"Merit" Letter Out

For Officers wishing to become Sergeant.

Supposedly due in by 27 July, but those deadlines usually get kicked back 2 to 3 weeks because certain commanders and aldercreatures don't have their shit together.

The last number we heard in the Districts was a class of 30, so be sure your "meri-clout-orious skills" are up to date!

Are they going to "Grandfather" in the experienced officers, the officers that came on before the "skullsfull of mush college kids?" Most likely not just another class of more education no experience connected kids! 2 years to go!

This is what Ron Huberman meant when he said the City of Chicago is a "meritocracy."

For all the intelligence Huberman is supposed to have, he still doesn't know that "merit" is the new spin word for clout!

Is it true the call came in for G.H.(2311) 3rd watch that he is to be put in for sgt? I know he has some family member who was exempt so it could be Sgt George very soon. One question though, will he stay north and keep messing with the F/2's or will he go and try to assist his people on the south and west sides?

Who in their right mind would WANT to be a supervisor on this job given the current regime?

There is so very little to work with as far as getting anything done above running from call to call so it seems the best that can be done is hoping you have a good, steady and experienced crew or a healthy mix of experienced officers to show the younger ones the traps & pitfalls that are out there. A good field supervisor should recognize this. (and be damned glad of it!)



The thing that made us go hmmm?

Why now? All indications and solid sources were that there were going to be absolutely NO promotions or movement other than exempts until after 2011 at the earliest though some reports indicated 2013 as the magic time when City Hall figured to have reached their goal of drastically reduced head count of about 5k to 6k total sworn.

(It gives them more time to steal more federal funding based on the 13500 myth. Criminal but no one is being held accountable which is partially why Daley inc. pushed so hard to send "The Hollow Man" to D.C.)

We do note that in talking with some trusted supervisors, that there may be a mass and unplanned for exodus of front line supervisors in the coming months.

There WILL be an exodus of P.O.'s within the next five years as the late 70's through mid 80's hires leave along the the older officers hired during the big push from 1990 through 1995.

We're about to get REALLY THIN in the field.

You few remaining upright citizens should be more than alarmed. Shortshanks is playing chicken with YOU and YOUR CHILDREN'S SAFETY!

Like you, I wish all posters would encase Chicago's version of "merit" in quotation marks. Otherwise, oblivious outside viewers may actually believe that word corresponds to the definition by Merriam-Webster.

As all officers know, "merit" is nothing more than a euphemism for political CLOUT.

Class of 30!!?? After the 30% merit that would mean only 21 off the list!

They've only made 110 sgt's to date off the list that has been up close to 4 years now!
Even guys that had damn good scores don't stand a chance of getting promoted when they only promote one class of 30 every year.
Then factor in the merit and it becomes pretty much impossible to make rank these days.

They've normally taken up into the 500's off lists in the past and just recently took almost 400 off the last list. I think that this list won't even make it into the 200's. Feel bad for all the guys that really worked hard and scored well. At this rate they better go out and buy some more blue shirts b/c you can never get out of them on this dep't anymore.

There will be no change in this department, or in this city. Clout and graf are not just second nature here, they now have a gene marker in the dna pool of politicians and bosses.

I have absolutely no hope or confidence in the promotional policies of the CPD.

Great. 30 measly sgts. That's about one per district!
I'm a sgt and am routinely the only sgt on the street for our WHOLE watch. I'm never even able to take time off.
Even if 100 sgt's were made that's still only about 1 per watch. At least that would be a start though.
And trust me, i know the guys wearing the blue are just as short too.

Hello out there/their fellow gang and tactical warriors!

As far as "meri-clout-orious skills" go, I've taken the time to make a list of all the things you should have been doing during your petty careers in order to become a chosen one. Here is the list in no particular order:

1. Offer to wash and wax the bosses personal cars and company cars.
2. Hang out in the watch commanders office on your free time, performing comedy routines like Robin Williams all coked out.
3. Rat out fellow officers for infractions.
4. If your supervisor is running for some type of political position, help him out on his campaign. This will open up the doors of opportunity to meet and suck off many other powerful men.
5. Parachute on other officers top arrests. (granted, this was easier to do when the arrests were still done on paper.)
6. Do your best to ignore prank phone calls and other forms of harassment from fellow officers that think you are a complete tool.
7. Marry a fellow officer that is a shooting star. Remember, same sex marriages are now exceptable in today's society.
8. Tell everyone you meet at headquarters how great the F.B.I. is.
9. Tickets! Tickets! Tickets!
10. Always bend reality to suit your needs. For instance, if you find a dead guy that hung himself, cut him down before anyone else gets there and then put yourself in for a life saving award. Be creative people!

