Nonsense Story

Hasn't anyone in the media got a lick of sense? Fran? Frank? Did you really write this crap?
  • A key alderman says the Chicago Police Department's overtime spending is "alarming," having more than doubled over the last five years to more than $37 million in 2009.

    "We're short officers, and a lot of overtime is going to fill those gaps," said Ald. Anthony Beale (9th), newly appointed chairman of the Police Committee. "I also know officers go to court quite a bit, and if they make an arrest at the end of their shift, there are reports to fill out."

    "But $37.1 million is an awful lot of overtime," Beale said. "I need time to find out how we can make our streets safer and also lighten the burden on taxpayers."
  • The department is more than 830 officers short of its authorized strength of 13,500.

    [...] Meanwhile, nearly 130 officers retired Friday -- and as many as 1,000 retirements are expected by year's end.

So we lost another 130 officers Friday? Guess what's filling those gaps Frank and Fran? Overtime.

We're short almost 1,000 on paper? That's a minimum $40 million in salaries alone. Add benefits and insurance and we're probably in the neighborhood of $75 million unspent, so $37 million in OT is actually a savings of nearly $40 million.

Frank can be a decent reporter when he wants to be. Fran, not so much. But when they write crap like this at the behest of Shortshanks, they prove themselves tools of the highest order. Hopefully, this costs the Slum Times another few thousand subscribers.

The truth is the City would rather pay overtime for existing officers than hire more po's and have to contribute to the pension and pay for healthcare management for a thousand more bodies.

How about we all go home on time, no matter what?

Who cares if that late arrest gets processed and the violent offender goes back on the street and kills somebody tonight? Who cares if the homicide investigation has to stop now, and my interview gets picked up again when I get back to work tomorrow? Who cares if one of my team gets hurt and the order says his supervisor must be at the hospital with him, but it's shift-change time? Who cares if a child is in the middle of telling a detective how her stepdad touched her in the wrong place, but it's time for the only officer she trusts to tell this story to, to go home? Who cares if an accident victim is lying in the street, bleeding out, and the hit and run car is fleeing the scene, if it's shift change time?

Not you. Not our mayor. Not the media. All of you make me ill.

well since im a nerd I went a little further with the numbers scc... if you split the 1000 people and put 500 officers at the lowest amount of pay and then the other 500 at the highest amount of pay(29 and a day) the minimum amount of money in salary alone, is about 62,000,000... then 1.8 million in duty availibility and 1.7 million in uniform checks..almost 65 million dollars saved on just that,,,then you can add in medical and such and the city is saving somewhere around 70-80 million a year considering most insurance are for families or officer plus one. the police budget is always made for salaries for 13500 officers which includes money for uniform, duty avail, medical and OVERTIME...so here is my question... since the budget earmarks and puts all of that combined money away for 135000 officers where is the additional money going?? we dont have 135000, we are a thousand short which means the budgeted money is just laying around somewhere...why not put it back into the pension? why not just tell the truth and find out who is getting the rest of the earmarked money...hmmmmmmmmmmm.. maybe somebody should look into it...just sayin

And yet, there are units out there that are still trying hard to keep overtime to a minimum. Some of the blame has to go to the SA's office. They subpoena people to court and have no idea why the officer is there...that is usually good for 3 hrs a month (approx. $100 per officer..x 50 officers a week...is somewhere around $20,000 a month....about a quarter of a million a year - and that is probably conservative, yet it is a mere pittance.)

Why don't Frank and Fran say that most of the money is Federal Funds to pay for Special at the Airports, The CTA and what's left of the projects?

It is because they never let the truth get in the way of a good story.

Frank and Fran don't respond to personal emails, even polite ones, when you ask them about a story.

Ive comnmented on this very issue before so maybe now Fran or Frank will ask the tough questions. In the late 1980,s the relief factor, that is the number of officers needed to relieve one officer with his days off, furlough, etc. was .5 that is about .5 for one police officer that works out to 1 offficer to replace every 2 for their days off, etc. At that time our authorized strength was about the same as it is today at about 13,500. Now forward to today. The last time I looked at the relief factor in the early 2000,s it was at .9 to 1 that is you almost needed a 1 to 1 ratio to replace officers using their bargained for BFD days, Furlough days, personal days etc. All these days were bargained for with the city in good faith instead of base pay increases. To keep pace with the requireed relief factor the PD should have added about 3,000 officers just to maintain the same level of basic services available in the 1990,s That surely did not happen, we have been going the other way losing people and not hiring or promoting detectives, Sgts. or Lts. Just do the math Aldermen Beale you dope the Overtime is being spent to process arrests, going to court and investigating MURDERS. Not enough people means you pay somewhere. Slower response , greater OT costs and a generally pissed off public. Not to mention J-Fled who hasnt got a clue about how to manage a Department.

In the last two years, I no longer check the "comp time" box. It's the "money" box all the way, baby. I do not like OT, but on numerous occasions, I've been stuck finishing a job, or processing an arrest because of the back logs.

As for Beale's comment, about finding away to making the city safer without burdening the tax payers, here's my suggestion: Get rid of at least half of the aldermen, their staffs, their offices and their little expensive perks. That's 25 crooks off the street and a savings of about 50 million.

When is someone going to point out that when we retire, the accumulated overtime hours are paid out from the "overtime budget"? Especially the bosses who have a gazillion hours on the books. Nobody seems to mention this little factoid. So the budget doesn't reflect the hours worked per se.

