"Customer Survey" DOA
The suggestion that the Department is undertaking a Customer Satisfaction Survey that would involve officers handing out cards to individuals when they respond to incidents is totally inaccurate.
The Department has long partnered with academic institutions regarding research and other initiatives designed to improve the Department. When one of our academic partners recently proposed a “Customer Satisfaction Survey,” I immediately rejected the idea. This occurred over three weeks ago…well before the article appeared. In fact, in a meeting with Union officials as recently as last week, I mentioned that the Department would not be undertaking any effort such as this. I also understand the reaction that individuals have had to the survey; some of the same concerns prompted me to reject the notion of undertaking one.
My concern has always been for the men and women of our department; through an increased emphasis on training, equipment and leadership, I believe that we are moving forward on improving the Department together.
Unfortunately, publication deadlines cannot be moved on a whim, so J-Fed's contention the information is "inaccurate" and that he told union officials is disingenuous at best. It was accurate when the FOP found out about it and everything in the intervening time had no bearing on the newsletter arriving on everyone's doorstep, generating the righteous indignation, ridicule and outrage that it did.
J-Fed and the "policy group" had every opportunity to never leak this out in the first place, but someone just had to show how smart they were. Then after word started to spread (you can find some of the rumors in our comment sections two months ago), they had not only the two unnamed blogs to correct and defuse the rumor, they had the AdMin Fax Network, numerous Exempt meetings and even this "insignificant" site.
For whatever reasons, they chose not to. Too bad. Another blown opportunity to suck up to the rank and file. And another opportunity for everyone else to have another whack at the J-Fed pinata.
UPDATE: Anyone care to forward us a copy of the Customer Survey cards that were to be handed out? You know there are boxes of these things lying around some districts because the roll-out date was to be 15 October. As soon as this post goes up, the "policy group" people are going to be making flurries of phone calls to try to spare themselves embarrassment and further derision.
UPDATE II: Someone is claiming the cards were never printed. This is Chicago, right? The city of the "wink and the nod" that promised billions in construction contracts long before the Olympics didn't quite make it here? We'll bet $20 right now that not only were the cards printed, boxed and delivered, the connected printing operation that did the job already got paid.

several years ago at call back, officers were instructed to obtain an e-mail from vic's so a "customer satisfaction" could be sent out to them.... it was a study done by a university and aira case reports actually had a box to put the email address into... of course it was optional that the vic participate but most of them gave an email and the results of the survey were very positive for the cpd....
As of yesterday, Wednesday, 14 Oct 09, at approximately 1000 hours, the Union was not aware the Order was rescinded. I spoke to them. They have a copy of the draft order. I call bullshit!
why can't the mayor just cut this bullshit out and get rid of Jody, cut his losses and move on, Well I can tell you why, Jody was shoved down his throat by the Feds, because they were going to take over this BullShit dept.for all of the scandels. I just came back from a major police convention. There were thousands of the top police executives from around the world there. I was so ashamed of my department ( CPD ). We were the laughing stock there. Nationaly, everyone knows the problems with Supt and the Mayor have caused.
The credibility of the Chicago Police is now at a all time low.

The media of old used to be good at questioning information given out by governments but today it seems the "major" news whores are all in the tank and pushing their own political agendas. It's great that, for the time being, small independent media sources are still out there exercising their right to question the information that the masses are fed and doing their own fact checking. This story actually gives me a small glimmer of hope for our department. Not because the bosses are "getting it" (sarcasm), but because, through your blog, we have shown that our lowly, non-gold star opinions can have some impact on things. Now I am with you that this program would have gone into effect if the resistance hadn't been so high. Maybe J-Fed really was going to put a stop to it, but if that was %100 true the website never would have gone up.
Whether the bosses want to try to discredit the blog as nonsense or not, the fact is that when we all have a channel to voice our opinions and let off some steam, they'd be fools to brush it off. A good boss doesn't forget what it's like to be in the trenches (which is why J-Fed will never understand us). A good boss will also not snub his/her nose at the concerns of the workers.
So my point is that when we stick together and make our opinions known, we can make changes. Keep up the good work SCC.

Mayor just held a news conference about the city budget for 2010. When asked where the city will make cuts he said "everything is on the table." I guess that includes us. Does that include possibly eliminating some of the aldermen positions? Probably not.

The people at HQ and Jody realizes that he, Masters, Burst and whoever clings to them are lame ducks. So like in Nixon's Whitehouse, leaks willl occur.
Jody's is on the downside of his "contract" and it won't be renewed because Daley will probably not win the next election. Daley, if he runs at all will likely face only one minority candidate and may have a white (Mauer, Vallas, Hoffman etc.) challenger to split his vote. I work in 023 and these goofs from UIC came into our roll calls asking us about survey questions and what we think would be fair to ask the public. I immediately threw the piece of paper in the garbage and walked out. F*ck them.
So believe me, this was definitely going to be a go up until at least 2 weeks ago when they were out in 023.
If you don't believe me, ask anyone from 023 that attended a roll call in the last few weeks.

