Terror Drill

  • Somewhere between Navy Pier and the Shedd Aquarium, terrorists took over the cruise ship Odyssey. Men with automatic weapons boarded the luxury cruise liner at around 6 a.m. Thursday morning storming around the ship with the intention to take over swanky lake liner.

    But don’t expect the National Guard to come around with guns blazing. The terrorists who took over the ship are actually Chicago Police and FBI agents practicing an anti-terrorism drill. The authorities are using marine and air assests to simuluate the hijacking of a maritime vessel on the terrorism hot spot that is the Great Lakes.

    The anti terrorism drill is expected to last into the afternoon and portions of the mock-take over should be visible from the shore and the water and airspace immediately surrounding the exercise will be restricted, the FBI said. The effort is designed to test and improve response capabilities and coordination in the event of a real attack.
But how about something for the actual first responders on the street? Somehow, we don't see terrorists taking over a boat unless they're just going to execute everyone on board. It's too slow, too space restricted and not nearly dramatic enough if they run it into a concrete pier in a half-assed suicide run (they'd run aground at half the touristy spots anyway).

How about a few decent drills at the elevated trains, subways, downtown buildings and schools?

Us in patrol are the LAST to get top-notch training, resources, equipment, weapons and manpower but curiously we are the first to encounter any terrorist attack, natural disaster or school violence incident. Its nice that a bunch of 35/Michigan P.O.s and monday thru friday agents are practicing for an attack but in reality they will the last people to show up and who will be the first line of defense???

The lowly patrolman that JPUD, Duggan, Brust and King Richie would rather shit on than give the time of day. Its a shame but thats the truth, we are expendable to these bosses and they will sell you up the river to save face. Beware, and look out for each other because the gold stars on this department sure aren't.

Off the topic: Did you see the picture in the Sun Times os the two transvestites who robbed the Irish immigrtant at Belmont and Sheffield? These two are frequent visitors to the Center on Halsted in the 23rd district which caters to the gay community. By the way, this cash strapped city we call SHITCAGO sold the land and the property which is located at Waveland and Halsted to these liberals for $1.00. Thats right ONE DOLLAR! Now the community is outraged because of all the violence and chaos the Center brings to the surrounding community. Stay tuned, this is going to get interesting with Commander Boehmer and Alderman Tunney with a lot of questions to answwer.

SCC, you make some very good points. But lets face it, the CPD does not have the manpower, equipment or leadership among other things to correctly respond to an actual terrorist incident.

For instance, how are we(beat officers) suppose to respond to a terrorist incident when we don't even have the manpower to answer the calls for service that come in now??

Equipment, don't get me started. I could go on all day. Needless to say, the department has neglected to keep up with technology and it shows when you look at any suburban town and what they have.

Leadership....oh boy, all I can say is IT SUCKS. We have bosses that can't/won't make a decision when the time comes. We have bosses that scream on the radio for a simple hit and run. How are we suppose to expect our bosses to keep it together during a terroist incident when they lose it for a hit and run???

Last but not least, we have J-Fed as our "leader." Enough said, god help the CPD.

Off Topic, but interesting.

Last week there was a police shooting in Austin TX. The family of the guy who tried shooting the officer retained a lawyer.

The lawyer's name is Loewy, he was on the local news calling the copper a murderer, calling for a Grand Jury, etc. He looked just as smarmy as the Loewy brothers up here.

Can't just be a coincidence, can it?

