Killing Again

Mere days ago, a known murderer gunned down three teens in a gang hit on the south side. Had this jagoff been convicted of the charges at hand, he wouldn't have been on the streets to commit murder again. Now in Wilmette, there's a double murder - suicide by a guy who only managed to serve 15 years of a 30 year sentence...for murder:
  • Richard Wiley, 54, the man who police believe killed his wife and teenage stepson in their Wilmette home today, was convicted of the 1985 stabbing death of his then-wife, records show.

    Court records show Wiley appealed his conviction four years later, calling on the state appellate court to reduce his conviction from murder to guilty of voluntary manslaughter but mentally ill and his sentence to 20 years from 30. The court rejected his plea and upheld the lower court's conviction and sentence.

  • Wiley was paroled on Jan. 12, 2000.
Yes, we know Illinois law gives inmates one day off for one day of good behavior. But it's about time that law was repealed. It's this typical liberal BS that allows killers do 7 and 10- years for a 15 and 20-year sentences. It also lets heavy gun crimes go with time served awaiting trial in Cook County or probation.

The biggest flaw in the criminal justice system here seems to be the criminal justice system itself. Judges who won't convict or ignore overwhelming evidence of guilt or disregard sentencing guidelines, politicians who won't take the stand for convicted felons doing 100% of their sentences, prosecutors who can't try a case to save their lives and will bargain away years of prison time in exchange for a high conviction rate.

Are we doomed to live and work among repeat offenders who will break the law again at any opportunity? Short answer - yes.

scc, i agree the one for one is b.s. but looking at the big picture if everyone was kept 85% like the federal level, then you would see many of these guys getting probation for things they might get one or two years in the pen for. the reason, man power and overcrowding in idoc. the prisons would be so overcrowded(even though they are jammed now) more people than ever would be getting probation. imagine how many cases we go to that should have jail time but end up getting probation...and all the cases you expect them to do serious time and they only get 2 or 3 years....well all that would be gone if we changed from the one for one...everything would get probation which means bolder criminal, which equals more policeofficers hurt due to no consequences and higher crime rate... even though the system sucks now, it would get even worse with the extreme population that we face now and the extremely high crime rate in illinois.... its a good fight scc, but maybe one that should be left alone.. stay safe people.

A solution to this was in the south until 1996. A small 5 windowed room with a huge oval door resting on a rubber seal. A chair with straps and holes in the chair in the center of the room. once the door was sealed and the cyanide dropped into the acid THERE WAS NO PROBLEM ANYMORE and THIS WAS FEARED. (Gas chamber for you slow ones in 020 haha)
Hell today you can literally kill a cop and get off in 12 years. No justice at all. REMEMBER WHO THESE JUDGES ARE AT ELECTION TIME. This is OUR time for change.

I just realized something: If I had killed my wife on our honeymoon, I'd be out of jail by now and probably a lot happier. Illinois is a great place to waste away.

High conviction rate is key for A.S.A. Also, prisons are full. No place to keep these shitheads,they have to find a way to let them out early.

Very well written and true post SCC. The criminal justice system either does not convict, or does not sentence for a long enough time. The result is that killers are able to kill again and again. What the public does not realize is that murderers are released daily only to murder again.

Pathetic that the GANG INTEL or whatever they call themselves gets any credit for anything other than being BOSSESS KIDS on roids.It was the unclouted B.K. from 11 who did the heavy lifting and the "I'll tell my daddy police" who will get all the undue credit.

This is not the first time that our rogue, beyond control appellate court has been complicit in murder and it will not be the last. Until we stop allowing Northwestern Law School students and the Peoples Law Office to dicate policy and bully simple minded judges into unlawful decisions killers will continue to be released to prey on the public. The NRA is the only voice of reason in this state, right now.

A Cook County States Attorney told me if there is a finding of violence then 85% of the sentence has to be served. Is this not true?

Any detectives or CCSA's out there? What about the 85% rule for a finding of violence?

I think murder is generally considered a violent crime. But the the hell do I know, I never went to law school, just the CPD Academy and we know that an internet university has more credibility than the CPD Academy.

It's about time our politicians bring back CAPITAL PUNISHMENT without any means of appealing after it has been sentenced on a CRIMINAL!! I have already seen in the news vigilante justice taking place already, however, I do not condone this act of behavior. I find it hard condemning it after the way liberals have bastardized our justice system. I hope people in America see that we cannot go on looking at the world through rose colored glasses and the price of our sins may be more than we will be ABLE TO BEAR IN THE LONG RUN.

That is completely wrong.

IDOC prisons are not overcrowded. In fact, the State is trying to close some prisons because they don't have enough prisoners. The day for day scam is for controlling prisoners, not to relieve overcrowding.

Cook County Jail is overcrowded and always has been and always will be. That's because judges here let cases drag on for years, because defense attorneys are waiting for witnesses and victims to go away or get killed off.

