Homicides Still Down

So are we working smarter? Or harder? Because we're doing it shorthanded - even the FOP backs up that contention:
  • Homicides continued to decline this year in Chicago through September, including homicides of school-age children, according to Police Department statistics.

    Homicides fell 11 percent through the first nine months of 2009 compared with the same period a year ago, department officials said. Through Sept. 30, there had been 348 slayings, down from 393 for the same period last year.

    Through Sept. 15, killings of youths between the ages of 6 and 18 declined by 14.5 percent compared with the same period last year. There were 47 homicides in that time period in 2008 and 55 total in 2008.
Much of this decrease is attributable to medical advances. We're still hearing that shootings are up. Significantly up. Someone has those numbers. And guns taken off the street? That's up, too over last year, so the guns are still there.

Imagine how much better it might be if we were up to full strength.

Well, homicides are certainly up in 011. But don't worry, since Henny Penny told all of the good citizens that gang dispersals are up %250 percent, clearly crime is almost eradicated on the west side. She'll be promoted by the end of the year.

A fax message came over the printer announcing a Homicide with victim info including a description of method and time of death.

Less than 4 hours later here was another fax message cross referencing the RD# stating, "xxxx was not a homicide vicitm, xxxx was a victim of aggrevated battery" with the IUCR code being changed.

Chicago has been downing IUCR's for decades. Burglary becomes CTTP with property taken or Theft from building. Let's see them refute those state.

An off-duty Chicago police officer was killed this morning in a one-car crash on the northbound Kennedy Expressway that slowed traffic at the start of the morning rush, Illinois State Police said.

The accident occurred at Nagle Avenue at 3:47 a.m.

The off-duty police officer was ejected from his 2007 Volkswagen and killed. His identity was not being released.

There was no evidence alcohol was a factor in the crash, but the cause was under investigation, police said.

I hope you mean worst weather year for murders. The weather this year has been the best ever for Chicago, making this town seem like San Diego which is generally considered to have the nicest year-round weather in the country. Ran the central AC less than two weeks. Hard to get angry and murder anyone when the weather is so pleasant and sunny most of the time.

I think that basically it's the doctors, nurses, and Paramedics doing a great job, not all that much the CPD's brilliance. The Dr's and company are keeping more shooting victims alive. Another slam job by the Sun-Times. On the same page as the story about departed brother E.B was this blog topic.

"Marshawn Pitts, 15, Special Education Student, Caught on Tape Being Beaten by Chicago Police Officer"

The article goes on to state,

"According to CBS2, Pitts, 15, was walking down his school hallway when he says a Dolton, Ill. police officer went from berating him for his untucked shirt to slamming him to the ground and beating him."

So now we take responsibility for alleged actions by police officers in any suburb...in the state...in the country.
Their disclaimer "The views expressed in these blog posts are those of the author and not of the Chicago Sun-Times" should be followed by "but we will collect the fee from advertisers so the more outrageous the view the better"

Maybe someone should compare homicide counts to overall city population. Chicago population has declined since 50s, and now with foreclosure spike, many neighborhoods contain a fair number of vacant homes, in addition to vacant lots from prior abandonment and demotion clearances. Ratio of murder to population has probably increased.

I think it is a combination of many of the items listed here. Wrongly classified, more experienced medical and even the weather have all brought the homicide numbers down. But as stated, just looking at that single statistic is totally misleading. What are the stats of shots fired reports? Agg assults? And as one person stated agg assaults to a police officer. Those are your real indicators.

I am not a police officer but like a very large percentage of Chicago citizens I care what happens in our city and I am thankful for our police officers. Thank you CPD, you are truely the FINEST.

Here's some numbers:

Every single district in the city is down on arrests versus last year. Each district is down at least 10% and many are down as much as 35%.

The Chicago Police Department is on pace to have 70,000 less arrests this year compared with 2006. Back then, the police locked up about 250,000 offenders. This year we'll certainly be under 200,000, probably for the first time in the last 10 years.

