Got Your Back!

What a novel way to improve morale!
  • I guess miracles never cease..

    At the Area 5 CAR meeting, Friday I heard something from Peterson that was shocking..."Commanders, Deputies, and other exempts, tell your supervisors to back them 100% when they are right, actually back them when 100% when they are wrong. We need to step up support for our people"!!!!! I was pretty shocked, having never met the man, his comments were hopefully a step in the right direction.. The funniest thing was the look on Brusts face when he said it, I swear the voice in brusts head was saying, " what you talking about willis?"

    Of course a few minutes later, Dugan put things back into reality...Commander of 25, I think Lopez, was on the hot seat. They wanted to know why arrests and contact cards were down for April. Lopez related he had 15 people on furlough, Dugan replied, "for operational needs you can change their furloughs". Lopez replied, sir they have a contract, at which point Dugan interrupted,PER OPERATIONAL NEEDS, you can change their furlough" Dugan closed his little notebook, and the next topic was discussed. Lopez knew that was an un winnable battle...

    Tell you what their Doogie, go ahead and let the 5yr guy on tact change from a 4b to 7b and quote operational needs, and you better bet me and my 6yrs will grieve it because i wasnt offered to fill in for tact or change my furlough as the person with less seniority was..."The operational needs have to be acknowledged by the Supt and the mayor in writing that a serious emergency condition exists"...But knowing Dugan he will pull some obscure passage from an order or the contract and show he is right...Instead of using common sense and understanding furloughs are part of the job....
At any given point, 8% of a District is on furlough except for the summer months when the percentage drops to 7%. Fifteen people on furlough in a District like 025 is a pittance. Five a watch on average, but probably mostly guys on days. That's why we have watch relief bids - to even out the manpower.

If the Department is going to declare a "serious emergency condition" exists so that they can cancel furloughs, what happens come September? October? November? Suddenly we're going to have 12-15% of the District manpower off? These furloughs have to be taken during the Operational Calendar year, right?

Is this what we've come to? We're going to cancel scheduled furloughs with the attendant family trips, summer vacation activities, and who knows what plans for some specious "emergency conditions" and trust Mother Nature to keep a lid on the violence when we're down 15% manpower in the fall?

How about you let us bank unused portions of our furloughs as hours? Or agree to buy the days from us at OT rates? Payable along with the BFD/P-Day sellbacks? We'd give serious thought to banking/selling 25% of our V-Days for the right price. It would save everyone this nonsense about switching our 6th or 7th period furloughs for bullshit.

Isn't this one of those circumstances where it would be a good idea to have some sort of special employment kick in? Like a TARA day or something? I would elect to work a day off for some OT. Hell, I'd like to catch 4 days a month for some OT. How about that Dugan? Or would that not sit too well with Mayor Shorty Bighead?

Hey Goof, they're fucking with LOPEZ because he's the one who organized the Hispanic Clergy and Alderman to put pressure on the mayor. Only the mayor don't care!
It was very obvious with the last round of exempt promotions. Three Hispanics but he was not one of the three. You can say he is "offically" done with his career.

By the way the only reason he organized the reverends was because he was demoted and is in the KMA club-maxed out in pension!
Think about it you idiots who are following him now! Would he be bitching and moaning if he had been promoted instead of promoted by DALEY? The answer is no!
He has his own agenda and thats to fuck with the mayor. Think about it, what else could it be?
He's maxed out for pension purposes why else would you stick around for 13% of your pay. It's simple mathematics.

The fact that there was clearly some type of meeting to get numbers up when MANPOWER IS DOWN??

once again, MANPOWER IS DOWN. We are consistently in a backlog, getting stacked 1a jobs, and for some people, handling 5 or 6 man with a gun calls per tour is commonplace. Eventually, a person's guard is let down because OEMC is in such a hurry to clear their board that they contantly say "XX22, what's your status??" In an urge to prod us along to clear off their board.

Bottom line: Morale is down. They are cutting the pay of the gold stars, guess who is next? Shit rolls downhill, folks.

This city is a cesspool. Run by miscreants, thieves and liars who do not care one iota about me, you, or your partner. Or even beyond that, your family, your home, or your pension.

