Another "Merit" Letter? And Another Lie

Someone said J-Fed is looking for a few names for a promotional class.

How's that hiring phase going? Are we short yet?

And where's that lieutenants class that they've had the "merit" letter for since last September?

UPDATE: As a sharp minded reader pointed out:

    Well, time to go to work so I can keep my promise to J-Fed to keep writing tickets and making arrests and being agressive because as we all know, he has our backs.
Institutionally speaking, coppers never forget a scandal, a slight or a broken promise made to a roomful of officers.

Either call it a CLOUT letter or please use quotation marks, SCC (i.e., "merit" letter). We wouldn't want the naive to get the wrong idea.

The City of Chicago refuses to categorically and unequivocally define their version of "merit" in writing. No "merit" criteria whatsoever from these corrupt cloutmongers.

I know the blue shirts are really short, believe me. But all of us white shirts (sergeants anyway) where riding those beat cars too for decades in some cases before we made it. Just as you guys need some help and extra bodies, i can't tell ya how much we need them too. Being on both ends, i know that your job (beat guys) is definitely harder, but we are also trying to do our best while being extremely short handed. I've got Cr's upon Cr's i'm trying to clear for you guys and working my ass to do just that, but it gets to be a bit much when you're the only sergeant up on a whole watch a couple times a week and can never take any days off b/c there's not enough sgt's to cover the street/desk. The more time i'm stuck inside or being the only sgt up on a watch is the less likely i'll be able to help you guys out when you need me. Taser, talk u outta a jam, etc..
My wish this year is that they would make a shit load more blue shirts and a little turd more white shirts.
Until then i will work my ass for you guys and run like hell TOWARD the problem with whatever you need from me. You guys are the best and i'm proud as hell of the job you guys do everyday.

It seems to me that all the administration/brass does is "play cop" downtown. From what I read, they are constantly changing around the upper level employees, parading around, dressing up in uniforms that they didn't earn the right to wear, giving interviews, etc. but don't address the day to day essential issues of running the department. How can this be allowed? Are they that egotistical, narcissistic and oblivious to their moral and ethical obligations? Years ago, you may have had one or two people like this floating around and everyone thought they were jerks. But now, it seems they have completely taken over the CPD.

Did anyone see the J-Fed interview on Fox the other night? He Obviously is running scared by his answers. He is a true idiot. He was asked about his performance and he muttered some nonsense . However he did mention SCC by saying(paraphrase) "People should not believe what they hear or se on various blogs" Not bad for being so insignificant.mmKep up the good work.

On the promotional list, at least they separate the "clout" folk from the ones who actually earned it. I noticed with the last class, most people who got promoted "meritoriously" were from units and not from districts.

I should already be a Sgt off this list, but let me tell u something... If someone is going to jump ahead of me, I'd rather see it be someone who is out there everyday working the streets with me. Someone who deals with bangers, deals with asshole bosses, gets shit on, time due denied, stacked jobs, no lunch, no pdt, etc. If merit wont be disbanned all together, then let the real police get it.

..... Still waiting. Glad I studied so hard.

Do police officers ever stop complaining??? If it is not one thing it is another. I often get confused whether I work in what should be a professional organization or I am attending an all girl’s high school. Considering all the Sh## talking going on. Do yourself a favor and take a minute out each day to be grateful that you have job security and are paid relatively well. After reading some of posts and seeing the grammar and spelling, I doubt most of the people who write in here could get a job anywhere else. And yes, I am a Chicago Policeman.

It would be one thing if it was just 5% or 10%, but to have 30% of our bosses merit... total joke.

When you see a guy/gal that doesn't do shit on the street and dumb as rocks get promoted while others who actually studied, scored well and are waiting on the list, well it just isn't right.

OFF TOPIC...Maybe Worth Its' Own Post

In his rush to grub money from the sale of city parking meters for HIS Olympics, Shortshanks has shorted people who live on major streets. All over the city there are neighborhoods where people live over stores and there are parking meters on the streets. People have always parked there, in front of where they lived, for free over night and moved their cars before the morning rush. Now, thank-you Richie, the meters belong to a campaign contributor, and they have to be fed 24 hours a day every day.

What are you going to do about this? Send out the Revenuers, the Booters and E & R tow trucks.

I sure don't want to be on a "Overnight Parking Mission" tagging poor working peoples cars. I joined this job to be the police, not a revenue agent for the Daley Crime Family.