God help us in the Districts if any of those cowboys in those "Elite Units" become Sergeants.

Sorry, but when some of them come back as P.O.s they no longer have any real patrol skills. You almost have to put them in retread school and assign them to an F.T.O.

I wonder if Jody will was sometimes done in the past. Just before promotion reassign them to districts so they can say they came from Englewood or the Duece or anyplace but MSG or TRU.

Stay Safe. I know this will raise some ire and will get flamed for this. But I have been around for a few years and I could see this coming.

So a class of 30 means that 9, count them, 9 sergeants will be merit. That means if you were more than 21 out on the test you will have to wait another 2 to 4 years to possibly get promoted. I don't know how taking merit promotees can sleep at night, you are taking a spot away from someone who actually studied and did well on a test but because you are connected to the Daley crime family or some westside reverned you get to jump the front of the line and take a sgt's spot away from someone who actually deserves it. Look at all the merit hacks on the department starting with our illustrious Chief of Patrol, EB, they equal exactly what is wrong with the CPD. An unfair system of special treatment for those few who know the right people. I used to work hard on this job but now I sit and do nothing and I sure don't have any respect for these merit hack bosses.

Dear Jody...I know you will ask the mayor for help on this so I have taken the time to also forward this letter to his office.
I am desirous of becoming a merit Sargent appointee. I have no particular leadership skills or good general rappor with my peers, but I feel that my strong suit is the drive to forge ahead in the CPD command staff irregardless of my job knowledge or familiarity with patrol procedures. I know that I will end up in a patrol unit, but only for about 6 months when an opening hits and my "juice" gets me a spot inside. Thanks for the opportunity to not study general orders or be familiar with general operational procedures to get ahead.
I have great disdain for my fellow patrol officers and given the opportunity I believe I can make everything "legit" again as soon as I am promoted.
My people skills are sorely lacking, and I have never really had to polish them because I never had a real job, and lets face it, I knew where I was headed all the time.
I would be more than happy to attend your truly inspirational staff meetings and rattle sabres with my fellow merit appointees.
Please do not confuse me with the other rabble who have studied and worked very hard to get ahead. I am so career oriented that I will throw any subordinate under the bus to get ahead. My razor sharp skills have been finely honed at numerous CPD golf outings, and all the right retirement ceremonies.
I am very progressive when it comes to police work and crime reduction. I wear my crime reduction ribbons, and caps ribbons like no one else.
Even though crime has continued to escalate and becomes more violent in Chicago each year, I will only accept the crime stats that emerge from HQ which show an awsome reduction in crime over the last 3 years.
Please consider me for a "merit" spot. I am made for this!

nothing beats being a patrolman or a detective. if i wasn't a sergeant i would'nt know this and would take the sergeant's exam again. but i would love to be back with my partners having fun. sergeant's pay is great but in the 8 years i have been a sergeant i have had about as much fun as i did in six months as a patrolman. my sergeants warned me but i guess it is something you have to experience for yourself. so if you don't make it don't get too upset. and be careful around those whose #1 priority in life is to get promoted, they get off on power. i hope i don't come across as a whiner, i still love this job and it is the working patrolman that keeps me happy. i will always be there for them. stay thirsty my friends!

Class of 30? So that makes 9 merit. I'm guessing more wil be made so that there will be more cloutorious made. Usually they make a class of 50 with 15 merited. I can't wait to see how many 35th St. folk are "made" for their hard street work and street smarts.

I scored under 200 and still waiting for them to get to my number....don't think it's going to happen.

This department is a joke! Last year they promoted 30 sergeants and 20 Lieutenants. For those of you that haven’t heard this year they plan on doing the same. Shortly after the Sergeants are made the will be doing a class of 20 Lieutenants. WOW 20 additional sergeants in two years. I am not even going to bother figuring in the ones that have retired we know what that would do to the numbers. Thanks Jody great job!!!!!

