The Countdown to Monday


J-Fed found in contempt of court, but will he do jail time?
  • A federal judge found police Supt. Jody Weis in contempt of court today and gave him until 8:45 a.m. Monday to release the names of officers who have at least five citizen complaints filed against them since 2000.

    Last month, Weis refused a magistrate judge’s order to turn over the papers, saying handing over the names would “compromise officers’ performance, threaten safety, reduce morale and improperly impugn many officers’ otherwise well-deserved good reputations.”

    The list is being sought — along with a more specific list of officers with excessive-force complaints filed against them — by attorneys suing the city over an allegation that an officer falsely arrested and used excessive force against two children.

So what does our having five complaints filed against us by jagoffs we've arrested have to do with an alleged use of force by a cop we've never met against two kids we've never heard of? Can some bleeding heart liberal explain that to us?

We've haven't been convicted of anything. We haven't ever taken suspension time. Yet we are going to be the subject of this data-mining expedition for the benefit of some scumbag attorneys who are then going to file hundreds, if not thousands, of nuisance suits, knowing that Shortshanks and his incompetent lawyers are going to settle at every opportunity, thereby dragging our names through the mud and casting doubt on our testimony at all sorts of criminal trials and civil trials in the future.

This Department is within a nanosecond of completely shutting down; we're talking within millimeters of pulling a Cleveland-type reaction at the street level. Movers are down thousands. Parkers are down tens of thousands. County Jail says they haven't had tiers this empty in decades.

This could well be the end of the CPD as we knew it.

The end of CPD? OMG! That is it, I am putting my resume on line and going to start to look for some new employment! LOL

All joking aside, CPD is basically over and done with. For any officer with some time on this job, they all know full well that the police haven't been the police in years. And it appears to be what the this city wants and most of the tax absorbing inner city base wants also.

It is a shame but it is almost impossible to do real police work anymore. Unless you want to end up in the pokey yourself.

PHILOSOPHY:

Logically, all the names would just prove that CRs are bogus and do not have any direct implication of wrongdoing. Furthermore, a list would be generated with thousands of names.

RESEARCH (Journal of Hard Knocks):

Realistically, we all know there are more dog asses than workers on this department - regarding hands on police work - and the list would end up being about 1/8th of the 8,000 officers on the department. I do not want to be misunderstood, there are brilliant people working inside or doing great work on assisting the community. The Crs are from Officers that have a 80% interaction with gang members in the course of their duties.

The answer to the problem the department created is not to take every complaint a citizens makes. If someone has a complaint against an officer or the services rendered, have that person call their perspective district. Have the W/C take the complaint instead of watching TV all day and determine if that complaint merits a cr investigation, if he determines that no rules were violated or the officers actions were lawful, tell the citizen to go take a walk. If a number is initiated have them come in and sign an affidavit and advised them they can be prosecuted if the allegations are proven to be false. The day of anonymous complaints and taking a complaint for any reason should be over!

what these liberals don't understand or choose to not understand is that these are not "sustained" complaints. in other words that the officers were found to have acted wrongly. these are just complaints against an officer period. even if a complaint is proved that the officer did nothing wrong the complaint stays on his/hers record. so if you have five complaints and all five have proven an officer was innocent he/she will still be on that list. the list is not of complaints where the officer is guilty of wrongdoing, it's just a list of officers with complaints against them even if they were innocent. the general public as well as judges have taken up sides with the animal and have finally made cops the "bad guys". get ready chicago, hell is coming and the police will not be there to save your ass. this was your choice. reap the whirlwind.

