A Study in Stupidity

Who's watching the cameras? It's way less than you think it is:
  • In less than a decade, residents have seen hundreds of POD cameras or police operational devices go up in Chicago neighborhoods. But what impact have they had on fighting crime?

    The highly-respected Urban Institute in Washington, D.C. has come out with the first comprehensive analysis of the cameras. The group wanted an in depth look at how police use cameras to fight crime in Washington, Baltimore and Chicago. The first two cities remain a work in progress.

    For Chicago, the study's architect says, the early results are quite positive.

Oh really? Get ready for some egghead response that has little or no basis in reality and ignores a key component in the real world. Anyone want to bet us on it?
  • The Urban Institute set out to study the effectiveness of the cameras as a crime-fighting tool. Using a sophisticated model, and three years of data, researchers sought to find - do the cameras lesson [sic] crime? Do they just move it? Is there a cost benefit to their use?
There's the egghead - the "highly-respected" Urban Institute (highly respected by whom?)...
  • Dr. Nancy LaVigne led the study which focused on two neighborhoods - Humboldt Park and West Garfield Park. Each has a fairly high concentration of cameras.
There's the pitch...
  • In Humboldt, the conclusion is that the cameras have had a real impact. Drug, robbery, weapons offenses, and overall crime dropped significantly after cameras arrived.

    The same, however, is not true in West Garfield where there was no signficiant [sic] change pre and post camera.

    So why would they have an impact in one neighborhood and not in another? There are a number of possible explanations, but the short answer is researchers don't know. What they can say, however, is that if you combine the numbers from the two neighborhoods, the cameras still have a significant impact on crime.

And there's the bullshit! Let's break this down from the perspective of some people who actually work in Chicago and not some "think tank" in Washington.

West Garfield Park is a disaster zone. It has been for over 50 years. It's overwhelmingly Black, suffered through the King riots, decades of urban neglect and decay, the Crack Wars, and a series of crooked politicians who took mere pennies to use the entire area as a dumping ground for millions of tons of contaminated construction debris.

Humboldt Park is a former Puerto Rican stronghold that has morphed into a gentrified neighborhood that could rightfully be called a turnaround of miraculous proportions. The shops, stores and loft buildings that occupy former flop houses, abandoned structures and decrepit factories now entertain thousands of yuppie residents. A thriving art, club and music scene provides entertainment to suburban tourists. The site of many riots back in the 1970's, the area has since rebounded and priced out lower income families along with much of the criminal element.

In short, a comparison of West Garfield and Humboldt Parks is a study in opposites. And claiming POD cameras had anything to do with it is to ignore the realities on the ground. And these quotes just make our stomachs turn:
  • Fewer crimes means you spend less on investigation, less on the court system and less on victims of crime.

    "We found that for every dollar spent on cameras, there was over a $2 savings in terms of the money that was averted for the crimes that were prevented," said Dr. LaVigne.

Really? How do they come up with that figure? We suspect they pulled it out of their asses.

How about this - let your Detective Division dwindle by 700 or 800 Detectives - voila! - fewer crimes. Instruct your States Attorney to deny felony charges in most cases, "CI" the other cases, accept quick misdemeanor guilty pleas for forcible felonies and guess what? Less investigation and less court time!

We could go on, but the cops reading already get it. The question is - does anybody else?

The pods are a joke. People still set up dope spots directly underneath them because the think they don't work. They work, sometimes, but hardly anyone uses them or has the time or man power to watch every one at all hours of the day.

After receiving all of this education I'll be the first to tell you that being educated doesn't make you intelligent, after all Im a Chicago policeman! All kidding aside, commonsense sometimes goes out the window when your head is stuck between a book and your ass.

Speaking from firsthand experience, the cameras in Humboldt Park do NOT deter crime. The bad guys have learned which ones work, where they scan, more importantly what they DON'T scan, and how to shield their faces.

Yups replacing families of criminals, now THAT reduces crime. Fewer criminals, fewer crimes.

