who cares! doesn't matter anyway, when i took the test it had almost a 92% passing rate. lets all agree, that test was one of the easiest ones you can take, and they don't rank you on your score anyway, you are just qualified or not qualified in the results. they still will weed people out during the rest of the process, the physical, psyc, backround check. if this makes the process faster and saves the city money, i'm all for it. we need help, and help fast....use the money to hire police officers instead of giving a useless entrance exam. if personel does their job and weed out the bad apples during the rest of the process, i see nothing wrong with it. give us some damn ppo's in the field!!!!

He'll be retired and you'll be stuck here. So many great guys who came on in the 70's and early 80's never made rank because they were handcuffed as tests had to be racially normed. So many of these guys wanted to get out but couldn't. They just had a high school education, military or the "mills" work background and a wife, kids and mortgage. They were stuck. They loved the job and were among the best police we had. But they got it shoved up their asses. Don't let that happen to you. Get out now. It's pretty clear now that all Daley is concerned about is his voting base. He could give a rat's ass about city employees. He's got us by the balls.
Off subject, a major snow storm is expected to hit Chicago tonight and Thursday. Obama, Daley and Duncan brag about keeping the city schools open during the storms. It has nothing to do with education, it has to do with providing a babysitting service for all the mom's (no dad's to be found) to be able to go to work. They will be screaming if they have to stay home with their kids. Their votes count. We need to cater to them. Watch and see, if a bad enough storm hits, every other school district will shut down, not the city's public schools. Wouldn't it make sense to keep 400,000 kids at home, Thousands of teachers, clerks, etc and school buses off the streets for a day to get the problem cleaned up. Nope, there will be school as there is a primary election in less then a month. They want their votes and don't want them angry.

What a joke this city is. The Chicago Police Department will be the laughing stock of the country if this passes. I'm hispanic and I busted my ass to get on the job. I didn't expect any handouts or would want to get promoted or hired because of my race. These fake ass reverends want to lower the standards so that their buddies and partners in crime can get on the job. Next they'll want to eliminate the power test because it discriminates against overweight people.
This old man can tell you times sure have changed. It was not uncommon in the early 70's to make the rounds of departments that were hiring and there could be anywhere between 50 and 150 applicants for each vacancy!
There were some tests that were pure bullshit but there were others that used real life examples to see if you had the smarts and common sense to do the job. I can't see any value to scrapping legitimate testing.
And, yes, part of being a good cop is report writing, oral communication and testifying in court. People, especially judges and juries, judge you by how well you present yourself on paper and orally. I thought it was hokey when I had an oral interview for a deputy sheriff's job in Wisconsin and was asked to read aloud a paragraph from Time and another from Readers Digest and to write and read an essay on why I wanted the job. On the way out I asked the sheriff about that and he explianed, "The commission just wants to see if you can read and write."
As for minority hiring, I like what the Kansas City Fire Department's union did. Instead of lowering the standards, they offered classes to job seekers to hopefully raise the quality of the applicant! Not a bad idea.
Since I'm on a roll, the weirdest question I was ever asked on an application was whether I had participated in a demonstration against the draft. (As a veteran, that really pissed me off for reasons beyond the obvious. Didn't we also fight to protect the rights of people to peacefully assemble and protest?)

As a P.O. of over twenty years,and a African American,to hire anyone for the job of Police Officer without aptitude testing and screening is inviting disaster. Unfortunately, CPD are not firemen and have to read and write. Muscles alone do not make a qualified recruit. I think you need some kind of entrance exam to screen out the truly dumb, but the problem is that the vast majority of CPS grads (and non-grads) would fail it. The powers that be want to have lots of the "right" kind of people get hired, and if you base it on a test, it will be tough to rig the test so those people are at the top of the list.
I remember over 20 years ago when I was in the academy there were MANY who couldn't write a sentence that made any sense on a case report....and this was WITH testing. I could only imagine what we are going to get with open season hiring. I'm glad I can retire soon.
Ok, on further reading of the article, after I got up off the floor, I think the City may be looking for a way to hire more military vets.
Obviously long distance testing is difficult. How about checking out their military entrance scores.(ASVAB?)
Set a standard and then use that score and allow military veterans another method of entering the department. For those who aren't currently in the military keep testing.

