Days Off Canceled?

Cha-ching!!! Right?

Well, not really:
  • FOP Contract Section 11.2 - Compensation for Holidays

    Section C

Employees whose regular day off coincides with an established holiday, and who are required to work a regular tour of duty (eight hours) on that holiday, will be credited with twenty (20) hours compensatory time and four (4) hours of compensatory time or additional pay, as the officer elects.
So 20 hours time due plus 4 hours pay OR 24 hours on the books. We don't know if the change in Start Time (+/- two hours) still takes effect, but if you work days and they start you at 1600 hours, there might be an additional Time Due slip to fill out.

This is without a doubt, the worst run event we've seen in years. If the mayor's Special Events people and the Department's Special Events Section paid even the tiniest amount of attention to the past three years, the Taste has been getting progressively worse, yet they aren't detailing nearly enough people to control the crowds. Now the proverbial shit is hitting the fan and the brass is in a panic, canceling days off and sending every warm body they can find to a detail that should be a matter of routine after 20-plus years.

It's not the worse managed TOC that we've seen. The 2008 Taste had to be the worst ever. Minimal, and I mean MINIMAL manpower, Assorted gunfire, a man killed, and let's not forget:
1) No squadrols
2) No prisoner vans
3) No arrest teams
4) No processing teams
5) No plainclothes teams working the crowds, removing the 'initiators' from the crowds before the event ends for the night. And you should have seen the look of J-Fled's face as he walked through the bedlam with his entourage of handlers; quite hilarious to see our fearful leader with a look of complete shock and bewilderment on his face.

1700hrs 02JUL10, by the way, I'm going to need you to work this weekend.

The department is like the movie "Office Space"

How convenient that the order, that no one has a copy of, is released at 1700hrs. after all the FOP guys are gone for the weekend. If I didn't know better I'd say the FOP purposely wanted it done that way so they don't have to be bothered on their holiday weekend.

It's time for shortshanks and the rest of the city to realize that the "Waste of Chicago" has become nothing short of a cesspool of crime.

Suck it up and get rid of this thing. They've already banned suburban vendors and it's the same crap every year - giant turkey leg, pizza, cheese cake, cherries & grapes, rainbow cone, etc.

The money spent on OT for the police just doesn't justify this bullshit event anymore. Bring back Venetian Night! At least people behaved with some class!

Gott dammit!!! The mother effen restaurants make enough money throughout the year. This event has become nothing but a major drain (and strain) on city resources. And for the last several years it has become a national media embarrassment.
Please, to the powers that be, either cancel the Despicable Taste or eliminate the "entertainment". There is no need to cater to anyone race or musical preference. It's called the Taste of Chicago for a reason. To taste the food that these restaurants provide, even though most serve the same dish.

What we want to know is if we are held past the 8 hour threshold, will it still be a 5-1 ratio of comp time to pay! I am dumbfounded as to how our union allowed this to happen and even further dumbfounded as to how an arbitrator would find this fair.

They decide what the Police will do, and they decide the venue. Civilians are going to be the death of us on the job. They answer only to the Mayor. This debacle rests in the Mayor's lap.

******************

Wrong. The parade was cancelled exactly because of that. The CVS parking lot at 111th St and Western Ave was the site of two large gang fights in 2009, resulting in 2 guys with cracked skulls and several people sporting "hockey mouths" --missing teeth. The fight nearly caused a stampede which threatened several families watching the parade going by. Quick work by about 75 policemen prevented a stampede.
Also, the 5 suburban kids who attacked the police officers at the Metra tracks right next to the 022nd District. Felony charges approved. I also remember one gang banger from Midlothian, I think a Latin Saint, arrested for battery....just released two months before after doing eight years for murder. The drunks brought the gang bangers to the parade like moths to a porch light. It had to be ended at that point.

Its even worse, the city is already so short they cannot answer normal calls for service, they have now stripped districts and units and cancelled days off.
Even the airport, which is less that 50% of what it should be is being strippped for this mega distaster in the making.
Also, firemen are also being called up, whats really going on????

