Econ 102

We've pointed out time and time again where a higher tax rate is going to depress revenues. Here's where reality sets in:
  • City government took in tens of millions of dollars less in 2008 than it predicted just a few months ago, which will force further cost-saving measures or a drawdown of a rainy-day fund, the city's top financial officer said today.

    "We're some $31 million below what we actually thought" in September, said Chief Financial Officer Paul Volpe, whom Mayor Richard Daley has tapped as his next chief of staff.

    A good portion of the lost income resulted from real-estate transfer tax collections that were far below the city's already-lowered estimates. The city expected to collect more than $30 million for the last three months of 2008 but instead collected just $20.5 million.

    Sales tax collections dropped by millions of dollars in September compared to the year before, Volpe added. The city has yet to receive its sales tax revenue for the last three months of the year, but Volpe said he was not optimistic.
We aren't optimistic either. We certainly won't be optimistic that they might start to realize that the only thing that raises tax revenue is cutting taxes.

A quarter century ago, I read a study on mass transit in the U.S. It was clear that the higher fares went, the lower ridership got, consequently driving several systems out of business. There IS a law of diminishing returns and we are seeing it in action.

Daley has never had the experience of dealing with such severe economic, tourism, security and popularity declines and he is ill-prepared to deal with it. He does not know HOW to draw shoppers. He doesn't know how to revitalize the housing market. He blathers on, saying little, and hopes some miracle will come along to save him.

Not this time, Richie. There is such a thing as a tipping point and it would seem you have exceeded it.

Honestly,

Nobody in my family shops in Chicago or Cook County anymore. Yes, we make small inconsequential purchases out of convenience, but all the big shopping is done outside of Cook County.

It's just a matter of simple economics!!!

I can't wait until they try and factor in the CPD's culpability due to the fact (?) that a lot (hopefully the majority) of beat coppers aren't writing parkers, movers or impounding cars. It seems that we're the whipping-boys for just about everything else that goes wrong with the City's goings on, so why not cut to the chase and blame this on us, too. I sure could use the hearty laugh that such a Daley-derived remark would elicit.

I shop outside of the city for EVERYTHING!!
I'm not giving them a penny of mine anymore. And actually a lot of people i know are doing the same thing. The taxes are so outrageous in cook county that people are just taking a little drive and saving a ton of money. These people running our city/county are just total morons. Like SCC says, econ 102 would tell you the results or raising taxes so high when the goods are readily available for cheaper close. What would you choose?

You guys do not understand not only are we going to take the pipe on this contract, we are not going to get a raise or retro pay. It is time we stuck together all the way. Daley wants accountability from everyone but himself. We need to demand that he be accountable for all the money that was squandered under his regime.
Our union (a joke, and I know it is not a union but a Fraternal Order) should demand this now, because the longer our contract negotiations are drawn out the more money we lose. Instead of initiating CR numbers on the "Douche Bag" Superintendent our union should be negotiating a contract.
It is always the same the union picks publicity over the important things like a contract.
We are being sold out in front of our very eyes, rights that guys worked long and hard to get for us are being taken away and nobody cares. The City is bleeding our pension dry, and the FOP thinks it is alright, it is not. Boys and Girls let's stand up and be counted. The next time the Olympic Committee is in Chicago we need to have an informational picket where ever they go, fuck that little prick mayor I say enough is enough.

Some of that lost tax revenue is the money I haven't spent in Chicago. I take my City of Chicago paycheck and go to grocery stores in Park Ridge and appliance stores in Glenview and car dealerships in Skokie.

I spend next to NOTHING in Chicago! Videos, food, clothes, you name it, it can be had elsewhere for less.

Fuck Daley and Stroger and their 10.25% sales tax. Soon I will be taking my pension check outside of Cook County entirely and they will see none of it in taxes! Daley will get my old city sticker in the mail along with a big fuck you, never to be bought again.

Because now and in the future False Burglar Alarms will be written on an ANOV citation. This means no free alarms, the poor sucker citizens will now pay the fine from the very first false alarm!

Easy solution:
Lower sales tax below the nearest county outside of Cook. People will flock to the city to spend, if they pay lower sales tax.

Result:
More sales tax revenue.

Common sense: LOWER TAX attracts people from all over. Proof: Southsiders shop in Indiana. Northsiders go to the next county to shop. Lower the sales tax and people will shop in Chicago and Cook County.

The only good thing is that it keeps relatives that want to visit the city and shop away from my house. I don't have to put them up anymore, and I can visit them to shop in their towns.