As the system is set up now, it takes about a minimum of 2 years to get on the job from taking the test to starting the academy. As of late even longer because of a lack of hiring. Even with this processing we STILL get WAY TOO MANY unqualified people that should not be in this career path. It is not a back breaking hard job, but it does require some sense and occasional some physical ability. If they feel they will save money by eliminating testing elements, well they will make up for the savings on law suits later. How many dumbass, gang banger, useless, unqualified people will do terrible things with the powers we are given??? Looking back within the past 10 or 20 years alone, you can see some of the people that slipped past the screening and have brought discredit to all of us. I know we all know this, but someone clue in shortshanks: Eliminating the entrance exam would not help the people that would have a problem with the test. After training you have to pass a state test and if you don't pass it you are terminated. So if you eliminate the initial test because some people can't pass the initial test how will they pass that one? And if they can't a lot of tax money went for nothing.

When I came on, they had 32 hours of REMEDIAL READING in the academy, as they were hiring the tail end of the list from the 1976 (or was it 1975?) test. Our class was hired off the 1981 test and we could not fathom why 32 hours of class time would be wasted on spelling tests, but apparently it was necessary for a lot of the last hires from the old test.
I give a damn WHAT race the police officer is when I call 911; I just want the most cabable and competent one in the world to show up at my door.
Can you just IMAGINE what fine candidates we would get with NO testing process? Thank God I'm out of here next year. They are decimating what was once a fine quality police force.

I say screw the degree requirement cause having a degree is worthless these days. I have known many a fool who had a Masters degree in my time. Some of the most ignorant, illiterate people have college degrees. Best to give every applicant a reading and writing test, because that is going to be a huge part of the job as a police officer. It is an embarrassment to any police agency to see one of their own torn up in court because the report that they wrote sounds like it came out of the 5th grade. Police need to be able to read and write well, have common sense, courage and a thick skin. Once you find someone with those attributes, that's half the battle. Not enough minorities can make the grade? Too bad. Try harder.

With so many people out of work they sould be able to get plenty of qualified applicants. When I took the test, 30,000 people took it and they hired 700.

These responses are sad. I am thankful I am not a minority. And to imagine, they have to work with us everyday knowing this is how the vast majority of us feel.
I don't think the article explained everything correctly. To be honest, I worked in Personnel and had to do the follow-up interviews. Of the people drawn from the pool, the majority of those that were qualified with the 2 years of education were largely minority. Also, if you look at those taking the promotional exams, the majority of us old timers and those with at least 10 years on, prior to the education requirement of 2 years, minorities far outweighed us in their qualification.
So what happens to testing in the academy. Are we going to dumb those down or eliminate them? Doesn't the physical exam discriminate against fat people? Guess that has to go. Ultimately, if you can't pass this very simple test then how can you get through the academy? Are we really saving money if 70% of the class washes out of the academy? This city is a divine comedy!

A college buddy worked himself up to a chief in the burbs. He had a vacancy and the person at the top of the eligibility list was a black woman with a degree and eight years in the military. He told me that at the end of the final interview he said to her, "If you're willing to take a chance on us, we're willing to take a chance on you." The city manager took a preemptive p.r. strike and leaked to the media that the new hire was degreed, at the top of the eligibility list and was hired not because of her race or gender but because she was number one, the most qualified person for the job. As for the townfolk, they love her. It's the dirtbags who demand that the "sista" cut them some slack who hate her balls.
I always felt "minority hiring" and quotas were an insult to qualified people of color because it implied they were inherently incapable. To do away with testing as a means of increasing diversity is absurd and insulting.
BTW--some of the people I learned the most from were some of the old black cops hired in the days before affirmative action and quotas.
In the history of this once proud Department, has there ever been an exempt, especially a CHIEF (!!!) with the CR and EEOC history of this despicable thug? How can this happen? He also bragged about Crook-Ed Burke being his clout.

