Memorial Outrage II

We've been in correspondence with the original letter writer. Extensively. He stands by his story and further states that the offending individual was in fact urinating on the memorial grounds, he identified himself as CPD and he mouthed off as stated.

The on-duty officer is a long time fan of the blog and has read the comments put forth by readers. He has taken the comments to heart and will be filing a formal complaint with the Department shortly. We've asked him to update us.

We've taken out quite a few comments these past 24 hours, most of them threatening physical violence and harm upon the offender, some accusing us all sorts of garbage (but that's normal) and some off-topic posts. We will not be posting any accusations of this officer being a "rat" or other attacks upon him. He has agonized over his actions and frankly, we don't envy his position in the least. We have no idea how we would have reacted if faced with this occurrence. On one hand, you want to inflict the maximum amount of punishment possible. On another hand, there are cameras around and should you act on your initial instincts, you might lose your job for a quasi-criminal offense or serve heavy suspension time. All bets are off in the current political climate.

To all who commented, you have been a useful sounding board. While our path might not be the one you would have chosen, we're the ones who have to live with it. At the moment, we aren't losing sleep over it. Our outrage is your outrage, make no mistake. We've buried more than a few names on that wall, too. But acting rashly serves little purpose and could end a few deserving careers along with the undeserving asshole who masquerades as one of us while pissing on our dead.

I was rdo today and took a bike ride along the lakefront. There was a cleaning crew washing down the Memorial. At least it has been cleaned off and pretty quickly. I don't know if it was a regular cleaning day or if someone stepped up and ordered the service early. Either way, its cleaned. At least on the surface and it doesn't remove the outrage.

To the officer agonizing over a moral quandry.... Don't beat yourself up over getting a cr on this guy... Anyone who blames you for this isn't worth listening to in the first place. Besides, any 'officer' who would literally piss on those who gave their lives for this profession is capable of god knows what else. There are 2 kinds of cops... good and bad. The good are on your side, and the bad shouldn't be here in the first place.

So, this will all come out. I agree the original officer will take some heat and maybe even some time for not taking action, which is wrong, wrong, wrong.

If he takes time, I hope everybody who was so vehement about the issue remembers him with a small gift (you know; one that's under the mandatory ethics reporting limit).

I figured the offender's name would come out the old-fashioned way, via the stall door, but this is fine, too. I bet we all know of one or two people we figure could be the cretin in question...

Checkout Spielman's pension article today. Daley says he's open to moving to a two tiered system or raising the retirement age. He also states he is not open to ending the practice of rehiring select, clout heavy retirees back at other city jobs while on pension.

This department is a reflection of the society which we police.

A society of instant gratification, self promotion, lack of considertion, lack of patience, lack of self control, and a extreme lack of respect for ones fellow man.

A society that lives off reality shows

A generation that thinks life has a reset button

There is no restart,no do over.

You live by your actions which ultimately gives you your label, YOU are accountable.

That was how it was when I grew up. You can have respect for yourself or what you hold dear without disrespecting others.

The demise of this department is not due to its own existence, its due to the decline of civilization as a whole.

You can feel it

Everybody is a hard ass, everybody wants it all(which is fine) but without earning it.

Everybody wants what they feel is owed them.

No one wants to follow the rules.

Now does that sound like this department or society as a whole?

Officer, I support you 110%. Go ahead and initiate a CR# against this guy who pissed on our memorial.

For the love of God, this man pissed on our memorial after a concert? AND he was a P.O.?

I am a P.O. and three times in my career I arrested officers for driving under the influence. One was a suburban cop and two were Chicago cops. Sorry, but if you are plastered, then don't fucking drive drunk! They thought they would get "professional courtesy" and were shocked when they didn't.

We are the police. We are not a gang or the mob. If one of us as cops does something totally wrong, then the bad guy is the bad guy, not the good guy who was put in that position.

