Survey Site Down

(another huge post - sorry, but it needs to be said)

We went to the "Customer Service" survey site late last night. We wanted to see what it was all about before we ripped it. It was up and functional then. Now it's down. We're wondering if that's because the UIC people are tweaking it, the UIC people were collecting a bunch of connected cash from the City and someone noticed the heat being brought, or (the latest rumor) HQ has shit canned the entire venture just like the "How's my Driving" debacle.

But thanks to the greatest readers on the planet, someone managed to type out a majority of the questions being asked by the UIC team:
  • What was the race of the police officer you interacted with the most?

    What was the gender of the officer you interacted with the most?

    What was the age of the officer you interacted with the most?

    Did the officer listen to what you had to say?

    Do you feel the officer was fair and evenhanded?

    Was the officer polite?

    Do you feel the officer discriminated against you because of your race, gender, age, religion or sexual orientation?

    Did the officer seem concerned about your feelings?

    Was the officer patient and not rushed?

    Did the officer say or do anything that you considered insulting, disrespectful or rude?

    Did the officer take the matter seriously?

    Did the officer appear to know what he or she was doing?

    Did the officer answer your questions well?

    Did the officer explain what would happen next?

    Did the officer treat you more like a child or more like an adult?

    Did the officer provide you with useful tips to avoid this situation in the future?

    Did the officer blame you for what happened?
Talk about your loaded questions. Does everyone see exactly where these questions are headed? Citizens are being asked to profile the police officers. Remember those "Not in my Department" public service announcements? Well, don't worry - now the citizens will get to do "bias-based citizenship." And the second part of the survey?
  • Are Chicago police officers doing a good job working with residents to solve local problems?

    Are Chicago police officers effective at fighting crime?

    Are Chicago police officers held accountable when they do something wrong?

    Would you be willing to help the Chicago police find someone who committed a crime in your neighborhood?

    Do you trust the Chicago Police Department to make decisions that are good for everyone in the city?

    Do you feel the Chicago Police Department today listens to people like yourself and then tries to improve its services?
What a bunch of horseshit questions those are. There seems to be more than a little bit of liberal slant there. How about holding the aldercreatures and the mayor responsible for the decisions and laws they pass? The police have next to nothing to do with any of that. What a bunch of crap.

And who do these idiots at UIC think they are judging the police? They are operating from a non-existent frame of reference. What police experience do they have? How many arrests have they made? How many courts have they attended? How many homicide scenes have they been at? How many battery victims have they met? How many CSA victims have they comforted? We'll bet the number approaches zero quite rapidly.

And here's another amazing bit of info about the site when it was up and running. Each question had 3 to 5 answers. The last two answers were "I do not remember that information" and "I prefer not to answer that question." Each of those answers dumped you to a screen that said something along the lines of "If you cannot answer the questions, you cannot participate in this survey. Thank you." And just below that?
  • A "Return to Previous Question" button
Now we aren't highly paid university professors. We aren't even lowly paid graduate assistants. But we took a couple of classes once and we're pretty sure that letting people go back and tacitly permitting them to "remember" something they couldn't otherwise recall kind of invalidates the entire premise of a "spontaneous" recollection of their interaction with the police. People want to be helpful and people want to see what's at the end of the survey, so they are going to invent all kinds of BS. Especially if it feeds into their "revenge" feelings about how they just got a ticket they didn't deserve or their drunk uncle just got locked up for wandering around the yard in his birthday suit or the loud party next door turned down the music until the cops left and then cranked the stereo back up to "11."

We kind of hope that someone with half a fucking brain pulled the plug on this disaster. On the other hand, we hope it comes back soon, because we are going to do a post a week so everyone gets a chance to bury the UIC people in "data."

Why would I generate revenue for this city when every interaction with the public is going to result in my employer inviting the good citizens of Chicago to beef on me.

