Completely Clueless

Honestly, this guy makes Inspector Clouseau look like Sherlock Holmes:
  • Rumor Mill *****
    J-Fed sat down with some 20 hire ups and a number of officers and they talked about 3 things.

    #1) Shootings! He wants to know why they are occurring more this year than any year since 1994. He discussed his command change in 011 and explained that new blood would quell the violence.

    #2) Revenue!!! He wants to know why officers are bringing in 30+% less tickets/ANOVs/Tows than last year. He explained that city hall wants more revenue and we need to help the city generate more $.

    #3) Motivating officers to work harder!! He talked about the new rating system and how if officers don't work hard they will face discipline(spar,dumped off car, dumped off watch etc..)

    If this info is true then J-Fed is truly a Gigantic Idiot!!!

    Word is more command changes by Aug 15th and surprise unannounced visits to 6 districts in the next 10 days to try and ask P.O.s why they are doing less(never admit to anything). He thinks coming to the front line will instill spirit/trust and it may jump start hard work.(he is high)
We've entertained hundreds, if not thousands, of comments on how to improve, fix, redirect, motivate, and repair the Department. Many good ideas are floating around here waiting for an opportunistic soul to run with them and gain fame and fortune.

But the political reality is that J-Fed has no power, no ability and no chance to change the Department. He blew his one opportunity and continues to make exactly the wrong moves each and every time. Everyone is hunkered down, waiting for the storm to pass. Different camps are waiting for the weather to clear and gathering their people to have their shot at power once J-Fed is gone. Institutional stagnation.

Parade magazine had an excellent article in sundays trib. about the F/2 chief of washington d.c., read it and maybe j-fed and co. can learn something. No surprise, but this person came from the ranks and "literally" EARNED the spot and is respected for having "worked" a beat car there.

I'll save J-Fed a trip with a couple of quick tips:

1. Want revenue? Settle the contract. Morale means nothing to you or us anymore, so we'll just consider it a regular job and treat it as so.
2. The shootings will stop when the bangers run out of bullets or when the liberal public and media allow us to do our jobs without out the poor gangbanger drama.
3. When you realize that a 27 year old kid that has never ridden a CTA bus cannot possibly know more about police work then your officers.
4. When you have a press conference stating that the politicians, reverends, and donators to the democratic party no longer dictate what happens on this police department, then we can move on.

OEMC kept it professional, told her a car from 015 would respond...she wanted 011...OEMC professionally told her that the accident was in 015 so it would be a 015 car. New blood. Right.

1. Shootings are up because blue shirts are tired of seeing their fellow officers thrown under the J-Fed bus and have decided not to put themselves in that predicament because its just not worth it.....duh!!! Newsflash, my family means more than some gangbanger.

End result is shootings are up.

2. It is not the job of the CPD or any police department for that matter to raise revenue. Police departments are not suppose to be used as a source of revenue. I know it may take some time to wrap your head around that concept.

By the way, quite frankly I don't give a rats ass what city hall wants. I, along with my fellow officers wanted a new contract over two years ago, but obviously city hall is doing what I want.

End result is revenue is down.

3. Let me get this right, your going to try to motivate me to work harder by threatening me???? Ok, so what are you going to do?
Well, you could send me to midnights, oh wait, I'm already there.
Or....you could send me to a shitty district, but wait, I already work in one....

Here is the bottom line.
If I don't see a traffic violation, I can't stop the vehicle.
If I don't see a person commit a criminal act as defined in the ILCS, I can't arrest him/her/it.

Even if I wanted to be proactive, I couldn't because my district is usually in RAP all night long and most of our cars are 99 and there are never enough cars to cover the calls anyway...
I could go on, but for the sake of SCC, I'm gonna stop.

You've accurately assessed the situation as it stands now, SCC. No one in their right mind can trust this guy, or Masters, the Policy Group, etc. Together, they've burned a number of careers to the ground; shoved several good people around, and many others out. And it is apparent that Black exempts are particularly vulnerable.
The inner circle around WEISel seems to be equally clueless. When Weis goes, there will be a serious purging of the 'yes men' around him. It will take more than a few years, but hopefully this Dept. can get back on some sort of positive track by 2013.