When a DuPage judge sentences a burglar to 25 years, and a Cook Co. judge sentences a burglar to 4 years...They both go to IDOC. The Cook Co. burglar just gets out sooner.

The Cook Co. judge does that because black voters in Cook Co. don't want black criminals to go to prison for a long time. So, the Cook Co. criminal comes back sooner than he should. What does the judge care? He's just giving the people what they want.

The funny thing is that for every one crime this criminal commits against a white person, he commits 50 crimes against black people. Yet, black voters still refuse to mandatory minimum sentences for convicted felons. Why?

Because black leaders make money off of the crime, poverty, and general all-around misery that exists in black neighborhoods. These leaders like it the way it is. So, they get black people to march in circles to release a black criminal from prison, who then comes home and kills them.

It would be funny if it wasn't so sad.

the safe neighborhoods act directs crimes with guns do 85 percent of sentence. their used to be a rumor swirling around in dope court that the judge had a number before he started pc hearings on how many guys he could house. this was apparently true because you would see guys guilty as sin getting a fnpc and walking out laughing.

Sentences have changed a lot since the mid-80's. Today, 85% is mandatory for murder and a life sentence means life.

I have seen a finding of "Great Bodily Harm." That means 85%, even for an Agg Batt. But, that is a finding for a judge or jury. It's not so much "violence" as "injury" that gives them the 85%.

what people don't know is that it's "day for day" reguardless of your behavoir. An inmate can spend his entire sentence in the "hole" and still get out early for good behavoir.

They just arrested a M/1 in the Portage Pk area that beat a F/2/70 year old woman causing her the be hospitalized with brain injuries one of his first arrests was for a homicide no out cry from the media seems the media condones these actions thats a big problem in Cook County. No news reports on this one either M/1 commits two arm robberies on the Blue line downtown about ten minutes apart yesterday. If anyone sees a M/1 wearing a waist length white leather jacket with Chicago written on the back of it, this could be the guy.

Watch yourself out there. Hospitals across the 7 county Chicago area are seeing a huge spike in suicide attempts. Critical care units are filling up with company executives, professionals, technicians - not your garden variety suicides. These people are highly paid, wealthy and educated. In many cases it's not losing their jobs that's pushed them over the edge - it's stress. Same thing happened back in the early 80's. Murder-suicides and suicide by cop rates jumped.

That's why merely changing the sentencing, and not rethinking the entire schemes of the consequences of criminal acts, isn't the solution to the problem.


Focus on the prevention of the basic, natural criminal acts, ie., violence to the body and the theft of property.


Prevention relevant to violence means removing those proven to have committed violence from society.

Prevention relevant to the theft of property means requiring the restoration of said property, plus a penalty equal or greater than the initial theft. Technology exists to effectively monitor those found guilty of property crimes, for as long as it takes for said offenders to repay both their debt to their victim and their penalty.

And good place to start is with the many thieves infesting our governments.


The definition of 'cruel and unusual punishment' needs to be reviewed and revised.


Use Google maps to locate the many areas within our borders that would effectively serve as places to remove those proven to be violent criminals. Those proven violent can enjoy each others company. What would be cruel and unusual about that?


Any currently criminalized act, whether declared criminal by an act of commission or omission, which is not an act of physical violence to person or theft of property, should be removed from the category of criminality and placed in the category of civil harm, remedied via the civil courts.


We, as a country, are long overdue for a complete review of all of our laws, vetting each and every law according to our Constitution.


Those who think that our laws have already been Constitutionally vetted are woefully ignorant of the nature of our current laws, said ignorance being exactly what the lawyers have worked, for generations, to achieve. This is what we get when we consistently elect/reelect lawyers as our lawmakers.

Decriminalize petty/non violent drug offenses. should clear out a lot of cells. put that money into- yes- treatment. legalize it. tax it. use the proceeds to fund the treatment. Violent criminals should serve 100% terms. Sociopaths-serial criminals/sociopaths shoud be put to death- no way to rehabilitate

IL passed the Truth in Sentencing Law in 1999. Since then, sentences for 1st Degree murders are 100%, 2nd degree murders are still 50%. Rapes and other violent felonies like agg kidnapping, agg battery (if the judge finds that 'great bodily harm' was done) are 85%.
Before Truth in Sentencing, everyone that got a term of years for 1st degree murder only served 50% of their sentence, so everyone that got 30, 40 years for murder got paroled after 15, 20 years.
Now, not so much....

Not really anything we can do about the average citizen freaking out, out here!

Times are tough on everyone out here and their depression or STRESS is unknown to US!

Be very careful some have no way out so they want to die and we respond to the 911 calls!

Another thing for the FIREMEN that read this don't be so quick to RUSH into the homes without letting Police go first (depending on the situation)....I have been on a few jobs that got ugly but the FIREMEN though brave were lucky a weapon wasn't discharged or a knife wasn't swung to slash!
