Bomb and Arson Disbanded?

From an e-mail (edited slightly for spelling) :
  • On Friday, around noon, budget dweebs from city hall told cpd and cfd that OFI would be disbanded. OFI, fire investigators, go on a lot of fires that CPD doesn't have to. It's nice when they pick up the extra load. OROZCO, that fuckin' suck hole, called Daley and at 1530hrs OFI stays and unit 603 is disbanded. Whatever everyone's feelings about bomb and arson, let me tell you that they do a lot and this should piss off any bargaining member.

    1) they are eliminating a bid unit during contract negotiations

    2) CFD is NOT equipped to investigate criminal fires to COMPLETION. No interviewing skills, law enforcement power, etc...

    3) HANG on to your wallets boys and girls because your homeowners insurance will sky rocket!! OFI makes most fires incendiary. Incendiary as defined by the fire marshalls means it is intentionally set. B&A re-classify 80% of those fire to non-criminal. For example, a 6 year old playing with matches, according to CFD is intentional. B&A would re-classify it as accidental.

    There are many more reasons why we should be outraged.
    Final meeting is today where B&A can plead its case.
Anyone know anything about this?

Is that why Mr Cmdr Bea was laterally moved from B&A to FAU last year? It didnt seem to make sense because he was in B&A forever and loved it. Got to believe they had a heads up about this possible happening.

Years ago, there were Det's Detailed or Assigned to OFI/CFD (Or what ever it was back then) as Arson Investigators. I don’t know about the Bomb Tech’s. It might happen again. Who knows, and at this unfortunate point, (Outside of B&A) who cares?

Heard that A3 is going to be absorbed into A5. Also heard the DD is ordering four vans equipped with desks and video equipment to capture witness statements in the field. One van to each remaining area. In the near future they hope to have ASAs assigned to each van for on scene witness interviews. Murders and police shootings only.

Don't mean this to be confrontational at all, but what do the guys at B&A do?
I've been on for about 7 years, handled tons of house and car fires and have not seen them out on the scene ever. I always see the OFI guys from fire and when they tell me it was an arson, i call B&A and they tell me "ok, just fax your case report over when it's done."
Is their job more like detective work, where they look over the paper work and then go from there? Just wondering. I'm sure the guys over there do work hard, but maybe it's b/c they aren't really seen out there at the fires and such that Daley/Jody think it's not an important position.

I am a former Bomb and Arson detective. I started in Bomb and Arson in 1979 when the unit first expanded. In the first few years we kicked ass and locked up many arsonists. The fire dept. was upset that the police were investigating fires. They could no longer cover up for their stupid mistakes and criminal involvement. We solved many arson for profit cases. The insurance industry payouts for arson for profit fires dropped by almost 50% after the first three years of the new unit. The new unit consisted of police officers only. Firemen did not investigate fires at all. During the course of our investigations we locked up a few firemen who were arsonists. The investigations of several other cases revealed that firemen were involved in arson for profit schemes, however we could not bring enough evidence to lock them up. We worked in a federal task force and were very successful there. If fact one of our investigations involved a fire captain that had torched a boat and was running whores out of home. This guy was the head of the fire depts. IAD. He was locked by the feds. My experience with firemen investigating fires are that they are completely ignorant of any proper procedures for conducting investigations. After the fire dept. takes over investigating fires there will be an increase in arson for profit cases and most of them will be unsolved. You're right SCC insurance rates will go up and there will be more scandals.

Those of you that are blaming J-Fed, read the original post again. "Budget dweebs from City Hall...". That's who you should be blaming, not J-Fed. I hate him as much as anybody but this is all Daley's doing. Further evidence that Daley runs this Department, not J-Fed. And if you allow him to do this, what next? The Marine Unit? ERRPS? Canine? The Range? What about the SWAT Team? My point is when does it stop? Why is ANYBODY from outside this Department allowed to tell anybody within it what unit should stay and what unit should go? Tha decision should be the job of the Superintendent, not somebody from City Hall!This is not a legitimate Police Department and it never will be because of Daley. It is now being run by civilians who don't know the first thing about Police work. Weis, Bruest, O'Keefe, the list goes on and on.Until Daley is gone, NOTHING WILL CHANGE! You could put Mickey Mouse in as Superintendent and it wouldn't matter.