I am a retired P.O. My son took that Nov. test and finished #6. He passed all of the tests after being notified to appear. When He finished the power test and it came time to turn in his college transcripts he was told he was disqualified because he didnt finish his college until jan and according to the test it was to be concluded by Dec. Broke his heart after going to school and studying for the exam. they have just started hiring off that list. Now they are going to do this. It just goes to show you qualified people need not apply.

I remember the the city hired a company to evaluate the hiring process. The company suggested more testing and hire education requirerments. this would send us backwards.
I work in Area 2 and some of the case reports I get now I can't believe were written by an adult. Don't make it worse then it already is..... Increase the hiring standard. It would be slap in the face to every cop the was hired through testing.

The real problem is the City of Chicago tries to do things on the cheap. Officers with college degrees SHOULD BE PAID A PREMIUM as they are in places like L.A. At least Bratton recognized that you must pay for quality.

We would be remiss if we did not point out that during our L.E. sojourn we have worked with and for some of the most brilliant people God has allowed to walk the earth. Those times were times of absolute joy. On the other hand we have worked with and for some of the biggest most flaming Romper-Room rejects that ever greased themselves up and slipped through a screening process. Labored breathing when applied to some of them was an understatement...
It's a no-lose as an issue for Hizzoner. The press gets its story du jour and Daley gets his sensation--and everybody else has just another issue to keep track of.
So of course it's ridiculous, but it's also a method of keeping power.
Divide and distract: the FOP has another issue on its plate, something that wastes time and keeps their eyes off the prize--which is, a contract.

Be smart now--it's not about affirmative action. That's a way to divide your rank and file by race and keep you separated. The real issues are United issues, and they are a contract, getting recruits into the academy, and a set of standards that are already on the sidebar of this blog.

They can do away with all exams, on promotional exams, just list your clout and family ties. that is enough. The city will save the expense and charade of grading the tests that way.
Hey why not drop all entrance exams so everyone has a chance to be a lawyer, doctor, nurse, secret service agent, Fbi agent, etc. There are tests for certain jobs to help maintain some integrety. Another reason why Daley must go!

If I could ask you to pull your head out of your ass for one moment you might see that an entrance exam is required in almost all areas. Would you want colleges to stop requiring entrance exams just so they could satisfy some fake reverends? If you pull the police entrance exam then what happens when those who would have been weeded out from that process get into the academy? Will SPECIAL ED class rooms be formed for those who fall behind?

who cares! doesn't matter anyway, when i took the test it had almost a 92% passing rate. lets all agree, that test was one of the easiest ones you can take, and they don't rank you on your score anyway, you are just qualified or not qualified in the results. they still will weed people out during the rest of the process, the physical, psyc, backround check. if this makes the process faster and saves the city money, i'm all for it. we need help, and help fast....use the money to hire police officers instead of giving a useless entrance exam. if personel does their job and weed out the bad apples during the rest of the process, i see nothing wrong with it. give us some damn ppo's in the field!!!!

