So they're going to take away your rotating days, night, relief schedule, take you away from your District and your teammates, and assign you to a straight watch? Gee whiz, where do we sign up?
So what's the purpose of the day and night saturation teams, the midnight tact teams, MSF, TRU, the Area guns teams and who knows what other units that are being or have been specifically created to throw bodies at problem districts that they now have to raid Tactical Teams?
Once again, we're losing manpower in the districts and no one is opening up bid spots to fill any of these vacancies. Anyone care to lay money on these coppers being "double-counted" in J-Fled's fantasy numbers so it looks like manpower isn't affected?

I hear that exempts were told on Wednesday to expect to be required to take "up to 52" unpaid furlough days next year. But the shrubs on city hall's roof look great! And there's millions for useless school safety programs. Beale's private police plan is making a comeback.....same shit, different day!
It's funny that J-Fed is doing the EXACT OPPOSITE of what we have been telling him to do. You have to disband all these units!
However, I do agree with more of the conspiracy type arrest being made. If you create multiple teams doing multiple long term investigations along with some help from the FEDs (though I am no fan). It will lead you too better conviction rates and longer prison sentences.
I may be out of my mind a bit but imagine if the TACT teams each did a long term investigation and every month or 3 months they took down a dope spot. Eventually you would have a bunch of guys locked up on solid investigations. It could really derail the dope game and violence in Chicago. But what the fuck do I know?
OT: Thanks to the 1613 p.o.s letting their presence be felt the last few days. It's not the wild west, but we know how big the district is.

Same thing with sergeants. When will there be open bids for districts? Officers and sergeants in certain units want to get out but can't. Even though patrol want the bodies and people want to go back to patrol, these unit commanders will not give up the body unless theres a one for one exchange. This is a huge problem. Many are in limbo inhell units that suck.

Looks like Weis is moving away from standard policing and moving towards a more "FBI" type of enforcement, except that we already have an FBI, we don't need an FBI in the CPD. We need standard policing. Am I missing something here?

OT ,I had the great misfortune of being in juvenile court gun court the other day . This court and the judge and are a total joke .I heard officer after officer say they would never arrest another juvenile with a gun. The judge in there doesn't have a clue ! Delinquent after delinquent walked out of there knowing the whole system is a joke . These aren't misguided youths with minor cases, these are armed and dangerous gangbangers . Nothing that was said by the state seemed to make any difference. Previous convictions, pending trials , violations of home confinement , electronic monitoring (lots of reports of thugs cutting their bracelets off and having to be picked up on warrants) home confinement, warrant history , none of it made a difference. Thug after thug walked out of there on probation, no matter what the state or probation officers said. Thugs brought in on violations had virtually no consequences . The feeling of this judge seems to be that past history doesn't count,current violations or pending cases don't count ,violations of electronic monitoring or home confinementdon't count , warrants don't count , what the probation officers said doesn't count and every one deserves 5-10 chances of being caught with a gun. All he thinks it takes is for him to have a pleasant conversation with the delinquent thug and his ghetto mother , make them promise to be good and send them on their way.Thank god for some of the other judges who had holds on some of the criminals on pending trials in their court rooms so they couldn't be released. There are some good judges at juvenile ( some , not all ) but this guy is an embaressment and a definite threat to the safety of the community . Do we have a bicycle court he could preside over ?
For the love of Christ would you open the bids!!?? There are people in units who would happily bid to a district. Maybe not 003 or 007, but it doesn't have to be 016 either. If the powers that be would get their heads outta their asses for a minute, and we know you read this blog down there at HQ, and realize that Districts need the manpower not these units, and there are people who would be happy to go back to a district. What is it going to take? Why won't management and labor affairs open the bids to reflect the true openings?

Who ever thinks the long term investigation is the way to go watches too much TV. A very small portion of the Department should be doing this. Stop with the special people already. Stick with the meat and potatoes, a time proven strategy, by the way.

Whre's the personnel for this? Really dumb idea! This could be a trial period to disband sat and gun teams. With a midnight tac team assigned to the area already, another one on the way, sat and gun teams most likely will be reassigned back to their districts. Only makes sense cosidering the lack of P.O.'s in the districts and no hiring or promotions in the near future. District law enforcement needs P.O.'s and sergeants.

Our team was great all the guys worked and got along and now they put us with strangers and send us to areas where we don't know the streets and the faces. Obviously not much. There's usually one brain on every tact team and he's the guy that coordinates the mass DOPW arrests. 3 "hand to hand" exchanges does not a conspiracy make.
12:50am, your idea would work in a legit county court system. There is no such thing as real jail time in this state and by the time you went federal on a corner, the bodies would be stacked up real high. Lets face it, there are three types of arrests tact teams make 1)looking busy, making a few members of the public happy by bringing in b.s. arrests, drinkers, pissers and panhandlers etc. 2) one baggers and other assorted smaller offenses of the right people, i.e. reckless conduct or weed on gang members 3) a gun, a jab, a delivery, a shooter, a robbery, burglary etc. Ultimately the Dept. loves the #2 arrests because it takes potential targets off the street for a few hours hopefully lowering the homicides, inflating the numbers game and probably lowering the chances of lawsuits. Until the court system stops allowing future cop killers to be released every time they violate their probation on a gun case as was the case in our fallen brother from 007 last year the conspiracies won't be forthcoming.