OT: But I have to agree with Mary Mitchell in Thursday's column. I read where a North Shore mother was sued 2.5 million dollars for allowing her kid to have a "drinking party" for her teen kid-not for being the host of the party but a bad parent. Moprah points out in her column that nothing happened to Aunt Bea after a warrant was served at her condo. Asshole boyfriend of Aunt Bea's daughter gets locked up, idiot daughter screams what rank squinting eyed Aunt Bea holds and she walks away shrugging her hunched shoulders. Seems to me that Aunt Bea should go back to bartending. The dumb thang should be fired for allowing these criminal activities to occur on her property-just as every landlord would be held accountable. Aunt Bea was USELESS as a P.O. USELESS as a"boss". And obviously USELESS as a "PARENT?". Hey Supt. fire that dumb idiot or at least demote her. The "I didn't know" does not work anymore unless you're Shortshanks.

The merit process is the most corrupt, clout basied, sneaky process the department has. Merit is why this department is so fucked up. Merit is why you have B Cuello as a high ranking boss. Merit is why you have a Crump-Hales etc. A former commander of 023 put a CAPS officer in for merit Sgt. twice. This officer has never ever been a street cop and really is not even a police officer. He worked in the CAPS office his entire time on the job. He became good friends with the commander so the commander picked him over all the other officers that work the street everyday. Thank God he was never selected! This is just one example why merit is a joke and why morale is so low! I'm sure there are many stories like this one. The everyday working copper that just goes to work and does his job will always be passed over.

City is trying to force 4 day work weeks on the trade unions, and offering no raises to the police. Well fuck that tell Daley to open up the books to a outside accounting firm to find out how much money in property taxes are being diverted to TIF slush funds for DALEYS contractor friends and olympic bribes. This is where are contract money is going. Property taxes are for city services not olympic dreams. I never thought I would say this but for once, I actually agree with the the Slumtimes' racist journalist, Mary Mitchell.

Mitchell actually wrote an article questioning Cuello's involvement and JPUD's immediate denial of any involvement by his handpicked Asst. Superintendent (or whatever they are calling her job now). Mitchell asked the question that all of the rank and file of the CPD has been asking since his appointment; Is he qualified to be superintendent? Does he have any clue? What is he still doing here?

JPUD, Isn't time to give up your fantasy of running the 2nd largest police department in the country? Time to be a man and stop playing the police and resign. In the end, it is the best decision for yourself and the CPD.

Of course Mary Mitchell has no journalistic integriy or a creative bone in her whole body, because she basically plagiarized her whole article from the posts on SCC. But at least she is exposing the hypocrisy of this current administration...

OFF TOPIC.. It seems Jody Weiss got a parking ticket in 014 yesterday. His Pimped out SUV with TINTED WINDOWS (Violation JODY!!!) was parked in a crosswalk, and a copper, from 014, issued the citation. No police markings on the vehicle. Well, of course, the ticket was NON-SUITED, so he won't have to pay the fines for those tickets. Do P.O.s get that luxury also Jody?? I didn't think so.

Jody and the Mayor were meeting with the Hispanic Clergy at a meeting on Division street, but the officers working in 014/013 were not given the heads up by anyone (That is how this could have been avoided). Listen up bosses!!!!

Oh well..the same old things..different rules for the clout heavy, and fuck the low man..OK..now that morale is really in the shitter..let's hit all the schools, churches, and other parking priviledged FUCKS, and let them get a taste too..

These merit promotions are just a total morale killer.
It would be one thing if it was just 5% or 10%, but to have 30% of our bosses merit... total joke.

When you see a guy/gal that doesn't do shit on the street and dumb as rocks get promoted while others who actually studied, scored well and are waiting on the list, well it just isn't right.

I agree, but I want to see WORKING cops, not just cops who can take tests well get promoted. I know a hell of a lot of guys in 011 that worked their asses off for years that get no recognition for what they do. In fact, most of the guys there deserve a promotion. When we see a non working clout baby make sergeant or detective it makes us sick and question why we work at all. I always ask, have you ever seen a supervisors kid NOT get promoted? Some deserve it, but the vast majority do not.

People have always parked there, in front of where they lived, for free over night and moved their cars before the morning rush. Now, thank-you Richie, the meters belong to a campaign contributor, and they have to be fed 24 hours a day every day.


I don't like to promote violence but when pol-connected asswhipes start stealing money from, I may be inclined to "take out" some of those meters.

These are videos of the REAL Chicago Police Department. Times when cops stuck together, backed each other up, acted like a TEAM.

Notice anything? Do you notice everyone, from recruit to 2-star veterans, was WEARING THE SAME GODDAMN UNIFORM! Hats or helmets, ties, no fucking cargo pants, no dickies, no gym shoes, and no nylon weave belts. No sense of entitlement or privilege. You KNEW you were joining the police department for god’s sake.....why do you oh-sh-special hair gel college kids think you're above wearing the uniform of the day.

Yesterday, I stood roll call with 21 other police officers and there weren't 2 guys wearing the same uniform. Between baseball caps (are you kidding?) and clown pants, different colored vest carriers and gun belts, NOBODY wore the same uniform.