He'll be retired and you'll be stuck here. So many great guys who came on in the 70's and early 80's never made rank because they were handcuffed as tests had to be racially normed. So many of these guys wanted to get out but couldn't. They just had a high school education, military or the "mills" work background and a wife, kids and mortgage. They were stuck. They loved the job and were among the best police we had. But they got it shoved up their asses. Don't let that happen to you. Get out now. It's pretty clear now that all Daley is concerned about is his voting base. He could give a rat's ass about city employees. He's got us by the balls.
Off subject, a major snow storm is expected to hit Chicago tonight and Thursday. Obama, Daley and Duncan brag about keeping the city schools open during the storms. It has nothing to do with education, it has to do with providing a babysitting service for all the mom's (no dad's to be found) to be able to go to work. They will be screaming if they have to stay home with their kids.
Their votes count. We need to cater to them. Watch and see, if a bad enough storm hits, every other school district will shut down, not the city's public schools. Wouldn't it make sense to keep 400,000 kids at home, Thousands of teachers, clerks, etc and school buses off the streets for a day to get the problem cleaned up. I didn't expect any handouts or would want to get promoted or hired because of my race. This old man can tell you times sure have changed. It was not uncommon in the early 70's to make the rounds of departments that were hiring and there could be anywhere between 50 and 150 applicants for each vacancy!
There were some tests that were pure bullshit but there were others that used real life examples to see if you had the smarts and common sense to do the job. I can't see any value to scrapping legitimate testing.
And, yes, part of being a good cop is report writing, oral communication and testifying in court. People, especially judges and juries, judge you by how well you present yourself on paper and orally. I thought it was hokey when I had an oral interview for a deputy sheriff's job in Wisconsin and was asked to read aloud a paragraph from Time and another from Readers Digest and to write and read an essay on why I wanted the job. On the way out I asked the sheriff about that and he explianed, "The commission just wants to see if you can read and write."
As for minority hiring, I like what the Kansas City Fire Department's union did. Instead of lowering the standards, they offered classes to job seekers to hopefully raise the quality of the applicant! Not a bad idea.
Since I'm on a roll, the weirdest question I was ever asked on an application was whether I had participated in a demonstration against the draft. (As a veteran, that really pissed me off for reasons beyond the obvious. Didn't we also fight to protect the rights of people to peacefully assemble and protest?)

Mayor Daley's 2010 budget uses federal stimulus funds to add just 86 officers, 30 of them for the CTA.

As a P.O. of over twenty years,and a African American,to hire anyone for the job of Police Officer without aptitude testing and screening is inviting disaster. I think you need some kind of entrance exam to screen out the truly dumb, but the problem is that the vast majority of CPS grads (and non-grads) would fail it. The powers that be want to have lots of the "right" kind of people get hired, and if you base it on a test, it will be tough to rig the test so those people are at the top of the list.
I remember over 20 years ago when I was in the academy there were MANY who couldn't write a sentence that made any sense on a case report....and this was WITH testing. I could only imagine what we are going to get with open season hiring. I'm glad I can retire soon.

Obviously long distance testing is difficult. How about checking out their military entrance scores.(ASVAB?)
Set a standard and then use that score and allow military veterans another method of entering the department. For those who aren't currently in the military keep testing.

He got the job with the STATE to oversee prisoner early release program. Quinn is trying to save face with the people by putting someone over the Director of the prisons.
Yet another way to cheapen this job and make it as common as shoveling sh*t. Pathetic.
As the system is set up now, it takes about a minimum of 2 years to get on the job from taking the test to starting the academy. As of late even longer because of a lack of hiring.
Even with this processing we STILL get WAY TOO MANY unqualified people that should not be in this career path. It is not a back breaking hard job, but it does require some sense and occasional some physical ability.
If they feel they will save money by eliminating testing elements, well they will make up for the savings on law suits later. How many dumbass, gang banger, useless, unqualified people will do terrible things with the powers we are given???
Looking back within the past 10 or 20 years alone, you can see some of the people that slipped past the screening and have brought discredit to all of us. Not to mention the MILLIONS if not BILLIONS of dollars at this point that have paid out on lawsuits based on their actions.
I don't even need to use racist or sexist terms to sum this up, it is just stupid. Sadly, contrary to what the FOP says, nothing is too stupid to not be true in this city anymore.

