This Isn't Good

We sense a disturbance on the horizon. A mental disturbance:
  • Chicago is looking at shutting five of its 12 mental-health clinics to save money because of a cutback in state funding, a city Public Health Department spokesman said today.

    Although the city is still looking at how best to consolidate its mental-health services, “one possibility” is closing five of the city’s 12 clinics, Timothy Hadac said.

Great idea. We hope they're planning on doubling the wagon crews and equipping everyone with TASERs, because guess who is right on the front lines responding to the spike in mental disturbances along with the ambulance crews.

And in light of the "overly-aggressive knife-wielding homeless panhandler" being shot and killed by police Thursday, we'd get the boys and girls down in News Affairs a set of cue cards to read off for the media when these events become more and more commonplace.

Much like the disaster that is ghetto-dwelling, Democrat constituents receiving tax payer-derived compensation to babysit their own children, I foresee yet another "social program" wherein family members, clergy or any number of indirectly-related third party scam artists are provided monetary support by the government in exchange for the "care" of these societal miscreants.

In addition to receiving subsidized housing, reduced utility rates due to being "indigent", a LINK card and free health care, imagine the fun in getting $1,200 a month to keep an eye on crazy-ass play-cousin Ray-Ray who's been clinically diagnosed with PTSD by the fine staff at Stroger Hospital, "due directly to past interactions with law enforcement and the judicial system".

CHANGE you can believe in, folks.

Are these people nuts !!! In Englewood alone on the 3rd and first watches all the wagons ( in the 90,s) at least two maybe 3 if we were lucky would be down on mental rune either to Madden or tied up at the ECHO clinic awating evaluation prior to going to Madden of in some cases Tinley Park. Now these asswipes will have no place to go except the all night facilities such as the lobbies of the Police Stations to cause disturbances as well as Hospital ER,s and cause problems resulting in the police being called and the oportunity for another officer Cozzi incident. Tasers and Pepper Spray have delayed reaction times from these mental patients who are not taking their medications but are self medicating with Coke, Alcohol, or Meth. Good decision once again by the 5th floor city hall brain trusts.

In the NYPD, we use the term E-D-P to describe an "emotionally disturbed person".

Our 10-13 is your 10-1, our skell is your mutt, our collar is your pinch, ad infinitum.

It's all the same shit with different names.

Bloomberg and Raymond "Popeye" Kelly are no prizes. Still, our hearts go out to you over Daley and the WEISel.

When Reagan slashed the funding for mental health facilities, particularly halfway houses and access to mental health care and medications, a slow spiral began.
The burden shifted to the cities, who then had to carry the cost of feeding, sheltering and 'dealing with' the mentally deficient homeless.

Now, with this new cost-cutting brilliance, the mentally deficient homeless will increasingly become the responsibility of the police. We come into contact with them because they're off their meds or begging or trespassing in hopes of finding a dry place to sleep.

They become combative involuntarily and they are a health hazard to us (AIDS, tuberculosis, fleas, skin diseases) even under the best of circumstances.

So, we will populate our jails with them, rather than give them some minimal care. And the cost savings is, ah, WHAT? The taxpayers will be spending their money on these folks one way or another, so why not do the right thing by them?

Meanwhile, I guarantee you our IOD rates will rise as a direct result of this sharp move.

And if that homeless woman hadn't been 'sheltering' overnight in the 019th district station every night, Rick would be alive today.

There's your cost, people. Better to have a good man, a husband, dad and provider, die, than to take care of someone who doesn't have the mental wherewithal to take care of themselves?

Shortsighted is the kindest word I can think of. But I can think of lots of others...

Everything is connected. When the state legislature won't raise taxes to pay for necessary services, then necessary services get cut. Then other people have to shoulder the burden.

SCC, you're generally anti-tax, but what paid for those mental health centers that are now closing? Taxes. We cannot have it both ways.

