Merit Pool to Grow?

Once again, the Sun Times gets an important fact incorrect, but it's the Sun Times. We expect them to be half assed:
  • Police Supt. Jody Weis said Friday he is working to expand the number of officers who can be considered for merit promotions and, ultimately, make it a system where "you don't have to know someone.''

    One of the more far-reaching ideas -- and one still in the planning stages -- would open up merit selection applications to anyone who has passed a test for advancement.

Um, newsflash? If you pass part one, you are already eligible for the "merit" selection process. It says so in the test order. And some people are so confident of their ability to get "merit" promoted, they don't even show up for part two of the test. Hey J-Fed? Did anyone ever tell you that part of the "merit" process? Maybe for the next round of picks, you could see what their combined score and actual test rank is? Bet you'll be surprised.

Here's an interesting thing we noticed. The Sun Times article is written by Anne Sweeney. If you go to the Southtown Star article, also written by Anne Sweeney, you get this incorrect tidbit:
  • Under current promotion practices, 20 percent of the positions are filled by those who are recommended based on merit. Most positions are filled based on a test score.
It's only 20% for Detective spots. For Sergeant and above, the "merit" selections are 30%. But it's amusing that two completely different errors can make it through into two different papers both owned by the STNG conglomerate and both errors convey to the reader that everything on the CPD is on the up-and-up when it isn't. Anne better have a couple of talks - one with her source and the other with her editors.

They're the ones who told her what to write.

It's really long overdue for every thinking person, living in this city, county, state and nation, to fully understand that the idiots writing the news, whether for print or broadcast media, do not have the final say on what gets printed or spoken.

It's those 'editing' the news copy that are primarily responsible for the sorry lack of accuracy, balance, fairness, substance and honesty contained within the most important 'news' issues of the day.

Nothing, and I do mean nothing, gets printed or broadcast, without having first passed through the filters of bias defined by those who 'edit' the news.

Bylines, with very few exceptions, mean next to nothing.

The talking heads are just that; heads reading a pre-written and pre-filtered (edited) script which is what passes for actual news these days.

The fact that these 'news' reporters provide what appears to be substantially truthful and accurate information on the events of the day, belies the actual fact that, since those reading or viewing the 'news' are rarely individuals who have had direct, personal knowledge of same, there is little valuable information contained within these 'news' reports.

The rule of thumb here is that for every truthful piece of information that is reported, 2 or more pieces of relevant info are omitted and/or are replaced with what are, for all practical purposes, lies and/or damn lies.

Most often the lies are ones of omission.

Almost as often, the lies are ones of subtle, and not so subtle, false implication.

And the occurrences of outright blatantly false info have been increasing as each year passes.


All of the above being approved and enabled by, you guessed it, the editors.


We must all realize that the presumption of 'innocence' is no longer a typically accurate one, when applied to these 'editors'.

They are far from innocent or naive, nor are they under informed, nor are they 'just doing their jobs with the best and most honest intentions'.

Our concepts of what constitutes journalism, and the nature of a journalist, must be reassessed and revised, to more accurately reflect the actual changes which have occurred within the once respected profession of journalism.


The 4th Estate has been just as compromised as the 1st, 2nd and 3rd.


Most 'reporters', and their retarded cousins, the 'news readers', are now no more than puppets on strings and, as such, should be given no more respect than one would give a puppet.

ALL THREE WERE CONVICTED IN A FEDERAL COURT FOR RIGGING CITY HIRING AND PROMOTIONS.

I was at the Medical Section on Friday. I over heard the Departments Physiologist say after reading the news papers on the current events with the Department. In His professional opinion He finds Daley to be Bi-polar with Psychotic episodes and Mood Disturbances. In order to treat this manic(Daley) they would have to pay him more. The Lt. said to him "your out of luck, he's in charge and now playing SIM-OLYMPICS"


I hope the Mayor has Psychiatric treatment in his retirment package, I hate to see him at the Picific Garden Mission next term.

There are plans in the Assistant Superintendent Office to rebuild all of these, remodel and join some together at a projected cost of $46Billion Dollars.


I wounder how much of this will be done by walsh construction.

The way I read the article it seemed that what Weis meant was that officers could be considered for merit WITHOUT needing to be recommended by an exempt. They would be able to submit their resume, activity, whatever directly for consideration.