To be a succesful leader in policing one must due three things
Empower his/her subordinates.
Encourage his/her subordinates
Equip his/her work force.
J-Fed has failed in all three and has been around long enough to have corrected things in all three areas. Too late J-Fed, you have lost the trust you never where able to gain. Institutional Stagnation is a good explanation of what shape the Department is currently in. So move along J-Fed go down in history as worse than Cline.

I just spoke to my in-laws in Naples Florida and the Chicago violence is a headline story in south Florida. If it has made it there it has made it as a headline in several other places. Daley must be stomping up and down like a little kid in his office. Weis will be gone soon. Daley never likes to be embarassed in the news, especially nationally.

Wait...I've got it...an Alternate Policing Strategy to empower the officer to do whatever he or she needs to do to reduce crime on their beat by using the triangle of location; victim;offender. And, working with the community and gaining it's trust. Oh and yeah we have to hire bosses kids to pass out free pens, refridgerator magnets, and rulers, with our logo. And certainly we need new decals for the side of the beat cars..contract anyone? I am soooo supprised no one has thought of this already!

BOP policy requires that inmates be placed in an appropriate to their security rating facility within 500 miles of their projected release location, with exceptions to this policy to be made only when such placement is, at the time of placement, contrary to the operational criteria of the BOP.

It is possible that the selection of the particular BOP facility to which Officer Cozzi has been designated was based upon factors not apparent to those unfamiliar with the operational criteria of the BOP.

I know most of you have studied leadership, have read those nifty books that teach you how to be a three-minute manager, or how to manage like Genghis Khan or Atilla the Hun. But I want to give you a run-through of the basic lessons I learned in combat. They will stand you in good stead in any walk of life:

— Always put your people first.
— Loyalty should flow down first; then it will come back up multiplied ten-fold.
— Lead your group on a search for excellence in everything. Neither give nor accept 2nd place trophies.
— Know that morale often depends on very small things.
— Respect every person’s dignity. Always!
— Always be ready to fight for your people.

Fortunate that Hal Moore and I have shared a half a lifetime of close friendship. Fortunate that that friendship not only survived but was strengthened by the act of co-authoring a book. Fortunate that none of the million or so bullets fired in my direction during that battle, and scores of other battles, ever so much as scratched me. I have an incompetent command staff who haven't a clue about how to actually run the police department.

I have a corrupt mayor who acts more like my sworn enemy than any respected leader. He is much hated by all in blue, except perhaps for his own bodyguard unit. Most of CPD would jump for joy if Mayor Mumbles were to be indicted and get sent to prison. I should write tickets and make revenue for that miserable prick? No fucking way!

Going now on three years without a contract and it is obvious the stuttering prick couldn't give a shit. Same here. I don't give a shit. And with my seniority they can't dump me off the watch and if they dump me off my beat car that 20% of remaining activity that I still perform will drop closer to zero.

Threaten me with evaluations and ratings and disciplinary action? FUCK YOU! Let me know how that works out. I NEVER to pre-Weis levels of activity. NEVER.

Try turning the police department around, try getting the command staff to stand united and all of them sign a petition demanding that Shortshanks settle the contract NOW and then try running this department properly. Try not having a revolving door for the commander-of-the-day-lets-see-if-this-one-works-or-he/she-will-be-dumped-soon-too.

It is simply unbelievable how fucked up the police department has become and in such a short time too.

Make no mistake, this is how Richrard M. Daley wants his police department. This is what you get after years of corruption and clout promotions and after years of broken promises and protracted contentious contract negotiations, a workforce that doesn't give a shit.

Screw that, I say all the top heavy bosses suit up (no fancy stars, no fancy drivers - as a working PO )and report to the busiest districts to work for a month. Yes, have any of them do 30 days of PO work. Let them see first hand how our technology works. The backlog of calls, the disrespect (more so from our own Mayor, our own dept and then the general public).

