Less with Less

  • The emergency operations center at O'Hare Airport has a manpower shortage so severe, "burned-out" call takers are required to work 16 hours straight, including eight hours of "mandatory overtime," call takers and their union leader charged Thursday.

    Two days after the Chicago Sun-Times highlighted excessive overtime at the city's 911 emergency center, aviation communications operators argued that the problem is significantly worse at O'Hare.

    Dispatchers and call takers are required to work eight hours of overtime on top of their normal eight-hour shift, said Jerry Rankins, business representative for the International Brotherhood of Electrical Workers Local 21. Those who refuse face disciplinary action.

And this is just the dispatching end of things.

The CPD contingent is about to lose another 20% of it's manpower to retirements on 15 April and the Aviation Police are an unarmed undermanned under-equipped mini CPD. O'Hare is a disaster in waiting.

Avaiation,police are unarmed and forced into 8 hours per day overtime frequently,all thanks to their shit union with comp time no overtime pay allowed! Great job mayor,just keep all "our money" in TIFS! Hey how is your army of bodyguards doing mayor?? WTF!! You have how many being paid Sergeants pay sir? Jerry R. is a tool. The police dispatchers are docked a days pay for working the holidays. They aren't allowed to take off and have to work for free. Yet does this dope bring this to media on a holiday? No. He says the city doesn't play fair. Yet every IBEW newsletter complains that all problems stem from Bush, the Republicans and big business. Hey, dumbass, the city has been democrat for decades. So what is your excuse?

Several of the Sworn (25 CPD) Police Dispatchers at OEMC are retiring on 15 April 2010, and more will be leaving before the end of the year.

Everything in that article is TRUE, no b.s.! They work the civilians like dogs now that they do not have to pay cash o.t. (it was a little something that was snuck into there AFSME contract on the last day before they signed)!

The Police Dispatchers are DENIED any overtime, you cannot even volunteer to stay extra hours, because they get paid the D2 rate (even if you only wanted time, not money).

The new people they train for calltaking and dispatching quit after a few weeks of training because the job is just too demanding.

In the Old Room (1121) you never were in the primary spot (dispatcher, talking) for more than 1 to 2 hours without a relief or break.

They sometimes have these people talking for 4 to 6 hours before they get lunch. And even then, they sometimes cancel there lunch (& they get 1/2 hour o.t. in time only) and keep them working because they are so short of relief people.

When they are denied time due they hit the medical and are off anyway, forcing the on duty shift to mandate overtime at time and a half (hours only, no cash).

So you wonder why your dispatcher may be a little cranky?

Bosses? Many were never dispatchers and cannot perform or understand what is going on there.

How many New (head honchos) have they had there since Sep. '95 when it opened? (about 1 every 18 months or less).

They just want you to answer a lot of calls very fast.

Did you ever wonder why most of the jobs you get are missing tons of information? Most of the call takers are not bothering to even ask the basic questions (is he armed, got a plate number, give me a description?)

How would you like to be getting off work in 10 minutes (gotta get kids at the sitter, etc.) and be told you must stay 4 to 8 hours longer because the next shift is short several people?

This is not a rarity, it happens multiple times each day. Weekends are much worse.

OEMC would rather have a experienced person quit and walk out the door, than to fix the internal problems they have with there crazy operating system.

And Mayor Shanks plays his Fiddle, while the city burns!

This has been an ongoing problem, similar to "which came first, the chicken or the egg?" Mandatoried overtime is a by product of manpower shortages which are caused by employees calling in sick when they cant get time due. For that you can point to the city not adequately hiring enough people. Abuse of sick pay benefits is another story. Before they started parcelling out one sick pay benefit day per month, all twelve annual sick pay days would be used up before the end of February. And that is a by product of having to hire dogs to fill job openings.