This department is going to be a fucking laughing stock. I am white and work in an all black neighborhood. I have never seen a citizen have a problem talking to me because I'm white. Even the hood rats would, I'm sure, rather have the most competent officer handle their case rather than one who may be their same race. Sacrificing hiring standards for police in the name of diversity is a big, big, big mistake.
I know we all know this, but someone clue in shortshanks: Eliminating the entrance exam would not help the people that would have a problem with the test. After training you have to pass a state test and if you don't pass it you are terminated. So if you eliminate the initial test because some people can't pass the initial test how will they pass that one? And if they can't a lot of tax money went for nothing.
Hmmm...sounds like a lot of hibbity jibbity to me. Look at what we end up with when we do have testing, and minimum requirements...the B.Q., Aunt B., the list goes on. When I came on, they had 32 hours of REMEDIAL READING in the academy, as they were hiring the tail end of the list from the 1976 (or was it 1975?) test. Our class was hired off the 1981 test and we could not fathom why 32 hours of class time would be wasted on spelling tests, but apparently it was necessary for a lot of the last hires from the old test.
I give a damn WHAT race the police officer is when I call 911; I just want the most cabable and competent one in the world to show up at my door.
Can you just IMAGINE what fine candidates we would get with NO testing process? Thank God I'm out of here next year. They are decimating what was once a fine quality police force.

I say screw the degree requirement cause having a degree is worthless these days. I have known many a fool who had a Masters degree in my time. Some of the most ignorant, illiterate people have college degrees. Best to give every applicant a reading and writing test, because that is going to be a huge part of the job as a police officer. It is an embarrassment to any police agency to see one of their own torn up in court because the report that they wrote sounds like it came out of the 5th grade. Police need to be able to read and write well, have common sense, courage and a thick skin. Once you find someone with those attributes, that's half the battle. Not enough minorities can make the grade? Too bad. Try harder.

These responses are sad. I am thankful I am not a minority. And to imagine, they have to work with us everyday knowing this is how the vast majority of us feel.
I don't think the article explained everything correctly. To be honest, I worked in Personnel and had to do the follow-up interviews. Of the people drawn from the pool, the majority of those that were qualified with the 2 years of education were largely minority. Also, if you look at those taking the promotional exams, the majority of us old timers and those with at least 10 years on, prior to the education requirement of 2 years, minorities far outweighed us in their qualification.

So what happens to testing in the academy. Are we going to dumb those down or eliminate them? Doesn't the physical exam discriminate against fat people? Guess that has to go. Ultimately, if you can't pass this very simple test then how can you get through the academy? Are we really saving money if 70% of the class washes out of the academy? This city is a divine comedy!

They can't do that. Certain communities would consider it as discrimination to keep them from being hired. Look what merit promotions have done to the department. We're being overrun by George Stevens & Andrew H. Brown clones.

A college buddy worked himself up to a chief in the burbs. He had a vacancy and the person at the top of the eligibility list was a black woman with a degree and eight years in the military. He told me that at the end of the final interview he said to her, "If you're willing to take a chance on us, we're willing to take a chance on you." The city manager took a preemptive p.r. strike and leaked to the media that the new hire was degreed, at the top of the eligibility list and was hired not because of her race or gender but because she was number one, the most qualified person for the job. As for the townfolk, they love her. It's the dirtbags who demand that the "sista" cut them some slack who hate her balls.
I always felt "minority hiring" and quotas were an insult to qualified people of color because it implied they were inherently incapable. To do away with testing as a means of increasing diversity is absurd and insulting.
BTW--some of the people I learned the most from were some of the old black cops hired in the days before affirmative action and quotas.
In the history of this once proud Department, has there ever been an exempt, especially a CHIEF (!!!) with the CR and EEOC history of this despicable thug? How can this happen?

Actually its because alot of Blacks and other minority people don't want this job. So this bullshit about doing away with the test to draw more minorities is a crock of shit. People who want this job, will show up to take the test regardless of their race.

I am a retired P.O. My son took that Nov. test and finished #6. He passed all of the tests after being notified to appear. When He finished the power test and it came time to turn in his college transcripts he was told he was disqualified because he didnt finish his college until jan and according to the test it was to be concluded by Dec. Broke his heart after going to school and studying for the exam. they have just started hiring off that list. Now they are going to do this. It just goes to show you qualified people need not apply.
Better yet, why not eliminate the academy as well to save money and just have on the job training?