This is the typical way the City of Chicago operates it's Police Department. In a day and age when terrorism is a main priority, in a day and age when bombs are a real possibility, what do we do? We eliminate the one unit that is equipped to investigate or defuse explosive devices. Think about it. The next time you recieve a call of a suspicious package, who is going to respond?

If this City and it's political leaders were serious about solving or reducing crime they would ensure that it's Police Department was well trained, well staffed and well equipped. It's obvious however that they are not serious and there is no better example of how they are not serious than this. If they were serious and really did need to reduce the budget, what would a POLICEMAN eliminate? The CAPS program of course. That program which accomplishes NOTHING costs the City appx. 5 million dollars a year AT A MINIMUM! But because non-police personel are running this Department, rather than get rid of a unit that does nothing other than employ the otherwise un-employable and provide a hiding place for those that are afraid to work the street, they get rid of a major investigative unit of the Police Department.

I guarantee you this would NEVER,EVER happen in a real Police Department. Never! But because we are NOT a real Police Department this is what happens. When other Departments across this nation hear about this, we will be an even bigger laughing stock.

I'm almost at the end of my career. One year left to go. I've been blessed to work with some of the finest human beings and Police Officer this country has ever produced. And I've never been more ashamed than I am now. Between the Daleys, Abbattes, the O'Callaghans,the Finnegans and the misfits that now run this Police Department I am embarrassed to tell anybody what I do for a living. In appx 365 days I will pull the pin and never look back. The Chicago Police Department USED to be one of the premier Police Departments in the world. Not any more. It is a shell of what it used to be. And it is because of those people I mentioned. When I think of the people that served before me and with me, I'm proud. When I think of what the future holds for those that serve now and will come after me I just shake my head and wish them well. I sincerely hope that things can be turned around. But I doubt it. At least not in Daleys lifetime.

Here is a little story about our genious arson investigators. In about 1989 I was storing a car at a relatives house on the side of the garage. Drove one car in the winter and one in the summer. I always switched the battery, so the one being stored didnt have one (nobody could steal it). I went on vacation, and when I came back I found out the car was torched. My mother with the keys, met with the detectives. Their 5 minute investigation said it was electrical. I had an idea who set it on fire, and years later found this out to be true. The dets. had the keys and didnt even bother to look under the hood and see that there was no battery. This could not have happened to a better bunch of arrogant imbiciles.

I have a little more time than 7 years and have dealt with b&a numerous times. You may still not be on scene when they come to investigate or even know that one is dressed like a bum walking the alleys trying to catch someone that is setting fires in a neighborhood. There are dogs in every district and unit, but know this is not the unit to get rid of!

hannel 32 Foz had a special on the 9oo news yesterday it was a bout the off duty murder of the S0s officer in his home parking lot. The story was filled with lies and scandal. basically the news was making up the news again. They basically blamed his death on Cpd saying one of us killed him, because of S0S and then they showed mugshots of the arrested S0S officers. The media is disgusting, there is no fact based to 99 percent of the enws anymore, its all tabloid, what if's.

I read that Santa Cruz, CA is disbanding their K-9.

I think as the economy tanks there is coming LOTS of belt tightening.

The dept really has no choice but to streamline and staff only essential police functions.

I agree with some of what you stated. However, "Arson-for-Profit” is no longer. Not because you did such a great job investigating arson. It stopped and will not reoccur because insurance companies will no longer let you insure a building for more than it’s replacement value, hence no profit. Insurance companies have been doing this for at least 20 some years maybe more. So no worry of arson for profit.