After they sit and process a few arrests in I-Clear, they'll maybe get a clue as to what really is going on. One arrest report, 1-??? inventories, etc. Let them experience first hand working the streets, desk, and lock up yes for a full thirty days, after that anyone of them can judge the "lazy PO" and come up with their creative solutions.

* Also you need to boost morale. And how do you do this. Help get the Mayor to seetle on a contract. And stop appointting bosses that are politically connected and do away with MERIT. It hurts when people walk up the ladder because of MERIT when the REAL police are still on the street. How can you be a boss on the street when you have never been in the working police shoes. Sitting behind a desk as a cop won't give you what you need to direct the men on the street.
When the boys & girls can respect the bosses for their experience and knowledge then they can work for them.

The Cook County Republican Party announced Tuesday a $10,000 reward for any "whistleblower" who provides information leading to the indictment and conviction of Mayor Daley for violations of the Shakman Decree or other forms of political corruption.

The Shakman Decree is a federal court decree that bars city officials from hiring employees for political reasons.

"The arrogance of Richard Daley is appalling," Gary Skoien, Cook County GOP chairman, said in a statement. "The corruption is so pervasive, so extensive and has been going on so long that most of these insiders don´t even have a clue that their actions are illegal. We hope that this reward will inspire someone with critical knowledge to come forward."

The mayor´s office called the bounty "ridiculous, politically motivated and undeserving of further comment," according to a statement by Mayor Daley´s press secretary, Jacquelyn Heard.

"First of all I think it´s clear that we have a serious problem in City Hall," Skoien told RedEye. "The thing that´s more ridiculous is a mayor who has been governing for 16 years and … had no idea of the kind of criminal activity going on down his halls."

The $10,000 reward, which Skoien said would be paid out by the Republican party, is part of an effort by the Cook County GOP to expose political corruption. The party announced its 312-WHISTLE hotline and Web site in February, providing an outlet for people to leave anonymous tips at about corruption at City Hall.

OT: domestic in 016 last night at Canfield and NW Hwy. Two women beating the hell out of each other, some asshole stuck in the middle. Half the block is up. Cops finally show up about 15 minutes later, and it's not you guys, it's the County Sheriff. Where the fuck was CPD?

We're paying all this tax money, for no police service. Who do we complain to, because I'm willing to bet most of those supposed to be in our neighborhood, were detailed out to the ghetto. Unbelieveable.
It's just a matter of time before I hear gunshots, screams, and the cops show up 20 minutes later.

#1) Shootings! He wants to know why they are occurring more this year than any year since 1994. He discussed his command change in 011 and explained that new blood would quell the violence.

-- Not enough officers out there. Empty some of the units and put them back into patrol.

#2) Revenue!!! He wants to know why officers are bringing in 30+% less tickets/ANOVs/Tows than last year. He explained that city hall wants more revenue and we need to help the city generate more $.

--Can't get a raise? No $ for the city. Not enough officers out there. Can't waste time on the little stuff.

#3) Motivating officers to work harder!! He talked about the new rating system and how if officers don't work hard they will face discipline(spar,dumped off car, dumped off watch etc..)

--More officers = less burnout for the officers in patrol. Don't care about the rating system. It's flawed and it's not fair. It does not account for calls for service & reports written during your tour. I work during my tour and can't always get #'s due to calls, reports, details, training, desk duty... whatever.

This is a department of the "haves" and the "have nots."

First, the "have nots." These are the no clout people toiling away in the districts with no manpower, no support from highers up, bad working conditions, no cars, no pdt's, no time due, and 15 or 20 jobs per shift. The "have nots" are burned out, and they're scorned by the "haves."

The "haves" are the people in the specialized units with the good bosses, air conditioned offices, short hours, decent cars, and the attitude that they're better than the "have nots."

Jody, get rid of this caste system. Put the manpower on the street. Then, you might be able to accomplish something.