To those of you bitching about 2211, 3rd Watch: You are way out of line. I live on the beat but work elsewhere. Believe me, I hate that I spend every night in the ghetto while my neighborhood is left hugely unprotected. It helps, however, that the guy working afternoons does live here and does care about the area and does a damn good job patrolling it. He is on top of everything going on around here and does his best to take care of problems. How do I know this? Because I talk to him about it all the time. I tell him everything I come across, all that I see and find out, and guess what? He either already knows and is working on it or gets on it and calls to let me know what's been done. Why don't you try that? Instead of flying through the hood to and from work with blinders on, keep your eyes and ears open and pass it on. Same as it works in the ghetto - - the residents know all, it's just getting them to tell you. You're on the same team for Christ's sake, you can't drop a dime?!
Not only is this guy busting his ass out here, but he's getting discouraged by all the shit he gets from the ODPO's. I know this copper. He's fair, he's a good cop and he's got a great memory. He doesn't want to f- with police families, but if your kid keeps ending up in his face, come on! How many breaks do you get before you figure out that your kid is the asshole, and evidently, so is his father! Give them a break. We've finally got someone on the beat that knows and cares about it, please don't try to run him out. Ignore them, pal, you're doing a great job.

Once again another example of a nut-case, brain-dead, liberal judge not qualified to work at white castle. I'd rather work with a partner that had at least 5 c/r's in 9 yrs over one that had zero c/r's in 9 yrs. If you are locking up assholes on a regular basis, there is no fucking way in hell you wont have at least 5 complaints in 9 years. With over 1200 arrests in the last 9 yrs, I've been sued 6 times by ghetto shit with the city settling all. When asked at my last deposition by the opposing attorney what I thought about the number of lawsuits paid out against me. I told him the city was gonna regret it big in the long run as word gets around that the city wont fight and would rather pay shit like his client.
If the city thinks they have problems with lawsuits now... wait til the names are released.

I guess we're all forgetting there's a LAWYER and SCAMMER involved in this case? There IS no usefull reason to have this data, other than to force the city into a bigger settlement before discovery is concluded.

Having the names doesn't mean shit, and the data won't help their case of bullshit one iota. It's just another bullshit idea by a lawyer to force money outta the city pockets. They don't WANT the names, they want the MONEY. The only thing the names provide is an ego boost to a jaggoff ambulance chaser type attorney, and he'd rather have the MONEY.

This just a bullshit attempt to appear legit to us. It's theatrics folks. He's already thought about the "statement" he thinks this makes to us and he may even be prepared to sit in a nice little segregated cell somewhere, just to make it look like he's really one of us.

In the end, it's Corp Counsel's job to roll the dice on the cost of today's payoff against the cost of tomorrow's payoff when these fuckers give the list away to the public.

Of course Daley won't sue the fuckers when the list hits the ghetto streets the next day either. It'll be up to everyone on that list to countersue the shithead coming after them because their name was on the list.

Could you imagine guys like Schweiger on midnights in 4 or just about any boss in that ass backward district like 5 doing this? 5 is the only district in the city where the WC bypasses desk sergeants and approves case reports, complaints, checks inventories, etc. You just approve Probable Cause you fat hacks. 3 is a mess too.

I really don't agree with you much Jody, but am behind you on this one. Of all the CR's I have gotten, only one verbal abuse should have stuck. All the others were a joke just like our justice system.

I used to be a working copper. I havent had a beef in at least 7 years or better. I was left to hang while the no balls bosses crapped their pants over a BS racial profiling CR.

It all worked out. I had PC and was exonerated. And that was the last time I worked. Say what you want. I answer my calls and only go balls out when a fellow copper is in need. But the bosses where all ready to hang me out to dry to cover their own scared little asses. Any Chicago Police Officer that does any type of Police work other then answer his/her calls is completely out of their minds. Its like playing russian rullet.

We wont get a fair contract or respect until we stick together.

Here's a little bit of inside info from my girlfriend who does legal work for the department (Comes in handy as she's kept me off the list):

1. J-Fed is leaning towards caving despite what his CPD brain trusts has advised him. He's concerned that he's going to ruin his whole law enforcement career over a dept he knows can't stand him anyway.

2. It isn't just one list. It is multiple lists and there are thousands on names on these lists. The lists are of differing degrees of allegations in terms of type and quantity of offenses.

3. Corp Counsel is (surprise, surprise) ill equipped to handle this situation and has had to get outside help.

4. Flint & his client have been offered a settlement (saw that question in another post) but they have rejected it. They have actually been offered multiple settlements.

5. As much as we like to bitch and moan about this issue here on this blog, there are actually lawyers and researchers working night and day on our side (Yes! Pro police and on our side!)