I saw a few tee shirts today in a bucktown store, front and center for all to see, that read "CPD-so easy a 14 year old can do it" and right next to it one that read C*zzi got caught--get over it!" and the back was an image of a CPD beating a guy in a wheel chair... the third was an image of a copper wearing the checkerboard hat but sporting a Hitler mustache... the caption read "CPD--enough said" and the worst one was a take on our CPD memorial shirt... the front had a broken police star on it and the caption read "CPD--we will never forget!" and the back, in a style of the memorial shirt had the same broken star with names of every cop who has ever been in the news for any corruption/wrongdoings! From Burge, to the Austin 7, to Abatte, to Cozzi, etc etc (some names I didnt even recognize!) it was quite shameful!
a couple hippy wannabe beat knicks were getting a good laugh... It was quite embarrassing! The real kick is that all proceeds are being donated to the Center for the Wrongfully Convicted! What a joke we have become! Time to move on!

I think many people are missing the point. I'm a dog-ass working the street in a district for 24 yrs but am STILL furious. I will never get into a unit like that, but this shit the city is trying to pull is ridiculous!! Whether this on it's face affects you, in the long run it affects ALL of us! The city is running roughshod over us with no regards to the contract. This will be another shot to the already sinking morale in this department. Give them an inch they'll take 10 miles. This nonsense has got to stop, and whether you're working a beat car in 007 or 011, you should be pissed. This is the city's way of gradually trying to have complete reign over us.

SCC, is it just me, or do we have a glimpse into Chicago's future, here ?

Daley "leases out" the Skyway, the City parking lots, the City parking meters, the Red Light Cameras and a transaction for Midway Airport is in the works. What's next ? Could there be plans as well for O'Hare? Soldier Field? McCormack Place?

Then the Police Dept. gets a makeover with a side goal to cut costs. Enter Jody Weis. First he establishes just who is running things by his massacre of the clouted Exempts. Next, he kicks the rank and file in the teeth by going after Cozzi. The clouted are now shaking in their boots. Only the ACTUAL friends of Daley himself can survive this guy.

Then there are these Police Dept rumors:
Shutting down Bomb & Arson, freeing up manpower and perhaps allowing an age old Outfit crime, arson for profit, to re-establish itself.

Shutting down CPD's Training Division freeing up manpower with the exception of the needed personnel to keep doing in-service stuff to keep the Federal money coming in. As seen in your comments, this could also reduce some liability issues that currently exist, and shift them to the County or State.

Shutting down one of the five remaining Detective Division Areas. Area 5 changes its designation to Area 3 and absorbs the lower caseload of the rest of the Northside districts from former Area 3. Again, this frees up additional manpower.

Shutting down two police districts has been discussed here many times before, and regardless of which ones they may be, the design is the same, freeing up more personnel.

The writing seems to be on the wall in this City and its just a matter of time till it all becomes reality. Cut costs and don't spend ! Not the time to hope for a nice raise in salary in an FOP negotiated contract !

Chicago 2016, here we come !

Absolutely will never happen. Bomb Tech training is funded with Federal dollars as is most "training" on this job.

The city won't ever give up federal funds. What do they care about any unit as long as the federal check comes every month?

More importantly, they don't save any money by disbanding it. Everyone still gets paid, they just work in a different place.

Getting to go inside a building that just burned, still smelling of combustion of who knows what, water running down on you from upper levels,(hope Con-Ed cut the juice), stepping over rubble, digging thru the debris trying to find a crime scene after the fire department broke all the drywall, smashed all the windows, threw all the furniture out into the yard. (Hope they didn't plant anything) All the more fun when its below zero and the wind is howling.

Car fires: do you love the smell of burnt plastic? All those carcinogenic vapors you are inhaling?

If it was a fatal, hoping the fire department did not disregard your instructions NOT to remove the body. Nothing like getting to the scene of a fatal fire (which might be a crime scene) and find out that the victim's body has already been pronounced at the hospital.

As for the Fire Department calling it an arson, take that with a ton of salt. Ask them "why is it an arson?" (That makes it a crime scene-which must be protected).
When they say "arson" they mean "fire caused by human action." Police say arson, it is a specific crime.