Go ahead and tell us who you are and sincerely apologize. At least if you do that, then you will save some face and after some initial outrage, people will probably forgive you.

But if you don't out yourself and wait for the CR # to be initiated, THEN YOU REALLY ARE AN ASS HOLE AND THE REST OF MY BROTHERS WILL HAVE ZERO RESPECT FOR YOU.

I was amazed by the hordes that demanded revelation and placed the responsibility on SCC. Charging into the fray without thinking.

To the witness officer. Just like everything else we do, you made a split second decision. You confronted him, you shamed him and you let him know you got his name. Then you decided to 19-P. I'm fine with that. His name would have gotten out eventually, slowly, by word of mouth.

But then you doubted yourself. Yes, the pisser's a douche. There's a lot more out there among us. You shine a spotlight on it thru SCC. Frankly, I smelled a rat and thought the story was a plant. But apparently you check out.

Making an issue out of it now through our friends running this dog and pony show is going to bite you back, probably just as bad as the pisser.

Stick with your decisions. If you feel differently later, learn from it. Don't let the mob run you.

Although I am as outraged as anyone here, I believe the moment of opportunity has passed, unfortunately.

I believe the on-duty PO could argue that he exercised his discretion in issuing ANOV's, and he let others go that were NOT the police, this still might be more trouble than it's worth.

I'm not sure what kind of a CR could be lodged, and the powers that be might be ticked off at having to deal with it.

Hopefully this will play out like it does with bad guys--eventually they get caught.

Best of luck to the PO making his final decision, and piss on the other one.

A CR is not the answer. The original officer knows who and where the pisser works. Handle it the old way. Like when 2 guys would sort it out in the parking lot. Or the rest of the unit would straighten the problem officer out. Posting it city wide is not a good idea either. Discretly let the pisser's unit know what happened and let them handle it the old way. But, then again, everyone's afraid to do shit like that now because the mentality now a days is to go get a CR # if someone fights you or makes fun of you. Children.

You forget, the on duty P.O.'s original post stated that he was the only one assigned to the post. He therefore identified himself to any one with access to the assignment sheets. If a C.R. hasn't been initiated already by some social climbing boss, it will be soon. And what happened the last time you went ahead and wrote up another P.O. or fireman or city worker of any kind? Where was the case when you went to court? What happened if it was there? Did you ever get that assignment again? I'm not sayin, I'm just sayin.

Off topic. Today's Scumtimes has an article about the infamous dispatcher who f'd up the 10th district officer's off duty 10-1. Seems to be that this same person was allowed to dispatch after all the allegations were made and he made another careless mistake involving a state police officer who was in a foot pursuit through the Dan Ryan woods. All the useless fools at 911 should have seen this coming. We did. Glad that P.O. is ok. Wow this dispatcher is looking to be a bigger and bigger fool every day. Watch your backs out there officers.

I watch the blog, and sit in wonderment: When did the job go down the drain? Was it the reduced hiring standards? Was it the educational requirements?

Where did this sense of entitlement come from?

I got the job, so now I don't have to DO the job?? WTF?

I went to a party recently. The young heroes failed to respect the property, the owner, or themselves. They acted like they could run the world, while hiding behind the "Hey,I'm a cop, don't hurt me" routine.

SCC, I don't envy you. You have put forth so many vital issues, while staying above the low level of your respondents, all of us who hide behind the Anonymous tag.

I do it myself. Hopefully, I've try to inculcate the juniors with some sense of honor or dignity.

I disagree. Coppers should not get CR#'s on each other. I know there might be a few extreme examples where this general rule does not apply, but this is not one of them.

If the officer feels he should have acted, then he should have done so on the scene. If he's sorry he didn't, he can't make up for it now. What is done is done. There are no do-overs in our business.

In the end, this CR# is a cry to this department for justice. You won't get it. This CR# will only tarnish both you and the offending copper. The justice administrated by this department will be based only on clout, nothing more.