Gun recoveries are way down compared with last year, mainly because the buyback program recovered only about 20% of last year's buyback totals. Without the buyback programs over the last few years there is no way the police would have recovered 10,000 "guns," which doesn't say much considering that at least 50% of all buyback guns were either BB guns or non-functioning firearms.

You want to check these numbers?

Go to the new officer evaluation website and click on the "Unit" number. This gives you a comparison between all units for 2006 thru 2009 for all data (arrests, firearm recoveries, awards, etc...).

So, if homicides are down, one thing is for certain. It has nothing to do with police action.

The commenter who mentioned "weather" is on to something.

This was a very cool summer. Only a few 90 degree days.

The gangs have also had a few years to sort out territory after much of the CHA was torn down. That has probably helped also.

Medical advances? Certainly.

The problem with claiming responsibility when crime goes down is that you have to claim responsibility when it goes up.

As NYC and a few other cities have shown the police can have a serious impact on crime. It helps to have a serious Chief. We have an unfrozen caveman Fed who probably spends too much time in front of the mirror and his cat flexing his biceps.

I can't think of anything the CPD had done to impact this decrease. I wish I could say differently. Let's call it luck.

Bring in an urban law enforcement professional like a Bratton or a Timoney, give him a few years to really run things, and see what happens to the crime rate.

Unfortunately, given the clout emanating from the fifth floor of City Hall that isn't likely to happen.

Nope, the cloutfirmative action picks from the 11th and 19th Wards are still going to be in charge.

New York's homicides are projected to be about 457 by 31-Dec.

Right now, NYC's had 354 murders.

Thru 30-Sep, there've been 348 murders in Chicago.

Chicago has a population of 2,860,000 - NYC has about 8,400,000.

NYC has almost 3 times the population of Chicago, and Chicago is pacing NYC in murders to date.

Good work J-Fed! You're earning every penny of that $310,000 yearly salary - DOING FUCKING NOTHING; except indicting Chicago police officers.

Medical advances matter. So do minimum mandatory sentencing laws for some gun crimes and improvements in conviction rates that can be attributed to technology like DNA: recidivists are extremely prolific, and all these things take them off the streets.

But imagine if these advances were not counterbalanced by the "leniency as usual" judges, overburdened, timid prosecutors, and a system that's so skewed towards offenders that it is practically a miracle to put anyone away. Chicago could be New York City, with the right commitment.

Those numbers would decrease sharply with the enaction of Concealed Carry for law-abiding citizens. Can you imagine?

Take your time officer..this asshole's just bleeding out in my living room, but my family is safe. Or, I have him on his knees in the dark alley where he tried to take my wallet with a knife, get over here and arrest him but I'm unhurt.

Wouldn't it be great if people took more responsibility for their own safety? It would make your lives a whole lot easier, and many people would be happy to exercise their right. I know I would.

What a mess this city/state has become.

The Cook County MEO stats for homicides in Chicago are 10 times higher than those maintained by the CPD. These staggering stats indicate CPD stats are a sham. Kinda like Clinton lying about haveing sex with an intern. It's semantics folks.
The meo does not have the same definition as cpd or the political standard of bs.

I see the yearly open enrollment for Health insurance is coming soon. I have BC/BS PPO. Over the last couple of years the family deductible has really increased. I am thinking of switching to a HMO. Does any one out there have any advice on the pros and Cons of a HMO vs PPO.

My situation is Married with 2 pre-teen children.

I was at a meeting Area Two Deputy's office keep having three times a week for all the districts to discuss all the shootings. I think it's a great idea since the Detectives are there and they tell you what goes on And what to watch out for. They also gave packets and there is a crime analyst who told us that in Area Two alone they are down about 20 homicides and something like 55 aggravated batteries from last year.. This guy also said that they plan the resources where the need is...

