No College?

Rumor sweeping the e-mails that one of the "merit" picks doesn't have the college to be promoted.

Does anyone have any idea how to go about verifying college transcripts? Personnel used to collect them and keep them on file, but is there any way to independently verify this info? Does the FOP keep a mirror record?

We wouldn't even know where to begin on this, and we're sure that's how Shortshanks and those in power would prefer it to be. Anyone have any ideas?

I was denied a merit promotion, there is no merit process besides who you know and I have the qualifications as well as being on the list and currently close.

Hey, they will make up a degree or come up with some asinine internet degree to ensure that their merit pick will be made. It has happened before for a particular CPD captain who was looking at losing those precious collar bars because of the lack of college - right, JD?

Official college records may only be released with the (former) student's permission. This permission should have been granted and used by the department to verify his/her academic credentials during the background check process.

Google FERPA for da law.

Do a FOIA on the person in question, for his personnel records, it will tell the tale.

I personally don't care if one of them doesn't have college, they should allow everyone to be promoted if they pass the exam, and have a tiered pay scale, with people with degrees getting paid more in each rank than their counterparts without..

Tracy Ladner has the official records. File a FOIA request to see the number of credits. The department verifies the transcript and enters the number of hours in the employees personnel record.

Alternately, someone get a CR on the person for not having the required college, false police report etc.

Under FERPA, any college or university will be able to verify a degree and dates of attendance.

You have to contact FOP and make a complaint about this. The FOP needs to stand up and file a CR number with one of the FOP members as the complainant. IAD checks the records and it's done.

This would be huge if it is true. However, do not expect anything. Business as ususual.

If this is true, then the FOP ( or SOMEONE) should get the names of all those merit promotions made SINCE the educational requirement was started and see if anyone else had it waived.

Colleges will release transcripts, however, you must have a release form signed by the student in order to obtain the transcript. I do this in background investigations. Without the release form, no transcripts are made available.

I verify degrees as a routine part of my job working for executive recruiters. Many colleges use a third-party online system to do this (studentclearinghouse.com). You will need the name of the college and the date of birth of the individual (the year of graduation/attendance is helpful, but not required). Most of the time a written consent is not needed. There is a charge for this service. The information they verify is the year of the degree/attendance info and the major course(s) of study. If the college is not listed on the Clearinghouse site, the college can be contacted directly (via the registrar) and almost always they will verify the degree over the phone, rarely asking for written consent of the student.

I believe most colleges will confirm attendance (though not academic performance) upon request.

Colleges will verify whether or not someone attended and the dates and whether or not they graduated. Generally it only takes a call to the Registrar's office. FOIA does not apply in these cases to school records held by the University. Doubtful that FOIA would apply to an individual's personnel records. You'll have to check the statute.

On the last sergeants list one person discovered he scored higher than he expected, and regrettably, did not have the required amount of credits to be promoted. He had a contact at Daley College in the front office who merely created a transcript showing the required credit hours where obtained. A completely bogus record was fabricated and sent to the Department-and another guy or gal was robbed of the honest chance at the promotion. He was promoted to sergeant in the group made in Jan-Feb 2006. Any feds or monitors out there trolling?

Actual transcripts are not for public release. But, whether a person has attended a college or univerisity and the years of attendance or degrees awarded can be determined. Just hire a good private investigator

This is insane! How come someone be promoted when the standards are in black and white? They shouldn't have been allowed to take the test it they didn't have the college.
OT Please verify (FOP?) if our reknowned director of the crystal ball unit is now in Sgt's class. If so, he wasn't even on the job or still in the academy when the test was given. There is an article about how great he is in the Scum Times. Who planted that article, Daley or Weis?

Police work is a contact sport. Period. No computer ...ever... will make any bit of difference.

Place no hope .... don't even entertain any glimmer of hope - that a computer program will do anything for us, as cops or citizens. This is not AFIS and it is not ICLEAR - which are just databases and ARE uselful. This is different. Let's nip this BS in the bud. Media? As a person who came on the job with a Bachelor's degree, then went back to school and got my Master's, ALL I can say is "the BEST policemen I have had the honor to work with, did not have a collage degree. They had the degree of life, and a very good early education. THIS JOB REQUIRES GOOD MORALS, ETHICS, COMMON SENSE, AND THE DESIRE TO HELP..................................................................

LOOK AROUND AND ASK YOURSELVES "HOW MANY OF TODAY'S BOSSES IN THIS DEPT./CITY HAVE THOSE VALUES/QUALITIES". THEN YOU'LL REALIZED WHY WE ARE FUCKED!

I have a copy of the Sgt Examination Announcement dated 1/10/2006 that states the Minimum Qualifications if anyone wants to see it. FOP should have on on file.

Highlights:
60 semester hours is required prior to the date the applicant is ordered to report for pre-service training. So in other words, you could take the test w/out the hours, but must have the hours before day one of sgt training.

Also, An applicant must have completed their probationary period and served an additional two full years as an active Career Service Chicago Police Officer on or before January 31, 2006. Persons who do not meet all these requirements are not eligible to apply for or take any part of this examination and will be disqualified.

To be eligible for promotion, an applicant must have met all the eligibility requirements for taking the examination as listed in this announcement. An applicant also must have completed their probationary period and serve an addition five full years as an active Career SErvice Chicago Police Officer prior to the date the applicant is ordered to report for pre-service training. Applicants who do not meet all these requirements will not be allowed to attend pre-service training and will not be promoted.

FYI ... Sgt Salary + Supervisor Quarterly Checks + 150 free hours (.75/day) cashed in at the end of the year is an increase of over $25,000 per year above P/O pay! Also, every year except one, I've had 7,8,or 9 segments for both segments each year. $25k multiplied by say 20 years of service = $500,000k ... But hey, your right, who wants to be a Sgt.?

In the long run, it is all about the pension, but, in the here and now, you are 99 and do not have to be in the same car as the screwballs. And, if you truly earn your check, the screwball will know you are fair and honest and do not suffer screwballs.

Dear Scc: I really don't understand why our college transcripts should fall under FOIA. That doesn't make sense. We can't get the president's transcripts, he has to sign a release and he won't. It's nobody's business what college I attended, what degree I have and what my grades were. Why does anyone think they should get to know that info. There are some privacy issues here people. Wake up. And yes I am a boss, been promoted twice, never meritorious and I have enough college to make all of the promotions.

but hey you're right, who wants to be a sgt ?????--- what price do you place on your sanity ???? yes a bigger pension and more money in the short term but you will only enjoy that pension if you retire with both your physical and mental health--- you have to have both or you lose no matter how much money you make---