Firemen know how to put fires out. Some know how to start them. As for criminal investigation, they are out of their league.

If they want to cancel all of these units because they feel its non-essential thats fine. The guys from B&A should say fuck the department and city and when an arson does happen let it get all fucked up. Who cares?

Richie and JPUD obviously want to fuck with us in the interests of "saving money" so when something big happens let it fall back on them. Let non-qualified people do the investigation. Don't worry you guys will be fine, its the citizens who are going to be hurt by this one, but don't worry about them they mindlessly elect these democratic party machine dictators every election so they, the City of Shitcago and the police department can reep what they sow.

Many people have no idea what B&A does. This is due to lack of training on the departments behalf. What else is new...

B & A is only assigned to criminal related fires or the ones that OFI wants to blow off.

There is plenty of work to do at B & A. One of the biggest problems is lack of arrests. This is a result of a strangle hold on overtime which was established under a previous commander who has since retired. New commnaders that came in needed to continue this strangle hold.

The unit developed a negative reputation because of a couple of chronic complainers. These people caused the unit to be despised by Management and the FOP. Part of the problem was that previous management cultivated a sense of bad moral. Then some lazy people who were trouble makers made it to the unit. Any Detective that wanted to work would eventually see that overtime was an issue so cases were suspended and detective were placed back into the lineup to process the next fire. Told to investigate their cases but stimied due to O/T.

As far as work goes these guys work there asses off. In the extreme cold of the winter to the extreme heat of the summer. They are exposed to damgerous conditions and lord knows what kind of toxic vapors.

As far as necessity, it is there. Most of the OFI investigators would have no clue as to how to conduct a criminal investigation. To disband B & A would do the citizens of this city a big disservice.

Think about it... A city this size and we have no auto theft unit. Now they think that the citizens don't need a Bomb and Arson Unit.

Granted things could be reorganized but I will say that we need Bomb and Arson more then we need OFI. OFI has initail jurisdiction of all fires until they feel it is possibly criminal in nature. A great example is the 5 year old that was playing with matches. This is an example in which OFI calls out B & A (waste of time) or when OFI investigates a garage fire and calls it an arson because they discover a gas can (in close proximity to a lawn mower or snow blower). Another waste of time.

The leaders of CFD are fighting hard to keep OFI alive. Most of the investigators from OFI are gobbling up all sort of O/T plus many work for insurance companies on the side (investigating fires). Contrary to popular rumor B & A guys don't.

All I say is don't fuck the citizen of this fine city because there are plenty of criminal fires that need proper closure.

I thought the investigators at OFI did have police powers to an extent but there was a cap placed on it due to the B&A squad. Last time I saw OFI at a fire they mentioned that they are able to carry a firearm, however Daley wont allow firearms in the firehouses. Maybe if OFI was able to carry, the investigator that was shot last year in 004 investigating a garage fire would have been able to defend himself rather than standing in a high drug area like a sitting duck. If B&A is really eliminated, I hope to god the members of OFI get serious training from the CPD and that they are able to start to carry if that is what the law allows them to do as fire marshals. Either way I hope all of these quick fixes don't come back to bite the city in the ass.

B&A re-classify 80% of those fire to non-criminal. For example, a 6 year old playing with matches, according to CFD is intentional. B&A would re-classify it as accidental.

Profit from arsons is gained in many ways, with the actual rebuilding of the damaged property being the exception, not the rule.

Even when the insurance payment is used to rebuild, what the property owner gains is obvious, ie., a newly built piece of real property, likely worth more than the original property damaged by the arson.

More often, the property owner chooses to take the money and not rebuild the damaged/destroyed property, thus converting what was likely a less valuable piece of real property into cash and still retaining ownership of the land upon which the arson damaged/destroyed property once stood.

Further, if an insurer fails to reduce the coverage amount of depreciated property, thus reducing the premium, a property owner whose real property is insured for more than it's current fair market value will profit from said property's destruction. And still retain ownership of the land.