Then again, the families full of gangbangers and criminals have to live somewhere, so when they go, you can start spending money on cameras in 016.

I get it. I am also baffled at why they didn't think about other factors that could explain the difference in neighborhoods. It’s like giving the same medicine to two different patients and one get sick and one gets better. Their conclusion is that the medicine is working. I don’t understand their findings. (I have not yet read their report, just the press stories, which may be distorting their conclusions).
I am also doing my own study of the Chicago cameras that takes into account these issues that aren’t measured by the pure numbers. I would like to learn more about the cameras from the police officers.
I am Rajiv Shah, a professor at UIC, and would like to know how the cameras are used in everyday police work. I have statistical data on the effectiveness of the cameras, but would like to put some faces/stories with that data. I want to know how do cameras play a role in fighting crime? How are they used? Are they effective? What is the best way to use them? What are some problems with them? How well does the high tech operation run in practice?

If you look at the actual geographic area the study looked at, it was approximately Kedzie to Kostner along Chicago Ave (Humboldt Park) and the same area along Madison (West Garfield Park). Both location are a warzone. I work there. The only thing I don't get, is how can Madison Ave remain the same, and Chicago Ave got better. It would seem to me the opposite. I'd question what statistics they actually use. Calls for service? Arrests? They can play with numbers any way they like. It's also such a limited geographic area, I don't know how they can come up with conclusive results.

there is only one camera and it is
at Saint Louis and Flournoy Streets
but the Bangers are selling their
product all up and down Lexington
the next block south and the main
concentration is at Lexington and
Central Park. We were "informed"
that a "certain" offical on the
Police Board lives at Lexington and
Saint Louis in Homan Square so no
camera will be placed at that
intersection so as not to embarass
him. And this alderwoman that we
have over the 24th Ward is about as
useful as those weed patches in the
middle of the intersections.

I left a phone message (202.261.5709) for Dr. Nancy G. LaVigne of the Urban Institute www.UrbanInstitute.com in D.C. alerting her to the fact that the obvious (with flashing blue lights) "crime camera" report will be met by vehement criticism from CPD officers actually working the affected beats.

First, let's clarify the community boundaries of West Garfield Park (1.5 sq. miles) and Humboldt Park (2.0 sq. miles):

West Garfield Park is bounded by Chicago Ave. (N), I-290 the Eisenhower Expwy. (S), Cicero Ave. (W) and Pulaski Rd. (E). It includes all or parts of Beats 1111, 1113, 1114, 1115, 1131 and 1132.

Humboldt Park is northeast and diagonally adjacent to West Garfield Park at the intersection of Chicago Ave. (S) and Pulaski Rd. (W). Humboldt Park's other boundaries are North Ave. (N) and Western Ave. (E). It includes all or portions of Beats 1112, 1121, 1311, 1312, 1422, 1423, 2534 and 2535.

If a factfinder were to exclude drinking on the public way (DOPW), selling loose cigarettes, "one-rock" narcotics trafficking, illegal parking and other petty ordinance violations, I submit that the cameras fail to deter Part I crimes and are a flagrant waste of taxpayer dollars.

Should you disagree, please document any instance(s) where the cameras were substantively responsible for the arrests of any felons, forcible or otherwise.

The cameras are utter bullshit and just another tool in the propaganda arsenal of Shortshanks and the WEISel to exploit the all too willing local media to assuage the gullible public that all is well with the status quo. Balderdash!

An Orwellian proponent may suggest that instead, the City install new inconspicuous micro cameras at "hot spots" to monitor potential felonies in progress. Rest assured that even if they were installed using cherry pickers at an ungodly hour, the word will soon get out to the street thugs, certainly in high crime areas.

There is no substitute for manpower and aggressive policing. Admit it, "Big Brother".

Perhaps Dr. LaVigne would like to respond on SCC to what I submit is specious methodology essentially based on non sequiturs. By her own admission, she has conceded that the West Garfield Park ghetto research was at best, inconclusive if not a total failure.