It is confusing as written, but if you read it carefully, that does appear to be what it means...

The merit system here is a joke. It will never go away. However, it would be nice to see the CPD define MERIT and what makes a person qualify to be promoted by merit. The brass should also put in writing, where everyone can see, why they nominate someone for merit.
It will never happen. This dept. sucks.

It's a fair and completely reasonable request.

Will the City of Chicago give a categorical and unequivocal written definition of their use of the word "MERIT"?

Any fool knows that it is anything but the definition of actual merit which appears in Merriam-Webster.

Also explain the criteria and standards for so-called "merit". Is that asking too much? We think not.

And to the Annie Sweeney's of the media: If the City refuses to comply, would you DEMAND a comprehensive definition of "merit" from the city before you disseminate that bastardized word to your readers (radio listeners and TV viewers).

Ms. Sweeney: You are giving uninformed, naive Sun-Times readers the obvious implication that CPD promotions are legit.

CPD "merit" is nothing more than arbitrary management discretion without regard to any standards of excellence. Many Chicagoans and certainly the entire CPD know that CPD "merit" is merely a euphemism for CLOUT.

For the love of Sweet Jesus Christ, STOP USING THAT WORD "MERIT" UNLESS AND UNTIL IT'S DEFINED IN WRITING BY THE CITY OF CHICAGO!

Are we asking too much, Tribune and Sun-Times editors? Do you really wonder why your industry is following the course of Pravda?

Your inaction and deafening silence only confirms what we know: the local Fourth Estate rests in King Richard's hip pocket.

Prove us wrong, Sweeney, Main, Spielman, Rozas, et al. (and your editors), not to mention the producers of local radio and TV news.

SCC has been doing God's work in exposing what lies beneath Daley's flower planters and the wrought iron fences. I don't want to ever have to repeat this post again.

The recent captains promtions were all "merit". District law enforcement lieuts all worked long and hard on their application package in hopes of being "considered." I'd like to see one deputy supt.or member of the merit board who could look us in the eye and say they read one single application. The list was a who's who of lieut's with connections to the upper echelon deputies. Why do you think a disproportionate number of merits come from specialized units? Everyone will be "considered" (drink the kool aid).

The city has the ability to promote 30 o/o. But they don't have to promote any by merit.

Don't get me wrong. There are a few that deserve merit but not many. I have a problem with people that get multiple bites of the merit apple.

It is a system that helped destroy moral but no one cares. Promote off the list and give a handful merit. One or two per class not anywhere near 30 o/o.

Ok, this is the same Sperintendent who allowed Daley to pick a Chief of Staff for him a chief of staff with no police experience. The same Sup. who has allowed Daley to pick his Legal Council, News Affair Director, Director of Personnel, and most of his exempt staff. The same Sup. who has created a spot for a poltically connected Lieutenant. in news affairs. It os obvious right now that mots of those commanders are geeting told who to pick for merit picks. Oh yeah, give him more choics of who to pick so the calls can come right from city hall with out the middle men. This is the same Sup. that wants us to trust him after the Cozzi case and turning over evidence taken in an administrative DUI case to prosecutors so the copper can have it used in a criminal case.

In one of Jody's meet the troops gatherings, I submitted the following:
All of us are aware of the process known as grooming. If you have the right clout you can go right to tact, make Merit Det.,make Merit Sgt., make Merit Lt., and so on. Of course on the surface these people look like superstars who are climbing the ladder to success, in reality it is politics as usual.
If you look at the Lt's list just released you once again see people who are getting their THIRD MERIT promotion.

Jody you cannot say it slipped by, you had no idea it was happening. To add insult to injury you want to hand out even more merit promotions.

Its really quite simple, Det's must have 5 yrs on the job, Sgt's must have 8, Lt's and Captains don't even think about it if you don't have at least 15 years. Exempts, only Lt's and above, making a Patrolmen an Exempt, should be a big No No. Make everyone, even merit take both parts of the test (Since some merit get the answers ahead of time this shouldn't be so difficult for them) Then only one merit promotion allowed per person. 20% merit across the board, and finally, a novel idea i've heard bantered about a few thousand times here and elsewhere, provide officers with immediate results. Problem Solved...