Taste of Chicago? Then maybe they should be serving plates of blood and guts with a little brain matter for some seasoning. That would be a little more realistic, examplifying all the violence in the city. If I want to go to a restaurant, I'll pick up a copy of Chicago magazine or watch some good reviews featured on Hungry Hound of the restaurant I think I would like. I'll be damned if I take the family and friends to an event where my chances of getting battered are even higher these days with the police undermanned. Do I really need to go to a taste? Stupid humans.

What is the FOP Unit Rep's job if not to tell the rank and file of the fact that our holiday OT was reduced to comp time only? Why are they receiving a reduced union dues payment if they aren't able to let us know what the flop is giving up for us? I'm pretty pissed about this. I think we need to expect more out of these folks or vote them off as reps. What the f--k else did we give up that we will only find out AFTER the contract is settled?

You are absolutely right. Vote me out as rep. Please vote me out as rep. I want to be voted out as rep. Because that would be the only way I would know that many officers in my district have a pulse and are paying attention.

So please vote me out and run for the office yourself. I promise to support you and if I am in your district I will vote for you. Honest. So help me God.

Then you can get the dues rebate of approx. $430 a year, paid yearly in December, and let me know how much shit you will take for that $35 a month.

Last time I checked there was no one lining up for those jobs. Glad to hear you want to get involved. I applaud your willingness to serve.

Do it.

Uh, that section, 11.2, is in the LAST contract too, the one that ran from 2003 - 2007. But you knew that, right? You read that contract, right? It expired three years ago and ran for four years before that. You do read your own contract, right? Or did your unit rep not sit down and read the contract to you while holding your hand and feeding you cookies and warm milk. Tell me, who wipes your ass? Do you expect someone in the FOP to do that also?

Here's another shocking surprise: that same exact section, in those exact words, are in the contract previous to 2003 - 2007, you know, the one that ran from 1999 - 2003.

Now don't tell me you didn't read that contract either? And your Unit Rep probably didn't read that one to you as well. Damn.

So let me summarize, you by your admission have not read your own contract since at least 1999 because if you did you would know that the passage you object so strenuously to was in the contract since at least 1999, eleven years ago.

And no one told you and no one read it to you. Damn shame.

That exact same provision is in three consecutive contracts and you and many others are totally shocked to find out it is in the contract.

Here's a news flash, read your own contract once in a while. You will be amazed what you might learn.

Then run for Unit Rep so you can hold contract reading seminars for all your reading challenged co-workers.

One more thing, I can guarantee you that boxes containing hundreds of copies of each contract signed during your career have been sent to your district. There has been one for you in those boxes too. If you misplaced it the current and past contracts are online. Or, you could get a hard copy at the FOP Hall. You know where that is, right?

What can I say but that you're right. I have not read the completed contract cover to cover. I realize I need to do that. The issue still is that many officers don't read it all. Should we? Yes. But when there are significant changes I guess I would like my unit rep to have a contract proposal "seminar" BEFORE the shit gets enacted. At least we can voice our opinion. It's only important to discuss it with us when it's being negotiated. We hardly get a chance to say much when it comes to major changes. Sure we can read about all we have given up after the contract is ratified but I still think the unit rep should give us a laundry list of issues that concern us. That sounds unreasonable to you? I'll take your advice and run for rep myself. I WILL let others know what ALL is on the negotiating table because you know what - ALOT of cops didn't know and it being there for a while is even more reason that it wouldn't hurt to inform. Thanks anyway.

The FOP tried very hard to negotiate the past three contracts. The city does not negotiate in good faith. All three went before an arbitrator. We are stuck with whatever we get then.

For an established contract issue to be changed by the arbitrator, if the parties do not agree, the burden the arbitrator uses is that one or the other of the parties must show that the issue/contract section etc. is broken and needs changing. Lacking meeting that burden the arbitrator will leave that issue in contention alone.

Several months before contract expiration members have a chance to voice their opinions about what issues to include before negotiations start. Very few ever responds to these requests for input. Same with requests for input on judge's retention.

I will post an exact meaning on the day off holiday canceled thing as soon as I get an old timekeeper's opinion and after I talk to someone in the office, Tuesday at the earliest.

The main thing is, I believe nothing has changed on that regard for several contracts.