I agree. It is awesome that SWAT and the Feebs are conducting real world terrorism training, but what about the guys who arrive on scene within minutes of it going to shit. How about 11 guys with AK's walking into 6 different hotels downtown. Who is going to go in and put a stop to these guys? SWAT is fantastic at what they do, but they are coming from a long way. What if they are tied up on another hbt job? Who then? Call out the guys who are at home? It all takes time. The regular beat guys and girls are going to have to step up. Unfortunately, there is no training out there for this, except a streaming video. Please!! Then how about equipment, you can't cut a Bearcat into six parts and go to six places at once. How about lights? One light truck for the entire police department? Please!! We are the second largest department in the U.S. and we don't have the proper equipment or training. I will give it to Jfed, he did get us the carbines, something that I never thought would happen in this city, but he did. Problem is, where are they? They are sitting in the radio room with the shotguns, locked away. Most W.C.'s won't let them out on the street. SORT, TRU and MSF are carrying, along with some GEU guys, but where are they? They are out in Area 4 and area 2. That's a long way from the Hilton or the Hyatt. The brass will say it costs money that we don't have. My question is, where is all the fed money we get every year from UASI going? Anyone ever see any equipment or training from that money? Amazing that we get millions every year in federal grants and we never see any new training or equipment. Moral of the story is...if you work a beat car you better be training on your own. Hit the range as much as possible. If you have a gun lock in your squad, take out a carbine. If the boss says no, call the union and file a safety complaint. Practice the tactics you have been taught. Watch the video, then go out and try the tactics out. Grab some of the guys on the watch that you know are going to be in the shit with you and do a few dry runs in an abando or an alley or even in the locker room (leave the guns holstered, don't need a accidental discharge when Joe Shmoe comes into the locker room to drop the kids in the pool). You will be out there on your own for a period of time, you will be expected to take action, be prepared for it and do your best. The life you save may be your own.

SCC I agree with you that more drills are needed and the venues are endless. Where you are just a bit off base is that the "maritime threat" is very real on the great lakes. Chicago is a prime target due to its status, infrastructure and population. The cruise ships along with other vessels are easy targets for any terrorist organization. Those cruises can have over 800 people on board and the ship can be used to cause severe damage at the pier as well as a step off point for a Mumbai style attack in the downtown area. You can have well over a thousand dead before they leave Navy Pier. The Marine Unit, Chicago SWAT and FBI SWAT are the front line defense for such an incident as no one else has the ability, equipment and training to deal with such a complicated and dangerous threat out in the open water. This was a great and valuable training opportunity and you should be supporting and applauding the efforts of the law enforcement officers that took part and lead the way in pushing for more training for the entire department.

Sorry OT/ When does this department plan on promoting detectives. The last promotional class of detectives was Nov.2007 and that was only a class of 50. The list has been up since 2003 and the department has only promoted 242 officers off that list. How in the hell do you expect a officer to advance on this job. You are competing with 20% and 30% merit promotions and special study groups for the select few.... common on already!!!!! Anyone hear anything from 35th street???

I work in the 23nd district where a bunch of shit Bern happening on the streets as well as the bullshit politics of getting a new Tact Lt and other shit from 'hq' , ' small caps'


Now most of the shootings are on the weekends and they got the tact teams detailed to the billi- CAN- not parade and the Lolla- pow-wow -zoo parades ..

What kinda of a shot is that... Who is covering the district then... That's nor only here in 22 but all the teams in the Area.,,

can anyone tell me if Area Two teams , TRU, MSF are all going the parade ??

Is every one crying foul?? like the funeral bullshit details
that we have to baby sit the same fucking people who shoot at us and they get an escort from us right to the grave.,,

Obviously no one learned from PREVIOUS mistakes..

I know that police officers are not allowed to socialize with convicted felons so who had the nerve to bring him to a police function?

Truth be told, if another terrorist attack occurred tomorrow, we have little more ability to stop it now, than we did on 9-11-2001... unless they attack the Odyssey, maybe.

I'm of the opinion that the next time it happens, it will be more of an Oklahoma City, Federal Building, truck bombing.

What if 50 suicide bombers across the U S, each hijacked a gasoline tanker truck at the same time, and crashed/flipped/exploded them within 10 or 15 minutes at targets such as schools, gas stations, Police stations, shopping malls, banks, sporting events, high rises, hotels etc etc. There'd be little chance of stopping it EVEN IF the Police got it on view. How do you stop a suicidal driver of a semi-tractor and trailer when they have no fear of the Police? Even if they could be diverted from a potential target, just crashing it and causing a spill and/or explosion would be devastating just about anywhere !

Trust us, the "wrong element" is cruising CNN, Fox, ABC, NBC, CBS, even PBS before they even happen to stumble upon this place.