6. J-Fed and his crew are well aware of the possibility that we (CPD rank & file) will be so fed up that we'll do a work stoppage and they're working on an emergency plan just in case. J-Fed knows that a fill work stoppage would be the final straw that Shortshanks has with him.

As for the post that asked why Flint Taylor needs this list anyway, he needs it to establish that there is not only a pattern of abuse amongst the CPD but a long standing pattern of ignored abuse. Not only do his settlement $$$ go up but he can then (possibly) open the case up for class action status.

not an unlikely outcome, but a dangerous precedant. even if this case is settled out of court, and the list remains a deep, dark secret, every time a lawyer wants to get money out of the city, all he has to do is ask the court for the list.

the best thing that could happen is for weis to just obey the court order and let the chips fall where they may. there really is no other viable option long term.

No asshole you are wrong, DEAD wrong.
If in a court of law the states case cannot present how many times a subject has been arrested no matter if each time said subject was found not guilty, unless it is during sentencing, WHY THE HELL should our name be thrown out the for the total number of CR #'s that have been brought against us is over 5 even if not a single one is sustained.

You could have a small point if they wanted a list of officers with 5 or more SUSTAINED CR beefs.

Every working copper who have no reason to be put in this position will be put there simply BC of some money hungry ambulance chaser.

No No No. This is just silly,silly,silly! Don't you remember Daley's first reaction to this? He refused to do it! He said "forcing" citizens to sign affidavits would scare them. They would be afraid that the big, scary police would go after them. So here we had a big city mayor thumb his nose at the judicial system, the same system that REQUIRES complainants who file complaints to sign affidavits stating that what they stated in the complaint is true.

We are held to a higher standard but are denied the same benefits that most people enjoy.

Flint Taylor and the People's Law Firm are claiming they want the list for statistical purposes only; however they also insist that the list actually names names. (And this morning's ST says the list has thousands of names.) In rality, the list has nothing to do with the pending law suit. But when the next law suit comes down, you can bet that Taylor and his henchmen will eagerly scan the list to see if the accused has had previous beefs and fight hard to get that "evidence" in front of a jury.

Obviously this may have some strong ramifications if allowed, you know that allegations are one thing and substantiated is the other. I’m not sure who’s agenda this judge is going to fulfill, I know one thing, if allowed, you will have a huge influx of bullshit/nuisance suits filled which will drain the cities pocket even more then it is at present. That you will have another huge influx of bullshit complaints being filled on good hard working coppers in an attempt to take the heat off of criminal conduct.

I have to question the judge at this point, if it is all in the “interest of justice”, then allow me to assist, I’ll need blanket subpoenas to conduct my own investigation as to who is trying to influence the criminal justice system, we can start with improperly contacting judges who hear certain cases, I would just start with phone records and move off from there… guess what, there is more credence to that inquiry then there is to unfounded complaints on officers.
Ever copper that has questioned a verdict in a case should then have the right to go on a fishing expedition to find out why!

What does the "list" have to do with some arrest maybe gone bad?

The Supreme Court years ago made up some law: it decided that if a city "caused" someone to be wrongly arrested, for instance, the city could be liable. But only that was the only way.

Fast forward to today: scumbag plaintiffs' lawyers say the city "caused" soemone to be wrongly arrested by not disciplining cops adequately.

That's what the "list" has to do with some stupid wrongful arrest.

The fault here lies with courts which think "hey, isn't that cute and novel theory - really sophisticated, isn't it?"

And just you wait to see the "cute and sophisticated" crowd the new Administration is going to appoint to the federal bench.

The worst is yet to come.

It is because of Liberals and their policies that society is suffering. They try to make policies that are meant to help people but are doomed even before they are implemented. They have the 'State' replace the position of the man, in the traditional family. They establish education systems that are complete failures, that no amount of money can fix.
Young men, uneducated and no longer burdened with being responsible for their offsprings and family, pursue hedonistic lifestyles which lead to their demise. The incarceration rate is overburdening our prison system, more money is being spent in keeping them locked up then in educating them.
The 'Liberal' issue of public housing appeared to be a good idea but again it was not well thought out. It put people who were living in a situation where there was no obvious plan to improve their lives. They had no education, money had no value since it was given given to them for free. People had no incentive to improve their lives and were surrounded by those who were in the same condition. They were doomed from the cradle to the grave.
What did these 'Liberal' Paradise create? These vast wastelands in the inner city. We, as Patrolman, have to work in and try to clean up the mess that you created. The countless moments when you watch children bleed their lifeblood into our city sewers. The despair that you see when you look into the eyes of mothers. They are looking at their future being thrown away.
Good intentions always seem to pave the way to hell...

