Morale Survey - One Year Plus

Passing through the archives, we found that the one year anniversary of the "Morale Survey" results being sealed in a blue barrel and buried in a lonely farm field somewhere near Peotone had passed without noting. Our article from that fateful day can be located at this link here:
  • word is that the spring morale survey has been completed but was ordered buried because jfed was in fact the cause of the shit morale the department currently enjoys

jfed had promised that if it was learned that he was to blame for poor morale he would quit. another broken promise from the lying non-police fed
Just another in a long string of lies told by our fearful leader.

Those who work with me know this is true and I wanted to make sure you all hear it. My team received an award for catching a guy responsible for 23 robberies. We were told we can go to the award ceremony or just get the award in police mail. My Dad is 82 and this is my 1st award and I know he would love to go to a ceremony so I asked him and sure enough he wanted to go with me and was very excited. So we show up and he said minutes before I was to receive the award thatit looks like I had to shake hands with JFLED and I said we are suppose to do it for a picture but I don't want to so I will just take the award and keep walking, he smiles and said nicely done son. So wo go up on satge and when JFLED put out his hand I refused and so did my dad. Jfled seemed shocked and as the picture was being taken Jfled started to move away ruining the pic but little did he know I got a copy of it anyway and it is freaking awesome. Me and my dad have big smile with an arm over each others shoulder and Jfled pouting and turning away. Thanks, Jfled for the priceless pic you vanity whore/ freaking stroke. T.G. Southside

O.T. - We have a big problem Houston! The FOP by backing Ald. Doherty for state senate screwed up! Doherty is a nice guy, but regardless the FOP needs to stay focused on its agenda.

Among the topics on the FOP's agenda are PENSIONS! The FOP administration in the veto session is going to have to grapple with pension issues such as the 3% cola. The FOP backing Doherty was a mistake given Democrats control both chambers.

From Wikipedia, the free encyclopedia

The Beatings Will Continue Until Morale Improves

The phrase "The BEATINGS will CONTINUE until MORALE IMPROVES" is a famous quote of questionable origin. It literally denotes how morale, possibly in a military unit or some other rigid environment, will be kept high through the use of physical violence. More importantly, the phrase is used sarcastically to indicate the counterproductive nature of punishment, and by extension, of excessive control over subordinates such as children at home or staff at the workplace. The origin of the phrase is largely unknown. The most commonly cited story for the origin of the phrase comes from the Japanese Imperial Navy during World War II.

Speaking of Pensions

The First 10 City Pensions That Will Run Out Of Money

We're #2 !!

--clip---

Unfunded Liability $44.8 million

Unfunded Liability Per Household $41,966

Solvency Horizon 2019 per Robert Novy-Marx and Joshua Rauh (see above link for ref PDF)

====end clip ==

With ten percent of the households being unemployed I guess taxes will have to go up way more than $42K per household in this report. Not to mention how many years a Wal-Mart worker will have to work to pay their share.

They cut and ran. I hope people show up at the poles in November. These career politicians have to go.

Get rid of the gold braid bill for starters. Stop using the pension to fuel the patronage machine. I own my company I can hire and fire as I see fit that's the American way- Unions are not good for the work force they only keep you down. from time to time I have had to employ illegals at $5.00 dollars an hour if they come to this country to work and I need them I can use them its their fault, if you don't like the pay don't come here. SCC Your columns crack me up. I am a former blushirt beat car driving alumnus of CPD 86-5B who is now a federal agent. You write as though the major prerequiste to being Superintendant of the Chicago Police is having been a po before. My friend you are very wrong. Guys who were cops have ran the CPD into the ground thus leading to the appointment of Weis. The major prerequisites of being a successful law enforcement executive are having integrity, the vision and intellect to set a course that will lead to success and organizational evolution. Having a thick enough skin to ignore reactionary cops and corrupt politicians who would dissuade you from executing the change the CPD needs if it is to enter the 21 Century, is the greatest attribute any superintendant in Chicago will need. If a guy/gal can manage a field division of the FBI, USSS, DEA, or ICE he/she has the skills to lead the CPD! As far as wearing the uniform, who cares! If I earned $310,000 per year and had a choice between a nice Hugo Boss Suit and the Superintendants Uniform, I would pick the Hugo Boss Suit with some Ferragamo Lace ups and a snappy fedora.... My point SCC is relax and stop ranting. I am willing to bet you guys are going to end up talking about how great Weis is compared to his successor. Stay safe out ther. By the way your blog is great. I wish ther was an equivalent fed blog. Stay safe out there.

off topic but important regarding the stolen parking meter boxes. Its quite possible that it may be connected to terrorism. I think of the dozen or so boxes that have been stolen only 4 have been recovered with zero arrests. There is the threat or possibility that local terrorists could fit a bomb/bombs into these parking boxes and to set them around the city. they would strategically set them off as primary devices then as people are fleeing to another area set them off to take out more dense groups of fleeing people as secondary devices(possibly dirty bombs). I think people really need to be vigilant downtown of any new boxes being put in or moved. I know it seems far fetched but it really is a possibility... especially with all of the info coming from the feds saying that mubai style attaks are a strong possibility in the near future... Stay safe everyone and keep a watchful eye out.

