All in 015 tonight, a copper on every block and they still had a homicide. What a waste. All the while, 016 and 017 buried in calls with no service for the taxpayers.Plus all northside districts are detailing from 3-6 officers from the watch to fests all weekend. This has been going on for 5 weeks now.Taxpayers are not safe out there. Start calling your aldercreature or District Commanders and let them know that you don't feel safe.

yeah, i was doing random unit summaries of the districts and i saw 2 tact teams from 020, 1 tact team from 017 and 1 from 016. if i was on one of those teams i'd be pretty pissed. i hope none of these teams are doing anything except driving around or hanging out in oak park...

Could you clarify---does this mean that there are no tact teams now or that their actual presence in our district is lessened because most of their time is to be spent elsewhere? And will our commander yet again tell us that we have no reduction in services at CAPS/community safety meetings?
BTW: Did any of you know that people are so fed up that the neighborhood watch movement is growing? I hold my breath every time the neighbors go out "on patrol" because these are just unarmed citizens trying to reclaim their streets from the drug dealers who do have guns.

Operations Command began to place home phone calls to officers that were former CPD Dispatchers, to report Monday morning, 27 July 2009 to OEMC for a 12 week re-training course to be dispatchers (again?)!
Nobody wants to be a dispatcher down there, due to terrible working conditions, filthy rest rooms, dirty kitchen and lunch room, roaches in the lockers, smelly body odor conditions, bad bosses, angry co-workers, wet chairs?(don't even ask, 24/7/365), time due being refused, and the people left are working tons of OVERTIME and DOUBLE SHIFTS. (ever notice that some dispatchers talk to you like your a piece of sh_t, when they have NEVER done you work?), not a fair reprimand system, many never receive any punishment, others are clobbered, race issues?, no problem, if you are the right race, or are juiced in by the magic call!
(you would think that tons of o/t would make everybody happy, but no, those civilian bosses bent the old rules so far out of whack, that nobody enjoys the place), and the bosses change like a revolving door, every year there is a new management team sent by shanks just adding to the clout problem down there. (worst problem is that none of the bosses have ever been dispatchers or know anything about communications)
(the possibilities of grievances are overwhelming at this point).
12 weeks of training (3 months, 60 eight hour days, during the 2nd watch), and our contract allows for how much in-service training per year?
Oh yeah, 18 days max (per FOP)!
Sounds like these folks will be making some large o/t just to get re-trained, not counting change of shifts, day off groups changes in the middle of a period, cancelled furlos?

New hires usually give up that job because it is too complex and much easier to just be a call taker and not deal with the drama and pressure to get those jobs out.

Don't waste your time calling Alderman or Commanders.
Call local media, Churches, and community groups. Notify every neighborhood association and block club in Old Irving, Portage Park, Ravenswood, Sauganash, Wildwood, Forest Glen, Lakewood/Balmoral, etc...
They have to respond to these groups at some level.

To the 020th District resident that wants to know if the Commander will go another meeting and lie again. Of course she will. What did you expect? While I don't work in 020, I have known her for about twenty years and I can tell you she is way over her head and wouldn't know a policeman if one came up and bit her in the ass. But she does have a nice smile. What this moving of the 020th district tac teams to the westside means is that you have nobody doing proactive policing in 020 which what Tac Teams are supposed to do. Plus, they recently pulled all the gang teams out of the districts and sent them to Area 3. Which basically means your fucked. Sorry. Hope this helps.
If you are on tact and getting detailed out, just go back to the watch. If everyone goes back to the watch then at least you don't have to get heads and you stay in your own district.

Hey SCC I wanted to comment on a situation that arose out of Area 5. I want to make it aware to all of our Detectives and P.O.'s that a lawsuit was filed regarding an arrest in 2003. The arrest was the result of an offender attempting to shoot at Police Officers on the 5300 block of Congress. Well the short story is that the witnesses in this incident filed the lawsuit and alledged that they were held for 7 hours against their will.
The end result of this suit is that 2 retired Detectives were drug through the trial and found guilty (civil) and were ordered to pay several of these alledged victims a total of $132,000. This total is PUNITIVE and has to be paid by them not the City. Now we all know that this didn't happen but this is Cook Co. and Federal juries hate us so this is the outcome.
So I feel it is important that all of us know when a witness wants to leave, let them leave. None of these dogs are worth a single dime of your money. Interview them on scene and cut them loose.
The bottom line is the clearance rate just went in the toilet.
This should be a wake up call to everybody that thinks this Dept. has your back, well then I ask you to call Dugan and ask if he is going to pay the punitive damages. I mean hey he he said he has your back, lets see what he really means.
Throw out the anchor boys and girls the seaas are going to get rougher.