Even little league coaches know that when you get a bunch of individuals together and dress them the same, they start to gel. Now it only acts to separate the troops. One stroke who thinks that he's Been There, Done That only wears only one belt and puts gun, cuffs, mags, etc on it to be so, so cool.

Ask Northside, Snethen, Revolver Police, even Shaved.....a UNIFORM breeds an esprit de corps and a like mindedness that makes shit like rogue cops really difficult if not impossible to exist.

It started as a disease. Some useless boss thought it'd be good to allow the inside bitches to get away with wearing short sleeves and open collars. Then the sweaters which you could wear without a tie as long as the collar tabs were outside like you were wearing a Saturday Night Fever leisure suit.

I had an almost overwhelming sense of nostalgia watching the old newsreels. This was a POLICE DEPARTMENT, a force to be reckoned with. You didn't piss off a cop. You never heard some jagoff yell "Well lock me up, then!" No infighting, no catty shit posted on some blog, no "I'm going to make up my own uniform" pretend tough guys.

Hey badasses.....put yourselves in those times. Try standing next to a REAL COP. Those guys facing down a snipers rifle, intent on killing him or his partner because they were THE POLICE. A cop who wore the uniform, not because it was in a General Order, but because it represented the pride and tradition of the CHICAGO POLICE DEPARTMENT.

The panel will first go to Chicago from April 4-7, followed by stops in Tokyo from April 16-19, Rio from April 29-May 2 and Madrid from May 5-8. ***Well if we want to send DALEY a message we should all do only what we have to do for those 4days. Hopefully the city will go up for grabs and the Olympics will not end up here.

From what I read, they are constantly changing around the upper level employees, parading around, dressing up in uniforms that they didn't earn the right to wear, giving interviews, etc. but don't address the day to day essential issues of running the department. OFF TOPIC.. It seems Jody Weiss got a parking ticket in 014 yesterday. His Pimped out SUV with TINTED WINDOWS (Violation JODY!!!) was parked in a crosswalk, and a copper, from 014, issued the citation. No police markings on the vehicle. Well, of course, the ticket was NON-SUITED, so he won't have to pay the fines for those tickets. Do P.O.s get that luxury also Jody?? I didn't think so.

Jody and the Mayor were meeting with the Hispanic Clergy at a meeting on Division street, but the officers working in 014/013 were not given the heads up by anyone (That is how this could have been avoided). Listen up bosses!!!!

Oh well..the same old things..different rules for the clout heavy, and fuck the low man..OK..now that morale is really in the shitter..let's hit all the schools, churches, and other parking priviledged FUCKS, and let them get a taste too..

haven't seen anything on this angle yet:


1. parking meters now must be fed 24/7/62 and at a much higher cost then before.

2. 80% of meters are located on the city's main streets outside of the downtown areas.

3. many citizens who live in apartments above storefronts located on these main streets previously have parked their vehicles there overnight.

4. now these citizens will have to either: a) pay to park overnight or b) park on the side streets where there are no meters.

5. some side streets are designated as residential permit parking only, with some being at all times and some being from 6pm to 6 am.

6. the obvious results of the new parking meter costs and rules will be: a) more citizens vying over those side street parking spaces not restricted by residential permit parking, or b) more citizens being exposed to the risk of being ticketed for parking on residential only streets without the permit required, (and without being able to get the permit, since they don't live on that street).

7. thus, more citizens will be either: a) paying for main street metered overnight parking, or b) not paying for main street metered overnight parking and getting ticketed, or c) parking on side streets which are neither metered nor residential permit parking regulated, thus competing for overnight parking spaces with the actual residents living on those side streets, (likely motivating said actual residents to seek residential permit parking only designation), or d) parking on side streets currently designated with residential permit parking only status and, lacking the ability to acquire said permit, getting ticketed, or e) choosing to rid themselves of their vehicle(s), thus increasing the likelihood of their using the city's public transportation system, or f) choosing to move out of those residential apartments located on metered main streets and, perhaps, out of the city entirely, or g) determining if they can afford to purchase a residence with a garage, within, or outside of, the city, and, if so, doing just that, or h) seeking to move to residential properties not burdened by either being located upon a metered public street or a residential permit parking only street, thus increasing the demand for said properties rental units and, thus, increasing the potential rents to be gained for said rental units.


the above raises a few questions:


1. do property owners of real property located on streets with metered parking have any means by which to rescind their street's status as being metered parking?

2. what criteria do our city officials use to designate a particular city street as a metered one?

3. will the city now choose to increase the number of streets being metered parking only?

4. what criteria do our city officials use to designate a residential side street as being permit restricted?

5. will the city now choose to increase the number of residential streets being designated as residential permit parking only?

