Clueless

  • Weis once again defended his actions regarding Officer William Cozzi, who was charged last year with federal civil rights violations for allegedly beating a handcuffed man at a hospital after video surfaced of the beating. He said he merely notified federal authorities about the existence of the tape but did not facilitate Cozzi's charges. But he also said the officer's alleged conduct was among the worst brutality he's seen.

    "If any officer thinks that behavior was reasonable, I just don't understand that," Weis said.

But 8 to 12 years on top of punishment already served in the Federal Pen is "reasonable?"

If any Superintendent thinks THIS behavior is reasonable, I just don't understand it:

A Chicago alderman wants police Supt. Jody Weis to be disciplined for making a statement in a TV interview earlier this month that seemed to support Barack Obama's candidacy.

Earlier this year, the department reprimanded a detective who campaigned for Ald. Tom Allen (38th) in his failed race for Cook County state's attorney. The department found the detective had violated a rule barring officers from engaging in partisan activity while wearing the uniform or identifying themselves as officers.

"What's good for the goose is good for the gander," said Allen. "If they're going to play games with me politically and hurt good people I've known for 25 years, touche. He should face whatever the penalty is."

Who the hell is still writing tickets???
One of my brothers gave me a parking ticket tonight around 2304hrs near Bar Louie in Hyde Park. If I had been parked incorrectly I would have taken the ticket and not said a thing but, that wasn't the case and now I'm pissed! Not only did my brother give me a ticket but he gave me an unjustified ticket. FYI 021st district Officer, there is no law against having a cover; or, "plate screen" as you called it; on your plate. You wrote me for a 9-76-160d which only requires that a plate be "clean and secure". My plate was just that; clean and secure and in addition to that the view of the text was unobstructed. My suggestion, stop pimping for Dumb Daley and learn to read your FOP book a little more carefully.
You almost made me forget how proud I was of us yesterday. ALMOST!
Get your act together and stop doing dumb shit! Remember reading is fundamental!!!

The unjustified punishment of officers has done more damage to the CPD than any other issue. This is why nobody will go beyond the minimum now.

Stripping, suspending and firing innocent officers on trumped up charges demoralizes every officer on the job. If you unjustly hang one of our brothers or sisters, you hang all of us. We all feel the pain and we all know that it could have been us.

Bill Cozzi and Larry Guy are just two of numerous others who have been unjustly punished or fired. I can't believe J-Fed is so ignorant and blind, he must GO NOW!!!

Doesn't Weis know that Officer Cozzi pled guilty in court to the state charge, was given probation and then served that probation along with a two year suspension. HE ALREADY TOOK HIS PUNISHMENT!!

The charge was MISDEMEANOR battery/simple. If that is the worst case of brutality Weis has ever seen then he are a clueless moron who has no business coming within 500 feet of a police station. But we know that already.

Let's get back to reasonableness, since the Superintendent places so much importance on reasonableness.

Double jeopardy, Officer Cozzi was already convicted in state charge of a misdemeanor charge. This happened two years BEFORE Weis ever blew into town. The punishments were all served. Then Jody Weis, quite UN-reasonably referred the case to his pal, the FBI SAIC in Chicago to look at for possible Federal civil rights violations. That is akin to a police commander sending a case to the States Attorney for prosecution, it will get done.

We officers of the CPD feel that what you did was UNreasonable, therefore you now have a police department in virtual revolt and meltdown. we do not respect you, we do not consider you our leader and we do not give a tinker's damn about anything you say or do. We consider that reasonable.

Now Mr. Weis, why don't you do the reasonable thing and resign and get out of town and allow someone with some police skills who knows the police department to try and rebuild what you have so far fucked up so totally and miserably.

Do the reasonable thing Mr Weis and leave. The sooner the better. Now be reasonable. You won't get jack shit as far as police work out of me and perhaps one or two others until you do.

If you doubt my words just look at the stats and call Sheriff Dart and ask him what the average daily population of Cook County Jail is now and what it was the months before you blew into town.

You broke a police department and now the only way to begin fixing it is for you to go.

I think that is reasonable.

You have/get experience, you take and pass a test, you are eligible for promotion. This is a NOVEL idea Weis? How in the hell do you get qualified people promoting ANY OTHER WAY? Or keep morale up when qualified deserving officers know they are not going to be promoted unless they owe the rest of their career to some political hack?

