Budget Shortfalls Increase

Don't get used to all that new equipment that's been turning up in the Districts....oh wait, it hasn't been. And it won't be anytime soon it seems:
  • Mayor Richard Daley's chief of staff today announced $9.2 million in spending cuts and warned that more city workers could be laid off.

    The city will try to save $6 million by making a 3 percent reduction in spending on "non-personnel costs like commodities, materials, supplies and services" across city government, said top Daley aide Paul Volpe.

    Another $3 million would be saved by renegotiating contracts with companies that provide services to the city.

  • ...additional spending cuts will be needed because revenues are $50.5 million below projections made just a few months ago.

    The tax on real estate sales brought in only $3.5 million in January---$7.3 million below what the Daley administration was expecting to collect.

    Sales, income and cigarette tax collections also are coming in below the expectations that officials relied upon to balance the city's nearly $6 billion budget.
This is what happens when you have chronic mismanagement and base entire years worth of budgets on fantasy numbers that aren't based anywhere in economic reality. As predicted here and elsewhere, the increasing tax rates are driving city dwellers to shop in the suburbs and the suburban dwellers to surrounding counties and Indiana. We haven't bought gas or groceries in the City in meaningful quantities for years now. It's a few hundred bucks in our pockets during tough times and no contract.

Chicago continues to rot from within thanks to Shortshanks and his merry band of thieves. How about cutting some executive salaries - like someone who got hired for two jobs and is only doing one of them. And doing it badly.

What about that new gun range in the 005 dist? There is still money for that right. Its being built for free by Coast Guard heavy equipment operators. The city just has to put up buildings run gas and power put in a parking lot. Supply staff, lighting, canopy and lead clean up. Use stimulus money for this rather than baby ma ma drama.

If these dumbfucks lowered the sales tax to 5%, the amount of goods sold within the city would easily more than double thus bringing in much more tax revenue than the current 10.5% ever will. A case in point would be what happened in the mid 80's when the dumb-ass city started charging $.10cents per gallon tax on gas sold at city gas stations. Every gas station in the city that bordered the suburbs went out of business. So instead of getting some tax from every station, they are now getting some tax from few stations and I haven't bought gas in the city since then.

I know I'll get bashed for this comment because the truth hurts but if the department wants to save some money they shouldn't promote anyone to det. and assign them to area 1. Or promote some P.O's but first dump a bunch up there now. I swear on the life of my mother I've had to go up there around 25 times in say the last 3 years and every frickin time all I see is 15 guys playing on the internet and another 4 or 5 standing around bullshitting.I mean every frickin time. And don't give me this bullshit about using the net to research your cases because I'm talking about espn, disneyworld,best buy websites etc.

It was obvious before the budget came out that the real estate transfer tax would tank along with the market. The cigarette tax is so high that most everyone predicted that people would buy them outside of Crook County. With the sales tax jacked up to the highest in the country people are smart enough to buy big ticket items outside of Crook County. Keep raising the taxes Shortshanks/Toddler, and keep selling off income such as simple parking meters and such. All will be fine. All will be fine. Obama, Obama, Oabama,... .

Want to save money, eliminate the take home cars for POs Sgts and Lts that just use the vehicles to travel back and forth to work and home and never respond to an incident. The savings alone on gas will be huge, let alone upkeep.

Because (A) we read the budget, unlike your dumb ignorant ass and (B) we read the papers which clearly stated about 10 times that the budget projections were clearly that - projections. Volpe has stated on a number of occasions that various tax revenue numbers were simply "estimates" of future revenues that were based on best case scenarios. We even pointed it out last year that the City underestimated the impact that the "bottled water tax" would have on revenues and predicted everyone would buy from Sam's Club and Costco in the burbs. We were right.

Combine that with our actually paying attention, taking the time to read the info that's out there and a few 200-level Economic courses, it isn't hard to look like Einstein to your Lurch.

I understand this to be far fetched, but why not tax something we have an obvious surplus of-CRIME?
I realize that tax is probably the wrong word, but why aren't these savages being taxed or forced to pay some sort of levy on the crime they commit? How hard would it be to make a mandatory court fee for a misdemeanor or preliminary hearing with further fees at 26th st.
Obviously there would be some battle between city and county , but why isn't the real problem literally paying for their crime? This is absolutely a rant, but for christ sakes everything else is taxed or a fee attached in this godamn city/county, so why not crime? Easy money!

Well boys and girls it seems to be working by not writing tickets. i would love to see the numbers of last year compared to a few years ago when Cline or Hillard was in. I would say they probably speak for themselves.

Keep it up no revenue for the city unless it is absolutely necessary, ie: an accident or burglar alram etc. Otherwise you get nothing Daley that is until we get a contract and you get rid of Mr. Plastic head Jfed.

