National Spotlight on J-Fed

  • When the Mayor of Chicago asked how he could possibly justify giving his new police chief an annual salary of $300,000, the mayor said you have to spend big if you want the best. A year later, lots of folks are asking some tough questions about whether or not the “best” choice is providing value for dollars spent. Chicago homicides, shootings, and other violent crime are all up. Arrests, gun recoveries, and other hard indicators of police activity are all down.

    When Chicago Police Supt. Jody Weis took the job and promised results, this isn't exactly what city officials, community leaders, and the city’s cops had in mind. “He’s made mistakes. This is the residual effect of that. He’s got good intentions. But it’s hard to see anything positive about his reign,” Police Committee Chairman Isaac Carothers told the Chicago Sun Times in a recent interview.

The entire article is about eight paragraphs long and is pretty much a summary of everything the media has been covering for the past year. Shortshanks has to be aware of what's being whispered in municipal governments across the country - he made a mistake. The only positive that might come out of this entire event is that other city governments that are thinking about hiring Feebs to run local law enforcement are going to think twice.

The newish Chief of Milwaukee needs to be "poached" and brought south to Chicago.

Imagine hiring an urban law enforcement professional with a history of getting results. As opposed to an unfrozen caveman Fed whose prior main claim to fame is trying to destroy the life and career of an FBI Agent who blew the whistle on FBI screwups prior to 9/11. Thankfully Weis didn't succeed. Of course not succeeding is his modus operandi apparently.

Well the only positive thing about this scenario is other cities have not made such a stupid mistake as shortshanks has in choosing j-pud but the side benefit is that it also puts da-mayor under more scrutiny in terms of exposing his corrupt nature. Other municipalities at one point or another have to pick up on the way this slime ball mayor and the county are operating. Hopefully it will just be a matter of time till this prick gets indicted.

All this has been brewing for years with Daley. I dont think anyone openly dislikes Weiss as the Dept. has been a politically driven clout outfit since its beginnings.

Takes years to get you a comendation after the incident right? It takes hours to get you the beef after the allegation correct?

There it is, in a nutshell. They put us all, the unwashed hordes in patrol, on these goofy schedules without any input from us. Meanwhile the clout crowd is making it to their weekend summer homes every week.

They gobble our times due slips like candy. Meanwhile the clout crowd steals time with both hands.

I could go on for hours. Eventually a copper will say to himself, "why work"? I get paid the same, and get less aggravation/OPS trouble by being a dog who just goes to his calls and doing the minumum.

I'll tell you this Jody. With my total lack of clout I could make a thousand top felony pinches in a row and the city would fuck me on a beef in a heart beat. They not only wouldnt believe what I had to say they wouldnt give a shit and even listen to it.

I been there. This Dept. is a champ at fucking its no-clout members but a failure at any kind of leadership.

Old timers were saying that when I came on 25 years ago. My "eventually" came a few years ago. The last three beefs on good arrests did it.

I do a real good job of getting event numbers, like my field Lt. and the others. I have made two arrests this year. I am real good at sensing where a trouble arrest might be and making that quick left or right turn to get the fuck out of the area.

Eventually? No, right fucking now it is "why fucking work?" My check is the same only no headaches, no beefs, no dirty looks from dog ass inside fucks.

I manage to get in a nice nap and a cigar on most days. And no stress, no beefs, no headaches. All smiles. Let the young'uns go get 'em.

The problem is much bigger than J-Fed. J-Fed certainly didn't help things, but I am certain nothing will get any better with any other superintendent.

The problem is the city's overall view of crime and police. The citizens, media, and politicians all view criminals as poor victims of a cruel society, who are being mistreated by these arrogant, racist police officers.

All crime reported in this city is misrepresented and the citizens believe every word of it. Victims are described solely from a family member's account not a police rap sheet. Police are forever marked with "evidence" from 1982 that somehow "establishes" that police abuse black men.

The very fact that a citizen, any citizen, could sit on a jury and give thousands of their tax dollars to a career criminal because a police officer hit him, or shot him, or arrested him, shows how lost this city is.