Just because they are in negotiations to create a new sgts test doesn't mean that the list wil come down. It won't come down until there is a new list. By the time the test would be created given and a new list started would be mid to late 2012. So its very unlikely that they would not promote any sgts for two years.

How can they just arbitrarily cut the pensions? It's IL law that it must be funded and I don't think they will repeal the law because these people will never get voted in again if they do. The politicians have pensions, too. These are just scare tactics by some think tank nuts. What they really want to do is push to a two-tier system and new recruits will have to invest in a 401K or some other retirement fund.

Contrary to your criticism of "T.G." (12:31 AM), I salute this officer for not shaking the hand of the clueless, lying coward J-Fled. I'd love to see the photo, T-G.

Now, just for 5:01 PM (CPD Class 86-B, now a "federal agent"). You are either delusional or a troll. The motto of the FBI is "Fidelity, Bravery and Integrity". Unlike J-Fled, I generally have admiration and respect for the Bureau. Using the FBI motto, let's rate J-Fled:

FIDELITY: Check. But to one person: Richard M. Daley. Otherwise, he's as treacherous as a rattlesnake.

BRAVERY: How the fuck do you think he earned the nickname "J-Fled"? He's "gotta run"--the other way--as officers are going into harm's way on what remains an unsolved homicide 45 seconds away from this craven pussy. May God bless Joe Airhart.

INTEGRITY: So you're also implying that the pathological liar J-Fled adheres to a code of ethics and honesty. Bullshit! I've met junkies and crack hos that have more integrity than J-Fled. He is shameless sleaze personified.

4:32 PM:
Wrong! Morale was never higher than when I came OTJ in 1966. This, despite the fact we soon were averaging a murder of a police officer almost monthly. We always backed each other up. With "no cars available" in 011, twenty plus units would come out of the woodwork to respond to a 10-1. We were neither white nor black. We were all BLUE to the bone.
The camaraderie and esprit de corps was outstanding, particularly during the Fillmo' rioting.

Pensions must be funded but if there is not enough money , then there are problems. State law states that they have to be funded , that is it.
Lost about 100 million in 08-09--- it was mentioned here.
I got tired of posting about the pension fund while negotiations were going on. Everyone was interested in the chump change retro-- a couple of thousand- while a million was at stake. 18 yrs pension at 60 grand a year is a million.

You youngsters should wake up, you are being used.
Worried about a couple of thousand during negotiations while a million walks away.

There are NO state guarantees, only thing that has to be done is contribute, while the pension fund has lousy advisors, political nonsense and the like.

I posted about the 100 million dollar loss many times, absolutely no interest.

Any truth to the Sgt list coming down?

*************************

yes.. sad but true. I know several guys who would make great sgts who are just a few out of getting made. they are having the same company who is writing up the new test for the upcoming cpd test to write up a new sgts test... kind of a "package deal".. im sure everyone who is left hanging on the current list is gonna be pissed but what are you gonna do? sorry to all those that missed I know the feeling all too well of just missing out on being made!! just take the test again and PLEASE have patience!! if you dont your gonna drive yourselves nuts. be careful and be safe everyone.

10/12/2010 05:46:00 PM

Usually after they announce a new test, a couple or a few more classes get put in before the test is administered and the results posted. It took 13 months for the last Sgt test from the time it was announced until the time the scores were mailed.

I'd say if they are at 125, they should get to 200 by the time they pull down the list. That's just an educated guess though.

Congrats to all the "meritorious" guy/gals who took a spot from someone who earned it.

I believe that CBS Channel 2 News unsuccessfully filed a FOIA for the City to release the results of "the morale survey". Apparently they were denied because of some loophole.

"The survey is not subject to the FOIA. It was conducted by the University and not public property."

Wrong. The survey was conducted by R&D (specifically Lt. M. Engstrom) and the data was tabulated by the university and sent back to the CPD because the CPD doesn't own a copy of the statistical software.