The original set up at O'hare was the CPD desk officers ran the dispatching for emergencies. Then they found out a way to get more money for city hall and creat lots more oportunities to steal.
The communications center they built was millions over budget, to this day, does not work as advertised.
They put civillian dispatches there without any real guidence from the working, knowledgeable police or fire.
The dispatchers are undermanned, shortshifted, work in a hostile enviornment, has a union that does not care ( friends of the mayor ), and usless equipment that is falling apart.
On top of that, the police/fire radio system does not work along with most of the pother equipment at the airport

These people were fine when they were getting paid for OT, now they are "falling out" from over-work. The people still get paid out once a year. This is a lay-up job, nowhere near as stressful as working in the 911 center. Another crybaby at the trough.

The manpower shortage is principally due to the fact that employees don't show up to work. How many SN days are taken a month?

Yes, they are denied, but the sworn dispatchers are not DENIED overtime by OEMC, they are DENIED by CPD.

The sworn dispatchers are still CPD members and their pay and overtime, regardless if the overtime is taken as pay or time, comes from CPD's budget.

Only CPD can approve their overtime, not OEMC, and CPD refuses to do it.

Daley will sputter that he knew nuttin' about it, spend lavishly on his friends to build a monuent while leaving our wounded to suffer and die.

The feds will finger point and say why didn't you share that information so we could connect the dots. The feds will just give us the finger.

If the dispatchers are getting docked for working a holiday their timekeeper is doing something wrong. They should be getting paid time and one half in a separate check. They tried doing that in CPD to the civilians. My first question was how can they dock someone for working? It's a misinterpretation of the Unit II contract.

Working a holiday: time & 1/2.

RDO a holiday: nothing.

And another thing, not all civilian members are AFCSME. Unit II is a barganing unit comprised of SEIU 73 (detention aides, animal control, aviation, etc) and IBEW 21 (oemc).

i guess some bean counter with the policy group came up with the idea of more pod missions. the city paid all kinds of money for em so lets use their technology to lock up drinkers, loiterers and loose cig sellers. thats the new approach supposedly to combat violent crime in the city's worst districts. some districts have gone so far to implement a quota as to how many physical arrests should be generated. i thought we didnt have qoutas?

ITS NOT THE LOCAL TIMEKEEPERS ITS THE COMPTROLLERS OFFICE....MOST OF CIVILIAN WORKERS FOR THE CITY ARE WEEKENDS AND HOLIDAYS OFF....ONCE THE COMPTROLLER FIGURES OUT THAT OEMC IS 24 HRS THEN THEY WILL SEE THAT YOU CANNOT DOCK ME FOR A DAY THAT I WORKED AND THEN TRY TO PUT IT BACK ON THE NEXT CHECK!!!! WHATS GOING TO HAPPEN IS....IF YOU DOCK ME THEN IM JUST NOT GOING TO COME TO WORK FOR THE HOLIDAY...WHATS GOING TO HAPPEN WHEN THERE ARE 30 PLUS PEOPLE ON EACH WATCH ON THE MEDICAL FOR 4TH OF JULY!

A disaster in waiting is putting it mildly. Last August I worked O'Hare Special on midnights they had THREE patrolmen working on the sheets...that's right THREE cops for the entire airport. Any one who thinks O'Hare is safe has a screw loose. Maurer was right about everything. The political hacks who Shortshanks ANNOINTED into those high level positions at O'Hare are as stupid and ignorant as the bosses on the CPD

If Maurer is right about airport security why didn't he get vocal 5 years ago? Maurer brought in a private company to take over some of the avaiation police spots. He was planning to eliminate the aviation police. He was in on the mayor's plan to privatise the airport.

Hey its great that mauher is speaking up. But do not make this guy a saint, becuase he knew all the problems before he left the cpd and he kept his mouth shut just so he can move onto another six figure job with the city clout machine. The only reason he is speaking up know is becuase he got dumped. The secrets he kept over the years is part of the reason this city and department including ohare is in such bad shape is because the powers that be keep stealing from the city and out politicians allow them to as long as they keep their mouth shut about all the graft and shady deals and nepotism and cronyism.
