Like him or hate him, you have to appreciate the sort of twisted thinking that goes into a stunt like this:
In the name of “transparency,” Mayor Daley on Thursday got some measure of revenge against the investigative reporters who’ve made his life miserable by digging up dirt on the Hired Truck, city hiring and minority contracting scandals.
He revamped the city’s new website to include a log of all Freedom of Information Act requests. The list includes the name and organization of each applicant, documents demanded and dates the information was requested and is due to be released.
A new state law merely requires city departments to maintain such a log — not to post it on the Internet to tip investigative reporters about the trail being followed by competitors.
So no one will have an scoop if everyone else knows what documents they are looking at for a hot story. Does Shortshanks thinks everyone will disband their investigative reporting bureaus? Whether they do or not, he's thrown a wrench in things.

Kinda surprised no one has thought of this before. Seems that requests under FOIA have always been game for subsequent FOIA's. May not have been spelled out in the original law but they certainly weren't excluded and dat's da name of dat game. "If not excluded, then you must release" Seems to me that others, besides the press, could use this to good advantage.

this ain't about reporters, it's about giving an available-to-all head's up to every crony with enough sense to pay attention.

While I know that da Mare wouldn't fare well on an IQ test, he never ceases to amaze me.
Maybe if city hall wasn't so busy being clever lawyers and starting being clever city employees we wouldn;t be in the mess we're in! But, there in lies the rub. Daley has always been a 'white collar welfare' guy. He should be trimming at the top...oh, what am I saying...he's gone this election anyway.
I like the idea. The more things that are out in the open the better.

Transparency only when it suits the mayor. When it doesn't, fegettabout it.
When it comes to ripping off and shorting the people of Chicago, the degree of innovation and brilliance of the mayors people is amazing (I don't believe Daley himself is that brilliant to come up with stuff like this).
Yet, when it comes to addressing crime, a woefullly inept education system, inside city pension deals, cost over-runs and other mis-management of the public's treasure (parking meter deal rip-off, etc.) and the best interest of the public, the brilliance of the mayors best and brightest is MIA.
I don't imagine that is just a coinkydinky.
The simple answer is the guy is not that complicated.
He's just corrupt thru and thru.
An example of the opposite, good thru and thru would be Gov. Christie of N.J.
