Oh God No!

  • A Chicago police spokesman said two officers have been reprimanded after an investigation into an Internet video of behavior at the G-20 summit in Pittsburgh in September.

    Chicago police spokesman [...] said reprimands were issued to a department chief as well as a commander. Police wouldn't release their names.

Two officers? That's a bit misleading.

How about "two gold star exempts who should have known better if they had actually read the General Order about Processing Persons Under Department Control and gotten a promotion based on a test containing that order."

A bit wordy, but a lot more accurate. And once again, two completely different systems of accountability.

What were the rule violations that warranted a reprimand?

It seems to me these exempt violated that young man's civil rights. Why didn't JW ask his FBI buddy to "take a look at this video"?

Reprimands...every fkn time they get away with this shit.

A p.o. got a reprimand because he was the last one on the sign out sheet (two days earlier) for using a police vehicle that the inspector saw the passenger seat belt was fastened.

So - two high ranking chicago police exempts, in uniform working in an official capacity while deployed to another city police department, for no reason other than for the exempts own sadistic humor, ordered their subordinates to partake in the humiliatiation and degradation of a young man who was arrested for something that seems to be equivalent to an ANOV, that was caught on video camera for the whole world to see.

Does the punishment fit the crime in these two scenarios?

I hate this fkin city and department. There is no room for the honest, hard working nobody.

Coppers take one day suspension for missing a court date. These two clowns get a reprimand? Whether it be verbal or written doesn't matter. They should both be dumped with a permanent brick on them. They should be made to publicly apologize to the arrestee, the city of Pittsburgh, and all the officers they embarrassed.

We all know that exempt rank in CPD does not mean one is a leader, nor has a brain, nor is mature enough to set a respectable example. And obviously they have no common sense when representing the Chicago Police Department in another jurisdiction.

And some are concerned about the hair gel officers of today? Never you mind the youngins, they're looking damn good compared to Gross and ?????

We have all made mistakes on this job....and for all who care it is Cmdr Gross who has championed the officers causes since taking over special events...more officers are now getting movies, no a select few on a closed list. He opened up numerous spl. employment opportunites (at time and a half) to all patrol officers (Chicago Marathon etc.) with virtually no help from the union(s)....So then again a mistake was made and a reprimand was given and none of the officers / sergeants recieved any admonishment and that is how it should be.

That proves it, put an exempt down on all your paperwork, make them a witness to whatever you do. The department won't hold them accountable and find fault in their judgment so you will be off the hook. It's a way to finally beat them at their own game. This is the best thing that ever happened to us.

Why yes, yes I did. I expected discipline on a level that would send a message and set an example for the future conduct and demeanor that is expected of all white shirts and gold stars, however, I knew it would not happen, even though their antics truly brought discredit upon the department on a nationwide level.

With this paltry example of discipline, instead of knocking these two goofs down to Lieutenant on the 1st Watch in a district, the only message sent was, next time, do as you want, but do not be stupid enough to take a picture or get caught on video tape. Oh, but be sure to have lots of fun while you are on loan to another city. Enjoy!

These so called commanders abused their authority. Their conduct must be beyond reproach because they are the role models for the rest of us. I expect a reprimand for the next officer that abuses his authority.
This arrestee filed civil rights violations against the City. Who is going to pay for that - these two exempts are going to cost the City big money and all they get is a reprimand.

Oh please, the only people JPUD and Dugan hold accountable these days is the lowly non-clouted P.O. and his sergeant. JPUD and Brust not only wants to fuck over and fire as many P.O.'s as they can but now they want to take a couple of sergeants down too. If a retard copper fucks up something, its now the sergeant's fault even though he/she has got 15-20 cars on the log every night. how about JPUD starts holding his clout-heavy exempt staff accountable instead of ducking with the patrol division all the time???

Because they are 'exempt',Dept. of Labor work rules muddy the waters regarding suspensions.

Clout rules. Exempts have their own set of rules. Ruthie escaped all punishment. Despite the bitching, nothing happens to exempts. Carry a firearm in a airport secured area or own a condo used for drugs and guns. Nothing. It is what it is!

Gov. Pat Quinn approved 133 clemency petitions on Wednesday, the eve of Thanksgiving, as part of the administration's attempt to drive down the huge backlog of nearly 2,500 cases that piled up under impeached ex-Gov. Rod Blagojevich.

The petitioners in the batch that Quinn acted Wednesday have been waiting for answers to their requests for clemency dating as far back as October 2003, only months after Blagojevich took office.

Quinn's office said he has taken action on 361 petitions since taking office in late January. He has approved 179 and denied 182.

McCotter was the boss there before Gross, what is Gross now trying to say that McCotter unfairly scheduled the movie details? Get the fuck outta here. Gross is an idiot and should've been demoted after this stupid fucking incident. Hell he cost us more ridicule on a national level and a lawsuit. Yas I will remember that when I get into a bad decision. Just reprimand me.

blue shirts were under the direct supervision of gold stars.

make no mistake about this... gold stars were saved not blue shirts. the po's are not culpable under direct supervision of superiors.

if there are no gold stars on the scene the sky would be falling in on the blue shirts as we speak, (including all sorts of conduct unbecoming and any action that is contrary to the police purpose, etc). everyone is lucky the gold stars were there. that usually ends any serious consequences from cr investigations.