Rumor is that Daley and Weis want to make the rank of Lieutenant a Senior Executive Service position. Just like the Captains it would be all "merit", (clout), and are trying to find out if they can do it without it being voted on by the P.B.P.A. Lieutenants Association.

I used to love reading some of his reports. I remember 1 where a woman complained that a guy forced her to perform a deviate sexual act. Under questioning of the victim, John unfounded the case saying that she admitted to making the complaint "because the offender ejaculated in a manner which the victim found to be distasteful". Write a book, Northside.

Why do we have to submit ANYTHING to the Department for Merit-Hack-ulous Promotions? Doesn't the Department know who does what? Don't THEY keep proper records? Isn't it their job to keep track of this stuff, not ours? They should be able to tell by just checking our names. Are they to LAZY to keep proper records of achievements, Medial abuse, CR#'s, etc? Also, FOP, where are you? And also, J-Fed, please explian how politically-connected Cops working in S-L-O-W Districts in the Low-Crime Areas, with only 1 to 10 years on the job, can possibly have more Department Awards than the working stiff cops with 10 to 25 years or more on the job , all those years working in the highest crime areas in the City, yet they have less? Could it be that Mommy or Daddy got their Kids/relatives; etc to that SLOW District Spot via politics, and they got Awards for Bullshit, and now look much better for Merit-Promotions that the real street cops, who deserve those awards, but seldom get them?

Your public skool education is showing. Go back and count the list again. It's 14 rank order, 6 "merit." That's 30%. And by contract, all fractions are rounded down for the promotional process.

Sloppy. Someone on this board said, there are no real reporters anymore and I agree. Half these people proofing these stories have probably never set foot in Chicago or do all their work on a keyboard without ever going out on the street to "report."

The only way to be fair about the merit promotion is to get it all out in the open once and for all and announce, in advance, with enough warning for all, the exact date and time they are all going to be posted on eBay.

That way there is no bullshit blog speculating on who knows who and who fucked who and which wife fucked which boss to get her and her husband promoted.

Merit promotions will finally at long last be out there for all to see, we all will know exactly what the closing bid is, the final selling price is there. That is the only way to be fair to let everyone get in there and bid the motherfuckers up there and high bid wins.

If a bidder fails to pay within 24 hours they get a negative feedback and are banned for life from bidding again.

That is the only way to make it even and fair, the money goes to the cash strapped City and the promotions go to the high bidder.

Now what the fuck could be more fair or more American than that? Sell the goddamn fucking things at auction on eBay and good luck to all. May the ones with the highest line of credit take home he stripes or bar(s).

If anyone has a better idea I'd like to hear it.

Do you know why they have merit. First class of lieutenants in 1995 ( arthur andersen test)- first deputy townsend comes into the class. There is a class of 54, he introduces himself and only knows 2 people in the class. A short time later, they add "merit" selections, 13 of them.
That along with the 1988 sgts. test where there were not enough of one race. GER sent us home because of it. Later they put in some of these merits, - one turned out to be a Deputy Supt.
It is not on the legit.

Perhaps, you need to check out the general order 09-02 regarding efficiencies that are going into practice effective 01 apr 09.

This is the new "merit" promotion tool. It has got to be one of the best kept secrets. Because I've not seen anything from FOP about it.

Ratings 1 & 2 allow the graded officer to be ELIGIBLE for merit promotions, special assignments and special employment. Level 3 does not allow any of those, but most interesting is level 4, which two consecutive ratings of a level 4 "begin the termination process".

Very interesting reading on what is being graded.

However, it further goes on to add that if you've been on the medical,or iod, or a leave of absence for 6 months you cannot be graded, but doesn't explain that actually completely enough. What happens if you cannot be graded, do you miss your step raise??? Are you disqualified from Merit promotions for the year???? Or what???

At 9:30 AM, I spoke to Mr. Dale McCulloch and "Netty", Chicago Sun-Times, alerting them to this "MERIT" thread.

Both assured me that they will advise City Editor Paul Saltzman and reporters Annie Sweeney, Frank Main and Fran Speilman to read this thread in its entirety and respond.

Let's play find the TRIPLE MERIT PROMOTEES on the latest LT promotion. Hint: There are four of them. Yes four who have been meritclitoriously promoted to Detective, Sergeant, and now Lieutenant.