The liberals are the ones that started this trend. The liberal media only reports "news" that makes police look bad. Liberals like cop watch run around and accuse police of misconduct even if it doesn't exist because that's what their liberal hippy parents and college professors tell them to do. Liberal alderman support their shithead-drug dealing-gang banging-constituents when they beef on the police. IAD and IPRA take the beefs without proof. Liberal lawyers file frivolous lawsuits. Liberal courts accept them. Liberal judges rule in favor of them in fear of not getting re-elected. What's the common thread between them all? Democrats.

This is exactly why they are going after this list; because they can, and because it will allow them to attack all officers regardless of their involvement with the current lawsuit. It will open the door for thousands of lawsuits and any officer with complaints against him or her, whether sustained or not, will have more frivolous beefs filed against him or her just to shed a light of doubt on the case because they will bring up the officer's complaint history in trial.

What does my not-sustained or exonerated complaints have to do with anything? The investigators didn't find any wrongdoing. There was no reasonable doubt, and no preponderance of evidence to sustain the complaint. That's as good as it never happened. Why don't the protections afforded to the public by the constitution apply to me? Can the state use some one's previous arrest history against him or her when they have no convictions?

This whole thing stinks, and it's because of liberals. Don't ask to work together when lib-tards outnumber conservatives 100 to 1 in this city, county and state and do everything in their power to screw us.

I'm guessing many others share your opinion. I believe that there is a real solid core of intelligent thinkers who read and enjoy and cheer for this blog, most of whom are Chicago Police Officers.


I also believe that the blog suffers from a sort of "Jerry Springer" effect where some in the audience shout down any intellectual thoughts that don't mirror their own. Many commenter's, like in a Springer audience, attack, intimidate and try to humiliate their imagined enemy. Any objectionable ideas are met with name calling, obscenities and a mob mentality to "get off the blog, you asshat".


I believe the result is that intelligent folks, if they go to the site at all, do so more out of the same guttural attraction that causes people on the highway to look for dead bodies at a car wreck.


The Jerry Springer Show made a choice years ago to exalt the underbelly of society, the under and uneducated, the circus people and the trailer trash of America. It has been a surprisingly successful formula in terms of remaining on the air. It also is pretty much recognized for what it is: a carnival sideshow unworthy of any intellectual or artistic merit.


Second City Cop, nearing its 4th anniversary, certainly has developed and refined his own style and format that he is comfortable with and pleases him and that he sees as successful. I'm afraid, however, that like the Springer show, the lack of inspired audience input will result in the same stale recognition of SCC as a carnival sideshow.

Those of us out in the community understand why you don't want to put names out based on accusations, and understand that most of them are worthless, but there is so little confidence that anything would be sustained even if it were blatently deserved (if it were a connected cop, doy ou think it would be sustained?) that complaints are the only measure that we might be able to see that hasn't already been whitewashed by protection.

If this passes they HAVE to change the way we get CR's. They're making us out to be guilty of the allegation even though we were proved innocent. If you work in a busy district, and actually work, you are bound to get CR's. There's no way around it. They know the game so they play it. If we start letting that affect the way we police then we have lost this game. Every copper i have talked to said if this list comes out they are done, absolutely done. Just going to calls, write a parker or two and turn a blind eye to the rest. I really can't believe it's come to this, but i have to say i agree with them.

For the visitors of this site who don't understand the CR process let me give you some insight. A small percentage of cops work in busy districts and in doing so have most of their contact with career criminals. Career criminals regulary file complaints because they hope it will either help their case or give them a shot at the ghetto loterry. When you average a felony arrest a day thats over 200 arrests a year 10,000 over 5 years. How likely do you think it is to get 5 complaints out of 10,000 arrests?