I disagree with this copper's decision, but it's his to make. I am virtually certain he will be disappointed by the results.

I would have to concur with the original poster of this comment.
If it bothered you enough at the time of occurrence, I wouldn't have a problem with obtaining a CR. I think it should be left alone at this point. And any justice you think you would get from the CR would be disappointing, if this asshole has any whack (who knows, he might have received his U2 tickets from
Cmdr Tarmac of the Academy, or Brust).

9/16/2009 08:34:00 AM"

There is no such thing as 'society as a whole'.

There is only each individual soul, embodied for a finite period of time, deciding who they choose to be, what they choose to do, when, where, why and how they choose to do it, and experiencing the results of their decisions.

As the saying goes, 'The devil is in the details'.

Not so. It is our business. It is our dilemma. Why do we need to call on the system and the white shirts to handle it. Not a wise move.

Besides, everyone, and I mean everyone, will know his name soon enough. The taint will never diminish. He's not the first to have a taint follow him until the day he leaves, and he will not be the last, but taint is a powerful thing on our job.

You'll see. Let it happen. Let it unfold naturally. Leave the white shirts and the system out of it. Leave our business as our business. It is the best way.

I agree, very well put. Everyone complains about the adminstration and you want to use them for revenge? Why? you people can't handle it? Nobody knows the whole story. On the Wall? in the grass? So lets let IAD handle it. I know you will never get justice from these bastards. Everyone is going to know who it is. Believe me in this department nobody ever lives anything down. Well,I told myself I was going to stay out of this mess but, after
reading the the statement from SOG
(Sad Old Guy) I just have to chime in.

We are one big family, whether we like it or not,we have some real assholes for relatives and we learn to live with it.

I am not in favor of getting a CR#
on the mystery pisser, someone said that letting people in his unit know what he did, will get the ball
rolling and the mystery pisser will
be outed to his peers.

We do not air our dirty laundry to
the public,or management,it should be taken care of inhouse amongst ourselves.

I retired with 34 years, and during my career, those officers that fucked up royally and destroyed their own reputation,and/or the reputations of others had that mark follow them thruout their careers,no matter where they went,
or what unit they transferred in,their reputation followed them.

There are people mentioned dailey on this blog who's past descretions are brought up quite regulary, just about any merit promotion as an example.

I've taken a lot of shit off of ODPO's in my time, and the situation was always resolved in one way or another without a supervisor.A CR# never crossed my mind.

Retired.............and loving it.

Regarding whether or not to get a # on the pissing bandit, I think you should let it go at this point, chalk it up to experience. Maybe you could contact the moron while he's sober and ask him if realizes what a sickening thing he did that night, and that will help you decide. I would hope in the light of day he would be mortified by his own behaviour. Back in the old days it would have best been settled by a good punch in the face, but sadly enough that would get you time off nowadays.

The Officer Down Memorial page shows 500 Line Of Duty deaths listed as C.P.D, 369 of these are listed as gunfire. I remember quite a few of these Line Of Duty deaths, including Sgt. Severin and Officer Rizzato, Officers Larry Vincent, Irma Ruiz, Dorelle C. Brandon, Fahey and O'brien to name a few. I also remember a wagon man from the Morgan Park District was killed, over near Evergreen Plaza, chasing a criminal in between houses, sometime in the late 70s. These are memorys i have from growing up in the chicago area. On that basis, I will go by the memorial tomorrow night and pay my respects to these men and women.

I might have been one of the "violent" comments you culled from the original post, but I'd like to clarify something about memorials, and anybody's disregard and, in this case, blatant disrespect, of them.

If you were to go onto an Army post, any Army post, you'll see plenty of memorials. But let's take one example, in particular.

Down at Ft. Benning, GA, which is home to the 75th Ranger Rgt and one of its battalions, as well as its school, they have a Ranger memorial commemorating all who have died in service to their country, and from that particular unit.