Why do a thing. If this goes through, I seriously hope everyone running and gunning out there takes a step back and realizes that noone has your back. This study begs for negative feedback.

Maybe it will be like a corporate restaurant... Comment cards to be placed at district desk and handed out as a prisoner exits lockup.

Bring it, but expect nothing of me in return.

We've seen, helped conduct and participated in surveys during our strolls through the vaulted archways of academia. This so called survey has absolutely NO foundation whatsoever in scholarly research. It's high order horseshit and part of shortshank's war on the Police.

First of all, this idea like all the other bad ideas will be swept under the rug. The answer is simple. Do nothing but answer your calls. I know of two officers that answered a 10-1 call and crossed the board of their district into the next. They got there and helped. Some of the bosses found out and screamed at them telling them to stay in their own district. The "bosses" called the officers own district and those bosses called both officers in and reamed them as well once again. FUCK THIS JOB!

Dick Simpson, former alderman, past, present and future Daley detester, current poli-sci professor at U of I, is constantly infuriated over the waste of taxpayer money at the hands of city hall. I was able to answer those questions, actually selected all of the "prefer not answer" buttons and let them have it in the final page. It asked if there is anything you'd like to tell us before exiting. I asked them if they would do us a favor and set up a survey asking the police about our interaction with the public. I guess I wasted my time. But it was fun.

I just tried logging on and it's still down. Hopefully they got their heads out of their asses and scrapped this, but if they didn't, I think it is the responsibility of every police officer to complete a survey at least once a day, but any time you see the word "police officer", substitute "offender", "shithead", "clueless victim", or your word of choice. Once Shortshanks sees that 99% of his officers are doing a shitty job, he'll have to fire J-Fed!

I've walked into many a job where the first things i've heard were either "what the fuck you doing in my house" OR "they sent the cracker police." I try to be professional and tell them that i didn't just pick their house out of nowhere because I felt like having fun and sorry that you called, but wow, I am white! This is the kind of bullshit that the beat cop has to endure for 8 hours a day.When we leave, usually someone is unhappy. That is part of the job. As long as I answer my calls and no one gets killed after, I did my job. You don't like getting a ticket? Don't do dumb shit and then give me attitude. You don't like that I tell you that your 3 year old not washing the dishes at 4am isn't a police matter? Too bad. Give them the survey. Let them blast me because i'm a white guy in a ghetto. Until Jody and his clown think-tank actually do something, the survey is a joke. I, as i'm sure MANY others, have been: a)punched B)verbally degraded C) shot at D)all the above. Until these people at 35th do these things, or actually, here's an idea, WORK THE STREETS, this survey will just be toilet paper.

The UIC survey site had a section where citizens could include any comments they wanted regarding their interaction with police officers. This could include complaints or negative comments about specifically named officers and their star numbers. Again, the the City and Department Headquarters trying to get around the State Government-Mandated requirement for a sworn affidavit. What would IPRA or Internal Affairs do with allegations or "information" from a survey, without the sworn affidavit, required by State Law? Possibly a witch hunt, or some otherwise illegal investigation. If this "survey" is allowed to continue, it sounds like the basis for a union grievance, if not a lawsuit. Headquarters is so full of idiots with huge egos and no street experience that we may soon see the day when they finally implement something that will cost the City tens of thousands, if not millions, of dollars in lawsuit pay-outs to police officers for their blatant stupidity and disregard for state statute and common sense. I would sue this City in a half-second if given the chance. Legal Affairs, City Council, are you listening? Put the brakes on the dummies at Headquarters!

For those of you with less time on your hands than me, you might not see The Survey and UIC in the same light.

UIC is the home and employer of none other than Bill Ayers.

Bill Ayers is a radical / commie / police hater / America Hater. He and his wife belonged to the Weather Underground who tried ot kill cops.

Not only is this dick a scumbag and a pinko he's a silver spoon pinko. His dad was the Chiarman and CEO of ComEd. So he has alllll the reason to hate "the Man" and "the System".