Why would any police officer ever feel the need to make a case stick? Why be pro-active? The bottom line is that if you go out and aggressively push to lock up criminals, you are an idiot.

Nothing is going to change on this job in the next few years, and if it does, it will only get worse.

In all honesty, I wouldn't say he is the worst Superintendent we ever had. That title IMHO belongs to Leroy Martin. J-Fed comes in a close second. And while I'm no fan of J-Fed, the demise of this once great department didn't start with him. He is just another name on a long list of incompetents who preceded him.

The Superintendent was an FBI agent, the Chief of Staff has NEVER been the police nor lived in the inner city, the 2nd in Command was the police but could not handle 1 District as Commander, the 3rd in Command was a Commander a little more than a year ago, has about 10 months of total street experience in all ranks, has never ranked under 500 on ANY PROMOTIONAL test and the 4th in Command was a Detective Commander. Really, the 5th is Ted O'Keefe who is an ex Priest and a total ass hole. He is the Mayor's guy and also has never been the police, but all of these idiots are making decisions everyday for our department. With the exception of JJ, we have none of the above with any legitimate police time! Did you take that into consideration Mayor?

This one did not even attend the last City Council hearing, so he told all you Aldermen go FUCK yourselves. He also totally disregarding protocol. Tell me ONE GOOD IDEA HE came up with! I want a refund. Hell, he fucked us up so bad, he should be paying the city millions because after he is gone the city will have lost the Olympics, crime will have run throughout all neighborhoods and life in Chicago will be shit. The economy here will be totally shit and we will be able to thank him for taking our over 1 million dollars, living downtown in your safe condominium with a door man, and thank you for using our city car with a driver and body guard while we watch you move on to Nevada where you can afford to pay for a 10 bedroom mansion and have only worked 3 years to get it. Here's the thing, Daley brought in J-Fed to "clean up a department out of control." J-Fed's own words. He admits this in many interviews. In a recent PAX 501 he states that he was mistaken and that the "majority of the department are hardworking police officers." Once he came to this realization he was out of his element. He planned on having to hammer people, take down whole units or districts, and fire or arrest a bunch of dirty cops. Now his master plan has run askew. He does not understand day to day policing and the strategies that are involved. He is a fed and not the police. He is a very capable speaker and probably could be successful if not for the fact that the braindrain at 35th street doesn't want him to succeed. If you think for a minute that J-Fed reads every order and every ops plan that comes across his desk you are insane. He has surrounded himself with self-absorbed house mice that could care less about you, me or the citizens, all they are looking for is a promotion. J-Fed is not the problem, nor was he the solution, he is just a dupe that Shortshanks brought in as a scapegoat. He is the fall guy. He takes heat from us, from the alderconvicts, from the media and I am sure that King Richie berates him on a daily basis, just like he does to the rest of his staff. This could have been a good thing for this department, had the right pieces been put in place. Unfortunately, agenda's and personal gain have gotten in the way. Bottom line is that, no matter how much we bitch and moan, we are all in this boat together. Not just for two more years, but until someone with nads and enough juice comes along and ousts Shortshanks off his throne. Even if he got rid of J-Fed, who then? Your guess is as good as mine.

Weiss is getting 300k to be the public face of the sinking ship that is the chicago police department. Mike Masters runs this titantic and gets all his orders from mayor mumbles on the 5th fl. Any moron (even Jfraud) can see we are dangerously short of manpower. There arent enough sgts for any onethat is working to get a day off many districts have only 2 working each watch, Dicks are so short that the case loads are causing most cases to get no investigation at all. Or in area 2 the CMO kills everything that they possible could. the beat coppers are always in a backlog. In "big" cities, every District/Precinct, etc, is a different community & has different needs, while still aspiring to the needs of the Department.

This is a concept that the Feds have no understanding of. " Notice to other Departments thinking of hiring a retired Fed, Don't do it. they'll Fuck things up worse than before you hired them" They just don't get it! !!!!!!!!! What works in one District/Precinct will fail in another.

Chicago needs a Superintendent that worked in Chicago, and worked his /her way thru the ranks, not via merit promotions. So many of the current Brass are really lacking in" Police Smarts". This is only acquired by serving time in the trenches, in the the ascending ranks.