Don't think that Jfed is looking out for us on this one. Remember that a CR# is issued at the time a complaint is made, before a second of investigation has taking place. This is the department's fault for implementing a system that makes officers guilty until proven innocent. They came up with this system and now its going to bite them in the ass. That's why they're fighting this, to avoid paying out lawsuits, not to save the reputation of the officers.

Jfed thinks we're a bunch of idiots and would do away with us all if he could. He wouldn't care if this only effected the officers.

On a side note, if you haven't received five CR#'s since 2000 you either haven't been conducting proactive police work or you work inside. That is just plain reality.

I couldn't agree more!! I know maybe getting to some of these districts isn't easy, but you've gotta try. I work in 022 but have 23 yrs on so getting here was easy. I can sympathize with some of you younger Officers who can't get to your "homeland", but as soon as you can, make the move! Too many Officers want their blocks personally patrolled for 8 hours, but don't want to leave their cush job. Can't have your cake and eat it, too! Although the majority of the Officers in 022 are out there trying to do the right thing, we can always use more of us who are concerned about OUR neighborhood! Let this job work for YOU!

Five CR#'s in a nine year period isn't that bad, really. That's less than one a year. What I'm getting at is, it's very easy to get complaints lodged against you even if you're not a working officer. If you are a working officer, five complaints in nine years is almost nothing.What are the lawyers up to here and just what do they want this info. for? Now I'm sure I'm one of the guys with at least five CR's and I bet this is the beginning phase of a massive class action lawsuit against the city and dept. to bleed as much money out of the city as possible by certain law firms we all know and love. In effect, it will be the biggest nuisance civil suit in city history. I would put money on it if I were a betting man.

This has nothing to do with liberals, your fight is with the mayor and lack of a contract. The hard working families in the city are not selling drugs, robbing or killing people. But there are cops who refuse to look at each person as a individual and place labels due to other frustrations. Just my opinion. And that is what leads to some of the complaints.

So letme get this right I got 5 cr#'s since 2000 (THATS FUCKIN 9 YEARS) according to our contract they are suppose to be destroyed after 5 years after the date of the incident section 8.4 of OUR CONTRACT!!!!!!!!! so If the City releases anything that is other than a police board case Iguess we have at least an unfair labor practice charge!!!!! Excessive Force beefs are only suppose tobe kept for 7 years

I've been working on a case for awhile where my targets have banded together and it seems like every week or so one of them files a complaint against me.

IAD--over and over and over again. IAD knows the routine, even if you don't think they do.

The public will not see the list for what it is--a concerted effort by established criminals to try to intimidate coppers to leave them alone.

In my case it has worked, not because I'm afraid of them, I'm worn out and see no reason to put my ass on the line for this crappy mayor and supt.

A detective is still a blue shirt.

And I'm done, done, done.

Actually, if the list comes out, I'm proud I'll be on it.

No more though, no more.

Weis isn't doing this for our benefit, don't kid yourselves.

It is a done deal, the list will be released. They are just doing the dog and pony show to bolster support for J-Fed within the CPD.

They knew the list was going to be released months ago, hence the transfer of certain people to less sensitive positions to head off public criticism.

Don't be fooled by this nonsense, if you are on the list you now know. It is going to be released, big deal.

Consult an attorney to see if you have any legal recourse, other than that who really cares.

Wake-up People, this is just a job now. Do the bare minimum and no more, unless you want to suffer or go to the joint.

For the visitors of this site who don't understand the CR process let me give you some insight. A small percentage of cops work in busy districts and in doing so have most of their contact with career criminals. Career criminals regulary file complaints because they hope it will either help their case or give them a shot at the ghetto loterry. When you average a felony arrest a day thats over 200 arrests a year 10,000 over 5 years. How likely do you think it is to get 5 complaints out of 10,000 arrests?

Kudos for the City to stand up against this fishing expedition. JFed will grovel but stay free, the city will appeal and (should) win.