The problem is many of us work for "softball's" who love to impress their bosses by playing the "numbers" game no matter where we are sent. They still want CB's and cry if the numbers are down. "we need more heads, more heads guys!" STUPID!
I'm in 016 and this isn't new. Can't get a timely response to a 911 call up here, and when you do get anyone to show up the female cops act like they're doing you a favor. Maybe just arm the citizens and keep all these do-nothing down on the south side. Just like everything else, I pay the taxes, have a job, don't break the law, but the minorites get all the benefits of my labor. It's past bullshit at this point.
At 26th street last week, a blond woman gets on the elevator and she thanks the cops on the elevator for the great work they do, told us she appreciated our efforts. Then before she got off, she said to us: "And protect the homeland." Laughed my ass off, even the civilians are starting to get it.
that's okay to send us there, really it is. I like field trips. I always liked field trips to the zoo. I went on my field trip this year and saw a whole bunch of things! But the best thing about this field trip folks was that me and my partner had a solid "do not interfere with the wildlife" policy. Yeah there were others detailed out playing with the exhibits, but not us.... 016, 017, 019 and 020 are not going to tame the zoo, if the officers who work there can not, who thinks we will?
What's with the 1st watch "violence reduction mission" in 008? ALL 20 and 30 sector cars on 1st watch on a "mission" until the wee hours. The 10 sector cars have to cover the entire district. What political ball sack carrying moron came up with this idea? Taking cars from the west end of 008 and sending them all over the east end for nothing. Actually heard a Sgt ask a car for his results the other night and he responded a couple contacts, parkers and curfews. No cops in Garfield Ridge/Clearing while the east end cars aren't doing jack, not responding to domestics, in progress, NOTHING. Brilliant.

If you had ever been to OEMC you would know it is 1000X nicer than any police station. I don't know what you are talking about filthy working conditions. They have probably the nicest city building to work in. I'd go be a dispatcher today if my pay stayed the same.
Even though "I can handle it on my own" like that large traffic guy, I still feel better with those teams out there so i can hand off my less important stops.
Sending those tac guys out is a slap in the face to the Lathroop folks.....

I'm not sure if having our Tact team would have prevented the shooting at 4600 N. Central Park in 1723, but reading this now makes me feel even LESS safe for my family. Instead of increasing police presence, they are taking it away. Awesome.

Yes that means YOU!! (your family your tax dollars) have a less police presence in your neighborhood. Because all of the tac teams ARE ON THE WEST SIDE, not in the 020th district. And yes the CPD bosses will cont to lie to you. next time you call the police the response time will not be as good or as fast.

The economy is especially tough on low-level bottom feeding lawyers who can't get a private job so they use their dad's connections to get an alderman post. It doesn't take many votes to oust an alderman and they know it.

Not a chance Brother. What DOES need to happen is at the street level with the Beat Car.Id much rather limp into the station with a sizeable heroin arrest or a gun than skip up to a TRU Sgt and say "gee wally.....I got you an ANOV for pissin in the public way" and put my hand out for ANOTHER ribbon.IT might create some 'competition' for decent credible arrests.Mind you,however,it isnt a matter of "balls" its a matter of self worth. No dick face, the money is for when I'm working all night while you're sleeping in your bed. It's for working 6 days on with 2 off unlike your schedule. It's for working weekends and holidays on a constant basis while you're grilling in the backyard with your family. It's for going to court constantly on my days off. Hey, SCC, didn't they create a bunch of special units out of manpower stolen from patrol -like TRU and MSF? What are they for? Why can't the Commanders of districts call the CO's of those units and draw their manpower needs from them, instead of from neighboring districts that are short also? Why can't TRU man up and send some personnel to fill up the holes? Don't the bosses think of this? Does any one do an analysis of what all the special units do to justify their drain of manpower? I wouldn't mind loosing personnel, if they made up for it in reducing the workload. Right now, all it seems like is a nice hiding spot for the connected. They get to be in a Special Unit working 6 hr days, doing secret squirrel stuff that doesn't result in any real work, and we (everybody, civilian and patrol) get stuck holding the bag.

