30% Popular Vote?

Since the political structure gets 30% "meri-clout-orious" picks for promotions, how about the FOP demand 30% of the exempt spots be put up for a popular vote of the membership?

Lord knows that the coppers working the beat can pick out a qualified boss 99 times out of 100, which is 99 times out of 100 better than J-Fed, the policy group, the "merit" board or the mayor for that matter.

Now that's what is called thinking outside the box. Officers get to pick the merit selections. It makes perfect sense. No political bullshit and the cops know who is doing what on the street instead of under a desk.

Daley and crew may be looking at the last terms in office. I'm pretty sure that enough Chicagoans are pissed off at this point.

If you leave it up to a vote by the rank and file you'd better get that gold star all polished up for Eli Voulgaris. I only wish that I could share my experiences with Eli so my fellow bloggers would know what it's like to work for a real POLICEMAN again. This man cares about his troops, mentors his sergeants, and is quick to reward excellence while not pestering the watch about nonsense or being unreasonable.

Seeing as how he got dumped by J-Fed (while on furlough without any reason other than "you're out.....sorry) he easily could have gone back to the district with a huge attitude and a chip on his shoulder. Even if he wasn't pissed he could have just been grumpy and let everyone know better than to even THINK of knocking on the W/C's door without having gone to the watch secretary, Sector Sgt, Desk Sgt, Field Lt and about a dozen others before bothering him with some B/S.

He is genuine, helpful, hard-working and loyal. Try applying those qualities to ANY other boss (any rank) and see how far you'll get. KMA members refer to the "old days" say this guy or that guy who backed his men up, was a prince, slugged it out at HQ for his guys or was approachable. I just wish you could get the chance to work for Eli and realize that not all the real cops are gone.

When dicks get together they all speak about the "other police department" they belong to where you're treated like an adult and you're expected to live up to your responsibilities. I wish that 30% of the exempts were voteable positions so Eli (and a scant few others) could truly fill the leadership void that exists in today’s CPD.

Thanks Cap. We all know you're in our corner.

The only problem with that is that anyone who got so promoted would be a prime target for The Machine. They'd HAVE to be destroyed.

save money get rid of captains and eliminate the field lieutenant
let the sergeants run the streets and lieutenants can be watch commanders
hire more sergeants and police officers not bosses
hire civilians to be review officers and clerks at headquarters
eliminate the exempt deputy chiefs

Here here. I agree with you. I used to work with Eli in 012 when he was a Sgt. and he was a very good boss then. He was a good boss in Narcotics and he was a great Commander of TRU. He is a true leader and treats his people well so that he gets the most out of them. I back him 100%.

Sometimes, somebody worthwhile without clout manages to get promoted, but that's the exception to the rule. I went through Dick school with a guy named Jeremiah Joyce. He made no secret of his clout, and the promises of better things to come from his family. He also had considerable contempt for ordinary coppers.
The argument against letting the troops have a say in deciding who gets to be a boss is that they will pick people who will go easy on them. That's not true. All I ever wanted in a boss was someone
with some sense, who knew the job, and who'd back me when I was right.
As long as those bogus efficiency ratings, oral exams, and meritorious promotions stay in place, the Department will be run by guys like my classmate Jeremiah Joyce.

The D unit is messed up too. It who you know that matters. If you want to work hgs you better know someone doesnt matter if you are a idiot with clout you can go handle the police shooting. Clout gets people killed, sued, fired everyday by letting the hacks with phone calls pick the jobs they want. Next time you call the D unit for advice it will probably be some clout hack blowing you off instead of some gruff vet with a bad attitude but great advice helping you.

His gas assed son is out of the Army and traveling around Europe as we speak.
This month Russia to be specific (he learned Russian in the Army!)

Sneed hears Patrick Daley, son of Mayor Daley, is now visiting Russia. Daley, who returned home last October from serving in the Army's 82nd Airborne Division stationed in Afghanistan, is reportedly fluent in Russian, which he studied while in the military.