This trend started decades ago with "deinstitutionalization." All of a sudden here's a guy with a two-foot-long gray beard on a skateboard, rolling down the middle of the street waving a brick and screaming. You can hardly take that in when a woman taps you on the shoulder to offer you a can of peas...(Bryn Mawr/Winthrop area, 1970s)

City funds are low, but also remember that county and state funds have, or will also be cut so its a problem across the board. Tasers are definately something that fop should have been fighting for all along. I used mine more than 5 times and 3 of them were for mentals with knives. Many officers have been saved from serious injuries not to mention the offenders themselves. If the city doesn't want to spend the money on the equipment then let the officers buy their own. I thought that after P.O. Francis was murdered the city would have given us all permission to carry them, everyone should have the right to keep themselves safe by whatever means. If they are worried about misuse then they should have the cameras mounted on them like 007 does.

Hello, I am a fireman with the CFD. I have a story about an experience with a psych patient. A few years ago before I got promoted, I got assigned to riding a BLS ambulance. A BLS (basic life support) ambo program was set up to treat and transport non life threatening "emergencies". Actually, they could just hang up on 99% of patients who are transported in a BLS ambo, they just send these out when there is no real emergency. BLS gets all the 'I stubbed my toe' or 'my cat scratched me' calls. People think if they are transported in any ambo, they will not have to wait 4 hours in the ER waiting room. They wait anyway.

Well, we got a call for a 'psyciatric emergency' and arrived on scene to find a 400lb man obviously off his meds. It was 3am, and we were tired cuz it was our 25th run or something on an extremely busy summer day. We missed lunch and dinner and just wanted to go back to quarters so we just put him in the back of the ambo and left for the hospital. While I was riding in the back trying to get information out of this nutjob, he pulled out a big Rambo knife, looked at me, and said "I dont like you". I thought that was it, there was no way I could stop a 400lb psyco sitting a foot away from me in the back of a cramped ambulance. I calmly said " well, I like you" and then he asked if I liked his pet too (imaginary) and if I could feed it. So I unwrapped a few band aids, told him I needed to cut them up cuz they were too big and asked to borrow his knife. The guy gave it to me! To make a long story short, we got to the hospital, and left him there. Didnt file a report cuz I dont think it would have made a difference, just probably would have had to go to court and stuff.

Well, in the city's attempt to please the liberals in this town, they sent an emergency vehicle to get some psyco calling from a pay phone complaining of nonsence, and almost got me killed. I remember reading the dispatch screen, it said 'caller is lonely and wants to go see his psyciatrist'.

There are more than enough taxes already being extorted from the citizens of America. More than anything, there needs to be a serious cut in wasteful government spending and elimination of giveaway programs to people who refuse to work!

when i retire i plan on applying for ssi in addition to my pension and social security benefits--- my reasoning is that 30 years of pushing a beat car turned me into a cynic and i can't trust anyone so i am mentally deficient and need the government to cut me a check every month--- just like all the jagoffs who claim momma dropped them on their head when they were a shorty, or they are alcoholics or drug addicts, or momma was nursing me and hitting the pipe at the same time---- i want my cut of the pie.....

Every aggravated battery to P.O. I've handled this year downtown involved a homeless aggressive panhandler with some sort of mental disorder. It's a disturbing statistic.

In the 27 years I have been on the job, it seems like the "mentals" have been the most dangerous. Be careful out there. I was just looking at the mass card for Rick Francis today, 2 Jul 08. Rest in Peace Rick, I hope your family is doing o.k. one year later.

What fidel didn't say was that he emptied out his prisons and insane ASYLUMS of some of the craziest motherfuckahs that ever shitted between two flip-flops and sent them here.

Note the anecdote: One Marielito boasted to another, "I'm the baddest mofo alive." The latter promptly pulled a pistol and shot the boaster dead on the spot w/o a word. South Florida is still dealing with the madness some 30 years later.

CPD has been dealing with the wreckage of diminished government funding for years. How many of us involuntarily admitting some of these people only to have them deemed "well" enough to get kicked out of a facility with a month of meds in their pocket. Which they throw away as soon as they get out ("it makes me feel funny") so the cycle repeats itself. At least until some politician/rev'run or their family member is buggered with a brick by one of these "challenged" individuals...

I'm a PTSD educator. Given that some of those clinics may be treating homeless vets who earned their injury going house to house searches, it will present a greater challenge for all of us on the front line. Sorry to hear Gov Fluffy couldn't find a better way to balance the budget. Stay alert out there guys.