Dalys crime reduction stradegy is working. Less police equals longer response times. If someone calls 911 but the police dont show p for 1-2hours the victim gives up and goes on with their day. The police finally show 19p, or 19b and bingo the crime never happened. Calls for service to 911 are up but actual reported crime is down. Daly can get this city to have less crime than Napervill if he keeps letting P.O's retire and doesnt replace them. Just because there is no reported crime does anyone really thingk the streets are safe. Daly might be a mumbling little dwarf but he is an evil genius.

The Chicago Police Department has become a joke. Once a proud department it now lies at the bottom of a toliet. The gray hairs are leaving and the hair gels are learning by the seat of there pants. There is very little leadership. JFED is way over his head and seems to think his shit does not stink. I know some Feds here in Chicago and they are embarrassed by JFED. But he really is not the one to blame. The only thing he did without consulting Da Mayo first was Cozzie. Word is that Da Mayo gave JFED an earful about the Cozzie thing after seeing that it had a horrible effect. Da Mayo did not care at first but he has scolded JFED for not giving him a heads up on the Cozzie matter. Other wise DA MAYO is to blame for everything else. He had to hire a FED or else the Feds were going to take over the department. JFED did not even apply for the spot but was chosen from magical Daley dust. DA MAYO is to blame!!! He ruined the moral of the department years ago by playing games with our untimely contracts and meritoris promotions. Most of the promotions were elevated to to spots without any sufficient police knowledge or background. Even if I wanted to be proactive, I couldn't because my district is usually in RAP all night long and most of our cars are 99 and there are never enough cars to cover the calls anyway...

I am admittedly new to the job, so I can't honestly rely on my years of experience to guide me as I wade in on this topic. What I can rely on is life experience, and in my experience, particularly my experience as a former Englewood resident and a current Roseland resident, there comes a time as a man that you have to knock a muthaf**ka out. JFed has castrated and sodomized this department. There is no way in the world that my, early 90's police predecessors would have tolerated half the crap I have to tolerate as a JFed lead, penisless henpecked police. I am a lower ranking exempt typing away from my undisclosed location near Rainbow Cone. Perhaps I'm even sitting at Rainbow Cone. Yes, we do read this site. At least those of us who weren't triple merit promotees and are capable of reading at more than a 8th grade level.

I'm well into my third decade in the CPD. I'm in this glorious position because I test well, moved up quickly, and likely most importantly was born into the Shamrock Promotion Society.

I'm not of the opinion that "a Fed" is incapable of leading the CPD. I am of the opinion that the current Fed is incapable of leading the CPD.

He lacks the common sense and ability to connect with the members of the department. One adjective that could be used to describe Superintendent Weis is "incurious".

I've said it here before, but the department desperately needs an URBAN law enforcement professional to run it. Someone from outside. There are 1/2 a dozen candidates out there who would make excellent superintendents and have run decent sized police departments with success.

Our current Mayor clearly hates city employees. I don't think "hates" is too strong a word. Without the ability to hire and fire with only politics as a criteria, I suspect he would rather privatize everything.

Ultimately the problems with this department have to be laid at the smelly feet of Richard M Daley. I'm unsure why he hired Weis, but I suspect he wasn't impressed with the "crop" of potential Superintendents from inside. The process of removing Phil Cline with a forklift and finding a replacement was difficult.

I don't accept the theory Weis was hired to keep Federal oversight out of the department, but I might be wrong.

I also suspect that Weis going after FBI Agent and 9/11 whistle blower Robert Wright had to impress Daley. Daley probably recognized a kindred spirit. A man after his own heart. Someone who could bend the department to his own will. Or so Daley thought.

Instead of getting Nietzsche's "Superman" the department got Elmer Fedd. I guess that whole concept of bending lesser men to his supreme will didn't quite work.

Ultimately two things need to happen to "save" this department. First, Richard M Daley needs to retire or be forced into retirement. Second, the new Mayor needs to hire an experienced urban police professional and then get the hell out of the way for 18 months.

I'm not holding my breath.

While I would like to see the results of a 5 - 10 year study done here in IL that allowed people to carry a concealed weapon I am beginning that would have much of an effect on the shootings here in Shitcago. My reason for thinking this is that in most cases (prob upwards of 90% of the time) the shootings are shithead on shithead neither of which would be able to obtain a concealed permit anyway. The robbery/burglary rate would probably see a significant drop though.

