025 Bar Fight

Evidently, the rumors of hard drives and back-up drives running in the cars, even when nothing is logged on, have some merit to them:
  • IPRA was at 025 all day Saturday pulling the hard drives from the Tahoes even though the cameras were never on. Remember the camera and mics are always running even if your not logged on. This should be interesting are the higher ups going to stand by their guys or will 025 midnights be thrown under the bus again???
All the reports say that 100 people or more were fighting, cops got jumped, numerous OC and Taser discharges were logged. But IPRA is pulling hard drives and, call us cynical, we don't think it's to have coppers' backs.

To pull the hard-drives is just procedure. If the camera is not on, the camera is not on. Something that is not on cannot record.

I know many bosses have looked into a way to keep the careras/microphones on all of the time, but it is not feasible. Also, there is a reason the microphone makes a noise when it is activated. It is called eavesdropping, and you must be alerted when your voice is being recorded. Just because the city sends out some bullshit order claiming you have no right to the expectation of privacy, does not make it legal. It would be comparable to an illegal search, if it were ever used against a PO in the first place, then setting the framework for a major class-action lawsuit against the city.

I'm not in the patrol division but I feel for my brother officers there. You truly are the backbone of the Department. I was always of the delusion that if you were a working cop trying to do the right thing, that the department/administration would not go out of their way to hang you. Obviously, the Officers were responding to a call for service in which even their presence could not deter these law breaking scum from continuing their unlawful acts. Why is IPRA, the Department, and the Administration going so far out of the way to harm working Police? Have they not learned yet that this only emboldens the criminal element? This continuing Monday morning quarterbacking works against a civilized society! Why not just send out a team of lawyers to serve summons to law breakers? Sometimes an asshole needs a proverbial kick in the ass to remind him that his behavior will not be tolerated. These were not rogue officers operating in secrecy. Those were citizens empowered by the State of Illinois to take action of the behalf of law abiding people. Jody Weis and Mayor Richard M. Daley, if any harm comes to those officers in the form of disciplinary action, I will have lost all respect for you both and I shudder the thought of what kind of message that you are sending. Stand tall 025, you have nothing to be ashamed of.

so help me god if one single copper even gets jammed up from this. since when does ipra(civilians) have access to police equipment. IAD should be the ones doing this stuff. For christs sake get rid of ipra. Just another political waste of time and money. Mr. mayor, you wanna save money, get rid of ipra and put the investigations where they should be, in iad with police officers who are capable of conducting a fair and thorough investigation. not some biased, ultra liberal john marshall graduate who does not understand police work and how these citizens commonly lie. I will trust IAD anyday over ipra.

the only way IPRA can pull a hard drive is if they have a key for it and I highly doubt they do given the fact that ISD technicians are the only person(s) who service them. If IPRA did in fact get a hold of a key they don"t know what the fuck they are doing if the camera was never activated. The camera will NOT record without an officer's PC number entered into the system. FACT!

The hard-drives are ALWAYS recording, when you turn one the roof light that only puts a START MARK on the recording. This is why when you start recording it picks it up 20 seconds in the past.

So be careful, don't do anything stupid.

Like it or not the cameras are there. You can make them work for you. Not long ago, I had some people making a problem for me. I pointed at my squad car with the roof light running. I said, " Smile for the camera." They got real peaceful and wanted to settle everything. But that day, I didn't have a camera car.

It is not a rumor. It is information given out during camera training. They tell eveything is recorded on the hard drive for 7 days. What you "record" are events that you choose to download at the end of your tour. No conspiracy here. Just more evidence that you guys are so stone dead in the head that you believe any rumor thrown out there. Listen when you are trained, act professionally and you will be okay. If not, it is on you.

I was there at 5600 West Grand (Major Hall is the bar that serves liquor to underage black kids) and when 2 AM rolls around, all hell breaks loose. We have been called there so many times, I can't remember. But it is way too often.

Oh yeah, I am sure the white shirts have our back. Now I feel like they will screw me. 025 1st watch are hard working P.O.'s. Look at our numbers and we do a lot of arrests, traffic stops, tvb's (thanks 2522 1st watch), dui's, etc... we don't just do bullshit arrests. And then we get rewarded for our hard work like this?

One of our officers was jumped on (P.O. J.P. who was working on the wagon that night) and yet the department cares more for these lying pieces of shit than us.

At this big fight on Grand and Major these savages kept on fighting even though the police arrived. And then they jumped on a fellow officer (P.O. J.P.). At the same time, there were about four young thugs yelling "sorround their bitch asses, they aint gonna do nuthin". They were trying to really work up the crowd and sorround the police and then what? Disarm us and kill us with our own weapons? Stomp on us? I think if they did do that, then deadly force would be justified.

The bottom line is IPRa does not believe the P.O.'s that is why they are pulling the hard drives. The Police did NOTHING WRONG here, but you would never know that from the way the spineless Capt. from 1st watch acts.

The Capt. who refuses to be on ANY paper, probably becaause he is scared of a lawsuit or he just wants to further himself while turning his back on his guys.