It's a shame that Daley fucked things up and his CPD Command Staff is clueless, WAY TOO MANY MERIT APPOINTEES !!!!!!!

2. Proven to be dishonest in implementing all policies he promised in the town hall meetings held across the city with us.

4. Failed to adjust manpower to address the lack of manpower at the district level in lieu of "pet projects, MSF".
5. HAS established a level of distrust with the exempts by installing federal agents who have zero street credibility or experience.
6. Continues to perpetuate a level of accountability that no officer acting in a split second decision making senario can use discretion that may be second guessed later.
7. #6 results in less proactive policing as indicated in activity NOT in a reduction of actual crime. Crime is calculated on a large scale by the proactive work of officers who often prevent crime by making arrests not crimes that occur and are later solved (see Det. div. clearance rate).
8. This Dept. to move forward has actually become stagnant under this administration and the psuedo federal oversight currently in place.

Fried Rice was the best in my time. If a CPD member got a speeding ticket in Kentucky on his way to the Derby, Hillard would be on TV ripping the officer before the trooper was done writing the ticket. The motherfucker used to knock people down on his way to the microphones. No one has disowned policemen faster in my time.

Weis is not idiot, he just doesn't know anything about municipal policing. Daley figured Weis could ride us and the bosses could handle policing. No one thought we'd all stop working. There's a lot of shit came together to cause this problem. The media, aldershits, revrunds, etc. all did their bit. There was always clout on this job, but Cline turned it into a fucking club. If you weren't one of his guys you didn't get shit unless it came from Daley. Things will continue downhill until the day Daley leaves, then it'll be up to the next mayor to fix this department. But we all know the next mayor will probably be real police hater.

I have no problem with hiring a retired "Fed" to run a police department. It might not be my first choice, but I believe in giving everyone a chance to prove themselves. There are decent Feds out there and bad Feds.....same with cops or anyone else.

Jody Weis lost me the moment he forced out or moved virtually every exempt soon after taking the job. A true "leader" would have sat back for 6 months or so and tried to figure out what was going on and who was doing a good job.

As I stated in an earlier post it was the bitch move of all bitch moves. It showed how little confidence he had in his own abilities or experience. It was a "I'm going to show these guys who's the new Sheriff in town".....woof woof. I'm a bad dog."

Good, that was all bullshit against those officers. Now why doesn't J-Fed take this a step in furtherance and unfound the CR# gotten against the supervisor and officers from 012 who Planey "waved off."

Fred Rice? Right. Fred dumped anyone with white skin from his office and staff and legal affairs and many positions at the old 1121 S State building. then the City spent a ton of dough defending all the lawsuits and paying all the settlements.

Fred Rice presided over the likes of Leroy Martin, friend and payroller of Sanford Neal and Nedrick Miller. Fred Rice was good for shit.

I never knew Terry H. personnaly but I was friends with one of his ADS's and that man had nothing but good to say about him.

But I'm surprised you find it so offensive; just how long would you give someone to recover from an injury or illness? Six months of limited duty after your total allotted medical roll time isn't enough? This was absolutely not j-fed's idea. This came directly from Juan Rivera and his discussions with Deb Kirby and Rosenzweig at IPRA. IPRA is not making this a separation case so they got the OK from the Hall to give them back their stars. Credit where it's due? Try Rivera, still a cops cop.

OT - coming soon from a civilian exempt near you - the elimination of limited duty. The order is complete for the elimination of all limited duty not deemed IOD. All of you dogs with bad backs will have six months to return full duty or apply for disability. In addition, any future convelescant candidates will also have only six months before they are forced to apply for disability.

On the face it, this sounds like an unusually good idea. So what is wrong with it?

If cops are physically unable to perform their duties as cops, why should they not be put on disability? That would seem to what disability is for. How is this any different than if an electrician can no longer physically perform his tasks?

Why should how many arrests a cop has made have any bearing whatsoever on a disciplinary matter? The two are not related.

Its like saying why shouldn't a driver get to drive drunk just once when he drove perfectly sober 1000 times previously.