You can put the majority of property crimes detectives in uniform in the districts and let them work their magic there. They do not do anything in the areas except shuffle paper and suspend cases. New York did it and we can too.

How about this. Forget the long term drug investigations. Makethem legal. Tax them and sale them. Now no more fighting and killing and the government can make money and get out of the red. Same thing for prostitution and gambling. People have the right to spend their money on want they want. They do it anyway. Taking the criminal element out of it takes away the allure. Use some money for drug rehab and counselling in school. That would create jobs and stop all the violence.

You are out of your mind and yes you don't know what the fuck your talking about. Everytime Narcotics "dismantles" a known low level drug conspiracy operation and locks up 50+ people, new guys move in and that's what increases the violent crime while they fight over who's turf it is now.
Same concept with the bullshit POD cameras. You put one up and dealers move down on someone elses block therefore the shooting starts for control of that block hence the increase in violent crime (Agg batts/homicides).
National studies have shown that these "tools" that Law Enforcement tend to use actually perpetuate and increase crime rather than reduce it.
It is and always will be a never ending cycle. There's nothing you nor anyone can do to win the world on drugs. You must simply either co-exist with it or legalize it and sell it cheaper then tax it.

O.T. I saw in today's SunTimes that Harvey cops voted no confidence in their acting police chief. We've got to find a way to do the same thing to JFled. Of course King Ritchie wouldn't remove his personally installed puppet just because we have no confidence in him. Why would Ritchie do a silly,silly thing like that?

Wake up! This is Cook County! You can shoot/rob people and not get locked up, receive probation etc. Great idea..... Spend months on your "investigation" then take him down holding a jab or a gun you would eventually get him with at some point anyway. He will be out doing the same thing in about 6 mo to a year. The real problem exists with the judges, ASA's. Cook County jail doesn't have huge vanancies for no reason!

Completely wrong. You watched too many episodes of the Wire. Crime goes down when stops go up. Criminals get cautious when they know cops are comming after them, not when they don't know cops are watching them.
Crime goes down when cops go after known criminals every day at every opportunity looking for whatever crime they can find. Putting these criminals away for 1-4 years, stops crime. It also sends a message. Career criminals become more careful and less brazen. They stash guns where they aren't immediately accessible, rather than keeping guns on them. When they get stopped often, they feel that the police are always around even when they are not and, while they will always commit crimes because such behavior is in their blood, their caution means they commit less crime.
On a side note, if you do lots of stops in this climate in this police department for this city under this leadership, then you are out of your fucking mind.
At the very least, Chicago is looking at another 8 years of steadily increasing violence. As New York begins to battle crime while Chicago gives excuses for it, Chicago will double New York in murders in five years.

Long term investigations my ass. This team will do exactly what the other deputy chief teams do. Drive around looking for activity. Long term investigations require more than 10 officers. You need covert vehicles, unmarked vehicles, specialized equipment( a wire won't monitor itself) . There are very few tactical teams with the experience and ability or desire to do this kind of work, and ulu most certainly will not get it by reverse seniority. This is another example of smoke and mirrors for the citizens. The boss who came up with this idea knows better, and if they didn't they should not be a boss.
Disband the specialized units. Empty out the building and Homan Square. Put the manpower in beat cars.

I don't know if all the blue shirts know how much the exempts are getting screwed by these unpaid furlough days. (OK, they are still exempt and still make more than us etc.)
Each unpaid furlough day is, of course, without pay, but it also changes their seniority date AND hire date, thus putting them behind other civil service Lt.s etc. in their class.
It also will effect their eventual retirement date since those days can be bought back for pension purposes but you can't buy back the seniority or hire date, the pension board and city is treating them like suspension days of old.
So, a commander who is forced to take 52 days off will have his/her seniority and hire date adjusted by a minus 52 days.
They ought to box up all those gold stars and deliver them to the mumbling midget on the 5th floor of city hall and demand to be Lt's again.
They need a union!

I can appreciate your wanting to excellerate the arrest and stiffer conviction rate but you must realize a few things first, my young Patawan......
#1. Incompetant ASA's
#2. The FEDS would rather have your star hanging on the wall behind their desk.
#3. No equipment, video van, camera's, ability to write concise accurate reports and.......
#4. No man power. To conduct a successful Street Corner Conspiracy Operation, it takes a team of dedicated competent officers who write excellent paper and can work long hours doing surveillance and have the ability to buy dope.
Never happen under this current command, as they have no clue how to run an operation like this, nor will Daley allow the money to pay for the overtime that it takes to conduct such an operation.
So back to the one man car and keep writing that paper. If you get in a foot chase that's on you to remember where your help has to come from. if you have no help (RAP) why would you jeopardize your safety for citizens who can't stand you and would rather see you dead, come take your wallet outnof your pocket while your gagging for air like one of our officers did last year. Write the paper and answer the radio, go home to your family at the end of the shift. Be safe, smart and prepared.