You can bet that if a soldier, any soldier, on duty or off, had the nerve to whip it out and take a leak within a country mile of that memorial, and had the terrible luck of being spotted by somebody from that unit, any administrative or UCMJ action that would have taken place would have occured after he recovered from some serious hurt.

Our society is going down the drain. At the Vietnam Veterans Memorial down by the river, they had locals walking their dogs there and allowing them to SHIT within spitting distance of the monument, and just leaving those big, steaming dog turds as an example of how fucked up they, and the larger society in particular, have become.

Nothing wrong with having a code and protecting your own, but when you have to wrestle with your consience over something like this, it's time to take a good, long hard look at yourself and your own belief systems.

This one was a no brainer.

This is just a humble Patrolman's suggestion.
The US Army has a unit named 'The Old Guard'.
"3rd US Infantry Regiment BCT conducts ceremonies in order to maintain the traditions of the US Army, showcase the Army to our nation's citizens and the world, and to defend the dignity and honor of our fallen comrades. On order, 3d Infantry Regiment BCT protects federal property and / or assists civilian authorities in the NCR in order to limit the effects of attacks or disasters."

Because our Memorial to our fallen is located in such a public place, it has been a target for past vandalism and future ones.
Perhaps we could also have a dedicated group of officers who would be responsible to conduct security and showcase our Department. We should not allow further desecration to a place that honor the memories of such wonderful people. People who were our fathers, mothers, brothers, sisters, family and friends.
I don't know what the price would be for this, but it could never equal the price that they paid for us and for this city.

The Army does it because they know that the price that the soldiers paid was very valuable, our Freedom.

As for the officer who committed this shameful act, it was a slap to my fellow officers and I. The douchbag gangbangers are more respectful to their fallen then you are. You have no honor.

The three times you locked up the police, i hope you sleep well at night with your perfectness, you are just the type, when you go through your divorce, would ask for a pass when you have one too many! I just love how these topics can go off in various directions.

As for the various posts about the cop who arrested 3 ODPO's for DUI good for him.

Let them take the administrative hit and time off. Maybe they will clean up their acts and not drink and drive. If they have a serious problem let them get the help they need before they kill or badly injure someone.

In the last 18 months how many sworn CPD members have been involved in fatal auto accidents involving alcohol?

Don't answer. I can think of at least three and I'm likely forgetting a few.

As for the pissing on the memorial incident the police department is not immune to assholes.

Take alcohol, add 9 years as a cop, mix with a general asshole attitude...........you get the picture.

I wish there was an "asshole identification test" before people were hired. I'm not talking about occasional bouts of stupidity. I'm talking always pissed off, mad at the world, self entitled fuck-faces who think that they can do anything anytime.

There have to be limits. DUI is one limit and pissing on memorial is another.

im sorry but i agree 100%. what this guy did was wrong. i think it was a shitty thing and im offended that he did it but you never ever get another number on a copper. you give the info to the other blue shirts he works with and they take care of it. if the guy is on a team, you tell his teamates and it is handled amongst us. j-fed is licking his chops on this one. hes gonna really hit this guy just to show some unity with us blue shirts... however jfed, we dont want your unity, we have unity. we can take care of it on our own and we dont need you running to the media and putting this guy on the news to make another fed example. you never ever sell out another copper to iad.. let alone to this guy weis. they always talk about the "thin blue line" in the news...f'n right. im proud there is a thin blue line. i will stick up for a fellow copper any day of the week. ive learned that in 27 years on this job. this kid deserves a good ass kickin from his fellow officers and thats it. i hope this department hasnt been pussified that much... hopefully there is some type of unity and brotherhood left. we take care of it our way... not the feds way, and not iad's way. this is a personal memorial of our friends.. we will take care of it. this talk of gettin a number on the kid is nuts.. sure hes a jagoff, but lets not loose our direction.. lets remember how we handel things. iad is gonna do nothing but fuck this whole thing up and make another media news story. j fed you ipra and iad can go fuck yourself... signed, snubbies with attituide.