Can someone check the numbers for Area 2?
Is this possible they are down that much?
Not to doubt this analyst who is a great guy but something must be going right and it's not just the doctors or the hospitals !

This trend is not only here in Chicago but also in other major metros.... No one can explain it...

I believe it has something to do with the right allocation of the resources. Eventhough we're down but the Dept is getting smarter by not having most of the resources just to answering calls. I know that's not fair but it is smart. You might say people are not reporting crimes and stats are down when it comes to case reportings,, but actually that's not true and the numbers say just that.

Residents are being more aware about penalties and more guns are being taken off the street than before. All index and non index crimes, for both violent and property crimes, are decreasing this year more than any other year. The explanation could be a combination of many factors that came into play this year. We strongly believe that the worst is yet to come in 2010 as this department will take what's done now as a template for future operations and planning. This in itself could be disasterous. As long as there are people to watch for signals for change in crime waves city wide and followed by tougher municipal, state and federal laws, in conjuction with faireness to the men and women in blue that are our front line in combating vilence, we should be ahead of this game and ALL can say it's the due of a combined effort.

HOW ABOUT UNLAWFUL RESTRAINT
OF P.O.! and I'm not talking about Bill COZZI.

The other night in the 10th District, junior goes on a rampage and smashes Moma's car windows with a hammer 'cause that's what a hammer is for. Moma takes hammer and hits junior upside the head 'cause that is also what a hammer is for.

In come the police and arrest junior to help raise her kid because that is what the police are there for.

The day wagon crew then takes junior to the emergency room and gets a medical clearence then takes him to the Audy Home because that's what they there are for.

The wagon crew drives in the sally port of the Juvenile Temporary Detention Facility and signs junior in and he is accepted. The wagon crew goes to leave....WAIT! says the Audy supervisor. This medical clearance is not detailed enough and says nothing about examination for facial fractures.

YOU CAN'T LEAVE AND SHE REFUSES TO OPEN THE SALLY PORT.

The wagon crew calls for their Sergeant, and she arrives, drive into the sally port because that is what she is there for.

Same bullshit story, the Audy Supervisor second guessing the E.R. Physician and NOW WILL NOT LET THE SQUADROL OR THE SERGEANT LEAVE. The sergeant calls for reinforcements and the other 10th District Sergeant arrives. He is cannot come through the sally port and is told by Audy Home staff that the door is now out of order and cannot be raised.

Now an hour and a half into this hostage crisis, they call for the Watch Commander because that is what he is there for.

The W.C. is a visitor, but also a Westsider, and when responding says that the officers are going to leave when he gets there or he will breach the door, and ARREST THE SUPERVISOR.

He gets there, the malfunctioning sally port door somehow now functions, the sergeant and the wagon now freed drive out, and when last seen the Audy Home Supervisor was fleeing in her car on her cell phone calling her clout, or a lawyer.

Now this seems like a funny story and we laugh at it as cops do.
But think about this, could this have happened twenty years ago? Or even ten or five?

If this had been reversed, and the police had held onto the Supervisor for almost two hours she would be doing a news conference in tears in front of Lovey and Lovey's wall of law books. Would the cops be on their way to Call-Back and worried that Jody would do a Cozzi on them even if exonerated.

But, do that to cops and what is going to happen? Is Barack going to invite them over for a beer?

I cannot imagine that anyone would have dared to do that to the cops of twenty years ago, or even ten. The Liberalnazis, the "police are always the bad guys media" and the lawyers who feed off the scum of society have somehow made what she did seem to some people like a rational decision.

So what is going to happen now?

Will the Detectives be told to Close/Unfound the case? Will Toddler tell Tom Dart, see that nothing happens to her?

Or will Jody get her a cell in the Woman's Division of the Federal Pen in Louisiana.

We really need to put some respect back into people, and that respect needs to be seasoned with a little bit of fear, and some people more fear than others.