To the hero bitching about A/3 cops being useless and softballs with clout, let me rebut...
First off being realistic, yes some officers in these district are clouted softballs and useless, but so are some in EVERY district. Second off did you every take the time to think and realize that some of the people in those districts are there because they left the wasteland of the west and south sides due to a bid? I myself have made arrests in the west and south sides, guns, drugs, agg batts etc. The biggest fact is it is EASY to make arrests in those districts, why? because almost everyone is doing something illegal. I still make the statement if someone stops 10 cars in 015 or 011 and does not come up with a gun or dope they should retire because they shouldn't be the police anyway. Big hero warrior who made the statement come to 019 or 020 or 016 go on a team and see just how difficult it is when they are pressuring you for heads, but your team gets detailed out to some street fest for a week, and when that's done go on your days off and come back on a Sunday or Monday morning working days and try to find something. When you come back in you find out you have a week of some idiotic training to go to. You start to see being on these teams isn't so much of a big deal as people want to make it seem. And before someone responds "then just go back to the watch." I actually tried once a couple of years ago but was told there were no openings at the time and I needed to stay for a couple of periods and they would see what they could do. As it so happened things changed for the better and after trying to go back to the watch for 3 periods I decided to stay.

AND pulled my ass out a few times so PLEASE, hold that thought and go back to jerking to equipment magazines.Whether you see results or not from A/3 doesnt matter, they did and to this day DO earn that check.

i will say this much about the 017 tact team, we had a PO in our district who lives in 17 and was having problems with gang bangers off duty and the 017 tact locked them up almost everyday until the problem cleared up. maybe they dont do a whole lot but at least they have off duty coppers backs
The problem here is when you graduate from the academy , you should go to a very busy district 3,4,5,6,7,8,9,10,11,15. And you should be forced to stay there for at least 4 years by then you will know something about being the damn police. At least you would learn how to write paper. When you go to a slow district right out of the academy, you can't appreciate being there. There is fucked up shit that only happens in the ghetto and you need to know its out there. You think you are really doing something and in fact you don't know shit. If you don't like being detailed to the hood, then don't come get back to your beat car in 16,17. I think there will be a few hundred candidates for new dispatchers coming soon with the 55 year old retirements. Maybe there is a good idea in there somewhere. Naaaa... keep hiring the Democratic army of voters.

Other than the police officers assigned as dispatchers per arbitration, there are no personnel still on our job with dispatching experience from the old room. There are some with dispatching experience from BEFORE they came on the CPD. Some of our newbies have dispatch experience from other departments, as civilians and/or sworn, or as civilian dispatchers at OEMC before coming on CPD, but they are not in the 55+ group that will soon be retiring.
Further, our 55+ soon to be retired would probably have a hard time passing the multi-faceted and multi-step testing that has been in place since about 2002 to be an OEMC dispatcher. Even most of the dispatchers hired before 2002, some are known as the Trotter's Church Ladies, would have a hard time passing the tests because the "science" of dispatching has evolved electronically and it is even more complex and nerve racking than it was in the old room. Being a dispatcher is like being an air traffic controller without a window.
When was the last time 020 Tact made a felony Part 1 arrest anyway?

Maybe the plan is to make it so tuff to retrain them that they will then give up their D2 pay, and retire? (could you do the same stuff you did over 10 years ago and still be proficient?)...

Wouldn't it be absolutely wonderful if someone finaly came to his/their senses and this was the first step toward putting PO's back as Dispatchers and call takers. I suspect that would be a big improvement.

i will say this much about the 017 tact team, we had a PO in our district who lives in 17 and was having problems with gang bangers off duty and the 017 tact locked them up almost everyday until the problem cleared up. maybe they dont do a whole lot but at least they have off duty coppers backs

Great let the 016 tact team leave my district. Someone tried breaking into my house when i was at work. And from what 016 district tells me burglaries are up. common keep the tact teams in 016 so we can find these guys doing these crimes...

Yes! Last week I got a swell davenport with a matching hoosier cabinet from that address for only $5.
How bout in less than one week 017 has had 3 homocides and 3 more agg batts.....keep sending them tact teams out
