Daley's Propaganda War
Over the last year, misconduct complaints against Chicago police officers have increased by nearly 19 percent, according to the city agency that investigates allegations from citizens.
Much of the 18.6 percent increase in complaints received by the Independent Police Review Authority has been driven by a steep rise since March of this year, IPRA Chief Administrator Ilana Rosenzweig said.
For most of 2008 and the first quarter of 2009, the authority was receiving about 2,300 new complaints against police every three months. But in the second and third quarters of this year the numbers jumped to 2,600 and then 2,800.
The increase has forced the authority to deploy more investigators to fielding new cases, causing a slowdown in the rate at which investigations are completed, Rosenzweig said.

The city plans to prosecute citizens suspected of lying about police misconduct, authorities said Thursday.
In 2004, the city started requiring citizens to sign an affidavit before they could file a complaint against an officer.
But the city did not go after people who lied in their affidavits, fearing that would scare off legitimate complaints.
Here's a clue - if you reward bad behavior...
- lying without consequences,
- slaps on the wrist for battery, assault, UUW,
- increased payouts for BS lawsuits,
- five generations of welfare

The increase of complaints is direct evidence that the Superintendent of Police, who was handpicked by the Mayor to bring reform to the Police Dept, has failed miserably and should terminated immediately!
The Mayor should resign as well since he has proven that he is inept and unable to run the city in a fair and honorable manner.

This is ABSOLUTELY not true.
IPRA will take ANY complaint against a Chicago police officer regardless how ridiculous it may be. Since complaints can be filed in numerous ways, there is no mechanism in place to obtain the complainant's sworn affidavit and signature at the time the complaint is made.
Sworn affidavits and signatures are obtained once a complaint log number has been obtained and assigned for investigation.
I.E. no one is required to sign an affidavit before they can make a complaint against a Chicago police officer.
This is all bs to turn the public further against us at a time when the Mayor and aldermen want to do away with our raises.
The facts are that whatever the increase, they do not go so far as to say what the increase entails. It could be a bunch of stupid made up complaints about some officer was mean to me or didn't say hi or told me to put my beer down in a harsh fashion.
If it was anything major, meaning any major allegations of misconduct then of course they would have parading it out to the media as such.

Everyone get their 'report required from witness officer' for the (at least) 10 CR#'s generated LAST YEAR from election night yet? 2 of the numbers on my to/from from IPRA were hand written in, so I'm not sure exactly how many numbers I'm supposed to be a witness for.

states attorneys office has said they will not prosecute signers of the affidavit found to be lying.

I have gotten 3 CR #'s that happened in 07. I was at 26th ST yesterday and a buddy had gotten 2 from years ago. THAT may be the increase in CR complaints. Someone found a stack of CR's that no one did in some drawer somewhere and they have to complete them....
IPRA signs the "sworn statement" and sends it to you if you ask for it. I had it happen to me.
It's gotcha, gotcha, gotcha and more gotcha.

As a Sgt who routinely handles CR#, I can say for a fact, yes there is a huge upswing in the number of beefs; but a decreasing number of most complainants wanting to sign the legal document, which holds them civilly liable to the lawsuit the officers can bring on them if the investigation reveals they are lying about the officer(s). Are they intimidated by the document?,.. Nope! Almost each admits they just didn't like the fact they were arrested, or the officer wouldn't arrest someone they "demanded be arrested",or they didn't like the officer demeanor, such as looked too stern, or smiled too much, or basically the race card pops way too much, etc etc. Why secondarily do they file beefs even if they are not going thru with them? Well, because some thug tells them the city will throw lawsuit money their way...or just to get back at the officer. I have now watched our CPS youths speeddial their complaints in before all the officers leave a scene, and set up altercations,or other phony situations to video/cell phone record incidents hoping some officers well intended response goes awry, just to beef! and yes, the beefer will get right in the officers personal space cell phone-snapping their name and star. So I continue to break down these bullshit beefs until I soon retire. But I wish the young sgts behind me would start showing some intestinal fortitude...it is the most important part of your job my fellow Sgts. Protect the people subordinate to you from all types of evil. By the way, to the public trollers, we street Sgts do not get the criminal beefs, generated by a few dozens rotten cops; rather, I speak for the moral majority of thousands of good cops just hitting the street with the best intentions day in and out. STATE LAW requires people filing a complaint against a sworn officer to sign an affidavit. The City and OPS or IPRA or whatever its called now, however, has made up its own rules and fails to follow the State law. They will take the complaint and start to investigate it even though no affidavit is obtained. They even have a system they created where they can "override" the obtaining of a sworn affidavit, even though no such procedure is outlined in Illinois law. Jody and his Fed buddies will do anything they can to fuck the police to justify his employment.
Once again Daley and his politically connected appointees on the CPD do not feel that they have to follow the law like everybody else.
KEEP ARRESTING PEOPLE. Go get 'em GEU, TRU, MSF. Make JPUD look good. Contract or no contract.