AND, didn't he realize that citizens probably ASSUMED that CPD promotes the most qualified and experienced? The only reason I knew it was otherwise was by reading this blog. The public should be fucking outraged that he is admitting that CPD is basically a social club. No wonder you have supervisors that hide out. They don't know what the hell they are doing!

On Thursday, 02 April, Chief Byrne, who is truly one of the good guys out here, came to the 003rd District, as per Jody's orders to the Command Staff to goo out to the districts and try to feel out how morale can be bettered. it was a closed door meeting with the 0800 roll call. During the meeting with the officers and a sgt. he asked what the problems were in 003. Apparently during that session the sgt. made comments about the commander being the root of all evil in the district, (which is about as to the point as it can be...mmmm hmmmm). Apparently one of The Burger Queen's little minions, a snitchy bitch went to her and let her know what this certain sgt. said during the meeting. She later ordered the W/C to get a number on this sgt. When axed by the W/C what the allegation should be, she was unable to give a valid reason. She then ordered the 3rd watch W/C to call in all officers who were present at the roll call to submit reports detailing exactly what was said by this officer...another fine case of gold star hibbity jibbity. To the best of our knowlege, a call was made to FLOP and Bella was contacted. He in turn contacted Chief Byrne to get more info on the incident. Chiefs Byrne and Dugan, another one of the few good guys, later came to the district and had a meeting with all the officers who were present at the roll call meeting, apologizing for S F L's demands for reports, stating in effect, what goes on in these meetings stays in these meetings. While Chief Byrne was addressing the officers involved, Chief Dugan apparently went into the front office and chewed The Burger Queen a new one!!!!!
Just wanted to make this known since it's just another case of Gold Star hibbity jibbity...mmm hmmm...

Mr. Weis, the vast majority of the rank and file including a substansial portion of the supervisors, do not and never will respect you. You took an outstanding Officer and a fine man, a man who served not only his city as a Police Officer, but a man who served his country twice in Iraq as a ranking Officer in the United States Air Force and threw him under the bus simply for the purpose of raising your standing with the mayor and to establishing yourslf as the guy who was going to cleanup the Chicago Police Department, a Department who BTW, did not require "cleaning up". You threw him under the bus AFTER he served his punishment, AFTER he reached an agreement with the CCSA's Office AND the victim in this matter and AFTER he had been suspended for almost two years. Did you ever bother to take a look at who testified at his Police Board hearing? In case you didn't, MOST of those who testified on his behalf wear or wore white shirts. There were Lt's, Sgt's and even a RETIRED Deputy Chief who came from a considerable distance to tell the Police Board about what an outstanding Officer Bill Cozzi was and how it would be a crime if he were not let back on the job. We out numbered the blue shirts in that hearing. The Police Board after listening to all the testimony decided that Officer Cozzi was worth restoring to the job, that he was a valuable asset and that he had "served his time".THAT sir should have told you something about OFFICER Bill Cozzi's character, the respect and admiration the vast majority of Police Officers and supervisors have for him. But apparently either you didn't bother to pay attention to that fact, it didn't impress you or you just didn't understand the ramifications of it. You must now pay the price for that inattention.
Mr. Weis, we were looking for a leader after the mayor forced Superintendent Phil Cline to retire. We needed someone who we could lookup to, someone to respect, someone that we could be proud of and call "our guy", someone who would represent us well. You are none of the above. It is time for you to go. Take your money and go somewhere else. Do the honorable thing. Once again, in case you missed it. You will never be respected or liked here. Don't listen to your little "think tank" who tell you that things are well. Don't listen to your command staff when they tell you things are fine.They aren't. They wouldn't know. Moral is at an all time low. It is at the lowest level I've ever seen and I've been here a long time. Officers are just going through the motions. They know that if they are forced to use any type of force you will not support them. Can you blame them? One need look no further than Bill Cozzi for confirmation and understanding of that feeling. Go. Please.

Had a homicide trial earlier this year in which asshole was found guilty. He got 15 years in which he serves 7. He been in county for three years so thats day for day. He be on street in 5 months. The reason we have a police academy is because, unless you were in a suburban force prior to getting hired, we have no clue how to be the police. We have no clue what it's like to be the police. We have no clue what the police actually go through on a day-to-day basis. Sure we hear stories from veterans and newbies alike, but it's not the same as living it. The academy is there to train you how to act in situations that may arise, but even the academy instructors will tell you that what they teach can't really train you for what is out in the streets. That is only learned through actual experience. No one in the academy is going to actually raise a loaded pistol at you. No one at the academy is going to beat the hell out of you just to get away. No one at the academy is going to throw bottles out of windows on you or your car. In the streets, these things can happen at any time.