It would seem the present situation is a direct coorelation of the ill, short-sightedness of our mayor and his band of thieves. The economy is in a pinch and he spends on himself and his cronnies but ignores his face inspite of his nose? Bad business. Bad management. Bad planning and most certainly, bad for the city.

People are leaving Chicago for better pastures elsewhere. That means money, income, revenue are leaving too. So the mayor decides to burden the already innundated tax payer even more to make up for the lost revenue. Good idea Dick!

Morale is in the toilet, the cost of living has skyrocketed, crime has gone berzerk and people are fed up. Hopefully Blago dummies up and sings like a fairy canary. Bring the whole regime to its knees and start over.

I for one would love a breath of fresh air. A city we could love again. A job worth fighting for and a good place to rasie a family. When are we going to demand these simple and most basic life escentials be returned to us? We pay for them and yet they are never provided. Who are the idiots?

Gee the city is broke, seems like they say that every time the contract is up. What happened to the money that is budgeted for the Police? If we are budgeted for 13,500 and only have around 9,500, what happened to the money? Shit we shluld call the fixer from the Sun-Times I bet she could do a better job than our union. For the most part I think people understand they have to pay taxes. However, when it's obvious you are getting gorged to underwrite fraud and bloated government where government is not there to support all the people but only some people (Daley's friends and family program) AND you are not getting essential services for the inflated taxes you do pay, people will make the effort to take their hard earned money elsewhere if for no other reason than to fuck the government that is taking advantage of them.

SCC has been right all along.

we recently had to replace a high cost appliance. Saved over $70.00
in tax dollars to chalk-ago and crook co by going to Indiana.

Felt very good, just like buying my gas there and water, etc.

Now I'm begining a calling / writing campaign to demand to see services I'm taxed for ie sewer Taxes??? I want to see them be cleaned out for my money.

Even if it only makes a few bux at first at least your not riding the trains or doing the obama bullshit detail. Get your pension and forget about it. What ever a white shirt tells me I say Yes Maam or Sir and by the time I turn around from them I already forgot about it.

Everytime they bitch and counsel me about activity I ask for a written statement of what I should do hourly, dailey, weekly and monthly. Then they shut up for a while. Give us a descent contract and maybe you goofs will get the revenue/activity you want. IDIOTS!

What doesn't make sense to me is why we are supposed to STOP ticketing people when we are in contract negotiations. I know it allegedly proves some kind of point to the City, but in reality it's kind of a "cut off your nose to spite your face" syndrome. The City then works around us, and figures out how to replace certain aspects of our job while offering us 1%.

I know I'm alone on this site in this kind of thinking, but if we were actually bringing in parkers and movers at a higher rate, I'd think it would be harder for the City to offer us crap in return. We are the only City agency that can pay for itself with income...albeit at the expense of our citizens and tourists.

Just my two cents, too late for it now anyway.

I live in Garfield Ridge and (I would not go there but this is an example) Ford City can be up to a half hour drive depending on traffic, Oakbrook mall and a whole shitload of other stores outside of Cook County are also less than a half hour drive, Chicago/Cook County taxes vs. Dupage taxes you do the math

Daley keeps catering to the non-taxpaying, SSI system abusing ghetto residents. They scream mo mo mo and he gives gives gives. Meanswhile, all the law abiding, good, hard working tax payers continue to pay for it and get little to no police service or help from city service requests.

No matter what the city council and Daley says about being out of money, they will miraculously have hundreds upon hundreds of millions of dollars for a Chicago Olympics that most of the city doesnt want or need and if we get the Olympics be sure the event will leave this city in a financial hole like never seen before.

Daley as long as he is Mayor of Chicago will "never" lift the residency clause. He knows that if he did, each and every city employee would take themselves and their family elsewhere leaving him with even more of a percentage of non tax payers, non community and social contributors and then where will he be.

This City and police department sucks and anybody that says different is an idiot.

Does anyone think that it's a coincidence that almost all of the manufacturers have been forced to leave Chicago? Just ask Daley and his crony residential developers in Bridgeport how that happened. If you won't leave, we'll just send City inspectors to your plant and fine you thousands of dollars until you can't afford to stay in business in this wonderful City. Only shopping I do in Crook County is via the Internet.The sales tax is 6.25 % for Internet orders within ILL..no RTA tax no Chicago tax, no Crook county tax
Over the holidays saved well over $$$ 700.00 by not buying in daley land

Sory Einstein but all those suburbs are still in Cook County, so you are paying 10.25%.