Did anyone notice that they changed the findings of a complaint without an affidavit? Complaints without a signed affidavit used to be unfounded. Now they are found "No Affidavit." Union rep said that a another ULP was filed by the FOP because they have again violated our contract.

I have talked to just about all my neighbors,,,,and they are all pissed off!

The CR numbers are rising because they are accepting third party complainants! Someone that had nothing to do with the original incident but still complained about lack of police service...WTF!! Yes, I know because I was served with one.

I am going to put this out there.... A few years back, my now ex husband lodged amazingly bogus allegations against me to IAD...... IAD put me through the ringer........... My ex also was able to steal one of my secondary service weapons... HE LIED about everything in open court.... He was found this May, 3 1/2 year after i reported that weapon stolen, in possession of my service revolver, in his pocket on a street stop in his own vehicle............
Where is the justice????? A clearly sociopathic man who stole an Officers weapon was not PROSECUTED in INDIANA where there was clearly a case report made out by me, and he as the named offender. I am wrangling right now with the authorities in Indiana to have him arrested. I have been told by "THE CHIEF" of a 2 man department, he won't prosecute, even though there is a case report made out that my ex stole the weapon and is named in the case report, the minute the gun came up missing.......... I have court testimony in trials with him stating he DID NOT HAVE OR STEAL MY WEAPON. He lied 5 times in testimony that he was NOT in possession of my gun. Where is CPD's IAD???? Where is that piece of paper he signed stating he did not have my weapon and he told the truth and nothing but the truth and that if he lied CPD would prosecute, but then was found with the weapon on his person......??????? I want to know what the HELL they are going to do for me.... This was not a simple he said she said thing... He was caught with an ACTIVE MEMBER OF THE CHICAGO POLICE DEPARTMENTS WEAPON..............
Funny enough, though, he is/was an attorney..... The divorce judge in the case took it upon herself to report him to the ARDC for his misconduct and lying in the case. He was convicted of Perjury.... And now the gun charge.... He will be disbarred. BUT, the scary thing is, in his depositions, his court testimony he lied. From what I have found out through psychologists reading the transcripts, he was setting he scene up so that if I was found dead, the gun would be at the scene and his hands were clean by testifying he never was in possession of the weapon........
This is a serious thing for any department member.... Bogus allegations are terrible.. At the same time they can be deadly to the Officer they are lodged against. Alot of people want to think that the Officers are the ones that are violent, and the courts and lawyers, IAD and OPS eat that shit up. The truth of the matter there is a more sinister side to this with the people lodging the accusations against an Officer.... WE need to be more protected..... WE need more backing from our Union, from the attorney's that represent us... WE need punishment for these liars/sociopath's that walk in everyday to IAD and lodge the complaints..........
I have only put a small part of this nightmare here on the blog, it is far worse then him stealing my gun...... My child was harmed, something she will never forget, and has changed her life forever. She being 21 now will bare the scares of the things he did to her, as her mother a CPD Officer was out protecting the citizens from the savages, while there was a veiled savage in my own home.... Warning Officers, this too can happen to you or anyone. We are not immune to the savages whomever they may be.

I agree with you both. I was required to do a complete investigation on a LOG Number - with no affidavit and no officers named - and had to identify the accused officers and other potential sworn witnesses before I could "close" it out UNFOUNDED. Plus, the victim wouldn't even talk to me.
Police are out of control? I'm sure if they look at the overall stats they will determine that police are way more reactive than proactive since March. All police have to do is show up for work to get a beef for nonsense. All you complainers better get your bullet proof vests on in your travels. Has anyone ever seen the documentary "Gangland". It is only a matter of time before some of these more vicious gangs from Mexico start executing people left and right.