He also does not care. In 2001 Chicago Mag ran a front page article on this criminal. The cover picture is this clown stepping on the American flag in an alley in Chicago.

And guess what else Ayers helped spawn the political career of Obama. Obama denies this. Also some people suspect Ayers ghostwrote Obama's book. Naturally like the spoiled sally boy that he is Ayers threw a hissy fit when some blogger called him on it.

If I was a highly paid professor I would suspect that Ayers has his mits all over this survey. He probably got his ass kicked at Michigan and Balbo and this is some kind of revenge kick with the help and funding of Daley and Obama.

Rumor has it that Daley wants to reduce the total number of CPD Sworn Police Officers to 7,000.The Cook County Sheriff's Police will be patrolling the streets of Chicago.Here is a question that should be considered:Daley&J-Fed have repeatedly stated that the CPD has 13,500 officers(J-Fed)and Daley has stated that we have 14,000.The true number of CPD Sworn Officers is 9,300.If the Chicago Police Department is budgeted for 13,500 to 14,000 Police Officers and we only have 9,300 Police Officers,where is the money going to???That means that between $210 million to $235 million dollars has vanished.In the Real World that is called embezzlement and fraud!The inept Chicago news media will never investigate something of this magnitude.They are hesitant and afraid that they will upset the fragile ego of Shortshanks Daley.

Since the moral survey done by UIC, failed to give Weis the results he wanted, now they are trying to bring discredit to the officer's of CPD.


The police officer's of the Chicago Police have been working greatly undermanned for the last couple of years.Working under unbelievably incompetent
leadership from Jody and his staff of clowns. And now this bullshit survey by UIC. Who is paying for this nonsense? If there is money for this kind of survey, how come no money for our contract?!

The Illinois courts have recently ruled that personnel records including CR files are discoverable in proceedings against police officers. There is no question that survey responses naming an officer would also be discoverable and provide more ammunition for the plaintiff's attorneys. The best way to avoid having your name appear in a survey is to do no work. Just think: If the police do no work and no arrests are made, does that mean there is no crime? No wonder crime is down in Chicago.

Hey SCC,

Aside from this survey idea being totally absurd and insulting to police officers who are far too understaffed and are often times sent to ridiculous calls, one thing that hasn't been mentioned is that I believe any questions about race are illegal and even on employer and government forms, etc, the race question is only answered by the individual it effects and is also optional - it cannot legally be required so as not to imply discrimination in the ultimate decision.

So how can UIC get away with asking someone to identify the race of another person for data intake and not have it be considered discrimination??

I may be wrong here but can anyone with a law degree/background chime in?

OT - Yesterday, Wed. I was at Robeson High School for early dismissal, the young academics were out only 2 minutes when the shit started. A call came for cars to go to 69 and Normal to assist police. When I got there I saw a herd of 200+ students engage in various levels of violence.

The savages were fighting in all directions. As they were dispersed the fights continued while they left the area.

I lost count after 15 police vehicles. More were still rolling in. All police on the scene did a good job, several arrests made.

It's a travisity that shanks kisses these animals asses. Not
one parent to be seen in the area. What a waste of resources. Let them kill each other and clean up afterwards.

By the way, tv news on scene and I didn't see one report on any broadcast. Maybe it will show up on the National Geographic Channel.

As a side note,I hard from the academy that UIC will start a experiment with a new CPD recruit class. One half of the recruits will receive special training that is part of the UIC customer service project. The other half will have the standard recruit training. UIC professors will monitor this control group for several years to see if the special training will result in improved customer service. It seems the intent of recruit training under UIC is customer service not police work. It is surprising the amount of freedom that UIC professors have with CPD.

SCC, I also got on the site yesterday and discovered the same thing... if you didn't answer each question the way they "suggested", you got thrown to another screen where you either go back to change your answer or you could not participate further.