Clearly you have never worked tact let alone in a unit which works with federal agencies. At a minimum, it takes one (1) year for the US attorney to approve charges for a federal case.

The reason I brought up the "Conspiracy Theory" is because to me, that would make the Tact Teams more organized. Rather than chasing arrest or locking someone up for DOPW or CTTL. Thought it would make more sense.

The manpower numbers aren't bad, otherwise how could POs in the Sup's Policy Group go to Tactical training monday through friday last week just outside of Detroit MI, but guess what she wasn't carried code 49 or used any personnal time to do the training, they were covered as present on the A&As.
Why do two POs in the policy group have to go to Tactical pistol instructor training on company time (armed and out of state)? Maybe cause they could use it, for a tactical association.
Go ahead and try and change the A&As now they've already been submitted and approved your PC #s will reflect the changes. Why doesn't IAD do anything?

We ALREADY gave a 'no confidence' vote on J-Fled...and it happened in March or April of '09! Where have you been, locked away in callback without a phone, internet or tv???
Our team was great all the guys worked and got along and now they put us with strangers and send us to areas where we don't know the streets and the faces.

TRUE STORY: Years ago, A-2 Deputy Skahill re-arranged all of the hours for Tact Teams in A-2, a shit load of bitching was none, everyone bumped their gums, BUT NO ONE PUT IN A TO/FROM TO LEAVE!
EVERYONE assigned to TACT in A-2 should have dropped the TO/FROM to go back to the watch. No one did, so everyone got FUCKED… How’d ya like working till 0430? Court was a bitch to wake up for, wasn’t it?
You, with 10, 12, 15+ years on the job, been on Tact for a while, remember the “Old Days” where you DID POLICE WORK, and were taken care of, decide that you’ve had enough of this bullshit, mismanagement, missions, hours… and go back to the watch.
The kid with 3-5 years on the job, who doesn’t know any better, doesn’t know how Tact “Should” be, puts in a TO/FROM to go to Tact. Well… either the Sgt or Lt did an excellent job in bullshitting the kid, or wont listen to you because #1- You’re a “dog-ass” / “Burn-out” / don’t know WTF you’re talking about. OR #2- thinks it’s a “spot”, gets to play “police”, look cool in jeans and it’s a ticket to a unit, and you still don’t know WTF you’re talking about, because that “kid” knows better!
My point: Look around you at work. Ask yourself “Can we all get together on something?”, I know it’s a pipe-dream thinking that we can…
If everyone (all 25 districts) on Tact just said “Fuck it, I’m gone!” and went back to the watch… SOMETHING WOULD HAVE TO CHANGE! 35th Street would shit all over themselves!
But it aint gonna happen! Too many thinking that it’s better than handling domestics, doing traffic accidents. Some are just plain scared. Some think that it is a “spot” or a ticket to a unit. How about this. Forget the long term drug investigations. Makethem legal. Tax them and sale them. Now no more fighting and killing and the government can make money and get out of the red. Same thing for prostitution and gambling. People have the right to spend their money on want they want. They do it anyway. Taking the criminal element out of it takes away the allure. Use some money for drug rehab and counselling in school. That would create jobs and stop all the violence.

I come and go at the same time, hours and days off dont change, no one fuckin' with me for heads, no more bullshit details. If I'm getting a CR or a Law Suit, its because of me. I'm not going out there for some clueless boss just trying to get himself promoted off of my work, not going to go to bat for you because you are now a "Liability" to the bosses because of some fucked up beef for something they asked you to do.

If you are complaining about how great we have it then go for it. I have two bars on my sleeve, which does not probably put me in your league, but I can assure you I have never put gel in my hair either! I was on a watch for a few years and you can't tell me that you take exactly 30 minutes for lunch, you can't tell me that you don't utilize a little down time for personal calls, shopping etc and you can't tell me that you spend all your time on missions doing proactive police work. As for bt-dt, I learned real quick through beefs and lawsuits whats what, thanks for the advice though. Multiple beat cars responding to one job with one copper's actions can put people in a situation too though, not just tact. Do some guys steal a pinch, yeah. But if I had a dime for every time a watch guy called for a tact car so they could blow off an arrest I'd be a rich man. My point was lets stop complaining about the other, its getting old.
HOW ABOUT LEAVING THE TWO TACT PEOPLE IN THEIR DISTRICT AND CLEAN HOUSE IN THE DISTRICTS WHERE ALL THE CRIME IS.