Deputy "I got your back" Dugan strikes again. The FOP should really look into his new SPAR policy. You cant spar and officer and recommend punishment unless the deputy approves it first. Dugan does not reject as part of the package but sends you down a little note to change your recommendation. Wanted to give someone a reprimand and he made me change it to a day. Just note in the comments that I was directed to change it. Wonder how that will come back to haunt me.

What most people on this post are ranting about is Dugan saying to change furloughs around. What they are not mentioning enough is Peterson having the balls to say "back your people, no matter what". J-Fed was at the meeting and didn't even blink an eye when it was said.
What was also not mentioned was that J-Fed gave a pretty good speech, from the heart I believe, about how disgusted and angry he was about an injured officer being robbed as he lay critically injured. I think J-Fed is starting to see how dangerous and thankless our job really is, at least in the fast sistricts. It's hard not to be affected after spending dys with an officer and his family who is so badly hurt.

Unfortuanantly he blemished the speech by mentioning the W/C's better know thier DUI investigations of officers by heart. he should have saved that for a diffent day. By the way, DO NOT DRINK TOO MUCH THEN DRIVE. If you do you will pay a severe price, maybe your freedom. If you are drunk, call a supervisor or friend you trust, we will send a car anywhere to bring you home safely.

Not defending Dugan... but once again what was said and how it was said is being missed here. Dugan said what he said in response to Lopez' lame excuse for a failure to produce the numbers. Malloy used to say the same shit if a Commander gave a lame excuse like "we had a lot of people on furlough". That excuse does not work with downtown. They do not give a shit about manpower, just "git 'er done". Basically, Dugan was saying that Lopez sucks and is not getting it done. Manpower is never an excuse for a drop off in numbers according to downtown. It has always been this way.

I am definitely not sticking up for Dugan, but I doubt that is what he meant. I am guessing he was thinking about changing people's watches to cover a watch that has a shortage due to furloughs. You can't change furloughs for operational needs just because. You may call Dugan a lot of things, probably most of which are true, but stupid is not one of them.

Would you really want there to be no contracted terms for the employer to be compelled to abide by?

That is, if you're an employee covered by the terms of the expired contract.

And that's a big 'if'.

Dugan is smart, but treacherous. Lopez is not smart and has been merit all the way from day one.

They messed with the patrol officer's list in 1978 amd jumped over other qualified candidates to get more Hispanics, and Lopez was one of them. I am Hispanic and Lopez is an embarassment. This jumping ahead was a form of merit all the way back to 1978 when Lopez came on the job. Dugan came on later, from another list, in 1982.

Dugan and Lopez made sergeant together in 1988. Dugan was high up on the list. Lopez was so far back he would have never made it. There was no "merit" per se at the time, and Lopez was not called with the original class. He was called out of rank order to attend the class on the second day after a deal was made for more women and Hispanics (same for Reyes Moran and a few others)to be made sergeant.

Lopez was working at the academy at the time he made sergeant. Odd though, because he did not have a degree. Anybody else would have needed a degree to get in and work at the academy. That, and a phone call.

Next, Lopez was working in the academy as a sergeant, again without a degree, when he was made a merit lieutenant. Then every rank he was given after Lt. is merit, also. Dugan was made Lieutenant off the list in rank order.

Lopez has been merit from day one. He has not deserved any rank beyond street sweeper. I worked with him. He is far from a bright bulb. I worked with Dugan too. Now he can be a bright bulb, but his unhappiness and scorn of the blue shirt make him one treacherous sob.

Dugan might dislike Lopez because of their career paths. Dugan took the tests and was called off the list for each rank, while Lopez got every rank given to him.

Remember, he made lieutenant in 95 and went immediately to 001 to be the tac lt. The rest is history.

