  • The following 2008 preliminary HOMICIDE counts/percent change from 2007 are from the Associated Press.

    CHICAGO 508 (+15%)
    LA 376 (-6%)
    Detroit 344 (-13%)
    Philly 332 (-15%)
    Baltimore 234 (-17%)
    D.C. 186 (+3%)
    New Orleans 179 (-15%)
    Columbus 108 (+37%)
    Cleveland 102 (-24%)
    Milwaukee 71 (-32%)
    Gary, IN 51 (-28%)
While the AP is reporting 508, the Tribune is reporting 509. No word on the discrepancy.

Is it safe to assume that those Cities with the largest decreases in Homocides have seen those killed off who needed killing? Thus the rate is down cause their are fewer bad guys?

You see Jody Dumbfuck some of these other departments with decreases were in a "transistion period" but they still saw results while you were listening to your fed friends, a neophyte goof ball (Masters) and every reject from the past two adminstrations (Peterson, Ray Hamilton, Cuello, Ernie Brown included). In your most recent comments it appears that you blame the commanders you chose and you are not taking any responsibility. Read slowly....and carefully....

When the folks in review enter the info from the GOCR into CHRIS they often list all the victims as "victim" in the box that identifies their involvement. There is only one UCR code per report. So if you have one DOA and two mopes shot in the toe, then CHRIS and ICLEAR carry all three victims as UCR 0110 (murder; first degree). The solution is for the review person or the investigating det. to list the two mopes as "additional victims". That identifier removes them from the UCR code. Why it works this way, I don't know. There is no training for this, it's just something I figured out from 9 years of wrestling with CHRIS. The dept does not keep the homicide count based on CHRIS or ICLEAR.

I got news for you...the murder rate hasn't changed in 50 years. The same number of people are getting shot, but medicine is able to save those who would have died 10, 20, 30 or 40 years ago. Medicine has improved dramatically, thanks in part to Viet Nam, Iraq I and II and Afghanistan. All the money for CAPS, new social policy and policing have done nothing for the homicide rate.

Does this idiot NOT get it? The Commanders can not do shit without any resources asshole!! CHA scattered all of the relocatees within ALL of the Districts that showed a substantial increase, which especially included 003, 004, 005 and 006. How much were the resources, manpower, supervisory staff or whatever increased. How about PDT's to be able to run a mother fucker, a descent car or how about a radio that works completely so I can be comfortable when I call for help? All of the Area Two Commanders were stupid for taking the job! What the Fuck can you do? You don't have the manpower, you have the bottom of the barrel staff, you don't have shit to give the officers to motivate them. No matter what JFed tries to say, the motivation starts AT THE TOP!!! Who do you want to operate on you if you had heart failure, a 30 year veteran surgeon who specializes in heart surgery, or one that has worked in surgery for 30 years and was utilized as needed?

Also, Dugan was at the height of power and control when the SOS scandal hit!! Have you forgotten, the officers have not! Gulliford was there too remember, and now he is a fucking Deputy Chief. I forgot, he has not been a District Commander either but he is a Deputy Chief over 5 Districts!! Smart!!!

Dana Alexander is a Deputy Chief why? Oh yeah, you dumped everyone so you had noone else to promote, so you promote the Commander that lead the city in every crime, screwed around with half of his staff (that is not rumor, that is fact) and who can't speak a complete sentence without sounding like an idiot!

NYC PD just graduated 1,290 new recruits the other day. Crime trends will continue to improve for NYC during 2009.

Ramsey and other non-federal police executives represented on the AP list of cities know how to manage and implement their resources for maximum impact.

CPD is lacking managerial talent, effective crime strategies and efficient use of law enforcement resources.

Merit and politically appointed police bosses should never be a city manager's or mayor's strategy to public safety.

The only solution now is to get the best raw talent, leadership and support from the rank n file.

I drove out to the new Cabelas in Indiana yesterday. From Mount Greenwood it took about 20 minutes. The place is Great.

I went there to buy some ammo and gun cleaning supplies. They have one of the biggest gun selections I've ever seen. New and used.
I saw several people walking around with their jackets off who were wearing holsters with handguns.
I talked to a guy who was shopping who I found out was a Porter County Indiana Sheriff. He said that the weapons carry permits that are issued in Indiana have never caused him a problem at work. He said he stops people for traffic all the time who are packing. Never and incident. In fact he said and I agree, that the carry permits is what keeps their homicide rate down. Hard to pick a victim who won't shot you.
Incidentally showing your drivers license is all you need to buy ammo there. No paper trail.

Couldn't this be a case where there were multiple people shot on scene, one died so you have to pull a 0110, but still have to list the other people shot as victims?

Dugan wasn't there when the scandal hit. Tobias was in charge. And Frank Radke is the one who moved Finnigan back to SOS after Darling tossed him to the airport. Gulliford was put in charge to do Starks' dirty work during the disbandment and he did what he was told. He's a company hack and his reward was Area 4.

Don't know Alexander, so can't comment on him, but since everything else you posted is wrong, I can only imagine you're mistaken on him too.

The "508" vs "509" discrepancy is easy to explain:

It depends when the database count was made.

With that many cases, the classifications on some of the Agg-Bats and Death Investigations are going to change.

Also, it can happen that a body found DOA with GSW could, on subsequent investigation/creative writing, become a "Justifiable-Self Defense"

Tho we all suspect that most of the homicides are really "Public Service-No great loss."

I do know a lot of good guys that may get tangled up in his BS, so I am going to leave that alone. DUGAN WAS THERE!! He signed off on a numbre of those CR#'s also and not concurred when IAD and OPS tried to Sustain them. Doofus, those are the percent changes (which also makes mockery of the know-nothings who wrote that the rates never change).

In murders per capita, we're about #15, and less than half of #1 (Detroit).

By the way, LA's murder rate has fallen by half since the late 90's, which is one reason I sign myself Bratton fan.

I'd love to see him replace Weis. He's been present for 50% drops in murder rates in the two biggest cities in the country, managed to cut gang murders dramatically in LA this year despite the economic downturn. And, he likes cops.

In New York the timeline of decreases match perfectly with the implementation of his strategy (as they do here: when Cline brought his strategies to Harrison, it immediately saw a huge decline, and the big decrease in murders citywide coincides, perhaps coincidentally, with the very month that Hillard was cashiered and Cline brought in.)

Nobody's a miracle worker of course, and Brattons' had a lot of good people around him, etc. And he got in trouble with Giuliani for taking credit ... so I can imagine Richie.

But I'd still love to see him here.

The top ten are Louisiana, Maryland, Mississippi, Nevada, Arizona, Georgia, South Carolina, California, Tennessee and Alabama. All states (except Cali) either in the south or settled by southerners. Just saying.

I think what's happened in the last decade here, in NY and in LA is that we're finally starting to civilize our southerners (who are black, of course, but in culture, they're really just poor southerners.)

The top 10 best include Massachusetts, Oregone, the rest of New England, the Dakotas, Hawaii and Idaho. I single out Mass and Oregon because they're the biggest in population and urbanization.