I had BC BS HMO with the police department and then Unicare when BC BS HMO was discontinued. Unicare was shit, because I had to change doctors and you need a referral for almost everything. Without a referral, you pay full boat. My recommendation is to stay with your current doctors if you are satisfied, and have that as your deciding point if you want to change insurance.

Heres what i did. Pick a good hospital in a nice suburb that doesnt have ghetto city people using it. Im south mine is Hinsdale/Lagrange. Pick a couple Doctors affiliated with that hospital and check them out. I have been in HMO since I started this job and had two kids since. I have been very happy with my Dr as well as the hospital and its way cheaper from what I hear.

Ok get it straight: there is nobody, and I mean nobody In The Detective Division that is going to take a murder and make it into anything else. A Death Investigation means just that ,.... it is an investigation into a death. Anytime the exact cause and manner of an other than natural and even natural deaths they ARE REPORTED UNDER a death Investigation. It can be for a variety of reasons..... a lot of dead bodies have what appears to be "wounds" and the majority of the time there is blood on the scene. A lot of the blood is and can be from mouth/nose/ and ears.... Or anus or vagina . which will all leak blood out after the heart stops pumping especially when the body is on the ground or the orafice is lower than the rest of the body. . Levitity can often be mistaken for signs of trauma. There is no hard and fast rule,,,,,,,,,, That’s why it is called a death investigation. Another problem is trying to determine the cause of death..... unlike TV there are no MEs ( Medical Doctors I don t mean a ME Investigator)coming out on your everyday dead body You do not want to have to explain why the initial report is a homicide 1st degree murder said that the victim died from blunt force trauma. And it turns out that the victim died from a stab wound…… I have seen bodies that looked like they died in their sleep and have found out after the post, that the victim was strangled…….. Reclassifying a Death Investigation to a Homicide First Degree Murder Is done in about 20 minutes........ After the cause and manner of the death have been determined........... The RD # stays the same
If you honestly think that someone is hiding murder #s (all homicides are not murders) then I hope you have to go for a “random” drug test cause whatever your smoking is going to light it up like a Christmas tree……………………

I have had the HMO for years. As long as you find a Dr. you like, there is nothing wrong with it. The eye care portion kind of sucks (for us at least); the dental and everything else is OK. Have to get referrals for just about everything, but now with Encompass and BCBS, I don't imagine there is much difference.

Both my kids cost just 1 copay ($10at the time)each, from the 1st gynie visit to birth.

There is also no lifetime limit on benefits in the HMO which, if you get sickly, could be important. When you retire, BCBS is the ONLY health plan (no HMO); and if you were quite sick earlier in life, (I'll say cancer or some such), you probably used up a lot of your lifetime benefit limit.

HMO's has no family deductible at all; everything is paid at 100% (- the $20 copay now) Read the material the city sends you & make an informed choice.

Get yourself into the FSA program as well..Pre-tax and it is all there Jan 1st, even though they take it out each paycheck; so in addition, kind of like free financing as well.

Area 2 had as of Oct 4th the latest for Departmetn stats 3,007 Agg. batts and then anotehr 579 Agg. Batt Handguns. And 117 homicides. The next closet Area is Area 1 with 81 homicides. We have them beat by 37. Area 3 had 10 homicides........
So look at the Agg Batt. numbers, they are fucking amazing....

I always got by with it [HMO] for years, but they referral you to death, every time you [or family member]need to see a specialist, you have to get a referral set up by your main Dr's office. Never had anything super-seriously wrong, kids had some E.R. stuff for breaking bones in sports, but that worked out OK. Just make sure you have a referral if needed, or HMO will bill YOU. Hope this helps...