This lying piece of #%*&.. couldn't and wouldn't back up anyone who was right............ especially when he "The Skull" was wrong" and he actually proved it. Yeah, he might have been a little embarrassed, but instead of facing the truth! verified by crime lab and morgue.....He swept it under the carpet and called the forensic pros "incompetent"...So what does this Screaming Skull do? he chocked his chicken and went on the offensive.... The case was fukced.......the immediate evidence was discarded......the info that the real investigation produced wasn't followed up on....the recoveries were NEVER made.....other officers and citizens were placed in harms way and they are all still in harms way because of politics & bullshit exempt vendettas.......

Yeah, the screaming skull said something shocking? Big deal he does that every time his lips move...... I be impressed when he actually lets Dets do their jobs without his interference, which has historically screwed investigations....... Ask any working Det in A-4.....Next I'd be happy if he ever said something that was sincere and honest.... Keep lying Skull, the airport only cost the city hundreds of thousands.of $$$$...your next debacle could cost more than a career, it could cost someone their life...

The fact that this job has it's multi purpose and organizations does not mean that an officer working in x department or district is In any way or better than an officer working in a x unit. People: listen up.... It's not us it's the organization of this department and the way things are carried out and dealt with. Furloughs ought to be picked by watch, not by whole unit, it is much easier to even out manpower that way. This was voted down a couple of years ago but it just ought to be done because it makes sense all around. You bid with people you work with daily, not with PO's on other watches. They messed with the patrol officer's list in 1978 amd jumped over other qualified candidates to get more Hispanics, and Lopez was one of them. I am Hispanic and Lopez is an embarassment. This jumping ahead was a form of merit all the way back to 1978 when Lopez came on the job. Dugan came on later, from another list, in 1982.

Dugan and Lopez made sergeant together in 1988. Dugan was high up on the list. Lopez was so far back he would have never made it. There was no "merit" per se at the time, and Lopez was not called with the original class. He was called out of rank order to attend the class on the second day after a deal was made for more women and Hispanics (same for Reyes Moran and a few others)to be made sergeant.

Lopez was working at the academy at the time he made sergeant. Odd though, because he did not have a degree. Anybody else would have needed a degree to get in and work at the academy. That, and a phone call.

Next, Lopez was working in the academy as a sergeant, again without a degree, when he was made a merit lieutenant. Then every rank he was given after Lt. is merit, also. Dugan was made Lieutenant off the list in rank order.

Lopez has been merit from day one. He has not deserved any rank beyond street sweeper. I worked with him. He is far from a bright bulb. I worked with Dugan too. Now he can be a bright bulb, but his unhappiness and scorn of the blue shirt make him one treacherous sob.

Have to disagree with those attacking Dep.Dugan. He shielded many coppers from aldercreatures while he was the A/3 DC . He stuck up for us and told us to do the job and we would be fine. We did it and he ran interference. Sorry, I know many of our exempts are goofs, but I cant agree with negative comments about DUGAN!

I have posted similar words both times I read, what I think is some well intended, but very misinformed individual state, that Dugan is so great, but you said it best. I am glad you know the real deal also.

People do not know this guy Dugan. He is far from a "good" guy. He is a self-centered jagoff and everyone best hope he does not become superintendent because you ain't seen nothing yet if he does get the top job.

Furloughs ought to be picked by watch, not by whole unit, it is much easier to even out manpower that way. This was voted down a couple of years ago but it just ought to be done because it makes sense all around. You bid with people you work with daily, not with PO's on other watches. It is that way for all other ranks, it should be uniform across the department.

WHOLEHEARTEDLY AGREE ! Seniority is the only thing you have. After you have your 20 years on and get to work days and are told you cant get that 13B furlo, you will understand.

The contract has provisions to move personnel around from watch to watch for furlo relief and it is/has been done. Unfortunately, all watches are so short that you may have 10 people on your watch on furlo, but the other watches might only be able to give up one each.

This is a (mis)management problem, please don't make it into the Patrolman's problem.

My parents taught all us to stick together and stick up for each other 100% in public whether we were right or wrong. "If he/she is wrong when we are behind closed doors, you can kick his/her ass in and call them a fool. But never in public." A house divided cannot stand. They were right and I never forgot it. I just assumed everyone's family was the same. Petersen shouldn't have to tell anyone that unless they're 5 or 6yrs old like we were when we learned that. How sad.