I would also question any WEISel contacts, directly or indirectly affiliated with the Urban Institute and/or Rutgers University (NJ).

Do you really think there are that many violent crimes w/in view of the say, Spaulding/Chicago camera where you could actually study the effect of putting up a camera?

Say that camera scans 3232 west to 3332 west ... now take all the crimes right there in the last 20 years - get a rate of what say 10 per year? So I guess if the rate goes to 5 per year you do have a 50% reduction ... OK I guess that's how they studied it.

But somethings not clicking here ... they seem pretty confident that the crime didn't just move somewhere else ... that's the part I am not buying. I guess they looked at the overall crime rate decline ... but how they can attribute that to cameras is the achilles heal. I'd say cameras patrol .01% of the cities surface area ... so you are going to credit a measley camera system with that improvement? Really? What about crime trends pre-camera - were there not other reasons for these fluctuations? There had to be, right? Of course.

So there's less crime by the camera - that's believable, even the savage has eyes, but how to you presume a cause and effect beyond that miniscule .01% of covered area?

You can't isolate the effect of the camera alone, there are about a million other factors.

So they deter a bit in one particular spot ... OK. No problem.

hey scc... how about a thread about brian "boo" carey. He was the fireman in homewood who was killed last night in a fire. I knew him personally from growing up with him on the southside of chicago. Brian was a neighborhood guy who went to brother rice and has many friends from the southside who are members of the cpd as well. One of the best guys around... fuckin shame, hes gonna be missed.

Cameras have been used in private industry for many years. Their studies show that cameras, either overt or covert, do little to prevent crime. For one, no one watches the screens. But, cameras , at least in private industry, have been shown to be effective when investigting crime. England has had very good success clearing crimes using historic video footage. On the other points, I think SCC is right on and the think tank is full of BS.

I checked www.urban.org on Nancy LaVigne. She is the director of their Justice Policy Center. She received a doctorate in Criminal Justice from Rutgers, the State University of New Jersey.

The Rutgers Camden campus is right across the Delaware River from Philadelphia where J-Fraud was the FBI boss. I smell a weasel. She use to be with that bogus PERF outfit also.

Honestly, look no further than that. The radical change Humboldt Park has taken with the Yuppies moving in and pricing out the Puerto Ricans that used to live there has saved that neighborhood and has become livable for tax payers. Can't say that about Garfield Park. nough said. You don't have to dig hard for the truth, most of the time it's right in front of you.
FYI. The camers just make the shit heads move into the alley or down the block a bit; but that only lasts for about a month or two.

I work in 014. Crime is down because white yuppies have moved in. Moved in at Rockwell/Lemoyne, Spaulding/ Beach, etc. I don't recall one crime being solved by the use of a camera. In fact, I reviewed a camera after a robbery at Cortland and California. The camera's movement went around the offenders and never caught the act. It did get a great shot of the victim before and after. So that's my example of PODS not stopping and not catching offenders. Here's one that doesn't even move the shitbirds. They hang out under the damn thing at Spaulding/Division. Good luck catching anyone because they came out in packs. I guess they learned that from the Waste of Chicago.

Great Job to Area 5 SVU det's Pulcanio and Labbe for overcoming insurmountable obstacles and garnering a confession from the deaf baby sitter who committed such a heinous crime against an infant. Your Sgt. will never appreciate your dedication and tenacity. Merit Sgt's never do. He has an aversion to work, it interferes with his other hobbies, like stocking the refrigerator and checking on his car at the body shop, and running his side business from the comfort of the Area, but I digress.

BTW; Lt. Sullivan, next time a hand shake would be preferred over a hug infront of the troops.