We have HMO Blue Cross Blue Shield Advantage...They pay supposedly 100% minus a 20 dolllar co-pay you must go to the doctors within the network...I like Christ Hospital so I don't care what primary doc I get... just so I go to Christ for care...PPO you have to pay your familys deductable....you get to pick whatever doctor....big deal...the catch is if you have to use either insurance ...getting the bastards to pay for services...is a pain in the ass they try to think of anyway they can to deny you coverage also find out what your cap is ...exzamples of denied coverage...Husband needed to be transported back to Chicago from Tennessee due to being in a coma from a motorcycle accident...Insurance said that he couldn't be placed in a Nursing home because Blue Cross Blue Shield had a exclusionary clause..end result he was placed but not after alot of yelling and screaming and phone calls on my part....rehab? they stated he had 60 visits and then proceeded to count every session as a visit ...leaving him without rehab after only one month...this has also been fixed but not without again...yelling...screaming etc etc...dealing with insurance is like bizarro world...but what you don't know about your policy can hurt you so make sure you know whats covered......

I have Bc/Bs for an HMO married 3 kids. 20 dollar deduct, no probs seeing any type of specialist, have a choice of great hospital, Univ Chi, Northwestern, Rush etc. I thinks its great. The horror stories of before r just that, stories from way before. I like it and had it for the last 10 years.

HMO is good if you like your Doctor and Hospital. My doctor is with Advocate Luthern General Hospital. They work out of the Nessit Center Across the street from Lutheran General Hospital on Dempster in Park Ridge.

Never choose an HMO over a PPO...put enough money to cover the cost of the deductibles and copays in a flexible spending accout so you get the tax savings. HMO's are horrible especially when you have a major health issue. Although it probably really doesn't matter because the city will force everyone into Obama's public health plan and we won't have a choice anymore.

It really doesn't matter who is in charge of the district. We pretty much do the same work no matter who is Commander. Not everyone is going to be happy with the move, oh well.

Most of us in 011 are smart enough to know that if you are not happy with someone that, "this too shall pass." If someone has a problem with her just wait it out. So relax and drop the tough guy routine.

I have unicare hmo got good doctors hooked up to Christ, any test I need or family we get pay $20.00 then no bills! bcbs is now wanting a referal for more things like hmo but a lot more $$$$$$ On a side note always a doc available 6 days a week never waited to long!

After vetoing similar bills three times since 2004, Schwarzenegger signed AB962 by Assemblyman Kevin de León, D-Los Angeles, on Sunday, saying he now believes it will promote public safety.

The measure is California's first statewide regulation of ammunition sales. It survived close votes in both the Assembly and state Senate and strong opposition from gun-rights organizations, which succeeded in stripping a provision that would have required sellers of more than 50 rounds of ammunition a month to be licensed by the state.

Starting in July 2010, the new law will require dealers to keep records of handgun ammunition sales for at least five years, and store the bullets securely out of customers' reach.

Like gun transactions, all ammunition sales will have to be face-to-face, a requirement that will force online buyers to arrange delivery of ammunition to a seller in California. Another provision makes it a crime to knowingly sell or give ammunition to someone who cannot possess it legally, including felons, gang members and the mentally ill.

As of February 2011, all ammunition-buyers will have to provide a driver's license or other state identification and a thumbprint.

Homicides are down only because for what ever reason, Area 3 has had only ten murders in nine incidents this year. The average end of year homicide total for Area 3, is 34- 40.

With two months left to go for 2009, it would have to be a pretty violent and bloody 2 months for them to keep up their average.

I'm sure the shitty, wet and cool summer had a major play in the lack of murders as well as most of Cabrini being torn down and the gentrification of Uptown and Rogers Park.

Had a traffic stop on a 30yo spanish cobra on parole in 016(3800blk of Newland) for agg bat w/firearm. Just got out of joint. Driving on a revoked license. Now I don't do much traffic but this guy was revoked from 3 DUI's and had a nice violent background and lives in 016. So we call felony review for upgrade and had it approved quick. Called IDOC, no parole warrant issued because he didn't hurt anybody this time. (LOL can't make this shit up) Went to court, ASA opted for a cont because this particular judge did not believe in the felony upgrade law. So its not just the ASA's. The judges in Cook County do whatever the fuck they want with no consequences. Thats what needs to be changed!!!!!!