Why be a sergeant? $15,000 more a year in salary than a PO, ¾ an hour of comp time on books every day you work and quarterly checks double what a PO makes. You can sell back 200 hours of comp time a year for cash.

That means well over $20,000 more a year than a PO and you work no overtime and rarely go to court. Where do I sign up?

Merit is an evil thing.....come to Area 2 where people who are promoted meritoriously to detective and then beg for a specific watch they dont't have enough time to get, do nothing at work and show up late every day.....and nobody says a word. If you didn't get the phone call telling you where and when to submit your resume, you won't make it on 'merit' so don't worry about why it wasn't in the CO book. It wasn't there because it didn't need to be.

'Merit is an evil thing.....come to Area 2 where people who are promoted meritoriously to detective and then beg for a specific watch they dont't have enough time to get, do nothing at work and show up late every day.....'

If the dets are that fucking unproductive over in Area 2, then it's time for the cmdr there to start replacing some of the Sgts. over there. Look at what happened when Area 4 began running up a huge overtime tab...it took a while, but they moved almost every Sgt. out of there. I don't think inspectors drop in to the detective divisions much, if at all. Maybe they should.

Not true, my guy at 35th street said 180 now and another 120 after Christmas. Then a last class in May big enough to get the last of the necessary "merits" through for this list. No more tests after that. All promotions by appointment. Get some real sources.

Lieutenants promotions to follow. Now is the time to see if a former sgt. in Supt. Weis's office (recently transferred to A/2 Det. Div.) will get that promotion to lieutenant he was promised. That's the way it is done, ya know, transfer them from the "building" for a couple periods so it doesn't look like they are made from there. Watch for it - Sgt. W.B. will be on the list.

Class will be between 60-80 sgts. This will be the last class made off of this list. The city doesn't want to promote any more Detectives until further notice. GOs are being written now to have POs handle more felony cases without Detective involvement, ie certain thefts, property crimes, and poss. Financial crimes. POs will be assigned to work these cases so Dicks can focus on violent crimes.

NO lieutenants will be made ANYTIME soon. There is an federal injunction in place all over the lieutenants lawsuit.

The federal judge is pissed off over the city dragging it's feet every time they come to court with there bullshit.

I dont know the exact number of sergeants to be made, but I do know this. I work in a unit and for over two months people with JUICE were told to submit the meritorious packs. So this notice in the C.O. book to put your packs in before July 27, 2010 is all smoke and mirrors. The people geting those merit spots already know who they are and NO I am not one of them.

The Sergeant's Association hasn't updated the information regarding the injunction involving lieutenants promotions since March, so who knows if it is still in effect.

P.O. K.B from the Policy Group didn't even have enough time to take the test for sergeant, so don't expect them to be so brazen as to promote her, at least for now. I'm sure that she's got a lock on it for a future exam, though.

Sgt. W.B. from Area 2 Dets. is another story - as long as Weis sticks around W.B will be on the next list of lieutenants - he was promised that when they sent him out to Area 2 from the Supt's Office.

There is no Federal injunction against promoting Lt's, the city and the association have an informal agreement. The city will only need to claim "operational needs" in order to promote.

Our Association’s attorney has informed us that the city’s latest effort to have the Lieutenants lawsuit thrown out of court has failed. Our attorneys are making arrangements for several members to give their depositions. This will take place over the next few months. What about the past merit hack excempts that had only a high school diploma. How about Mike C.,Gang specialist to commander to dept chief with no degree. Remember troops study hard,go to school, work p/t jobs and raise a family and maybe you'll get promoted and then again maybe not if there's a hack out there with clout and he can step right on you and over you and get the promotion that you studied for long hours and took classes for and that jag just took the first half of the test and was told not to bother with the second half as he was a lock,(R.G. Class of 30!!?? After the 30% merit that would mean only 21 off the list!

They've only made 110 sgt's to date off the list that has been up close to 4 years now!
Even guys that had damn good scores don't stand a chance of getting promoted when they only promote one class of 30 every year.
Then factor in the merit and it becomes pretty much impossible to make rank these days.

They've normally taken up into the 500's off lists in the past and just recently took almost 400 off the last list. I think that this list won't even make it into the 200's. Feel bad for all the guys that really worked hard and scored well. At this rate they better go out and buy some more blue shirts b/c you can never get out of them on this dep't anymore.