Capt. L.P. you sir are a disgrace, and it is sad that this is what this Dept. has to look forward to after we get rid of this POS Weisel.

I still don't know why anyone would do anything on this job, it just isn't worth it. Let these fools kill each other WHO CARES.

So our taxpayers get even less service and police coverage, and these Haitians, who mind you are free to come and go as they please from NDHS for girls, get premium coverage?!?! Unbelievable!! How long before they disappear into the neighborhoods as more undocumented immigrants?

remember the cameras were installed for officer safety and not to jam guys ---- hahahaha.... ipra was probably called out because of all the trr's which were filled out--(excessive force cr initiated).... the funniest part of the whole process is that the watch commander has to go into the lock up and interview arrestee involved in the trr--- what do you think he is going to say--- and then ipra goes and interviews him too--- let me guess, the police cursed me out and kicked my ass... bingo... god help us all...

Illinois is one of the few states that have a "two-party" rule for recording voice/conversations. That is, everyone present at a conversation must agree to the conversation being recorded. This law stays on the books to protect the politicians who fear being secretly recorded. Most other states you can have a tape recorder in your pocket, secretly record a conversation with your alderman and then play it for the newspapers. NOT in Illinois. The only exception are law enforcement and security call centers.

Like any computer a sup-prime program can run with the machine off they are called slave programs by hackers and hidden system programs by microsoft, These programs are always running. These programs can be controled and monitored from another location as long as the controler has the access code for that computer or PDT. I can set the computer to turn off and on at my leasure and download any and all information I want. If a camera is attached to the Portable Data (PDT) devices in the car or have their own computer in the trunk which records. The only way to stop this from being on is to disconnect it from the battery. If the vehicle is turned on it records in a loop for an average 48 hours and erases then records again some are longer recording time. Several years ago 14th District had a camera car which recorded only when the light bar was turned on the bosses did not like that they wanted recording constant. Illinois is a two party state which require a court order to record sound. As far as video they do not need any court order! Any one who has been to the search warrant class knows this. You as a PUBLIC servant have NO expectation of Privacy while using public property, example the departments blackberrys are all recorded text only! This is your liability because they might come back and bit you in the ass.

I would think it would depend on how these in-car cameras are programed in the first place. Just because you don't log on doesn't mean they can't be recording. Look at the DVR in your home. If you program it to record something at a specific time, it gets recorded even if the device is turned off.

I had an interesting conversation with an ASA in Bridgeview last week.

A case was up for trial and, turns out, one of the A/O's who needed to testify was on furlo.

The ASA requested a continuance, but jagoff's attorney said he was ready for trial right then and there.

Jagoff's attorney said that the officer was notified (subpeona'd) and that if he was physically able to appear (not out of town), then he has to be there.

Well, the judge granted the State's motion for a continuance.

The next day, the judge had a quick side conversation with the ASA and said jagoff's attorney brought up a good point, and that if the issue came up again, he would strongly consider the issue of forcing a P.O. to appear even on furlo if physically able to.

Got me thinking, I think the fact that we dont have to go to court on furlo was an agreement with the city and not with the courts

If logged on, but not turned on...

the camera maintains a certain number of hours on its hard drive. The video is not saved and cannot be reviewed by the officer in the car, but it is on the hard drive. The hard drive needs to be removed to view this video. The hard drive video is continuously deleted as new hard drive video is recorded.

If logged on, and turned on...

The video is saved. The video is reviewable by the officers in the car and is stored onto the hard drive. I do not know how "saved video" is permanently stored, but it is.

If not logged on...

There is no recording.

The fight was at Major Hall. It is no longer a CPD and neighborhood stop. It's a party haven for the gang banging, drug dealing, thug life, lawsuit segment of the black community. It spills out on Grand Ave frequently on weekends. Wait till the weather gets warmer.

CPD pulled the hard drives. Probably at IPRAs request since there was no camera video. However, IAD notified as well. THis is apperently in relation to a citizen with a broken ankle who alleged being hit by a CPD Tahoe.

Cameras only record if logged on. Dept hopes to change that to running as soon as the vehicle is turned on. FYI, discipline and termination are pending on those who have damaged the equiptment.

Remember this segment of the community is happy living in there desperation and mayhem. THey don't want our help and now view us as a ticket to the ghetto lottery.

And the City informs the police that IPRA will be reviewing allegations of excessive force by way of General Order

If the police would prefer not to have their actions be reviewed by the civillian IPRA then the police have to make some decisions about whether or not they want to work for a Dept that has apolicy which mandates this

this is a job where money changes hands in exchange for services performed and as such has requirements rules and policies which must be followed ( at least in theory they must be followed ) in order to continue employment

The system buffers anytime the vehicle is running. This is a change from just when logged on. ISD has an on call guy with a take home car who will come in and do the download. The video is then burned to disk at 35th St. There is no expectation of privacy in a city owned vehicle eavesdropping does not apply.