I think these bosses think they have to come up with some sort of new policies to prove their worth and existence but they must either forget and don't care about what it's like to be a blue shirt and have to work with these policies.
How about instead of policies that are going to try to grade us or limit what we can do, why not use all your time finding ways to screw people that make false accusations against the police? Maybe make a unit that after a complaint is deemed false, they go after the person and charge them! Criminally for making a false police report. Just one of my many suggestions but i don't drive for jody so i'll never be put in a position where my thoughts are even considered.
Things like this is what we need though. Something that shows the brass is up there trying to help us and lead us. Right now they're supposed to be our leaders but it's as if they are a totally different department that mostly is trying to f*ck with us.

Customer service cards are a really bad idea, even though a number of other big city departments have used them in one fashion or another. But, I would suggest that the average police office use a little more courtesy and learn his/her job. I have been given the wrong information on a number of occasions by various desk crews, in some cases just blown off and told to go somewhere else. The same has happended by officers called to the scene of an incident. I work in a job that has frequent contact with CPD. I find the officers much more gruff and unfriendly and unknowledgeable about the law and procedure than his surburban counterpart.It seems that they many CPD officers just do not want to take the time. I am not debating reasons for this, just my observations based on my experiences for the past 7 years.
Make management accountable for a change not the men and women out there getting it done. You want better officers then start with better management. Take an honest look at the crap supervision that we have and the power hungry know it all know nothing people that this city has merit promoted. Stop it, take people from the list who tested and earned it not someone who was a driver or a house mouse with a nice smile and great ass. We deserve better and so do the people of this city. When we can respect our management/supervisors then indeed morale and performance will improve but as you continue to beat us down and see us as uneducated humps then you will be respected or should i say disrespected as such. But there was a UIC survey site up and running. A survey doesn't require a General Order, Admin Order, Special Order or even a Patrol Division special Order. Who are you trying to bullshit? And our entire take on the article was based on Greg Bella's article in the FOP Newsletter. Why would Greg have any reason to make up this incident? Answer - He doesn't. It was true. Even J-Fed admits it was proposed and he had meetings with the FOP over it.

I knew both of them years ago. Dugan is not the same guy as I remember. He was always was a bit on the brash side but he knew his stiff back then. Now when he says anything even newbies on the job ask, who is this guy and has he got all his marbles.
Bea Cuello was always taking care of her people at all levels. She is keeping quiet because Jody is in his own world and she has found out that he doesn't listen to reason, especially POLICE REASON. So she has to keep quiet and keep the administrative functions going, take the forced unpaid furlough days, and makes a novena that the department, and the city are relieved from Jody and Shortshanks.

They wanted us to fill out a survey but apparently no one did. So why no change? Are they mind readers? The problems in this department are apparent to anyone who works the street. The bosses are so far removed from these problems that they don't know whats wrong or how to fix it. The bosses are inept, granted, from years of "merit" based promoting. Maybe filling out a survey on our part may actually lead to some change that we all want and need. Of course, the problem comes when our inept leaders attempt to decipher the results and determine that the sky is green and we all live in GumDropland. But hey, at least that would be a change.

Reveiwing the voting trends of the past election, I don't think Shortshanks is going anywhere. He was re-elected in 2007 during the peak of the HIred Truck and Hiring/Promotion scandal with over 70% of the vote.
I don't see any profiles in courage willing to take him on. The computer printout of his campaign donations from 2007 are as thick as the Chicago Yellow Pages.

This captain thinks that by running mission after mission after mission its a way of motivating his people but it actually does the exact opposite. They hate those f*cking missions and working for that guy. He doesn't even appreciate or take care of in anyway the people that are out there working for him. Being the UIC campus police isn't the same as working in places like 003 005 006 007 011 015 even 008 and 009, or 002 or 018when the jets were up. Stop hatin on the Brother. UIC comes to most to all major things in 012 and backs us up whether we ask for it or not. I'm not UIC, I do work for a collar 'burb department.
You really oughta slow down a touch. Babymomma drama and chasing guys slinging rocks on the corner isn't exactly rocket science. Our job we do our own felonies without handing off to dicks, we have real victims once in a while, we have planned jobs by actual smart criminals, shit you have to actually think about.
I understand working the ghetto is busy, dangerous and a grind. What you don't seem to understand, there is a big world out there, and dealing with dumbasses you can tell to leave the house, folks you can verbally abuse and bitch slap and will mostly just take it, folks that all hate you and don't demand effective service is only one part of the job, and there is a lot of other shit to learn.
Tell the dead burb coppers that their job isn't dangerous.
And in the dicks I've grabbed offenders in 015,011, 010, 007 003, 002, and pretty much every other district in the city, most of the time with one partner, a nextel to call if it goes to shit, and not even bothering any of you guys. I've seen the shit you deal with.
I respect the shit out of CPD, and almost all the time have gotten respect and any help I've ever needed when I asked, and have always tried to give it back.