I'm tired of all this bullshit. If a copper really pissed on the monument, he needs his head shoved in a toilet.....plain and simple.

If you drive drunk as a copper, a big "FUCK YOU" to you. I'm tired of stupid cops acting stupid and making the rest of us look like assholes. This is real life. Personally I've lost people I care about to drunk drivers and I'm tired of this mentality that cops have that they are immune or something. How about leading by example? How about not driving while you're shitfaced?

I've been a copper 25+ years and I've given coppers a ride home, but no more.

Grow up people, the world is watching and you're dropping the ball.

*****************************

i too remember these guys.. fehey and obrian and the wagon man you are talking about was marty darcy from 022. i still remember that day, his partner eddie ryan shot and killed the bad guy just after he got a round off at marty. that was a sad day. that was a tough few years, fehey, obrian then shortly after darcy. i still go down there when I can to check the memorial.. its a nice place to rehash some good stories and think about the good and bad times.

Although his actions were unforgivable, one fact remains, coppers don't hurt other coppers. You are turning this officer in to an administration that we do not trust and puts policemen last. By doing this YOU ARE PART OF THE PROBLEM.

THE COPPER HURT HIMSELF WHEN HE PISSED ON OUR DEAD! SORRY YOU ARE WRONG.

??????????????????????????????????

Newsflash asswipe....you saying someone is wrong in CAPITAL LETTERS does not make them wrong. I think you are wrong AND an arrogant prick. Why do I get the feeling you were kicked around by the other kids who attended St. Mary of Holy Water Grammar School. I love the internet toughasses. NOW GO STAMP YOUR FEET AND SHOUT THAT I AM NOT A REAL COP AND THEN CALL IAD AND MAKE UP SOME SHIT ABOUT ME. They know me pretty well and won't need much of a push. Undercover IAD prick who lies....just fcking perfect.

To the P.O. who writes other P.O.'s D.U.I's. Why didn't you give the P.O. a ride home or maybe let him call for a ride? If you felt so strongly about it, lock their keys in the car and let them walk. Your an asshole.

I agree with the guy who says "Whats a CR number going to do?"

Hell I got about 40 some Cr's over my time and was on the "list" ......

So lets put the pisser on a list and make him a Behavior Alert or Personnel Concern? That'll teach him!

Better off releasing his name and let him reap what he sowed.....

We are NERDS!

No we talked laughed and we drove the officer home, and most times parked his/her car in front! Not just the blue shirts but sgts, lts, captains, and even a deputy no names will be revealed lets just say they "bleed blue"! If you see fit to ticket, dui a copper of his/her family member do me a favor resign now! KMA member close to 55!

Sorry brother, but I am the P.O. who will arrest drunken P.O.'s. I don't do it because I am an asshole. I do it because my niece was killed by a P.O. in Florida. Then a month later, a close friend's two boys (age 21 and 25) were killed by a drunken P.O. in Missouri.

That did it for me. Why is it so hard for cops to understand? If you are drunk then don't drive.

Plus today we have cameras up the wazoo. If I am caught giving special treatment to a drunken P.O. then I am screwed. I have a mortgage payment, obligations to my family and a pension.

On the one hand I am not happy about writing cops up. But the bad guy isn't me, it's the person who was driving drunk and thought they can get a free pass while placing the stress, tension, and headache on me.

Original poster, here. I just picked up my 3rd bar. On "the list" as well...

Nice to see that someone understands what good getting a CR# on this ass-wipe will do. Oooohhhh a "To/From", WOW! [rolls eyes] Do you think he's going to get any time? Seriously?