What Jody doesn't understand about how Cozzi reacted is too be expected. The man has never gone through the academy for 6 months learning the basics of police work. The man has never worked the streets in a fast district on any watch, especially 1st or 3rd. The man has never worked midnights for a week straight, going straight to court after work, getting home tired, spending time with the kids and then getting a nap just to do it again. Jody doesn't understand Cozzi or any of us because he has never been one of us.

He has never been called to a hospital to quell a violent and disruptive drunk who has no problem mf'ing you and spitting on you. A drunk who was so disruptive that the hospital called the police to handle it. He has never dealt with this, yet when the guy gets cracked it becomes a federal issue? If Jody was sitting in his favorite restaurant drinking his rice water and a drunk started spitting on him, would he just walk away? Being beligerant to all those around? Would our super not make physical contact?

Anyone who has ever worked on this job has done something stupid or something that we later regret. From this we learn. From these moments we serve whatever punishment our discipline board hands down. We are only human. We get tired. We get stressed. We deal with the biggest scum on the earth for 8 hours a day, 6 straight days a week. Sometimes we get pissed. It's human nature. Unfortunately our superintendant can't possibly understand any of this. You can't understand what you have never experienced. To jody, Cozzi is a criminal. To us, Cozzi made a mistake with a criminal. But to say he doesn't know how any officer can look at this as anything but pure brutality shows he doesn't understand anything. After all how could he? First,

Cozzi should never have been prosecuted by the Feds. That's silly, silly, silly.

Second, the public image of a cop hitting a man handcuffed to a wheelchair means the cop has to go. It may not be "right", but as some of us learned in the military "perception is reality".

Third, Cozzi should have been medically retired for some mental health reason. He screwed up and paid the price with the State charge. The reality, which virtually every cop ignores is that a cop caught on tape hitting a handcuffed man can't be allowed back on the job because of public perception. It's harsh, but it is the reality.

Fourth, Weis doesn't have the experience or the temperament for the job. The Mayor should have hired an experienced URBAN law enforcement professional. As for his personality Weis proved unfit when he forced out and/or shifted virtually the entire command staff right after getting the job. That was the bitchyess move of all bitch moves I've ever seen. Any decent and mature boss would have spent 6 months learning the job and the players and then made some moves. After Weis made the bitch move he should have had "I'm a BITCH" tatooes on that over sized noggin of his.

Fifth, the Mayor needs to appoint me as Superintendent and my first move will be arresting his entire family for theft from the taxpayers.

Parking your vehicle on the street within the City of Chicago with a "tinted" or "colored" plate cover is IN FACT illegal.

They seemed to have missed the word "clear" when they wrote the ordinance. So if you had a "clear" plate cover it's apparently OK.

The State statue is a bit more inclusive of its definition of a "plate cover" but it only applies when you are actually driving your vehicle.

The question is what is the definition of the word "cover" as used in paragraph (1) cover any of the characters of a motor vehicle's registration plate.

Does it mean "to obstruct the view of"

OR

does it mean "to lie on top of or overlay"

The difference is significant.

For the information of the "Officer" who was written a ticket for license plate cover. Yes there is a law and it was announced at all roll calls in June and officers were warned about this very thing because of inspectors. As you all know "we must lead by example." Sorry for the ticket, but there is a charge! You must not be a beat officer. So it may have been a petty ticket to you, but there is a very nosey woman right next to that building who attends Police Board Meetings and anything else she can to stir up trouble for Bar Louie and expressly complaining about Police Officers parking illegally and letting Bar Louie get away with stuff. Officers have been instructed to write everything. Did you have anthing on your vehicle identifying yourself?

Has the command staff so lost touch with the honorable, logical and appropriate way to do things that they actually think they have come up with a novel idea? Are they that insulated from normal folks that they don't even realize how stupid and ridiculous they sound when the open their mouths?

As far as the article, it's been sounding lately like Weis has his wife read this blog daily so he knows what's going on.

If he were a true leader and deserving of his spot, he would know. He would just know. But he doesn't and, unfortunately, the working police have to suffer for it.