I'm embarrassed for him. Really, but this is the corporate mentality. Have a bunch of meetings just so you can say you did (knowing ahead of time what the REAL solutions are but confident that nobody will open their mouth to contribute any input of genuine value for fear of losing their supervisory position) and bask in the glory of hearing yourself talk. When nothing comes of it, you create a panel to research the issue or blame the lower level employees with "not getting on board." Completely fucked up but it keeps them content and occupied. Unfortunately, the CPD is NOT a corporation and officers can literally get hurt or worse by the continuum of egotistical, academic posturing. I strongly imagine that Weis and Daley are the laughingstock of the law enforcement agencies all over the country. And I feel bad for all the dedicated officers who still choose to work in this climate of bullshit and self-aggrandizement. I would imagine that it insults their intelligence and undermines all the honorable reasons they put on their uniform every day.

Hey what’s up with all the rumors that an old timer in 19 was at Masonic hospital on a dui, and after the copper told the nurse to start a dui blood kit the nurse had not started the kit due to it being a busy sat night in the E.R., that the 19dist copper locked her up for obstruction? Here is an example of who Penelope looks out for.

Back when she was a recruit, P.P.O. Jones as she was known then, talked to the watch secretary about how working the desk would help her get her kids to school on time, so she ends up working the desk with a good old fashioned desk crew, everyone took care of each other, everyone got to duck, life was good for Penelope.

Well Penolope gets off probation, and the next day she says to the watch secretary, "I want my piece of the desk sergeant money, instead of dividing it between you three, it should be split between the four of us".

Next day, Penelope is on the wagon.

So Penelope go to the Kingfish (Sanford Neal) and convinces him that there should be a black on the desk at all times.

The watch puts Daisy May on the desk, (she was fun), Penelope gets pissed, goes back to Sanford.

Order goes in the book that she is assigned to the desk, not to be reassigned w/o commanders consent.

Next night Penelope is on the desk, announces it is her Friday, and begins to pack up about 2:30.

Desk Sgt. says that she cant leave, there must be a black on the desk.

Would'nt you know it next watch came in at 6:00 A.M. instead of 5:15 as they usually did.

Penelope stopped asking for Desk Sgt. money.

Continued working the desk.

A year later she was a meritorious dick.

Yeah she deserves to be a Commander.

I have a point of contention with some of the ideas here. I agree that morale and productivity are down due to lack of leadership, contempt for J-fed, no contract, and being thrown under the bus. But...shootings are not up due to anything we as the police do or don't do. Shootings are up because the economy is down. We, as police, have little control over this. It is insane to think that the police can prevent all crime, especially when the economy is in the dumper. Shootings are up because the money flow is slowing down on the street. The slower the money, the more dope spots you need to make the same amount of cash flow that you had prior to the recession. Thus fighting occurs over who controls the dope spots. Gunfire ensues and the guy with the best aim and biggest gun gets the spot. It is all about economics, believe it or not. Contract or no contract, high morale or low morale, we, the police, are not at fault for this. The 90's were some of the deadliest years this city ever experienced, I was there. It wasn't because we were sitting back due to lack of a contract, we had a contract, and a decent one at that. We had tons of cops. The academy was putting out class after class of people onto the street. We were near the 16,000 mark. Watches were as full as ever. Yet there was still 800+ murders. Why? The economy sucked. Money was tight and people wanted more. So they killed each other for...wait for it... dope spots. We have come full circle. City revenue might be down because of slow ticket writing, morale might be down because of a lack of leadership and backing by the exempts, but crime is up because the economy sucks, nothing more. It is not our fault. Bad guys want money and they are willing to kill for it. Bottom line. Moral of the story is, whether you are out there running and gunning, or chilling in the hole, watch your ass, if you get between the dude with the gun and the money he is after he may just try and bust a cap in your ass. Watch your six, cover your partner's ass and go home without any extra holes or bumps and bruises at the end of your tour.