I am writing tickets. To Department of Revenue marked vehicles and hearing officers and anyone who works for Department of Revenue. Only.

And of course anyone who says to me "Don't you know who I am? My father is ....." That is an automatic ticket for each and every violation no matter how minor or insignificant.

Regular citizens all get a pass and a traffic card only. No ticket. That's just my way of saying Fuck You Mayor.

I don't pay my taxes so you can bust me for going 5 over the already underposted speed limit. The city auctioned off a revenue stream when it got rid of parking meters - you shouldn't be writing any parkers, nor should the Dept of Revenue. Let that private enterprise pay for all the enforcement. Let them pay for the meters that citizens fed up with being fleeced, fill with superglue and plumbers putty.

I work out west, and i know for a fact most of the 3rd watch stop doing tickets about 8-9 months ago. that includes everything from parkers to anovs and Burglar alarms (RIP)

Daley has no clue. I have not bought gas, food, electronic, furniture etc in 25 years in the City of Chicago. I take my city pay check outside of Chicago and Cook County and get more for my hard working dollar. When Chicago raised taxes on bottle WATER, I laughed. I take a trip once every three months to another state and buy what I need. Taxes are lower as well as the gas. Guess what, if I'm doing this, there is probably one thousand or more doing the same thing. Wake Up Mayor. I can't wait to retire and leave this state altogether. Things are not that great in Chicago. I live in a neighborhood where our Alderman lives in the next block. Complaints, after complaints were made to him - nothing gets done, but you usually see his face behind Daley every time there is a news conference. I moved into this once nice area 30 years ago, now I had to put roll down shutters on all my windows, get ADT, a dog, outdoor lighting around my house and I'm a sworn officer. I call 911 about a distrubance across (off duty) the street and 911 tells me - "your the police, handle it." Since this city does not care about its citizens, much less about there employees, I will sell my house to any drug dealer who will buy it, and get the F*%# out of Dodge. Look you guys, do your research in other states where they would appreciate you bringing money into their state. Please don't retire in Chicago or the state of Illinois. They will take ALL YOUR MONEY by nickle and dime you to death and leave you with nothing. There are states that offer you alot of things, with less money.

OT (sorry to bring it back up, but I think I know the "offending" information so I figure you wouldnt mind revisiting this one!!!

I saw a few tee shirts today in a bucktown store, front and center for all to see, that read "CPD-so easy a 14 year old can do it" and right next to it one that read C*zzi got caught--get over it!" and the back was an image of a CPD beating a guy in a wheel chair... the third was an image of a copper wearing the checkerboard hat but sporting a Hitler mustache... the caption read "CPD--enough said" and the worst one was a take on our CPD memorial shirt... the front had a broken police star on it and the caption read "CPD--we will never forget!" and the back, in a style of the memorial shirt had the same broken star with names of every cop who has ever been in the news for any corruption/wrongdoings! From Burge, to the Austin 7, to Abatte, to Cozzi, etc etc (some names I didnt even recognize!) it was quite shameful!
a couple hippy wannabe beat knicks were getting a good laugh... It was quite embarrassing! The real kick is that all proceeds are being donated to the Center for the Wrongfully Convicted! What a joke we have become! Time to move on!

Now I went around last night (I work in 013 so I was poaching) and the best guess is there is a tee shirt shop on Damen called the "Tee Shirt Deli" They have the most arrogant, left slanted liberal crowd of all the shops. I didnt go but I got a good look. The workers were moving around shirts in the front window so I couldnt tell if they were still proud of their anti CPD shit or not... anyone with more info? This is a direct slap in the face!

You want to save money. Start in the detective division. Eliminate one Lt. from each area. How about the Sgts. The other day there were three in youth, three in robbery and two in violent crimes on the third watch. The VC sgts should run the area, these other patronage hacks should be in district patrol. Eliminate Bomb and Arson. Place the bomb tech with Swat, the detectives assigned there have the lowest clearance rate city wide, you cant even get them to make a misdemeanor arrest. They are supposed to process the crime scenes, but are lazy have the ets do the scene at least it would be done right for a change.
Sorry for all the useless females assigned to B/A you should do some work maybe chasing down missins in an area you will earn your check.

More help in the districts more help in the areas.

How about narcotics and fugitive apprehension. Why does every patronage hack assigned there have a take home car. Use the lot at 51st St.(area1) southend and leave the confidential cars there, return the unmarked police vehicles to the districts were they AR needed.(LOT is Fenced in and fence is blocked that was its original porpose in 1979 for confidential cars)

Why do the financial crimes unit detectives need take home cars, they are all patronage police. Look at Homan square. Every office parson has a car. This is total bullshit, when patrol is using cars with 200 thousand plus miles. Take these unmarked cars to Earl Scheib and paintem white, dont do the door ends or inside of the trunks put stripping and lights on them make the fleet better for the back bone of the dept. patrol.