On Thursday, 02 April, Chief Byrne, who is truly one of the good guys out here, came to the 003rd District, as per Jody's orders to the Command Staff to goo out to the districts and try to feel out how morale can be bettered. it was a closed door meeting with the 0800 roll call. During the meeting with the officers and a sgt. he asked what the problems were in 003. Apparently during that session the sgt. made comments about the commander being the root of all evil in the district, (which is about as to the point as it can be...mmmm hmmmm). Apparently one of The Burger Queen's little minions, a snitchy bitch went to her and let her know what this certain sgt. said during the meeting. She later ordered the W/C to get a number on this sgt. When axed by the W/C what the allegation should be, she was unable to give a valid reason. She then ordered the 3rd watch W/C to call in all officers who were present at the roll call to submit reports detailing exactly what was said by this officer...another fine case of gold star hibbity jibbity. To the best of our knowlege, a call was made to FLOP and Bella was contacted. He in turn contacted Chief Byrne to get more info on the incident. Chiefs Byrne and Dugan, another one of the few good guys, later came to the district and had a meeting with all the officers who were present at the roll call meeting, apologizing for S F L's demands for reports, stating in effect, what goes on in these meetings stays in these meetings. While Chief Byrne was addressing the officers involved, Chief Dugan apparently went into the front office and chewed The Burger Queen a new one!!!!!
Just wanted to make this known since it's just another case of Gold Star hibbity jibbity...mmm hmmm...

Heard a Supervisor just got transferred from 003 to 002 per Dugan's office because he feared retaliation from Lillith. Hey SCC can you confirm any of this 003rd District Drama? How about a thread on this latest news.

One of the problems with CPD and morale is that many of you are too comfortable with your job security. In most other professions (CFD & Streets & San excluded), one would be fired or suspended for lack of job performance, leaving before completing 8 hrs. So some of you have have no fear of losin your jobs. Add that to a corrupt CPD where "merit" is based on ass kissing - so, what incentive do some of you have - NONE! You won't lose your jobs, and worst case scenerio (I'm talking job future) you don't get promoted. To those of you that actually work a full day - thank you!

If I had been parked incorrectly I would have taken the ticket and not said a thing but, that wasn't the case and now I'm pissed! Not only did my brother give me a ticket but he gave me an unjustified ticket. FYI 021st district Officer, there is no law against having a cover; or, "plate screen" as you called it; on your plate. You wrote me for a 9-76-160d which only requires that a plate be "clean and secure". My plate was just that; clean and secure and in addition to that the view of the text was unobstructed. My suggestion, stop pimping for Dumb Daley and learn to read your FOP book a little more carefully.
You almost made me forget how proud I was of us yesterday. ALMOST!

Hey smart guy...they revised that violation to include all covers; clear or colored, some time around last june. ask the inspector if ur allowed to hv that plate screen...and before u throw another tantrum, no i did not issue u the ticket.i'm just annoyed by ur ignorance...p.s. the fop book is not the definitive source for the language of municipal or state violations.gonna hv to dig a lil deeper than that office

That is a State Charge, not a city charge and cannot be written on a city hand on citation returnable to the Chicago Department of Revenue. Civilians have been writing those for license plate covers also, they are told to write those, I am unaware of any city charge which prohibits them.

To all those who are cheering that Waugespak was seen at the protest, let me point out a few things:

1. He wasn't at the protest per se. He was walking into City Hall from the LaSalle street entrance and a few coppers stopped him. His tall, blonde assistant was more than a little annoyed that they were stopped. Waugespak said about 2 sentences and shook about 3 hands and then went in. I was there. Saw it all first hand.

2. He is NOT pro-police. He did vote to turn the list over.

3. This alder-creature is actually a totally shit-head!!! My partner and I (both residents in his ward) went into his office during regular ward hours to register to vote. It was an hour before their closing time and his gargoyles at his front desk refused to let us register. The skank at the desk said "we've already put all the materials away." Let me point out that a.) it was close to 80 minutes before their posted closing hours, b.) the materials consist of one form and c.) putting them away consisted of closing up the manilla envelop they were housed in and said envelop was still sitting right there on her desk. We pushed back on this whole notion that they were willing to turn away 2 uniformed police officers who'd be potential voters in his next election (we also reminded her that his last election had a run off that in and of itself was very close and they can use all the voters they can get)

Then alder-creature Waugespak comes up front to see what's going on and tells us to leave and come back another day. This guy's a real piece of work and I don't mean that in a good way. He better hope he doesn't need any third watch police response because it will be slow in getting there to his office.