For all of those that say they drive to other counties to shop and save, you aren't, what you save on taxes you spend on gas, sorry sucks but is true......

The only winners are the southeast siders who travel 5 minutes over the border and shop in Indiana, but then again they live in Hegwisch, so they aren't winners either....

The Media is reporting that now the meters must be fed 24-7 no holiday or after hours breaks, with an increase in meter cost per hour up to 3.50 per hour in the downtown area. Guess what all of that revenue goes to the company that daley sold the meter rites to for the Billion dollars or whatever it is he got for it. The company that bought the revenue rights from those meters is depending on the police and the Department of Revenue to write the tickets to genetate their revenue. The company that bought those future revenues is actually screwed, thay have no way to make city employees write tickets for their( now privatized meters ) Dont look fot the midget to give a shit about meter revenues thay will be going to the private companies. I think this company got sold a bill of goods. They may have to sue the city to recover some money when the revenues come up so short.

It takes a special person to be an Officer and many of the people on this job don't understand that. If you took this job for the paycheck, you don't belong. Its not that type of Profession. Riding around in a squad for eight hours, sitting at a desk in the D-Unit and never leaving it doesn't make a difference. You wanting to be the Police and believing in your fellow officers is it. The flip side of high city taxes is that sometimes the retailers have to dramatically cut prices to lure shoppers back. My wife saw a sweater at a suburban Eddie Bauer store for $39.00 and passed it up. At the Eddie Bauer on Michigan Ave the same sweater was $27.00.

Shop around for the best price and then do the tax calculations. Sometimes you come out ahead where you least expect to.

Finally, like it or not, the Mayor and Superintendent are doing exactly what they are supposed to do. I also think you can rest assured though, that nobody has "destroy the CPD" or "break our profession" on their list of things to do at city hall or 35th street. Guess what I buy [everything I can] to make up for the costs of travel and save some and the privilege to stay out there on my RDO's, which is much quieter and cleaner and cheaper all around.

I know it allegedly proves some kind of point to the City, but in reality it's kind of a "cut off your nose to spite your face" syndrome. So we are pumping gas to save $$$ by not paying the attendants salaries.

I was at a city fuel site pumping my own gas. No biggie, I do it for my personal ride. This site had two attendants not pumping gas. Not doing anything but sitting in the hut keeping warm. I pump my gas and get ready to leave. One of the attendants comes rushing out of the little hut telling me to fill out the board. He was referring to a clipboard with the fuel info sheet.

I started to give him the millage when he told me I had to do it myself. I put the car in gear and left.

So two guys get to sit and get paid for doing nothing and the CPD is thinner then a west-side crack whore. How about ditching the precinct captains at the fueling sites and put in a phone that can be used to call a garage attendant if anyone needs help refueling.

The money going inside the meters goes to the lessee.

The CITY will still rely on and collect the fines generated by parking citations. It is in the best interest of the City to continue to write the meter violations in prolific numbers.

Actually, the city was for working people before the "Yuppies" and their financial manipulation came along -- not to mention the Daley head tax on employees that drove so many companies out of the city.

"Shopping" and "housing" and "tourism" used to be very much secondary to the creation of wealth -- to the making of things. It is becoming more and more obvious that they are not adequate replacements.

I have copies of the 1958 and 1961 Illinois Manufacturers' Directory; if even one guy was making something in a little factory, it was in there. These thick, heavy books are like guides to a lost, ancient civilization; probably 95% of the manufacturers listed in Chicago and environs are gone now.

The Lake Street "L," for example, was built to take people to and from jobs in a tremendously busy manufacturing area, not to provide convenient pillars to urinate against while wandering the vacant lots that are there today.

Daley's ideal city comprises government buildings, financial institutions, residences, stores, and parks. The money to sustain all this will flow from some silent, hidden well as we all float around on free solar-powered, anti-gravity sandals.

Right?

I live in Garfield Ridge and (I would not go there but this is an example) Ford City can be up to a half hour drive depending on traffic, Oakbrook mall and a whole shitload of other stores outside of Cook County are also less than a half hour drive, Chicago/Cook County taxes vs. Dupage taxes you do the math

They have chocies to make running this department. Prmoting inexperienced and incompetent exempts is a huge mistake. Creating new units while stripping districts of manpower is a huge mistake. Over-reacting to a very small minority of bad officers with rules that have a severe effect on officers is another mistake. Walking DUI'S?? Holding officers as POW's for years in call back is a gross error of judgement and cruel and unusual punishment. Charge after a year or release them. Cannot ignore the murder rate, second highest in the country. Weiss has choices and so far nothing is working. In the meantime, officers are not proactive for lack of support. Go figure.