Exempts go from a reprimand to a 7 day suspension, there is no in between, the only other option is to dump em.

The Sgt at the marine unit will not be dumping the LT anytime soon, the lt has been friends with dugan for a long time

You cannot be serious. Special Events Commander?

What a challenging assignment. Can you imagine the skills that one would need to hold such a position?

This particular post makes me sick, because some are on here justifying the commander's inexcusable judgment.

No, some of us, in fact, many of us, have not made mistakes. We are always conscious of what we are doing and always try to do the right thing. We belive in being Chicago Police Officers.

I guess that comes with experience and integrity. So there you go.

Frank Gross never earned one promotion, rode his brothers coatails and caught a huge lift to the upper floors of the 35th street fifth floor winners cirle when he cashed in on the big favor fat phil owed him for his midnight save of two coppers in off-duty beef,,, other than that, I do see the humor in him working so hard to fill P.O. Tom Flanigans little shoes handling the movie detail schedule...hahahah and Tom did it with no help for decades. LMAO, best to keep frankie on a short leash so he can't keep showing his fine work in public. Wake up JFED Frankie is no diamond in the rough, just a guy fakin it as long as he can.

Just for thought, Officer Cozzi responded to a disturbance at a hospital, We have all gone to hospitals on our Beat for a cup of coffee, use a clean washroom, and before cell phones, make a call. Officer Cozzi found a subject acting in a disorderly manner possibly because of alcohol. He hand cuffed the party and as seen on camera gave him a slap. He probably gave him the slap to get his attention and nothing more. His punishment was a Federal sentence with the help of J-Fed. On the other hand, Command Staff went to Pittsburg for the G-Summit with Federal funds paying the way. The Command Staff had knowledge this was a event known through out the world with media attention from around the world. What did this Command Staff order , take a group photo of an offender in custody. A photo which dehumanized the subject as a trophy with the press and public in observance. He was also arrested for Disorderly Conduct because he acted stupid and nothing more but his civil rights were violated as the Cozzi's offender. What does J-Fed do, gives a written reprimand to Command Staff who are our mentors for proper police behavior.Cozzi is in a Federal Prison and these Command Staff get a reprimand but big bucks for overtime to Pittsburg and plenty of laughs at the expense of a civil rights violation. Come on J-Fed, where is your justice and fairness for the troops. Cozzi is on the troops as well who worked the street and put himself at risk for many years as a Police Officer. Your Command Staff treats Policw work as a big joke.

Typical Chicago Cop cry baby. This is a guy who made Detective, Sergeant and Lieutenant by passing the same exam offered to everyone else at the time. NONE of these promotions were made meritoriously. He worked in 011 as a P.O. and Area 4 as a detective. (Don’t think he needed his brothers’ help to get to these spots) Every one bitches that the command staff is made up off individuals who have been promoted meritorious time and time again. Well he isn't one of them. When he made Captain it was during the time 70 Lieutenants were being promoted to Captain. But none off this matters, you will keep bitching and continue on talking about things you know nothing about...

For those of you who want to compare this to Cozzie give me a break. Why he needed to hit the guy over a dozen times when he was already handcuffed and in a wheel chair with 3 hospital security guards there we will never know. But we all seen the video, what Cozzie did was inexcusable. Some will say well this is to but let’s compare apples to apples. This at worst is bad judgment something we all are guilty of at one time or another. But what Cozzie did is on a whole other level. Cozzie didn’t just slap a guy he beat a guy who was handcuffed to a wheel chair. At most this guy was a passive resister a strike would have been understandable but his actions far exceeded that. Also if anyone failed him it was the Police Board not the Superintendent. They should have never of ruled that he could get his job back. Then the Union and the Board tell the new Superintendent there is nothing he can do about their ruling. Boy were they wrong, bet they don’t do that again.
If you want to defend someone who has been fired by this administration and bring attention to his case defend the police officer from 017 who lost his job because he slapped a guy after he got stuck by something in the guys pocket not this. We all can relate to this Guy not Cozzie. Before you make another ignorant comment I suggest you watch the Cozzie incident again then ask yourself can I see my self doing that. I bet the answer will be no. As far as the picture that was taken, we all know it’s not the first time a police officer took a photograph of something that he shouldn’t have with his cell phone. If anything we ALL should learn from this. We all need to protect ourselves and the officers we work with no matter what Rank they are. We also need to constantly remind each other to be aware of our surroundings so something like this doesn’t happen to anyone else.

Your right McCotter didn't unfairly scheduled the movie details. It was the officer he put in charge of scheduling the detail. As we all know the Commander of the Unit doesn’t actually do the scheduling not McCotter nor Gross. It’s an officer in the Unit that they have put in charge of the scheduling. Gross has just monitored it a little closer which has made it fair for the rest of us. And I am sure it is a little more work to open these details up to everyone than it is to pull out a piece of paper with a select list of names and calling one of them up.