Thirty years ago I pointed out that the Holiday Inn at Madison & Halsted (now named who knows what) would be the ideal platform for a terrorist. It was the highest building in the area at the time. Go up on the roof with a good sniper rifle and shut down the city with shots fired into the Kennedy, Dan Ryan and Ike X-ways. A minimal support teams of three or four well armed assistants could tie up this city for days if not weeks.

Commander John Martin of 023 was dumped by Leroy Martin to being a Captain in 011 just shy of having the time as a gold star. He ended up retiring from 020 as a Captain.

They are both great guys, the likes of which this department sorely needs today!

The tanker that rolled over in Niles last week drew in all HAZ-MAT FD assets from the entire NW area. O'Hare and Palwaukee both sent their special fuel fire rigs. The entire Chicago area could probably handle three or four such incidents simultaneously but only if they were geographically dispersed. IMO, bigger threat is a chem tanker, like chlorine or ammonia, both widely available, especially ammonia.

Just the Haz-mat cleanup on the Niles incident is going to be well over $2 million, now look at the $ numbers if one burns. Blow one of those next to a subway entrance where the flaming fluid seeks the lowest point and that'll be a real bad day for a lot of people.

As for patrolmen being 1st on scene at an "incident" a lot of LE bosses, not just at CPD, have made the decision that the patrolman's role is going to be gathering intel on the severity of the incident by getting blown the fuck away by the tangos when the patrol copper steps into an unknown and unevaluated meatgrinder. They accept this issue as being more palatable than having patrol carrying rifles/shotties/hard armor/etc, mainly based on percieved liability ie dollar issues. I'm definately not saying it's right, or even marginally smart, I'm just telling you what I see. It's a great litmus test on how bosses really think of their patrolmen.

This is another reason CPD members need quick access to rifles and shotguns.

In a coordinated attack the various local and Federal Swat teams might be too damn busy elsewhere to handle a Mumbai style attack.

Even if an attack is limited to one location waiting for the weapons teams to arrive could cost a whole lot of lives.

The most important thing about responding to a Mumbai like terrorist attack is the speed of response. If the terrorists are too busy taking fire from various local enforcement members and public school students the overall number of casualties should be lower.

The Holocaust Museum attack in DC shows the importance of a quick response. That idiot was taking fire from the security guards within moments of starting to fire.

I've been firing weapons for almost 30 years, prior military, and while I can fire a rifle with decent accuracy my skills with a handgun are sadly lacking. That's partially the nature of the weapon.

I'm not suggesting CPD members should regularly exit their vehicles with rifles or shotguns, but those weapons should be available.

One thing Columbine taught law enforcement is the idea of going in immediately to try to disrupt any plans.

I'm of the opinion that the next time it happens, it will be more of an Oklahoma City, Federal Building, truck bombing.

What if 50 suicide bombers across the U S, each hijacked a gasoline tanker truck at the same time, and crashed/flipped/exploded them within 10 or 15 minutes at targets such as schools, gas stations, Police stations, shopping malls, banks, sporting events, high rises, hotels etc etc.

Well the FOP lost the Marathon grievance. Part of the city's argument was that D2 to D3A have specialized skills and training, and that those skills and training are not necessary to preform the functions of crowd and traffic control.

So I guess those offices in those grades don't have to preform the functions of crowd and traffic control during their normal work schedule. I mean, we wouldn't want to waste the skills and training they have.

Now answer me this, how can they not allow an FTO to work these OT gigs. They train the 9161's!

He called in a Commander (I believe former 020th DC Martarano) to 11th and State.

The guy he called in was one of the best bosses this job has seen - John Martin - who was dumped back to a Captain and 011. I believe he retired from there. He was a great boss to work for who took care of his troops.

Does anyone know how he is doing?
I hope he is still alive and enjoying his pension.

Were you there? No you were not. Airhart was the first in because he volunteered to dress up as a UPS deliveryman. Unfortuneately, Salley knew his UPS guy was white & not black, so he answered the door shooting. Airhart was shot & the agents behind him fired & hit Salley several times in the chest before Salley was able to pull Airhart further into the apartment behind the cover/concealment of the island in the kitchen; Salley then held his gun to Airhart's head & stated he would finish Airhart off if anyone came close. Noone retreated, they stayed where they were behind cover in the hallway until they were able to get Airhart out. The FBI switched to 40 caliber weapons as a result of that incident-the 9 mm's just bounced off Salley's breastbone. Quit monday morning quarterbacking! No offense intended. I meant it when I said the SWAT guys are good at what they do. I know alot of those guys, their hearts and minds are in it for all the right reasons, and they give it their all. There was no sarcasm meant in my statement.