It all sits in Weis' hands.

Wrong, wrong, wrong, policy-groupie. I'm impressed. Quite impressed.

If I have the opportunity in the next three days, while turning in my star/i.d., I'll be happy to let the man know why I retired before maxing out. Can't stand the environment he created and don't want to inflict it on myself any more. (Hmmmm, doesn't that translate to having a negative effect on morale, Mr. Weis?)

The major prerequisites of being a successful law enforcement executive are having integrity, the vision and intellect to set a course that will lead to success and organizational evolution.
===================================
You might be somewhat right about this part. But this is what J-Fled lacks the most.
He has NO INTEGRITY at ALL And he has not sure much vission or intellect either. So get off your knees and stop trying to kiss J-Fled ass. Even former FBI coworkers hate him.

why don't you?

The survey is not subject to the FOIA. It was conducted by the University and not public property

University is a public entity, especially a state university, I would think FOIA applies

Doherty states he wants to get rid of all goverment worker pensions and go 401K...so you can work until you are 75

10/12/2010 03:06:00 PM

And what about HIS city pension?
DO NOT VOTE FOR ANYONE WHO WAS IN CITY HALL !!!!!!!!!!!!!!!!!

Which one? This drunken douche bag will collect two, one for his job with DOT, and another as an alderman. Now he wants a third?!?!

TG it is pretty tasteless to diss the head of your organization. It makes you look very very small!

10/12/2010 05:01:00 PM

Sorry, but that was a priceless move that I'm sure Cozzi will be glad to hear about. Now go back to thinking that you feds are the coolest thing around.

You slam CPD by saying that the former top cops ran the department into the ground leading to J-Fled being hired? Please, wake up. Better yet, just stay off the blog you arrogant ass.

Having supposedly been the police before, you should have a good idea that most cops make most of your agents look like the sissies they are. I'm not saying all of them, but person for person you get more bang for the buck from a cop than an agent.

Do they teach you to be arrogant assholes at FLETC or does it just come naturally?

How can they just arbitrarily cut the pensions? It's IL law that it must be funded and I don't think they will repeal the law because these people will never get voted in again if they do. The politicians have pensions, too. These are just scare tactics by some think tank nuts. What they really want to do is push to a two-tier system and new recruits will have to invest in a 401K or some other retirement fund.

10/12/2010 09:17:00 PM

The legal work, opinions and other misc. footwork has already been done for a default by the State of Illinois on all of it's pension funds.

Anyone who doesn't know this has not been paying attention.

the State of Illinois has received, and paid for, legal advice advising the state that it is the pension funds that must pay, not the State. The State of Illinois has found legal wiggle room for default and excuses for not funding the pensions.

Do not expect the State of Illinois to use it's dwindling resources to pay pensions, they will not. The retired municipal workers will get fucked. Any police officers who get their pension out of the State funds will also get fucked.

If Brady gets elected it will happen sooner.

Any raise we get is meaningless if our own pension fund follows the state lead. I don't give a shit about 2% raise or 4% raise, the pension is all important as I am looking at retirement coming soon.

We all need to be of one mind on this one.

FOP should FOIA the survey!

10/12/2010 06:43:00 AM

You can do it yourself. Anyone can file a FOIA request. It is a simple letter to the department.

There are two ways to change your current pensions. 1 a constitutional convention (this was stopped and will not be a problem for several years) and 2 a referendum (very difficult to get through the voters). There will be other attempts at modifying current pension plans but will probably fail. What is going on is there is a push to eliminating the current benefits or modifying the current benenfits for new hires.
All the municipalities around the state want to eliminate thier contribution to pension funds by having their employees in 401K plans rather than employer contributed plans.
Brady has come out and stated he thinks everyone should be in a 401k plan.
401 K plans will not contribute to the current pension plans and that means no fresh money put into the funds.

Shit! I was only 37 out on the list for jfled's driver!

I know for damn sure that driving the beady eyed big headed bastard would have gotten me promoted. That and my fucking fantastic goddamn interpersonal skills would have done it. Damn hell shit fuck it all!

I'll be over 63 by time they get around to giving another test. Well, I guess sgt. just wasn't in the cards for me in this career. Crap, all those interpersonal skills gone to waste.

True. I've heard it used many times, sometimes as sarcasm and other times as a compliment, but hearing it gives you an indication of the user's intent. The intent is not always clear when it is written, so I was not sure if you knew that she is the longest 'one-way' street you will ever encounter. She is bad news from beginning to end. Avoid if at all possible, should be written on her forehead.
