Captains Union - Listen Up

Rumor floating around that the Department may take action against Watch Commanders who disregarded or worked "around" the recent Bureau of Patrol reorganization directive.

We understand "action" to mean assignment changes as there are very few Captains who are actually eligible to be demoted.

We're sure we aren't telling the Captains anything they don't already know, but for everyone else, be very aware of the Department's tendency to overreach, especially in recent months with a fed in charge who has no clue about Labor Agreements and Contracts. The Department loses a majority of the grievances filed against it, but it usually takes a few years.

They've already driven the Officers' morale to the verge of extinction. Are Captains next?

Doesn't this fall directly under "chain of command?" If the W/C's have "worked around" the new rules regarding Watch secretaries, then shouldn't their UNIT COMMANDERS be held accountable for that?
We all know that moving things through the chain of command has become largely nonexistent under the current regime, as the many civilian "drop ins" (courtesy of the Hall) don't know and don't care about chain of command issues.
All of this drop in City Hall patronage has contributed greatly to the demise of what was once a great Police Dept. Bet a whole buncha folks wish Hillard or Cline were back now!

Bottom line is we need more officer's on the streets! In 011 (3rd watch) they pulled the same sh*t. They shuffle names around and falsify the sheets but basically NOTHING has changed!! Desk NEEDS 4-5 PO's (yeah right) and the Captain's little favorites still stay in the office!!

the captain is in charge of the police facility proper as well as people in lock up and personnel assigned to the command. my hats off to any boss who snubs his nose at the order and runs the station as he/she sees fit. 1 sgt and 2 po's is not going to cut it. file a safety grievance and man the desk the way it should be manned. better to take a few days off than to see someone get hurt due to inadequate staffing.

Hey JFED? You want to know why the majority of lowly blue shirts DON'T respect their "bosses"? Look into shit like this and you'll see exactly what we deal with on a daily basis.

I'm gonna go out on a limb here and say "merit" might have something to do with the good Lt.'s thought process/problem-solving skills.

In 015th the Civilian Timekeeper has now a new assistant - A Police CADET!!!!. She can't keep up because her police officer assistant (who actually did most of the work and was great at keeping officers time straight) was sent back to the street due to Duggans ridiculous order. So there is a Police Cadet in her place ((((reminds you of someone? Hint 15 year old police impersonator)))) handling P.O.'s information. WTF!!!! He was also logged on ICLEAR...

As a mere field sgt, you made me LOL, the Capt/ W/C only do exactly what the D/C wants,allows, and no more or less with the manpower assigned to street especially on 2nd watch where all the prima donas and clout babies have been shaking and freaking over Dugans directive,why I don't know as no change whatsover occurred in 019 except creative new civilian dress job descriptions. Let the games begin, so damn funny to watch! weekends off -5day workweek still the largest day off group, and keeps getting bigger, how soon will one of our officers get seriously hurt is the only concern regarding this dept I have left. And Thats No Laughing Matter.

018th district days - now has 1873 1872 and 1871 on the sheets -- except 1871 is always "down in the station" on something - funny thats the car the former watch secretary works -- and midnights --- they didnt even bother playing they just moved the watch secretary's seat to the front desk = freaking joke !!!!

The watch secretary is provided for in the contract. It is, however, a management position, for management to fill or not fill as management sees fit.

They used to have a PO in the detective areas who filed reports, did general paperwork and answered the phone at the front desk. They eliminated this position and in quick order there was piles of paperwork at the desk and the sound of phones ringing but not answered. So the PO's position up there was eliminated. Wanna' guess who ended up doing the work? Not PO's. Another in a long string of moronic moves.

Remember when they eliminated a PO position from the district desk? this would free on PO for the street, the reasoning went, and they would hire a civilian Police Aid to do the work.

After some growing pains the Police Aids that were left after a few years learned the job. some were very good, some were shit but they became a fact of life at the Districts.

Fast forward 10 years and some next generation genius boss wants to, get this, eliminate the Police Aid position, to save money!

So they did and voila! A police officer took their spots. Again. More brilliant moves.

A similar move was done when they created the school unit and the school unit frew into a good unit, they kept the mayhem down at schools. Then some other genius boss said, hey, why do we need hundreds of PO's in this school unit, there isn't that much violence around the schools.

So they eliminated the school unit. the result was, well, we all know the result. We are living and suffering with the results in the form of body counts of CPS students.

This department is run by idiots, it always has been run by idiots. the rare boss who actually makes some good moves has his actions reversed a few years down the line.

I watch all this with amusement, my job as a beat car operator hasn't changed much over the years. Above me I watch all the bad chess moves and it has gotten to be so predictable to most veterans, we hear of a move and most guys think, oh no, they better not do that. Then they do that and things turn to shit. then they can't admit mistake and they try harder to validate poor decisions so to cover their ass.

You will know a good boss when he/she is quick to admit a mistake and swiftly corrects it. You won't find much of that with this current bunch. If these bosses were leading our armies across Europe in 1944 we would all be speaking German. But then our factories would all still be operating and our highways would be autobahns and our financial system wouldn't be near meltdown.

This cast of goofs running things will screw up things even more this summer. Be safe boys and girls, the higher ups will not look out for you. If you are lucky, a good Sgt. might, if you there are any left.

If a W/C does what he is supposed to do -- handle 3 roll calls, approve arrest reports, approve inventory turnovers, tour the DOC, watch 2 or 3 in car cameras each day, check the lockup, handle IOD's and TRR's; when does he have time to do the secretary's job? He doesn't.

The W/C needs to be (and is) in charge of operational functions. A secretary needs to be in charge of personnel functions..

You can say, yah, ok, f&^% the do nothing secretary, let one of those desk dogs handle that work, doesn't take 8 hours all they do is play o the computer anyway. All well and good, but anything that is everyone's job is actually no one's job.

Take for instance your district refrigerator (if you have one). Is it anyone's job to clean it out? Didn't think so. So, since each desk person rushes through the secretary work because they have to do reports and pass out radios, they don't put any effort into it (and I don't blame them --"not my job")so things will get F&^%ed up.

I congratulate the W/C's who have the balls to figure out how to still have a secretary (for at least a while a day) to get the job done.

Yeah, much to my dismay, after this G.O. came out. I still saw the 025 district birdie (P.O. S.U. 1st watch) work inside. I was waiting to see her work outside.

Sorry, for some people who work 10 to 20 years on the streets, they deserve to work inside if they want to. But for people like S.U. who worked on the streets for their training cycle and that is it? I HAVE NO FUCKING RESPECT FOR PEOPLE LIKE YOU!

Contact Cards, Traffic Stop Cards and all the rest down to the Ivory tower. The minions down there will be appalled at the stacks of cardboard. Now they can cry about it and they can say how can we do our online shopping with all this work from all over the city coming in?

Or they can look at it as job security, how can I go on the street I have all this important work to do.

Or, isn't one of the "saved" positions in every district on the "Dugan Dump" a "Data Entry Clerk"?

A lot of mid-level white shirts think the upper level white shirts have lost it. They are waiting for retirement or for Shortshanks to ride his bicycle under a bus or to be arrested and then we will have a massive house cleaning at HQ and restore some old school police values. Send Jody back to Philly or wherever he came from, rent a phone booth for Duggan's retirement party and for God's sake hire some cops. And, when you do, tell them form the git-go, you are being hired to be street cops, not armed secretaries hidden away in an office.