The reality is that the POD cameras are installed only to make ignorant people feel safe. I'm by no means suggesting that all the people in the ghetto (where ALL the cameras are) are ignornat. I'm just suggesting that the people who have no idea how to fight and deter crime are ignorant as to how those 2 goals are accomplished . Go to the people who live right by those cameras and ask them, the people, if crime has gone down because of them. The OVERWHELMING answer will be NO! The assholes who got the contract will tell the masses that it deters crime and so will the political entity that got the kickbacks, and the people who have the cameras there will just assume they do because of the bullshit statistics thrown at them.
Reality, it's cheaper to provide a false sense of security. i.e;camera, then a human being, i.e; policeman.
Years ago, before 9/11. The CIA began relying on technology based intelligence versus humint (human based intelligence). They relied on technology and forgot about agents in the field. The higher ups decided that technology was cheaper and would bring them the intelligence it required and the man on the ground was the days of old. Well, we all know what tragedy occured and you know what? We have ALOT more agents again. I write this only state that, POLICE OFFICERS deter and prevent crime, not cameras.

The pods when initially installed at the correst height kept being vandalized. When they raised them up, they became basically useless 99 percent of the time. But the blue lights are pretty at night.

Dr. Nancy G. LaVigne, listen up... the cameras are USELESS! Do you live in a bubble? if a camera is installed on intersection "A" Joe Dope Dealer moves to intersection "B". the crime continues. In order for a camera to be effective it has to be monitored in "REAL TIME" and the observed "crime" must be dispatched to a unit in the area with full and accurate descriptions. This sounds as good as your whacky study right?
All you dumb ass bosses, media freaks, think tank do good Urban institute, Mr. Mayor, Melonhead. Listen very carefully. POLICE cannot stop street crime. We react to it! Crime is a social economic by product this is why you have more crime in Englewood than Wrigleyville.
So my friends, let's start thinking outside the box, or shall I say tank? if you want an effective tool for dealing with street crime, here it is....OFFICERS on the street! A camera can't make an arrest, or inventory drugs or weapons. Make a street stop and so on...
If you really want to see how ineffective the cameras are, call the Fusion Center or shall I say CONfusion Center, and ask to have a particular cameras video viewed for help in a crime. GOOD LUCK! Or try to get a copy of your in-car video to take to traffic court or criminal court to help you win a DUI case or any other trial. It will only show up if you are the accused!

West Garfield Park is virtually all African-American. Humboldt Park is almost all minorities divided between African-American and Hispanic (Puerto Rican).

All of West Garfield Park and most of Humboldt Park are within the confines of the 11th District.

All I know is I have order the POD's about 5x.

None have caught anything, not even a glimpse.

They are always pointed at some tree or a wall or some other nonsense.

Everyone I talk to says the exact same thing.

If you want to see a squirrel playing with his nuts - make a POD request.

I ordered an 18th dist POD request - the beat car told me it was a Homeland Security Camera - so I suppose it was bought w/ federal $$$

anyway, it was one w/out all the flashing lights - just a little camera up there - and for what it is worth, it was stuck in one spot the entire time. I am not sure if it is supposed to move around, but I am guessing it should ....what do I know ... useless ... and the fact that no one even knows it is up there negates the prized "deterrent effect." SO it is useless on 2 counts. Good night.

Caught a Desk Sgt recently pulling up a POD Mission just as a beat car got a call, well guess what, the Desk Sgt was watching to see how long the unit took to get there and then when they arrived on scene,zoomed in on them to watch their actions. So boys and girls, how can they deter crime, when they are being used to monitor us on the streets. be careful out there its not big brother watching us, its the meritorious white shirt... Yeah, those cameras are being used to deter crime my ass !!!

Was watching the show "gangland" on the history channel. It was an episode about the Four Corner Hustlers in Chicago. When interviewing several gangbangers it was stated on the show by a gangbanger Its the cops job to catch us and its our job to get away. Same banger then stated these "cameras dont stop crime we just move away from the camera to another location to sell dope or commit crimes. So media even the bangers on the westside know that these cameras are useless and not stopping crime. Go survey the bangers on the street for better answers next time.

The cameras in 018 were real good for Commander Steve Georges to watch PO's on CHA Special Employment, from his home, so he could tell them to move 10 feet left or right. No shit, he would call on the radio to move his troops around, front of 1230 Burling or the back etc. On his own time.

So the cameras are good for something. They provide jobs.