A property owner colluding with an insurance agent can maintain the overvalued policy for whatever period of time it would take to have the property destroyed by arson.

Also, how many times in the last, say, 20 years, have we seen historic properties, located upon land whose value far exceeds the value of said structures, somehow get themselves destroyed by fire, quickly torn down under the auspices of being a 'public hazard', thus eliminating the possibility of a thorough investigation of the true cause of the fire, and then, thus freed from the constraints of the historical structure, utilized for great gain via the sale of the land or the construction of a far more profitable structure?

You must be one of those guys who own one of those properties whose destruction via arson will gain you much profit.

As was stated in another comment, the B&A dics used to be detailed to OFI to perform the law enforcement duties of the unit. That continues their services and keeps the Federal dollars coming in.

Yes, everybody still gets paid, but now the supervisors and administrative people can be redeployed, reducing the need to hire PPO's or to promote Dics, Sgts or Lts. Any of these old timers or desk people not interested in returning to the workforce may retire, allowing the city to hire 2 PPO's for the same salary. So it really is a win-win for the City.

Arson is the hardest crime to prove. Every other criminal activity, the longer it goes on, the more evidence it creates. In an arson, the longer the fire burns, the more evidence it destroys.

Eliminating B&A and sending the detectives to the areas: about 6-7 per area spread out over 3 watches and 7 DOG's. That's a big manpower boost....

So why don't study for the next dick's test and if you make it, bid for B&A?

There still is plenty of arson for profit. In the last 4 years at least 11 restaurants in Chinatown have burned down usually ones where business is on the slow side.
I know that for a fact. I don't know much about B&A in 13 years, with one exception I've personally never delt with them other than on the phone. I think the arson side of B&A could easily be disbanded but I think we need bomb guys. I don't know how many guys are assigned to the bomb side but 12 tops would be enough. You tell me how many bona fide bomb calls have you had in your district.

Compare that with our own Intelligence Unit which is still looking for Jimmy Hoffa. This is a Police Department that couldn't find a jewel theft ring run by it's own Chief of Detectives.

It's a bid unit dummy. In fact most of the times when Detective Bids come out there are bids to B & A available. Far more people have bid successfully to B & A than ever bidded to say the Traffic Control Unit 151.

I'd bet my years salary that 75% of the det's assigned would JUMP on that opportunity in a second. Nice try but lets face it every squirrel is tryin to get a nut out here and most everyone would jump at the opportunity for D3. There are plenty of units that do much dirtier work than you and get NOTHING for it so since you are obviously very limber from patting yourself on the back for working in such deplorable conditions baybe when you are done you can blow yourself.

Hey SCC, just curious....if this rumor is true would the officers still get their D3 pay? I know of a guy that was a guy dumped out of Marine unit working in a D1 unit that was still getting D2 pay.

Hey stupid-know-it-all!

I'm a detective in an Area that is not in the least interested in B&A. B&A restricts OT and micromanages it's Dics like Patrol. We have one that fled B&A and came back to the area. The Arson Dics have the same paygrade that I do, D2A. The Dics and patrolmen that make it as a Bomb tech, get the D3. Again, not interested...First REAL job could be your last.

Same thing in Forensic Services...bosses that run their unit like patrol supervisors. ET's make D2, not D2A, and Forensic Investigators make D3. Been there done did it, not impressed.

Just because ANY unit is probably better than working in patrol, doesn't mean ANY unit is better than another.

There is plenty of work to do at B & A. One of the biggest problems is lack of arrests. This is a result of a strangle hold on overtime which was established under a previous commander who has since retired. New commnaders that came in needed to continue this strangle hold.

Just to let you know, the B & A Unit is a BID Unit, not placed there by a Chinaman. You have to take a Detective Test & you have to pass the test to even be considered for the Detective position. Then you are appointed Detective by a 80% by score (rank) & 20% by management (Blow Job). So I say that since you work at Homan Square & there are no other Units there that you can BID to, you my friend must have been on you knees to get to were you're at. No I don't work at B & A but I am a Detective that Past the test.