As to it getting bad, that is a shame to hear. We finally got a legit team, with good operators and decent equipment and now it is getting run into the ground? I'll agree the Bomb Techs are adequately trained as for the D Units if you call that month long joke in the academy training. It's all OJT & if you're lucky enough to hook up w/a vet who knows his shit then you'll be alright.Problem is 90% of the seasoned detectives have retired or justmark time until retirement. If not it's fly by the seat of your pants, make shit up& suspend the case & move on. When it comes to training it's personnel the CPD is the laughing stock of the World.

Forensics has received over $300,000 for crime scene sketching tools. They and Major Accident first tried out a suyvey tool called the total station. Hardware, software and training about 50 g. All shelved because it is useless for police crime scenes, remember it's a surveying tool.

so what do they do but buy the newest and latest gimmick from private sector salemen, a thing called the Leica system. The bosses (Jody too) want them to recreate the crime scene in 3d and to have a simulation of the crime. great but what will be admissable and futhermore it's to scale. defense attorneys will have a field day discrediting the technician with the "to scale" and ultimatly sink the case by creating reasonable doubt.
Don't worry tho, they are wasting 6 of the 36 mobile unit techs on a daily basis to get it to work.

The commander solicited crime scene 360 on A&E TV to showcase the unit and technology for his 15 minutes of fame. it's not enough that he gets a pension and a full commanders salary. he wants FAME too as the little train who can... His boy, a p.o. gets a car to take home and to his summer home so he can work on this "project" and to be available as his personal valet.

the valet and Lt. in charge are just fattening up their resume, this thing ain't gonna work either. The sad thing is they know it and the commander don't. See he is the king with new clothes. Do you like what he sees....?

The FBI switched calibers as a result of the infamous Platt/Matix shootout in Miami, April 11, 1986 where a bunch of SA's went against two bankrobbers with a rifle and a shottie. Two Feebs got killed and a few more got shot up. Early in the fight, one of the Feebs tagged one of the shooters with a well placed 9mm round that "didn't penetrate deep enough." Well, hardware doesn't defend itself in the press or in court, so it was made out to be a hardware issue, vice the training issue that failed gunfights always are. Anyhow, FBI switched to a 9mm heavy bullet load, 147gn, which sucked at the time, but has since been improved. Then they went to 10mm Auto, which is a handcannon, but too many Feebs "couldn't handle it" so they downloaded it. Well, that eliminated the need for the large 10mm Auto case, so Winchester came out with a shortened case and the 40S&W was born. Has since been very popular in the police market. Still doesn't make a handgun into something I consider 'effective' but it's superior to the 9mm FWIW.

The real issue is that the FBI is mostly "accountants with guns," not gunfighters. That's not an indictment, that's just what it is. Nobody wants to spend the money to make gunfighters out of accountants, if they even have the required mindset in the 1st place. Not a huge problem, as long as you don't bullshit yourself and get yourself in some shit you shouldn't have been involved in. The FBI does have some hardcore pipehitting killers, they just weren't at the Airhart fight. Everybody needs to be aware of their own shortcomings and those of their partners and others they work with and be honest with their assessments. Damned few people actually step-up under stress, I would plan for zero, so do what you need to do to go home at the end of the shift and still be able to look at yourself in the mirror.

And just to throw it out there, just being a good gunfighter doesn't mean they'll be good at being the Police.

There are way too many targets to identify them all. Just about any target is at risk from a couple guys with rifles and a willingness to die for Allah.

Most police stations would be at serious risk to 3 or 4 minimally trained riflemen with a few hand grenades. If you can't protect police stations you can't protect anything.

OTOH, it would be almost child's play to attack the city through its infrastructure such as water and sewer. Its amazing to me that it has not been tried since it is so easy and you could probably even get away. The getting away part may actually be why it has not been tried. The way these nuts are wired they don't want to get away.