Look at what we would save taking away the take home cars in gas and vehicle depreciation

O sorry I forgot, we have to ffff
over patrol...Most police organizations take care of patrol first then the special units. Not here, screw patrol, screw patrol.

We need a dept site that would list every place every member ever worked. It would be great to see these two year wonders in narcotics and 35th street outed...
Most of these patronage hacks have more time in units than in patrol.

Rotate, rotate, rotate give every one a chance. Not on this corrupt department.

Here's an idea: FOP should suspend all union dues until they have successfully negotiated a contract for us. After-all, that's one of the reasons we pay them and thus far they have done a substandard job.

Since their performance has been less than stellar, a refund of a year and a half of paid dues should be returned to each member. FOP can subtract a small amount of fees for legal coverage but a majority of their responsiblity lies in providing a safe, fare and reasonable work environment for its members. They have not provided or secured such an environment.

Contract negotiations should be a snap with the mayor so focused on the Olympics. We have him over a barrel and FOP should be shooting for the stars instead of scrapping the bottom of the barrel--as usual. A high school debate team could do better for us and they don't get paid millions!!! That's MILIIONS!!! Sad.

Believe it or not this organization is made up of members that are well educated and were and would be successful in the private sector. If you are a regular reader most of what is happening here has been predicted by SCC over the last two years.

Shortshanks was called out by SCC long-before he passed the highest tax rate in the nation, not counting the new vehicle tax, the gas fuel surcharge, the parking lots and my favorite the bottled water tax. SCC also has brought out the misdeeds of the prick over at 118 n Clark and his charades with the county.

You are probably some patronage hack with time on your hands sitting at some desk in city hall. Your time will come.

You are probably stupid enough to want the Olympics here in Chicago to.

At least SCC called the prick out for mortgaging our future by selling the airport, sky-way, and parking meters.

Just think your off spring, hefers, mules, cubs, pups,sows,hatch- lings/children will be living in a new version of Detroit 15 years from now when most of us will be retired and there will be no middle class...

In 1995 I remember going to impooundment court at 11th and state. I would get 3 hours for 30 min of work. The city was getting 500 for impound and 100 for the tow. I stopped doing this cause of the new impound court at Erie.

We bring in over 750 for an impoundment and I cant even get 3 hours. I stopped bringing in revenue a long time a go. FUCK YOU DALEY!!!!!

Not familiar with A/1, but I do know that A/2 has some decent detectives, but also some real dog asses. SVU on nights AWAYS tells us they have no one to send out, so we'll have to bring our arrestees there. When you get there, there are usually 4-5 dog-asses huddled around a TV or on the Bluetoof, but no one's available to come out. In the fall on a Sunday morning, we had a person wanted for an armed robbery caught on tape, etc. He was arrested around 1030, detectives notified around 1130 and we were told no one was available and that we'd have to wait till the afternoon crew comes in and they wouldn't be there till around 1700. ON A SUNDAY!! Don't get me wrong, A/2 has some great detectives but there are also some real pieces of work!

To the poster with questions about what is getting done in Area 1, here are a few facts:

1. Sometimes time is spent waiting for you wonderboys to finish a simple case report so we can proceed with the investigation.
2. When you are seeking felony charges, you have to have a victim to proceed. DUH!
3. Then there is the time spent waiting for the ASA from felony review.

These are just a few things that take time. You obviously must be making the CMO dropoff because otherwise you would know this about felony cases. Justice is not swift in Cook County. Also, make sure to turn down the pay raise to detective you pompous immature over educated little fuck.

Area one clears more crimes then you have witnessed in your whole 36 months as a policeman. Now go get your shinebox, BITCH. Say something next time your up there instead of posting like an anonymous little girl. I'm sure any of the female detectives would be glad to kick your ass.

You can thank the do-nothing supervisors who know that's what is going on, but don't do anything about it.....they depend on the 10% who still go out there do police work, make felony arrests, do all the f*ckin paperwork and go to court. Time for the supervisors to do their job and simply check on what their dics are doing with their assigned caseload. Too many deadbeats in the D division....way too many.

Supervisors can't do much about the status quo when the clout-babies, sons/daughters, cutie pies, academy buddy of the boss, spouse or squeeze, you name it, has more sway than they do.

Fighting that battle has gotten many a supervisor dumped and hasn't had any effect on the ratio. Forty to fifty percent of the 'workers' actually do one hundred percent of the work. It stinks, but that's the truth.

Shut up about the take home cars already. Fugitive vehicles are owned and maintained and paid for by the feds, they are not city cars. Many, many cars in other specialized units are also paid for by federal monies and grants.