Bomb and Arson's duties will be taken over by District Law Enforcement in Districts 1 through 25.

Officers will be trained through a 6 minute training video soon to be released via the streaming video process and viewable at a roll call near you.

Officers will then be responsible for investigating all fires, arson and bomb incidents within their districts and will be held strictly accountable, according to Supt. Jody Weis.

Sector Sgt's to monitor for proper compliance.

Big Bird to continue to monitor everyone for everything except for high ranking police officials for possible involvement in jewelry theft rings.

Hey SCC the reason that OFI classifies them one way is because to them incendiary means one thing and then B&A investigates to see if it was done criminally. OFI does their report under different guidelines. And it is like that in all parts of the country. And the insurance rates will not be going thru the roof.
Besides don't be surprise if the CFD get to be in control of B&A so that there will be one less group of bosses.

Also the difference between CPD & CFD is that their contract will not let them disband OFI due to the wording in their contract. They have laungage stating manning and pieces of equipement. Not like the CPD that does what they want to the men & women that work for them.

When the city civilianized COS (Communications Operations Section) the agreement with FOP was that all the officers assigned there would continue to receive D-2 pay for the balance of their career. Contract says that an officer may be demoted or disciplined for "just cause." The City had no grounds to financially harm the officers, so they get the pay.

The reason you don't know that is because you don't have enough time on the job to know.

B&A is a cushy job. Most of the time, they wait for a call and then determine whether to go out on it. Some of them leave the office and tend to personal business (i.e., gym, booty call). But, when they do go out, they are crawling around in debris...sometimes late at night....sometimes alone.

It is now being run by civilians who don't know the first thing about Police work. Weis, Bruest, O'Keefe, the list goes on and on.Until Daley is gone, NOTHING WILL CHANGE! You could put Mickey Mouse in as Superintendent and it wouldn't matter.

This is the typical way the City of Chicago operates it's Police Department. In a day and age when terrorism is a main priority, in a day and age when bombs are a real possibility, what do we do? We eliminate the one unit that is equipped to investigate or defuse explosive devices. Think about it. The next time you recieve a call of a suspicious package, who is going to respond?

If this City and it's political leaders were serious about solving or reducing crime they would ensure that it's Police Department was well trained, well staffed and well equipped. It's obvious however that they are not serious and there is no better example of how they are not serious than this. If they were serious and really did need to reduce the budget, what would a POLICEMAN eliminate? The CAPS program of course. That program which accomplishes NOTHING costs the City appx. 5 million dollars a year AT A MINIMUM! But because non-police personel are running this Department, rather than get rid of a unit that does nothing other than employ the otherwise un-employable and provide a hiding place for those that are afraid to work the street, they get rid of a major investigative unit of the Police Department.

I guarantee you this would NEVER,EVER happen in a real Police Department. Never! But because we are NOT a real Police Department this is what happens. When other Departments across this nation hear about this, we will be an even bigger laughing stock.

I'm almost at the end of my career. One year left to go. I've been blessed to work with some of the finest human beings and Police Officer this country has ever produced. And I've never been more ashamed than I am now. Between the Daleys, Abbattes, the O'Callaghans,the Finnegans and the misfits that now run this Police Department I am embarrassed to tell anybody what I do for a living. In appx 365 days I will pull the pin and never look back. The Chicago Police Department USED to be one of the premier Police Departments in the world. Not any more. It is a shell of what it used to be. And it is because of those people I mentioned. When I think of the people that served before me and with me, I'm proud. When I think of what the future holds for those that serve now and will come after me I just shake my head and wish them well. I sincerely hope that things can be turned around. But I doubt it. At least not in Daleys lifetime.

Paul Volpe - Jim Johnson - Gabe Gadlin - all from the Budget Office are the ones behind this. Bean counters are running our once proud Department. They bring their half assed ideas to the Department and Weis - Cuello - O'Keefe go along with them. Decisions being made by two civilians and one wanna"bea." Give Peterson his due. I heard he blew his stack when he heard about this.