The Dept use to conduct large scale training exercises (SVIP)at schools that were coordinated by the Academy & Patrol. Several each year. They haven't done any in years. I think that Tobias did one during his time at the Academy (and that was when he first got there)and none since. You forgot one extremely important part of your accurate and truthful “rant": The only expended shells recovered on the scene were from Salley’s gun and Det. J. Airhart’s weapon. None, I say again, NONE of the expended rounds were from weapons the FBI carried! Which means one thing: The FBI never fired a shot! And they left a damn good man to die in that condo that day!

Not true. Salley was shot at least 3 times in the chest by the FBI Squad Supervisor, one agent fired several times & missed. The 9mm rounds bounced off Salley's breast bone. YOU DO NOT KNOW WHAT YOU'RE TALKING ABOUT! Were you there? No. You either heard or made up all this bullshit about the FBI running. No amount of facts will change your opinion. Joe was one of us as well & was loved by ALL who worked with him! I know it makes you feel good about yourselves to motherfuck the FBI; but stick to the truth. Quit making shit up. Asshole.

Someone find the reports of what happened that day & publish them on this blog. Then maybe some of you who WERE NOT THERE will stop making up shit about what happened. For the person who said he was there? You must have run & hid too. Also, to the person who lied about the expended shells, the FBI Supervisor shot Salley 3 times & the bullets DID bounce off his breast bone. Another agent shot & missed, & FBI Swat was not given the go ahead to shoot Salley from the rooftop due to the chidren in the apartment. PUBLISH THE REPORTS & LET'S SETTLE THIS ONCE & FOR ALL. Although I'm sure the facts won't change your mind.

The FBI switched calibers as a result of the infamous Platt/Matix shootout in Miami, April 11, 1986 where a bunch of SA's went against two bankrobbers with a rifle and a shottie. Two Feebs got killed and a few more got shot up. Early in the fight, one of the Feebs tagged one of the shooters with a well placed 9mm round that "didn't penetrate deep enough." Well, hardware doesn't defend itself in the press or in court, so it was made out to be a hardware
issue, vice the training issue that failed gunfights always are. Anyhow, FBI switched to a 9mm heavy bullet load, 147gn, which sucked at the time, but has since been improved. Then they went to 10mm Auto, which is a handcannon, but too many Feebs "couldn't handle it" so they downloaded it. Well, that eliminated the need for the large 10mm Auto case, so Winchester came out with a shortened case and the 40S&W was born. Has since been very popular in the police market. Still doesn't make a handgun into something I consider 'effective' but it's superior to the 9mm FWIW.

Very interesting, Tackleberry, but the Miami shootout, which resulted in Agents no longer being able to carry revolvers and contributed to the decision to replace the 9mm with the 40 cal, happened in 1986. The FBI switched to 40 cal in 2002.

I believe their handgun policy was similar to current CPD policy, ie new joins have to buy X, but older guns bought under previous policy are grandfathered in unless the agency is going to buy them for you. I know that FBI SA's were still using 38 Special in some fashion as late as 1999-2000 because I saw it in use at their range near Great Lakes naval base.

Where you refering to the the new camera featured on "CRIME 360" on the A&E channel,if so do not underestimate that camera.One particular episode where they deployed the camera was where there was a home ivasion type homicide where the E.T. was not successful processing the crime scene.The "CAMERA" was then deployed and was able to determine that the offender not only cleaned up the crime scene with a mop & bucket but highlighted the offnder's palm print on the wall where the offnder placed his hand while he was using the mop then when he finished,it showed his foot prints leading to the window,exiting out the window,jump up on the wrought iron fence(partial print where foot and hand was placed)then the camera showed the direction of flight because it showed the foot prints leading away from the residence.That is one hell of a piece of equipment in my book.Not sure but i think the camera uses the altrablue spectrum(for some reason it gives the operater a clearer,more precise picture)instead of the ultraviolet spectrum.That camera assisted the investigaters with determining who committed the crime.Supposed price tags: $100,000 U.S.C.Takes only a few minutes or so to set up on a tripod,swivels 360 degrees with a push of a button,a remarkable piece of equipment.