On topic, the vehicles were all parallel parked on Grand so as to allow CFD access for the "person shot." There was no person shot, but none of the cars were facing the chaos. This time I wish there was video- it would help. The 1st watch isn't afraid to be the police, but the force used wasn't unnecessary and it would be great to be able to lock someone up for lying an a CR complaint.

we already know that the department will not prosecute civilians who make false accusations against officers--- the reason being that they do not want to discourage people from making complaints against the police--- so does that mean that once in awhile we can tell a little white lie and not be held accountable for it--- we certainly don't want to discourage police officers from doing their jobs do we.....

When was the last time you physically got a subpoena? They enter stuff into the court notification system and toss the paperwork. How do you now which court dates are phone notifications, subpoenas, or regular court dates? I doubt if they can hold you to going to court if the Department doesn't deliver the subpoena to you.

My dept. has the same camera system as yours. The following statements are facts told to us during training by a rep from the company. The camera is always recording it is a digital hard drive. When you log something to record then it burns that video. However IT people trained can go back and watch up to the maximum allowable size of the hard drive. A lot of times these are dumped onto servers and held until the 90 day rule is complied with and then destroyed. We have had officers called into the office to explain things on videos that they did not record at times the camera was supposed to be off. We have been lucky so far that they have not tried to discipline anyone yet but we all know its coming.

What is really disturbing about this drivel is that this guy probably went through his entire 29+ years believing misinformation like this. Even worse he probably spread it to every new guy he came across. I bet he usually held court in the local watering hole. Please disregard everything he says, there is not even a grain of truth there.

captain on 1st watch is very shaky and will admit it to you. he is afraid of going to jail. he seems to think that he is still in s.o.s. you are not supervising a group of clout kids with phone calls to get them out of trouble. you have honest hard working cops on your watch. they dont behave like spolied brats. they are young and need a good leader. if you cant be a strong leader that teaches, why be a horrible one that stabs them in the back. turn in your star, and be an inspector again. no liabilities. no one steals, robs, plants dope on anyone. good people on your watch.be a man. the department has no loyalty to you. your people will. show them your worth it. i know you read this blog.

To the officer that said that IAD did not have as good as a record as IPRA I say what the f***k are you dating one of them? At least IAD is made up of police officers and as many beefs as I've had I've only taken 1 day,so yeah they do conduct fair and impartial investigations, and I'm a working dog.

You want to know something...things have changed over the years..yes...in ways I never would have imagined. Now..I really look at any Sgt and above as management personnel...and I DO NOT TRUST THEM. IPRA, IAD, MANAGEMENT...ASA's Judges, Mayor, Aldercreatures, Joe Citizen, the whole nine yards...I'm not here for anyone to use me, or my hard work, to make a name for themselves. As far as I'm concerned the only friend I got is the working copper next to me...I will make sure he goes home and at all costs...so will I.

The only one's with a right to privacy are fireman because they are required to LIVE/reside in a firehouse for a period of time. This was decided federally in a case out of Chicago incidentally when a member of CFD was selling drugs out of a firehouse and his CFD Capt opened his locker for CPD after a they observed several narcotic sales. A federal court said since he resided at the firehouse it was like a home and his CFD capt needed a warrant. Not true however for any other city employee including police. Many yrs ago.

First of all learn how to spell. It is surround. Secondly oh wise one (hopefully not the police) the answer is yes if they surround you, disarm you and kill you then deadly force would be justified. Were you not paying attention in the use of force class?

I just love it when some know it all points out a grammar or spelling mistake as if this is English 101. Just because a person makes a spelling mistake doesn't mean their point is valid or invalid. For your information know it all, I am a cop. For your information know it all, the above questions where rhetorical in nature. I WOULD FEEL THE SAME IF I WERE HIM BECAUSE OF DUMB SHIT COPPERS DO. PRIME EXAMPLE...THE POST FROM ABOVE. That's funny because every Chicago Police Officers citywide knows that 025th District is a CLOUT District. That's a FACT because FIVE guys from my Academy Class were assigned there and those FIVE guys happened to be "Son's Of Supervisors" or politically connected.

Goodluck to all the Police Officers involved that night. 025th District's curse still lives...

Frank was strick with uniforms, but he would not hurt the working police. He was one fair man. showed no favorites treated everybody the same. come trr time he took care of the police. who cares about uniforms. we arent suppose to look sloppy and like thugs. take pride in your appearance. your mother might have not taught you manners.

I know who you are speaking of but I won't mention his name because I don't want to dignify your post - but for those others who also know who he is - good for you - the guy is one of the most down-to-earth bosses on this job - probably meritorious ya - but I don't know that for a fact - but he speaks his mind and talks to you like an equal - probably a courtesty he will no longer give because you took it to harm him - afraid to go to jail - so what ? who's the fuck wants to go to jail? If you partner had told you that would you sell him out too? Wow this really bothers you that much. This blog. anonymous posts by unk people really got your panties in a bunch. who cares about what people think of this guy. for every 100 that like him a 100 wont. cant please everybody. keep doing what your doing. who cares. He is gonna retire within the next 6 six years. another boss will take his place. life goes on. then they will post about the new boss.