Yes there is a law and it was announced at all roll calls in June and officers were warned about this very thing because of inspectors. As you all know "we must lead by example." Sorry for the ticket, but there is a charge! You must not be a beat officer. So it may have been a petty ticket to you, but there is a very nosey woman right next to that building who attends Police Board Meetings and anything else she can to stir up trouble for Bar Louie and expressly complaining about Police Officers parking illegally and letting Bar Louie get away with stuff. The State statue is a bit more inclusive of its definition of a "plate cover" but it only applies when you are actually driving your vehicle.

The question is what is the definition of the word "cover" as used in paragraph (1) cover any of the characters of a motor vehicle's registration plate.

Does it mean "to obstruct the view of"

OR

does it mean "to lie on top of or overlay"

The difference is significant.

First hand eh, well you are wrong or else just making shit up. Waguespack came downtown on the El, I met him in front of City Hall and he walked around the block for about an hour with me and an officer from canine. There was no assistant with him, blonde or otherwise. In fact, he doesn't have a blonde assistant.

He stopped to talk to Mark Donahue, Greg Bella and Bill Dougerty as we walked around city hall. Also Father Nangle and Rabbi Wolf. We walked across Clark St to Daley Plaza and he stayed until after Mark Donahue had his say and then I headed back to the school buses and Waguespack went back north to his office, on the El, at around 1230.

I saw it all, I was there, next to him. Greg Bella took a picture of us. Alderman Waguespack was at the rally, per se and in fact, supporting us.

Memo to all the dumb shits that think writing a state charge or city charge has any bearing... 1: Any sworn PO can write EITHER a city charge or state charge within their jurisdiction. Either way, it is against the law, and therefore it can be written. You clowns act as if a Morton Grove cop is writing a Morton Grove violation within the city of Chicago... Last I checked, Chicago is within the State of Illinois. 2: Almost ALL revenues written within the city limits goes to the city, regardless of whether it is a city charge or state... You see, unless it is a weigh station or tractor-trailor citation, ALL revenue, by state law, goes to the city in which the citation was written. I have seen many uninformed clowns here claiming "write the state charge...fuck the city"... well, sorry to inform you, revenue all goes to the city. So it really doesnt matter... If you write a ticket within the city limits, and I assume all your tickets are, then you are creating revenue for the city... mover, parker or otherwise... Hope that helps...

Got a ticket last week in Midway garage for parking an suv improperly,the vehicle I drive is a Toyota Matrix a small station wagon, I found the copper who wrote the ticket explianed it is not an SUV, the response! "Sir I am a fully uniformed police officer and that is my job"! His intials are (JT). WTF! Then I asked another copper about this goof he told me he is bringing in 50 a day,ticketing everyone in the garage a lot unlawfully! The boss has no clue and this stroke even tickets coppers what an asshole! I then talked to some whack job female Sgt. who told me just "contest the ticket" Another reason this old broad should retire!

A message to 4/4/09 0200 hrs regarding getting a ticket for having a license plate cover on your car, I have gotten 2 ticketsfrom ass hole coppers assigned to Loop Traffic, both are for having a license plate cover on my car, I finally removed them and yes it is against the law, As of 1 Jan 08 it became law and enforcemt took effect on 1 August 08. It's sad when fellow PO's write you especially when my cars do have FOP and Sgts. association stickers. I know they are only doing their jobs and hundreds of stickers are on vehicles other then PO's but surely there are other cars to write, I could see if I was in a Bus Stop or Fire Hydrant but WTF.

If you did have a hard time at Alderman Waguespack's office, which I doubt, go there and ask to talk to him personally and get it straightened out. He will talk to you. He won the last election by a slim 100 vote margin and would never turn away potential voters. I live in 32 also.

To the officer offended by his ticket. You can only be responsible for the work you do! To degrade someone for doing their job (no matter how menial) is wrong. You should post your name and number so all officers could check and see if it is ok with you to do whatever they are doing for the day. This is a job and some people do their job even if they dont agree with the higher ups. You set your standards do as little as you want. But remember, you are encouraging all officers to do the same. Be carefull what you wish for...your encouraging them to be dogs by your house also. And no it isn't just the tickets, its the no proactive police work. Just do your job right and maybe you might get paid accordingly!