The city has had the Fed money for the past 2 yrs for the special cta tunnel overtime and is just starting it i june. That is a lot of interest they have been pocketing.They did the same thing 3-4 yrs ago with TARA. I talked to one of the instructers when it 1st started and he said that the Feds came to the city to see what they did with the 9 mill for tara and the city called a bunch of miltary trained police on a tuesday to start Tara at old near north h.s on following monday.THey had to come in and paint the walls because they were a bright orange and then go on the internet to pull info for the class since the city didn t give them much material.More money pocketed by the city.But the papers never seem to investigate stories having to do with the city/cty/state stealing money earmarked for certain projects.
And that MARK KONKEL /suntimes is a piece of liberal crap sucking the city c@$k.They should all start their stories with "the city has told us to say""...

Correction 1,000 men wil have a savings of over $100 million. That is what they are saving a yr for every thousand. We are about
2,500 men short on the street in reality. That would be an extra 100 guys per district which would break down to 33 per shift. With RDO we can have an extra dozen 2 man cars on the street to help wil all the shit thats going on.

Chicago is a Sanctuary city and with that comes a lot more crime. Combine that with an understaffed police force and it is no wonder that there is a high level of overtime.

The question about what happened with the $40 some million of budgeted police payroll expense of a force of 13,500, when in fact the force is significantly less and the $37 million in overtime is a good one. The point made in the response thread about the health insurance cost savings is also a good one.

The numbers don't add up.

Daley's culture of corruption has done to Chicago what the Federal governments lack of securing the southern borders has done to Arizonia and the rest of the U.S.A.

Now the chickens are comming home to roost.

Much of the Chicago media is on a short leash with city hall.

Well, since Shortshanks feels he can get the CPD to do more with less, the public better get used to seeing big numbers in overtime on a yearly basis. Unless that skunk alderman who is now head of the Police & Fire Commission is able to push through an ordinance allowing security guards to be hired as part time CPD officers, with full police powers for whatever shift they are assigned.
And don't think that can't happen in the future. I read an article about one jurisdiction where they actually have VOLUNTEER police officers, who suit up in full uniforms and go out on patrol FOR FREE.

It's all about the money. Why were the police not there to help, because the police have ceased to exist. The city would rather have red light cameras and revenue walkers than traffic cars and foot cops. Private secutrity companies make major campaign contributions and the polce do not. The police can be divided and can be depended upon to NOT VOTE while the bosses of Bumfuck Security can order their folks to vote.

The Pension Board approved 203 new retirees at the meeting last week. For those who took the 55 and out health care and had 29 and day they may have made out like a bandit! To those who wanted to wait till next year to see what the contract would bring they rolled the dice and lost.

As the City talks more about a two tiered pension look for next Jan to maybe be the biggest retirement month in history. The shortfall next spring will be unbearable!

A question for the dwarf prince: where does the money we paid in taxes for 13,500 go at the end of the budget year for all of the officers that were not hired?

---If officers would stop writing horseshit arrest reports with phrases such as R/o's did this and r/o's did that! Explain in the narrative which officer did what and for God's sake, stop adding every officer on the watch to the arrest report unless it was some great multi-district effort to catch a Agg Battery/Homicide offender.

I Agree about J-Fled-You must have left after the 1st quarter as the game started at 1500Hrs and you're posting at 1546Hrs. Should have stayed for the whole game. Good game, good QB and #3 & #5 are awesome. I believe 3 or 4 TD's for Passarelli.Go Gettem' Enforcers.Nice Family entertainment.

the city is whining about paying overtime--- boo fucking hoo--- a veteran cop can turn almost any job into a code--- no arrests or case reports equals no ot--- so all you have to do is blow everything off and you don't have to worry about going to court or staying past the end of your tour of duty.... let daley and j-fed handle all the arrest situations which require you to appear in court on your time off or require you to stay past your tour of duty to process an arrest.....

LA has other agencies that actually do some police work like LA County Sheriff Dept and California Highway Patrol. Plus they are better trained and don't handle all the BS we get here.

Easy solution to Ovetime is the 10 hour schedule. Area 2 with the highest crime has the lowest amount of overtime.

Hey, some of those non-IOD light duty people know someone, they got clout, you know? And they are on promotional lists waiting for the promotion to come around and like Lazarus they will rise and be whole again.

This counts the retiree's CU time they cashed in as well. It is misleading to call it overtime for the year when that is not what it is actually. That's okay though. Trash the CPD. He's just gearing up to try to screw us out of our Uniform Allowance. Hey Alderman, you can't touch our duty availabilty, that was negotiated as part of the salary the city didn't want to give us up front. Man, we are in for it with this guy.

You sir are as slow as they come. First, it's in our contract. Second, when you get cancer and can't go back to work because you are fighting gor your life and if you do survive and have to go light duty for awhile because you are too weak from radiation and chemo make sure you tell your wife and kids they can't live in their house anymore because you have to sell it because you can't make your mortgage payment because daddy is an ass that wanted no police pay for non iod. Think ahead

And don't think that can't happen in the future. I read an article about one jurisdiction where they actually have VOLUNTEER police officers, who suit up in full uniforms and go out on patrol FOR FREE.

To all retirees ... Important. Check with the City to verify that you have Health Care. A retired CPD member had a heart attack and went to Christ Hospital. After several days was informed he had no Health Care. This almost a year after he retired. A few calls to FOP and the problem was fixed. Was told it was a glitch. Not that I am a big fan of FOP but they did help this guy out. Tell all your friends that have been retired for the last year to verify that they have coverage.