6. is the end goal of our city officials to impose either metered parking or residential permit parking onto all of the city's streets?

Look People, I was on the job for 30 yrs. and retired as soon as I could. It was a good job back when and it seems that we did not have the bull shit you guys are putting up with, but there was still bull shit. There was clout all over the place but no merit promotions I can see how horrible that would be. I suggest that you start planning your second career. Start looking for a second job where you can excel when you leave. Maybe a business or go to school for something, the city will pay for it so take advantage of it . That’s how you beat these bastards. I was lucky and started a successful business and have been doing it now for almost 20 years. It’s great, you have your pension when you’re short and a windfall when things are good. You would be surprised to see, or maybe you wouldn’t, at these bosses when they retire and go out to the real world are not very successful unless it’s another clout government job. Take it easy, slow down, back up your partner. Remember the longer you live on your pension the more you beat the game. You are the winner. Don’t let the job get the best of you, YOU get the best of the job.

Nobody said they were your buddy, they just said they know you work hard & appreciate the job you are doing. As a "White Shirt" I find it deplorable that you want to separate us from the "blue shirts." God forbid I take this personal and decide to be like most "blue shirts" these days and not do a damn thing all day long, then ask for lunch at 2 and complain when I am denied due to a back log. I can also be like some "blue shirts" and never volunteer or answer up when a fellow officer needs some assistance. I can also find ways to be down for hours on b.s. jobs when you need to ask me a question or want me to get you out of a jam. As a 26 year veteran of this job, all I can say is that it is sad to see how this Department has fallen from something to be proud of to something to be ashamed of. It is not all the administrations fault, it is your fault as well. No matter what, be proud of the job you do each day, remember the reason you became a cop and most of all take care of each other. We all need to go home at the end of the day, but if you fail to be there for your fellow 'Police Officers (blue or white) you have not only failed them, you have failed yourself.

No problem. There is no morale. If there were and it were low, then there would be a problem. It is every man for themselves and the only two days that count are the 1st and 16th, payday.

Nobody said they were your buddy, they just said they know you work hard & appreciate the job you are doing. As a "White Shirt" I find it deplorable that you want to separate us from the "blue shirts." God forbid I take this personal and decide to be like most "blue shirts" these days and not do a damn thing all day long, then ask for lunch at 2 and complain when I am denied due to a back log. I can also be like some "blue shirts" and never volunteer or answer up when a fellow officer needs some assistance. I can also find ways to be down for hours on b.s. jobs when you need to ask me a question or want me to get you out of a jam. As a 26 year veteran of this job, all I can say is that it is sad to see how this Department has fallen from something to be proud of to something to be ashamed of. It is not all the administrations fault, it is your fault as well. No matter what, be proud of the job you do each day, remember the reason you became a cop and most of all take care of each other. We all need to go home at the end of the day, but if you fail to be there for your fellow 'Police Officers (blue or white) you have not only failed them, you have failed yourself.

Dear "I WAS STANDING AT ROLL CALL THE OTHER DAY WITH 21 OTHER P.O.'S".You said it yourself 21 other P.O.'s,I don't know where you work at but we in 011 would be lucky to have 21 P.O.'s at any of our roll calls.The only time we see that many at roll call is for holiday pay.

These merit promotions are just a total morale killer.
It would be one thing if it was just 5% or 10%, but to have 30% of our bosses merit... total joke.

When you see a guy/gal that doesn't do shit on the street and dumb as rocks get promoted while others who actually studied, scored well and are waiting on the list, well it just isn't right.

I agree, but I want to see WORKING cops, not just cops who can take tests well get promoted. I know a hell of a lot of guys in 011 that worked their asses off for years that get no recognition for what they do. In fact, most of the guys there deserve a promotion. When we see a non working clout baby make sergeant or detective it makes us sick and question why we work at all. I always ask, have you ever seen a supervisors kid NOT get promoted? Some deserve it, but the vast majority do not.

When are youo people going to realize that these "clout babies" or family members PASSED the tests because they studied the answers!!

You and I studied everything else they had the direct questions so all they had to do was STUDY HTEIR ANSWERS that they practiced for several weeks or monthes after they were given them either by the "study group" or just handed to them at home by mom or dad!

MEANWHILE back in court were the 20% of the personnel that did all the work putting dude away at 26th st. and they would be 1,000 out from the top since they really had no time to study!

TAKE THE TESTING PROCESS AND STICK IT!

People that ACED those tests had A LOT of time on their hands from not having to go to court and juggle families (kids etc.). Many worked days at the desk or HQ or hit the medical to study or whatever!!

MERIT pix may be considered bullshit to some .... but the real bullshit is half the people that ace these tests should never have been the police either since most, NOT ALL....never spent time doing the police job or going to court putting the bad guys away as they hid from the job to study!!