As far as the Original Officer witnessing the event, I was taught in the Academy, one of the best tools we have on OUR side is “DISCRETION”! Once the Department takes that away, we become an automaton. The Officer exercised his discretion on not ANOV’ing him. There’s his response to any back-lash from IAD/IRPA/Supt “Lil Big Head”. I’m not doing to get into a debate on “What he shoulda did…” (Up to, and including “pistol whipping”) or the “I’da done this…” That part is done and over with.

Now, the hard part: What is the Officer GOING TO DO? IF, and it’s a big “IF” the Original Officer, or SCC posts the name of the offending douche-bag, then the next part is: “What are WE going to do”? Physical harm? Fuck up his car? House? If this punk is dumb enough to piss on out memorial, don’t you think that this little bitch won’t get a CR# on you? This little bitch will be the FIRST pussy to, cry, call a lawyer and sue one of us.

I’m not sayin, I’m just sayin…

What a crock of shit. I hope you really don't believe that garbage. Another poster wrote this:

"There are 2 kinds of cops... good and bad. The good are on your side, and the bad shouldn't be here in the first place".

I agree with this 100%. The pissing cop deserves to be disciplined. In fact, I would say that he doesn't belong on the job. Drunk or not, how can someone piss on a memorial dedicated to fallen officers unless he himself has no respect for those that gave their lives? He is obviously someone who is simply here for a paycheck and nothing more. What ever happened to the honor, integrity, and desire to serve that used to draw people to law enforcement years ago?

How many passes did Frugoli get? At least a couple that I know of. And what good did it do? NONE!! He didn't learn, he kept driving when he was shitfaced and now he's killed two kids and fucked up his life!

Drive when you're drunk you're a douche bag, whether copper or not. Don't look to me for pity....fuck you!

Here's the rub: if there is a beef, the sgt becomes an accused and the LT has to handle the log# (CR).. Word to the hoverparents: stay the fuck away. Let the officers do their own jobs. Learn to do YOUR own, sgt.

017-anyone hear about our capt. barn-ass eating the lunchmeat from the 017 lockup, and its all on video... THAT IS THEFT, CITY PROPERTY... J-FED SHOULD LOOK INTO THIS ONE.... THIS 3RD WATCH CAPT. IS SOMETHING ELSE, AUNT "B"... WAIT TILL THE PAPER ON HIM STARTS..

9/16/2009 10:12:00 AM

LOL you are a douche bag. STFU like you never did or took anything on company time.(Use copy machine for personal copies, checked e-mail on company time, went home out of district for personal reasons, took juice or cigs from corner store etc.) you sound like a little child "look what the Captain did I'll show him" You sound like a typical 2 year wonder who didn,t make tact or got his time due denied.--------- THIS IS ABOUT A CAPT OF POLICE, FROM THE 017 DISTRICT MAKING HIMSELF A BOLOGNA SANDWICH FROM THE 017 LOCK-UP... THIS IS ALL ON VIDEO CAMERA. THIS IS A DISGRACE, HOW LOW CAN A PERSON GO, TO SAVE A BUCK, THIS IS WHAT ITS ALL ABOUT! NOT GETTING FREE COFFEE OR MAKING COPIES ON THE COPY MACINE, WHICH WERE NOT ON VIDEO, SO STOP DEFENDING THE SALESMAN "BOB ROHRMAN" IS ALL ABOUT HIMSELF AND SCREW EVERYBODY ELSE.. MEALER IS THE SAME WAY, THATS WHY THEY ARE GOOD FRIENDS. MEALER BROUGHT THE 3RD WATCH CAPT TOO 017. SO STOP YOUR CRING..

The worst thing about turning him and filing a complaint is that this department could never dish out a punishment to fit the crime. I'm not advocating violence, trust me, but how many times have we seen disgraceful officers get their jobs back time after time?

This department is rotten to the core
++++++++

Or even worse...

DISGRACEFUL "OFFICERS" AND dis-Grace-ful officers keeping their jobs while others get tossed under the POLITICAL HACK bus.
