Guns at the Airport - Part II
The continuing saga of a Billy Joel/Elton John fan who just wanted to meet the stars. There are too many witnesses to deny the event happened, despite the protestations of the 19th Ward Political Action Committee. Here's the problem:
- There was only one authorized detail at Midway Airport - a dignitary detail for Secretary of Defense Robert Gates. While violating untold numbers of City, State, Federal and TSA rules and laws, she led a party of armed Elton and Billy fans onto the airfield where they ran into the actual authorized security detail for Gates. Confusion reigned and at least one CR was generated.
There appears to be some weight and heft to the story and more than a few questions that need answers. Like this one - General Order 08-01; Section V, subsection C:
- C. In no event will an exempt member be permitted to have any interest whatsoever in any security firm, guard service, or private detective agency; to work as a security guard, private detective, watchman, defense investigator, or security consultant; or to be concurrently employed by another law enforcement agency.
So what we have here is a conundrum. Either the exempt fan violated assorted rules, regulations and laws and therefore should be prosecuted, or the exempt is in violation of General Order 08-01 Section V-C and should be removed from active duty pending the outcome of the investigation, and if guilty, suspended or fired in accordance with existing precedent and disciplinary schedules.
We sure hope this "Celtic Consulting" isn't a security firm, even though it's listed with the International Association of Professional Security Consultants. That might be a slightly larger problem if true.
We know we're going to receive a whole bunch more hate mail and vitriolic comments regarding this post, but pointing out the multiple sets of standards applied to the clouted class, even in the face of alleged J-Fed "reforms," is looking out for the interests of every single unclouted man and woman on this Department. A department that seems determined to commit institutional suicide by any and every means possible.

Here you have a clear cut abuse of power by an exempt member and her entourage, either for profit (Against General Orders) or for pleasure (a Fan) but either way, does she belong in this position after such an obvious case of abuse of her rank? I checked the state site ( dept of financial and professional regulation ) and did a search. No such sompany licensed in the state.
They must have dropped big bucks to get onto the field, sine they violated city, state and federal guidelines.

Illinois needs a law like other states have that prohibit anyone with a button from using it to work security off duty. The 19th Ward IS Daley. The Joyce machine that is the 19th Ward created HDO, which took power from all city ward organizations and gave it directly to Daley. With HDO, Daley controlled every city perk, every city service, every city job that was offered up until about 5 years ago when the Feds closed down HDO.
Now Daley has figured out that he can still control all these perks if he can PRIVATIZE city services. That way he can control jobs and services through the private contractors that he gives city tax dollars to. Daley reduces his exposure to federal indictment because he won't directly control hiring or services. He'll just control them indirectly through the private firms that he makes rich with city tax dollars.
Why is he still Mayor? Look no further than the political hacks (many of whom call themselves police officers) of the 19th Ward.
Many of these 19th Ward Political Hack "police officers," as they call themselves, are often seen marching around the local district or area lambasting Daley as a crook. Do not be fooled. These same officers are the filthy grease that keeps the Daley machine running full bore. They don't support him directly, no, no, no. Reminds me of the time (way back) when the Beatles landed at Midway. It seems there was a boss who had two daughters that were out on the runway with all the dignitaries. During the chaos the girls ended up getting trampled, nothing too serious but one of the girls had a Beatle boot imprint on her back. Turns out she switched over to the Rolling Stones after that.

Captain is an SES rank. It is not career service. She can go from commander to lieutenant in a heartbeat.

The highest career service rank you can attain by testing is Lieutenant.
The rank of Captain can only be attained by being appointed by the Superintendent. It is not a career service rank.
Exempt ranks are Command level Gold Star ranks.
Captains and Exempts can be demoted to their career service rank.
Lieutenants cannot be demoted.

I was there, I saw ya and Peter Brust's family happily told us who he was and that they got the tickets from Commander RW. Don't take any of them to a Robbery! Sounds like blackberry evidence...hmmmmm

Ruth Wedster has a Pri. Security Contractor Lic. # 119-001224 issued in 2008 with DPR, no Agency Lic. found for Celtic Consulting. If she has any employees providing actual security officers (guards) it's a violation of 225 ILCS 447 and DPR rules & regs. Consultants are not required to be licensed in IL. Monterry Security operated for several years w/o lic., when caught obtained license and minimal fine;was/is owned by brother of Solis. Check their licensure status on DPR web site for discipline details.

Ahhhh so this is why it is hush hush about this incident? Peter Brust was there compliments of the Commander? Isn't this Weis' guy? Isn't this his best man at his wedding? Is this the FBI guy taking gratuities? I thought Weis was against that? Didn't take them long to do things the Chicago way.

While you are correct about her career service rank, I merely cut to the chase in my original comment. Read on.
Normally, when they demote a gold star and are banishing them from the gold star club at any level, they demote them to captain, if the demoted person held the rank of captain previous to getting a gold star. Ever hear of Kris Kolman? Wedster was promoted to captain before getting the gold star.
Now, if the gold star was never a captain and they are being banished from the gold star club at any level, they return them to their rank previous to receiving the gold star. Ever hear of Hiram Grau or Ralph Chiczewski? They were returning to their rank of lieutenant, but hit the medical and then retired and almost retired immediately, respectively. Ricky Guerrero was knocked down to lieutenant because he was never a captain, but he did not have enough time or age(?) at the time of the first demotion, so he stuck around.
If the banished former gold star was a captain previous to getting the gold star, and are being banished from the gold star club at any level, they had to really, really, really mess up to get knocked down to lieutenant, but either way, getting launched to captain or lieutenant, the message should be very clear to the former gold star, it is just a bit louder if they are getting bounced to lieutenant. Hopefully, Wedster will be knocked down to the rank of convict.
That said, I hope for the day when Keating is Beat 520 on the 3rd Watch in a Tue/Wed day off group.

while I'n no fan of ruthie, remember this. There is nothing, repeat nothing improper of an exempt rank member holding a license. The issue comes in, when they are working outside the department. There are provisions for exempts to consult, but this has to be approved by the Super.

Just so you all know, those tickets to the Elton & Billy Joel concert were more than 175. They started at $250. So if Brust and his family went that was a lot of a gratuity. With the commander and the on duty p.o.s from the academy there too the cost of those tickets were in the thousands. Some gratuiity. But it's all legit folks. Nothing to see here.
