THIS is Real Reporting

Too bad the only guy doing it is working for a paper that has limited readership and gives itself away for free:
  • It was created more than two decades ago, to great fanfare, to try to lift what was then a struggling downtown, and it quickly amassed millions of dollars for Mayor Daley and other elected officials to play with. In 2008, at the legally mandated end of its 24-year life, the city spent about $365.5 million from the Central Loop TIF's coffers—more than the city has ever spent in a single year from any TIF fund, and more than the total expenditures from the TIF over the previous three years combined. For a little perspective, that's the equivalent of about 70 percent of the city's predicted budget shortfall for 2010.

    The process for phasing out a TIF is fairly straightforward, at least according to state law. The city can either spend all the money before it's closed or hand over what it didn't spend to the schools, parks, county, and other taxing bodies.

    Well, in early July, when the city finally got around to releasing the 2008 reports on its 160 TIF districts, we found out which option the mayor went with. I'll give you a hint: the schoolkids didn't win.
Ben Joravsky names names and companies where hundreds of million of dollars disappeared to the detriment of Chicago neighborhoods, schools and communities. It also gives lie to much of Shortshanks's pleading poverty and needing to lay off hundreds of workers.

Great article by Ben! He needs to break it down even more for some. These TIF Districts don't just take money away from Parks and schools it takes money away from the general city fund (our property taxes). Everyone who pays property taxes takes a hit even if you don't live within a TIF. The TIF puts a stress on all the city services police, fire, S&S, water Dept, ect. The money skimmed off from the TIF is budgeted city money. Once the money is skimmed off the top the budget is behind millions of dollars. DA Mayo is a Crook who lives in CROOK COUNTY. DA MAYO needs TO GO! Say NO to DA MAYO 2011!!!

Daley and his cronies are liars and thieves, this is well known. Unfortunately, the fact that there isn't a mob outside his house with pitchforks and torches says something about Chicago that few wish to acknowledge. As someone once said, you get the government that you are willing to accept, and the sad truth of it is that Daley clings to power because so many of those that he rules are willing to accept what he does if there's a chance for THEM to get paid. Daley is far from the only slimebag in town, he's just at the head of the pack.

How does the land (needed for Olympic housing or venues or whatever) on the west side get sold to the connected developer for a fucking DOLLAR?

Or my favorite: the front page full picture of the canine copper a few years back who committed the egregious violation of parking the canine car in his late wife's handicap spot. You must be a D-1 with no plans on making it any higher. You need to know that the D-2's and D-2A's are coverered by the same contract you are. So if you ever get promoted to to one of those spots then you will be the saying hey I want to make that extra money I have a contract. But since you are so short sighted I doubt you'll ever get it. Remember the D-2 and D-2A'a still have to wear the blue police shirt like you and the title is P.O. assigned as detective, canine handler etc, etc,,,

The FOP needs to compile all the facts relating to monies collected from, TIFS, skyway deal, midway debacle, meter lease, etc. and present it to the Arbitrator when one is chosen. Daley cries poor but it is because he and his criminal organization (the alderthieves) have given the taxpayers dollars to thier connected friends and family. Im sure there is a pot of gold waiting for the Mayor when he leaves office, kickbacks from all his dirty deads. He senses the end is near and hes padding his pot. FOP force these crooks to open thier books (it couldnt get much easier, the facts are available from numerous sources as SCC has provided several examples for you.)

There might be hope on this one.Saw an article in the Sun-Times the other day that stated Daley won't be able to completely raze the entire former hospital site due to the fact that some of the buildings had been designated as landmarks. Oh, if this is true I would love to have seen the melt down Daley had!

It was an interesting decision. I am a D2A and can honestly see both sides of the argument. It should not affect the Obama detail and the other one where only patrol d1 and d2 were allowed to articipate.
However the city's argument that D1 is non-specialized should really stick in the craw of all those who are d1. Some of the best Officers out there are d1 and between this and the fact the city will not train you to be a first responder shows how what they think of you. Stay safe and enjoy the OT.

You are right, I don't read the reader, but I will start now. If this Ben guy is doing good investigative reporting then more power to him. My original post was in more of a general vein in that there is not enough of this kind of digging going on. I am used to it, it won't change because the reporters don't have balls, but it still pisses me off.