That happened a few years ago in TRU, Chiczewski(sp) came in talking about how he wanted everyone out on the street at midnight chasing gunshots-guns etc. one of our Sgts. just looked at him shaking his head and told his people privately that he didn't care what the Deputy said and at midnight had his people under a viaduct from 0001-0015, he told them their safety was more important to him than the Deputies numbers game.. wish he was still around, now it's all yes men...

I'm also curious about this. My city vehicle was damaged on private property. The city charged the private citizens insurance for towing, not once, not twice, but for 3 seperate tows. The City also charged the persons insurance company for a pool car replacement fee of $50.00 per day. The insurance company paid up the bill which was over $1,500.00 2 months ago. Well, the city vehicle has been in the shop for 3 MONTHS!!!! The private citizens insurance company paid for the damage to the city vehicle, 2 months ago... Now a DEMAND for payment from the city again to the private citizen for NEW Damages, after being inspected by the Motor Maint. and Surprise, another $2,500.00 worth of damages were found. Also, the city is again charging the private citizens insurance company with tows, pool car replacement fees of $50.00 per day, and work that was needed prior to the accident. I can say personally, no pool car has ever been issued to replace this vehicle, which has been sitting at Motor Maint. for 2 months. This sounds like insurance fraud to me.

So basically- food is taxed at a lower rate than other retail items- you weren't charged more tax or 'double taxes' but charged differently for the food. The food tax is singled out from the regular retail taxes.

If you're not believing: add up the food items, add the tax and deduct it from your receipt. Then add up the non-food items, tax it by 10.25% and that should be the rest of the bill. Unless you bought items like soda-which it taxed at a 3% rate.


So- inform yourself! don't whine!

...and maybe you should try to increase your reading comprehension and read a newspaper once in a while. Last March the papers were full of this information-the taxes are two seperate rates for different types of items-not an additional tax on food.

I saw this coming for years -- as I traveled around the city, all I saw was this frenzy of condominium conversions and new construction. I never did manage to find the gold mine, oil well, steel mill, new Ford plant, etc. that would provide the jobs to allow people to buy these places. Just the opposite; factories were being torn down to build condos, one lawyer living where 100 men once worked.

Northwest Highway in 016 is an example -- used to be kind of quiet-backstreet atmosphere, factories and apartments for the people who worked in them. Now? Smaller local stores gone, workers thrown out in condo conversions, factories torn down for huge, unsalable townhouses -- Zitella especially is going broke there, owes Parkway Bank $3 million for the 6060 NW Hwy property alone.

You never hear anything about it, but the destruction of so much rental housing has been a disaster. Elderly people who lived quietly in a small apartment for 30 years or more suddenly thrown out by "developers," i.e. any punk who could float one of those anything-goes loans to grab a building. (There are lots of decent people without much money who live in apartments; this does not automatically make them "shit." Many apartment dwellers pay property taxes at a higher rate per square foot than homeowners do. It's passed along in the rent, naturally. Yet, they're often treated like they don't even exist.)

Yeah, I've thought of that, except the property taxes would probably be at a "commercial property" rate, much higher. Got you coming and going...

yeah, a lot of coppers i know are in the same boat, building rich & cash poor and it sucks really hard! but i did get a laugh about a post on another strand where the consensus was if the city budged on residency how many coppers would entertain liquidating everything, buying some acreage in tall corn country & building a 2-3000 square foot "little house on the prarie." people poke fun at the guys who were timely enough to buy land in texas, idaho, wyoming, arkansas, tennessee etc, but they read it just right. if i could find a spread with some good sheltered land with some sweet water (spring or well) i'd consider it or file for future referrence. buyers market but cash is king & nobody is in the mood to hear about how good your credit is these days.

stay safe & good luck... & yeah you're right... all the good riverfront/rail-siding warehouse stuff in 013/014,(love what they did to the old warehouse 2600 blk of Maypole, stright-up Bruce Wayne stuff like sliding walls etc.) 012/009 is gone... wasn't even trying to entertain 018/019, was too expensive for years.

After all, the local media, with their nose-up-rear-end, "booster," relationship to local business -- all that free advertising masquerading as "news" -- "don't want to cause a panic."

Translation -- if you stop buying and buying and buying, their advertisers will feel the pinch and cut back...
