on the books) to cover us all. It will cost you even if you don't use it - keep working, other job after retirement, spouse's insurance, etc. It's questionable whether that approach would pass legal muster>

Is this your first deflation or what? Go to Google and hit the "News" tab, and then read articles about cities and states in trouble. They all are. Every last one. And lots are pushing cuts. Cuts in salary, cuts in manpower, cuts in infrastructure spending, cuts in everything.

You point to teachers and laborers getting a 4% raise, but somehow miss the massive layoffs and furlough days imposed on laborers and the cutbacks at the board of ed?

You and others need to get real. Find the last time that Daley was able to float a bond. Its been awhile, and there are other bonds steadily coming due. They have two choices. Either raise money or cut spending. They've raised money everywhere they can short of a property tax hike, and even that wouldn't make up for the declines in property values unless a hike in percentage terms was very large.

Nope. Its spending. I'm not insulting any of you, just pointing out what is happening in the rest of America. There is no escaping the deflationary spiral we are in.

Indeed, the city will argue that you don't need no retro because things like houses cost LESS now.

What I suspect the city will do is give some retro percentage, but then 0 or very close to 0 going forward. And that they will be willing to take to arbitration.

You guys might want to give serious consideration to the idea that not having a contract may well be to your benefit.

Inflation might well be a lot worse 2 or 3 years down the road then now, and a 3% raise might be 10% cut.

Many people talk about lifting the residency rule but how many people can realistically move. If you bought your house in the last five years it is undoubtedly worth less now or at least just worth the price you paid. If you bought your house 20 years ago, it certainly went up in value but isn't worth what you thought or needed it to be. How many people would sell their house and move to the burbs to start over. Would you take your kids out of school, incur a longer commute for you and your spouse. I would love to live outside the city but it would not be a reasonable opportunity to me. Maybe if I was closer to retirement it would be.

On another note, I get very leery when talking about medical and retirees. I came on before we paid for medical. We were asked to pay a dollar or two in an effort to help retirees health care. I know that I am factoring in health care costs when I retire and it is a determining factor in how I save, spend, and when I will retire.

I have 20 years on and wonder how much else will change in the next 5 to 10 years when I do retire.

Bullshit. This is an example of baseless bullshit rumors. This is NOT true so don't believe it. If we get a raise and it goes back to the expiration of the contract then there will be a retro payment. Only a knock-your-fucking-socks-off type offer can negate the retro. Won't happen.

From my sources, I doubt we will see the 55 and free insurance this time. Most likely it will happen in one or two year increments over two contracts. No way will the city jump from age 60 to 55 in one leap.

They are afraid of losing 2,000 officers instantly and don't have the money to hire 2,000 nor do they have 2,000 eligible to hire. And they don't have the FTO's to train that many officers in a year.

It might, read MIGHT, go down one or two years at a time. To get from age 60 to 55 with free medical insurance would take at least 5 years. Gradually if at all.

We get paid ok, but I think that if everyone else including teachers and aldermen are getting raises which are reasonably decent, then why can't we? We put up with a lot of aggravation and b.s. and have less liberties now than ever. So yeah, too bad they don't let citizens go on ride alongs anymore...you can feel "compelled" after that.