However, call me cynical, but there is an agenda, and its not about having anyone's back or keeping CPD as any sort of organization, its -- wait for it -- $$$$! Waving the white flag is habit with the city's attorneys, and if starts Mookie mining the list for names and filing applications for the ghetto lottery, the City would quickly run out of white flags to wave and cash to pay out. Daley has already sold off all the appliances and furniture to by Olympic brand crack.

I know that this issue has been fought and won by PD's in the burbs. "Turn over all you disciplinary records" has been met with "Bite me". Appeals follow. The mutt gets antsy, waiting for his payout to get his Hummer, plasma TV and blow; and reduced settlements are made.

Speaking of people that can kiss my left one, (we weren't?)Channel 2 last night managed to work in an Abbate video clip when reporting this under the thin guise of saying J Fed was brought from the FBI to clean up CPD "...because of incidents like this beating, blah blah blah." What a crock.

Watch how fast it gets launched out of Court up there, for violating an officers privacy rights, on non-sustained complaints by criminal "victims" whose criminal backgrounds weren't correctly entered into the Complaints against the Officers, as a possible reason for lieing on an Officer, and the victim "criminal not having to take a polygraph examto substantiate his side of the allegations.

The PLO has been around for years and is still a communist cell. Publishing a list of police officers with cr# will effectively render the police protection in the city almost non-existant. That was always their (PLO) goal. Destroy the first line of defense. Maybe publishing a list of judges, federal and circuit, who overturned jury verdics or cut people loose on questionable cases, only to commit violent crimes again and again should also be published and print the political connections they have. We could go on an on with this shit. Truth is, this could become a very dangerous city. Once again another example of a nut-case, brain-dead, liberal judge not qualified to work at white castle. I'd rather work with a partner that had at least 5 c/r's in 9 yrs over one that had zero c/r's in 9 yrs. If you are locking up assholes on a regular basis, there is no fucking way in hell you wont have at least 5 complaints in 9 years. Proven perhaps, but alleged? No. As far as fascism goes, perhaps you shouldn't be judging everyone who has a mere complaint ALLEGATION... Police officers should be entitled to due process just like joe citizen. Anyway, since you pay my salary, are you going to increase my insurance benefits? Agreed. The thing is that due process generally requires a certain amount of transparency that is sadly lacking in CPD's CR system.

In essence, the city investigates, judges, and punishes cops for alleged misconduct.

It should not come as a big surprise to anyone, especially Chicago cops, that there may not be a whole lot of faith put in that process, especially when it is done mostly in secret with virtually no oversight from the outside.

secret tribunals are not what america is about.

The answer to the problem the department created is not to take every complaint a citizens makes. If someone has a complaint against an officer or the services rendered, have that person call their perspective district. Have the W/C take the complaint instead of watching TV all day and determine if that complaint merits a cr investigation, if he determines that no rules were violated or the officers actions were lawful, tell the citizen to go take a walk. If a number is initiated have them come in and sign an affidavit and advised them they can be prosecuted if the allegations are proven to be false. The day of anonymous complaints and taking a complaint for any reason should be over!

that kind of misses the point about having a more open invesitgation system.

many police departments in the past have either had no complaint process or refused to accept complaints about police conduct.

No, the 'answer' is for every complaint there must be a sworn and signed affidavit, by the complainant and any/all witnesses to the complained about event, with the followup being, should the complaint be determined to be false, said signatories be subject to prosecution for perjury.

No sworn, signed affidavit = no complaint taken.

No proven allegations = prosecution for perjury.

If the city wants to amend the law to provide for a fine, as punishment/deterrence for lying on a sworn and signed affidavit submitted for a citizen's complaint against law enforcement officers, of, say, $1,000 for the 1st offence, $5,000 for the 2nd, $10,000 for the 3rd, etc., that would end this nonsense pretty damn quickly.

Of course, the criteria used to prove, or disprove, an allegation of misconduct must be as stringent and rigorous as the 'beyond a reasonable doubt' standard, not the 'preponderance of the evidence' standard.

Also, those employed to investigate complaints must be vetted, bonded and held personally responsible for due diligence, honesty and professional level investigative skills.

If the public wants fairness, honesty and professionalism from those who are employed to enforce the law, those who investigate and adjudicate complaints concerning said law enforcement employees, as well as the citizens themselves, should be held to those same standards.