Sounds to me like someone has their theory already completed and are trying to tailor the responses to fit the theory. I guess this is what happens when people see how easy it was for someone to win $1 1/2 million dollars along with the Nobel Peace Prize for just being awesome!

But thats the Chicago Way. Piss away money commissioning such stupid stuff and then hiring relatives to read, and file the make work.

If the idea is so outrageously stupid as to. not fly like this idea was, no problem, scrap it and piss more money away formulating another dumb wasteful survey.

A city that continues to do this sort of stuff when city finances are 300 million in the hole is just fucking insane.

I know of two officers that answered a 10-1 call and crossed the board of their district into the next. They got there and helped. Some of the bosses found out and screamed at them telling them to stay in their own district. The "bosses" called the officers own district and those bosses called both officers in and reamed them as well once again. FUCK THIS JOB!

You gotta be joking. Most citizens in Chicago feel like the city is out to screw them and the PD is part of the screwing process.

Are Chicago police officers effective at fighting crime?
Like police by have any real capability to effect crime rates when the criminal justice system just tosses them back out on the street.

Are Chicago police officers held accountable when they do something wrong?
Most people see police investigating themselves about as effective as it sounds. The typical situation seems to be an incident occurs. A complaint is made. The PD (or the so called independent agency) investigates and declares the officer did no wrong. A federal court jury later awards big bucks. Who is going to believe that someone who is essentially investigated by his coworkers and friends is going to generally get an effective investigation? It doesn't matter much if it was effective. It is the stench of the lack of Independence and transparency of the "investigation" that makes it look bad.

Would you be willing to help the Chicago police find someone who committed a crime in your neighborhood?
Whats the upside for me? I have to live here. Cops come in for 8 hours at a time and then go home.

Do you trust the Chicago Police Department to make decisions that are good for everyone in the city?
Does any one with half a brain trust anything associated with the City?

Do you feel the Chicago Police Department today listens to people like yourself and then tries to improve its services?
Like any one in the PD gives a flying hoot one way or the other.

When are you going to get over this nonsense. The 13,500 is ALL sworn police, including ALL ranks, not just PO's. Go take a piece of paper and a pencil and go to your nearest library, they all have a copy of the city budget. Have junior read a book while you go through the budget. You will find the number is mid 9000's for job title code 9161. So let's get off this 13,500 bs. Do your homework and make a post based on fact and not stupid ideas.

A hundred comments and the morale of the story is this; Daley is a member of a criminal enterprise known as the mob. He is allowed to freely engage in criminal activities on a daily basis without interference. Superintendant Weis is guilty of failing to take action against the mayor and alderpeople engaging in criminal activities. Superintendant Weis is also accepting money from Mayor Daley which is a conflict of interest. It is doubtful the supt can find one hundred police officers that support him in his office. I have just 3 years on the job and I had a chance to work for a suburb but I chose the CPD because they were "the real police". I can say that I am regretting my choice. This department is a total joke and all the so called leaders are a joke. Its all bullshit and I feel even worse for the officcers that have more time then me invested in this shit department.

One not even use the gasoline to go to a library. Those of you that can read, only need to read the latest Pension Board report. It clearly gives the total number os sworn personnel as of 12/31/08 as somewhere around 13,700. I doubt that more than 4000 have lwft wince then. I know, I know they are lying too.

The not - so - fine individuals who used to make up the UIC Parenting Assessment Team are behind this with Bill Ayers..Ayers is just their face in public and the instrument of deceit.

The psychiatrist, psychologist, social worker, and clinical assistant from this team did a lot of stupid stuff which resulted in their assessment team being successfully sued by multiple Illinois families and in 2006 or so, they were disbanded because of the judgement's total cost against them. Their funding was part of that judgement paid out to the families and it's all under court seal.

Daley bought the courts and UIC once again! The people named above from UIC aren't the only players in this, the list goes on!