HMO doctors have a history of Missing serious illnesses in several firemen I have known over the years. We are all going to be stuck with substandard care soon enough with Obama's plan so stick with BC/BS PPO while we still have it!! And don't put off any tests, procedures,get them done. (CFD w/ spouse and 2 kids)

HMO vs. PPO is not as easy as many of these posters make it sound.

God forbid, you or a member of your family had a severe or unique illness. The HMO would require that you see your primary doctor, who would then refer you to specialists THAT ARE IN THE HMO. If the specialist you want is not in the HMO, you couldn't see him unless you paid his whole bill in cash.

The biggest downside to an HMO is the wait. You must be referred to specialists by your primary doctor, so you need to see him first. Then, he'll refer you to a specialist. You'll have to see that specialist even if he requires a long wait and your appointment could be months away for non-life-threatening emergencies. If you don't like that specialist, then expect to wait another couple of months to see a different one. If you don't like that specialist, you're probably out of luck.

If you're a person in good health, then an HMO is fine. And if you're single then you probably aren't going to see a doctor anyway so get in an HMO. HMO's are cheaper and most healthy people would probably first see their primary doctor anyway, and waiting for specialists for minor problems is no big deal.

But, if there is a history of serious or rare illness in your family. Or, if you or your family have serious illnesses. Or, if you have young kids or are expecting newborns, I would recommend getting into a PPO. If there are no problems, all you lose is money, but if there were serious health problems, I could give a shit about the maximum $3500 to $7000 that I would have to spend to get them better. I'd give all my money just to get them well. The PPO would give you the option of searching out the best doctors who could see you right away. And you should realize that the very best specialists are not in the HMO because they don't need an HMO to force patients to see them, their reputation brings in more than enough patients.

If you do pick a PPO, expect to pay about $500-1500 extra per year even if everyone in your family is in good health. The Medical Spending Account helps you offset some of these costs (you don't pay taxes on the money you put into the Account), but you must spend everything in the Account, so don't overbudget.

In your situation with relatively young kids, get into a PPO. If your kids get really sick, they'll get better care and if they don't, then just work special a few days next year and make up the difference.

For me alone, an HMO would do fine. I'm not worth the extra money. But, I don't care if my kid only has a runny nose. I'd give all my money just to make sure he got the very best care.

I switched from Unicare HMO to bc/bs ppo last year, and I am planning on switching back to the HMO. Never had any problems, and I had one child that had heart surgery and another that had a serious accident and they both received excellent care. And when it was all over, NO BILLS. I have a stack of bills right now from only 1 year with bc/bs.

One serious illness for a child and you will learn quickly the negative part to HMO. With PPO you can select the best doctor. Not under HMO. Money versus the best care possible. Pro and con to both sides.

OT- Could Jesse Jackson be Chicago's Gang representitive? Many kids travel across the city to other schools and have no problems. Look at the AG. 1/3 of the students are drawn from the across the city. They choose to leave early and come there. No problems at that school. Jesse now wants schools in neighborhoods. Gangs having their own schools to curb violence in the city? Latin King High? GD High. The Mayor actually has this one right. The City should not divide schools into gang territories. Jesse ought to be looked at AGAIN on who he represents. How about teaching social responsibility, parenting, taking responsibility for your own actions etc. CPD is not the answer to gang violence. Community Leaders, school supervisors and PARENTS are.

The detective division doesn't care how many murders there are. Classifying a murder as a death? Nobody's going to throw themselves in front of that train.

Whatever you do HMO or PPO or $$$, stay away from "University" hospitals. You will wait, wait and wait until they have a student ready to work on you. You are a specimen and as they don't care that you are in pain and burning up your medical days while they are teaching the class in whatever it is that ails you.

Stay safe and healthy, look for a hospital whose mission is to treat patients, not train student doctors.