I have looked at my 'portfolio' in the new performance ratings. Fitness award from 2008 does not appear, although it appears if you access 'awards' from the CLEAR system. There is a contact card in there that is attributed to me from the 008th district (never been anywhere near 008), and the total number of parkers I wrote is 0. (also incorrect). Arrests appear to be close to correct, though.

Officers, if they are going to use this system to %$#$ you, you had better make copies of everything you do! Apparently this is another CPD computer system that went into 'production' mode with no debugging.

If he Really wants to listen to people, then he should be commended. Maybe he realizes that he has been listening to the wrong people thus far. He should take a good long hard look at his bureau that looks at internal investigations. Thats a source of bad blood here. Officers are afraid to go out there and do what has to be done. It seems like IPRA is doing a better job than our own sworn guys and gals. The folks over at IAD have sustained some cases that at worst should have been NOT SUSTAINED! There is already a grievance filed to get those POWs out of lexington street. They sit there and rot away. Sometimes their cases are sustained and they sit there for months even years. It will be interesting to see when the arbitrator hears that grievance and the department is asked why people are sitting even after their cases have been long investigated. If the boss sees that his IAD has sustained cases that have been wrongly investigated, have them looked at again. Get our working people,who in many cases are the same people who can do the job of getting the dope and guns off the streets,BACK TO WORK!

I will offer you some insight and wisdom as put forth by the great Sun-Tzu in his Art Of War.

This wisdom can be applied to your circumstances as Police "General" as well as in war.

Mr. JFed if you are not fully cognizant of the dangers inherent in doing battle, you cannot fully know the benefits of doing battle.
Therefore, if you as General don't know what can and can't happen, then will not be able to know how to gain advantages.

A wise General must choose his battles carefully and must weigh the risks of battle against the potential advantages.

Committing men to battle is a most serious undertaking and should only be done after extensive preparation and planning.

Generals must be aware of the costs and benefits of waging war and even then, should only engage the enemy when they positively know that the enemy can be defeated.

If you, as leader are not aware of the costs and consequences of leading an organization, then you cannot fully understand the benefits achieved by leading that organization well.

You are more likely to make the best decision if you understand the consequences of making the wrong decision.

Gee, let me see if I have this right. Police have to live in the city with over priced housing and taxes. Pay tuition for k-12 unless your one of the ones with clout to get your kids into a magnet school.Good bosses are few and far between. The salary compared to other major cities is less and the other cities get a cost of living raise every year besides their raises on their contracts. Apparently Jody must be smoking someting if he thinks Police are going to do anything to make him look good. Maybe the feds never heard the term "one hand washes the other". I am just glad that after 30 yrs cpd I now live in a warm climate and after selling a small older house in Chicago can now afford to live in a brand new house 3 times the size with a pool and pay 1/3 of the taxes I paid in Chicago. Maybe Daley should give the Police a percentage of the fine for every ticket they write and then everyone will be happy. He'll get his tickets and maybe the Police won't have to work 2 jobs to put their kids through grammar school. Sound like a plan to me.

I know one heavy DUI writer in 019 1st watch who threatened nurses in Il Masonic with exactly that when they refused to perform a DUI kit on a subject that was in a PI accident. per IL State Law police are empowered to order blood and/or urine draw and the hospital is given immunity per state law. However some hospitals say fuck you to police because they fear the lawsuit from the citizen more or they don't know the law.

To the gent married to a nurse, let me start by saying good for you and great for her she is on our side, but get your facts straight. The ER staff at Ill Masonic HATES the police. This particular incident the officer ordered a blood draw and the nurse refused because she "was too busy." This went on for 3 hours and still no blood draw. The other person involved in the crash did not look like they were going to make it and Ill Masonic staff refused again to do a blood draw. Admittedly the officer is a softball, but he did what he felt was right and took action. After the bosses got involved the nurse admitted that she didn't have time to do the blood draw because she called Ill Masonic legal and was waiting for a call back to check to see if she had to do it, that was why she was "busy". I'm almost positive I wouldn't have taken out the cuffs but hats off to a big balled decision by the officer.