Daley does not give a damn about the color of an officers skin. When we marched on city hall....Daley got a taste of our unity and strength and he did not like it. And at that point the planning went into stealth mode to bring this department under his thumb, and what better way to do that than to have total control over hiring. You will owe your job to your political sponsor. And that is were this B.S. is going. Weather you want to believe this or not ....... any officer on this job without clout,... juice,... a chinaman, is in the same boat weather you're white, black, hispanic etc. Now get out there a get some contact cards!!!!
The last Fire Dept written test was given at a 9th grade reading level. I took it and it was a complete and utter joke!

I am not a grammar expert. Actually, English is my second language and I am not white.
Imagine what we will get without entrance exams.
I remember the the city hired a company to evaluate the hiring process. The company suggested more testing and hire education requirerments. this would send us backwards.
I work in Area 2 and some of the case reports I get now I can't believe were written by an adult. Don't make it worse then it already is..... Increase the hiring standard. It would be slap in the face to every cop the was hired through testing.
Sorry to see Lt. John Franlin go. He is a class individual. I worked with him in 011. Sharp guy, who just wants the right thing done.

Reading and comprehension SHOULD be at a minimum of 12th grade level. Pre-employment writing samples SHOULD be tendered by the applicants.
The real problem is the City of Chicago tries to do things on the cheap. Officers with college degrees SHOULD BE PAID A PREMIUM as they are in places like L.A.
At least Bratton recognized that you must pay for quality.

We would be remiss if we did not point out that during our L.E. sojourn we have worked with and for some of the most brilliant people God has allowed to walk the earth. Those times were times of absolute joy. On the other hand we have worked with and for some of the biggest most flaming Romper-Room rejects that ever greased themselves up and slipped through a screening process. Labored breathing when applied to some of them was an understatement...
It's a no-lose as an issue for Hizzoner. The press gets its story du jour and Daley gets his sensation--and everybody else has just another issue to keep track of.
So of course it's ridiculous, but it's also a method of keeping power.
Divide and distract: the FOP has another issue on its plate, something that wastes time and keeps their eyes off the prize--which is, a contract.
They'll delay hiring until this matter is cleared up--just another delay to filling the academy.
Be smart now--it's not about affirmative action. That's a way to divide your rank and file by race and keep you separated. The real issues are United issues, and they are a contract, getting recruits into the academy, and a set of standards that are already on the sidebar of this blog.
Make sure your FOP stays on point and doesn't waste a lot of time on this issue. It would be bad--but I don't believe Daley is committed to it so much as he is to keeping everybody in an unsettled state of mind--and the academy closed.
Furthermore, all FOP has to do is talk about the city's increased liability if untested cops hit the street. Have FOP ask Daley how the city plans to get insurance for this bullshit. Or to pay the premium on it. If that doesn't work, then they can take that to the press, and make it look like the skank.

you don't have to be a rocket scientist to write citations and fill out case reports--- the tac/ gang teams will be put back into uniform for the summer of 2010 to handle beat car jobs because the manpower shortage will be acute... the w/c's will be scraping the barrel trying to keep enough people in cars to handle jobs--- if time due gets denied people are just going to hit the medical--- top management is aware that a mnapower shortage is forthcoming and were stonewalled by king richard--- the safety of the citizens and police officers is being put at risk--- just watch all the finger pointing that will go on when the whole thing blows up.....

If I could ask you to pull your head out of your ass for one moment you might see that an entrance exam is required in almost all areas. Would you want colleges to stop requiring entrance exams just so they could satisfy some fake reverends? If you pull the police entrance exam then what happens when those who would have been weeded out from that process get into the academy? Will SPECIAL ED class rooms be formed for those who fall behind?
You then go on to say that they still will weed people out during the rest of the process, the physical, psyc, backround check. Really? If you believe that then you really are stupid.
What would help would be to stop politicizing the job. End the magical "phone call" to a clouted one. Of course that will never happen.