I have no problem with D1 patrol officers getting an exclusive chance for OT. There is plenty of D2A OT available for someone who is willing to do even a little bit of work. There are several thousand unsolved crimes and OT is available to close out virtually any one of them.

The real issue is how much leeway does management (City Hall) have in determining assignments, whether they be regular duty or OT. With half of this department leaping into management units, the contract is becoming more and more irrelevant. Each individual officer is looking for any perk he can obtain for himself, even if that perk comes at the expense of his fellow union members. This is the receipe for dissolving a union.

City Hall ultimately wants the authority to determine duty assignments and OT opportunities based on "merit." This way the city can force activity from all members by providing a few perks based on their efficiency rating, while the vast, vast majority of perks will go to the politically connected.

Congratulations on your "win," officer. City Hall is one step closer to making their (his) dream a reality.

Always wondered why an old time Lt called detectives "defectives", though I would never piss on this man to save his life, if he was on fire. My early days for the contract always favored the dicks over the patrolmen. Never understood why them, got a better deal but took it in stride (they are more cerebral then us PE-ONS). Fair enough, BUT to put down the the men and women who pound the pavement everyday..... GO FUCK YOURSELVES, DICKS!

There might be hope on this one.Saw an article in the Sun-Times the other day that stated Daley won't be able to completely raze the entire former hospital site due to the fact that some of the buildings had been designated as landmarks. Oh, if this is true I would love to have seen the melt down Daley had!

The pertinent part of the contract which the arbitrator ruled on is a section from Article 4:

ARTICLE 4 – MANAGEMENT RIGHTS
The Employer has and will continue to retain the right to operate and manage its affairs in each and every respect. The rights reserved to the sole discretion of the Employer shall include, but not be limited to, rights:

A. To determine the organization and operations of the Department of Police;

B. To determine and change the purpose, composition and function of each of its constituent departments, and subdivisions;

C. To set standards for the services to be offered to the public;

D. To direct the officers of the Department of Police, including the right to assign work and overtime;

Management maintained that it was their right to assign who (by job title) worked overtime initiatives and the arbitrator agreed. Like it or not that is the decision and is now the CPD equivalent of a Supreme Court decision. It is case law for future grievances on this subject.

I believe the FOP should have won because the ranks denied the OT are not permanent civil service ranks like sgt. and lt. One can get dumped from D2 or D2A positions. It isn't as easy as it was years ago but it does occasionally happen.

I went for the interview in 2004 and ultimately decided no. I got phone calls and emails for months asking me to reconsider and to sign up.

People I know with military experience went for it and were as far as taking the training in Virginia and walked away and came home. The security is not good and you are not military over there or even protected by military.

Then they blew up the HQ of this company (DynCorp) in Kabul and took out a management group.

Police officers and police stations are routinely targeted and disappear in large explosions. The security situation was not to my liking and I backed off.

Unless you are former Special Forces or Seal or have some type of similar specialized military training and experience and feel very confident operating essentially behind enemy lines in an insurgent environment I would go put in for special employment instead.

I read through that decision and it opens the door for the city to next try to limit overtime opportunities to time on job, i.e. only 9161 title code with less than 5 years on the job. They can cite management rights and the desire to get the most bang for the buck and get the most officers for their details. Good Luck.

Bask in your glory now, but when you are cut out and can't get it, I will be saying how good it is that the city can save a few dollars by hiring back a few newer officers at your expense.

What goes around comes around.

You heard it here first.

The next move will be to set up criteria that you must have less than 5 years in grade to work opportunity A and Opportunity B.

If you call unlimited overtime the kind where you are ready to leave to your daughter's first birthday party and now you can't leave because of a big caper, you can have it.

Quite a few of you won't even make an arrest let alone take a report when it's time to go home but I am supposed to be grateful for this kind of overtime, the mandatory unscheduled type.

If you think I get unlimited whenever I want overtime, you truly are stupid.

Sorry but I would like more opportunities to sign up for pre-planned overtime events that I schedule based upon my availability. Unfortunately those opportunities just got slimmer.

I am sure you imagine me saying to my sergeant "yah, can I stay late today to type some reports at time and 1 1/2." It just doesn't happen that way anymore.
