Memo to property owners who have still not shoveled their sidewalks: Not only does a Chicago ordinance require it, the law also protects those who might not do a perfect job from being sued.
From the Municipal Code Section 10-8-190: “Any person who removes snow or ice from the public sidewalk or street, shall not, as a result of his acts or omissions in such removal, be liable for civil damages. This section does not apply to acts or omissions amounting to wilful or wanton misconduct in such snow or ice removal.”
We're assuming it's an ANOV? There are swaths of the city that haven't shoveled, and probably haven't paid taxes in years. Perhaps if everyone signed out a ticket book and generated some revenue....

I know I've already seen this written here before, but why not REQUIRE X amount of public service in exchange for all of the free money and services that our government is so fond of giving away?
If each recipient of a welfare check, Link card, or other such payment HAD TO step outside and shovel for a few hours in order to receive their next installment, the City would be clean as a whistle.
The problem is, without an incentive to work or even help out a little (the old carrot on a stick theory), these people will NEVER be productive members of society. Maybe its time to explore a system where the amount of free money is lowered and the amount taken away can be pooled for those who are willing to work to earn extra dollars. Don't listen to anyone yelling that that's not fair. If they don't like it, they can go get a REAL job and have more cash than they would have had on the welfare rolls.
Anyone collecting government checks should also lose them if they are ever arrested buying street drugs. If they can afford THAT, they have too much money already and don't need welfare.
Does anyone stop the welfare payments to those who are incarcerated? There's another way to help balance the budget.

I shovel the walks for 4 older, single women on my block. I don't always get them done by 10:00 AM. To even suggest giving these taxpayers an ANOV/tickets for not shoveling would be criminal. The way children and seniors are treated is a reflection of society.
I couldn't get my car out of my alley till Friday after the snow. thank goodness my 90 yoa mother has great neighbors that helped shovel her out. If anyone gave Mom a ticket, I would have to kick their ass.
I have a car and it's parked on the street and it's covered with snow from the plows. They buried my car, I can't wait for some eager beaver to come and ticket it because it hasn't been moved for a week.

Don't be railing on Preckwinkle just yet. Didn't you read the article. The woman who got the raise was well deserving of it. After all, she's working a full TWO months already and her responsibilities have really expanded since then. Not only that, but she did contribute $2500 to Preckwinkles election. If she isn't deserving for that raise now, I don't know what else qualifies.....(sarcasm).

You'd write Commonwealth Edison and Burger King and Pep Boys and all kinds of huge banks and real estate firms, absentee owners of vacant lots and "FOR LEASE" buildings -- any number of large, affluent property owners who don't give a damn about the law or the public well-being. The names and phone numbers of the companies are usually on a big sign stuck right in the lot or on the front of the bulding.
Look around you on any arterial street in daylight.

I'm no lawyer, but this seems to fall in the category of other "Good Samaritan"-type laws.

Shit. Drive around 015 20-sector. If anybody from 640 or 650 is looking for somebody there...they are still inside. Just bring snow shoes and mountain gear to get to the front door...escape out the backdoor is impossible.

How About Tickets To All The Commercial Trucks,Vans,Pickups, That Are being used as Commercial Vehicles. They have passenger plates, Fire Fighter Memorial Plates, and Prevent Violence plates.
They have no business markings on side as required by IVC. How about all the giant size pickup trucks with passenger plates. There was a time when the Secretary of State's Office would ID these vehicles by VIN code, and would not issue passenger plates to them. I don't know what happened there.
When I was riding motorcycles, back in the 60's and early 70's the police would stop, and ticket you for loud mufflers.
Now I see Harley's come right off the dealer showrooms with no mufflers. They ride around the North West Side, with no or loud mufflers all summer.
What about a little enforcement CPD.
Every man, women and child in Chicago would have to come up with $12,000 each to balance the budget and fund the pensions.

Once upon a time I could buy a house on the NW side for under $100,000, taxes were affordable, the police department had competent leadership, the air was clean and sex was dirty and things weren't all fucked up.
It is different now.
It is an ANOV. $50 maximum fine.

My brother owns a truck in the 17th District for his business which does not have markings on it. Since we has been living in the area (circa 1974) he has gotten numerous tickets and has paid hundreds, perhaps thousands, of dollars in fines for tickets for "Parking Truck In a Residential Area". He has no garage to park his truck and it is impractical to park on a main street and worry about Rush Hour Parking Tickets. This is his livelihood and he depends on using his truck for his business. In some areas of the city, you can obtain a parking permit to park your truck in a residential area. Not so in the 17th District (I'm not sure what ward that is). So, he would love to comply with the law by purchasing one of these permits, however, due to politics, he cannot. He has contacted his alderman several times about this issue to no avail. What would you suggest that he do???
Can you ANOV the CTA for the condition of the sidewalk on the south side of Lawrence just east of the Kimball stop building? Two weeks post-storm and its still a slippery obstacle course.

That's ward 39 in 017.
39th ward has a Parking Ban on Pickup Trucks and Vans and All Commercial Vehicles in Residential Neighborhoods.
There is a separate violation to be used depending upon the Type of License Plate or Vehicle type (truck/Van/Pickup)
It is a 24/7/365 Ban. And your Aldermans office should have told you that.
Van or Pickup with a Passenger Plate: 25.00 fine
B Plate Vehicle: 25.00 fine
Pickup with a FFM plate? 25.00 Fine
Van with a PML plate? 25.00 fine
Mack Truck with a Apportioned plate? 125.00 fine
Ford Pickup with a D or Higher Truck Plate? 125.00 fine.
No Permit is available for this ward to exempt the vehicle.
After oh...about 10 of those tickets, I'd have moved into a ward that Has a Permit available for that particular type of vehicle.
But then...I think like that.

Ticketing huge banks, real estate firms, absentee landlords, and affluent businesses who simply ignore the law and refuse to clear their walks along mile after mile of our arterial streets could provide the funds for those same Streets and San workers to show up with a shovel and blower and clear the walk for that elderly person who medically/financially cannot do it anymore. A small extension of that "minor home repairs" program they have.
If the Mayor had a heart instead of a pocket calculator in there, he'd think of stuff like this -- but how he hates the little people, except when tax time rolls around...
What would you suggest that he do???

Northwest Highway used to be really bad near that motorcycle repair place that was at Nettleton/Newark. Kicking and kicking and kicking those miserable things until they'd finally detonate, then testing up and down and up and down, back and forth all day long with those straight pipes. Heard they moved to Franklin Park -- I feel sorry for the people out there now.
There used to be a whole street full of 'em every summer night outside that Irish bar farther south -- don't know if that's still going on.
You'll find out if you buy one of Mad Sam Zitella's many condos along there...

Its the fault of the City council.
They passed the ordinance back in the day.
90% of the Wards have the Truck/Pickup/Van Residential Parking Permit available for residents. And its good in Every ward that requires the Permit for those vehicles/plate types.
There are only about 8 wards that do not allow them at all.
Some Coppers and PEA's will write that ticket all day long on all vehicles that fall under the restrictions; and others will only enforce it on Chicago residents that should know to have the permit displayed With their City Sticker or to not have the restricted vehicle/plate type in the wards that don't allow them at all.
It boils down to the the assignment given to the PO's for parkers and the point of view for the PEA's working those wards.
I'll shovel my sidewalk when: I can build a structure on it, it gets repaired from city trees cracking it apart. It's a public way... let the fucking city shovel it! Can I charge a toll after I shovel it? Bottom line... it's not my property! If I drink a beer on the sidewalk I get an ANOV or arrested (public way) so how can it be justified in fining me if I don't shovel it?
In reality I do shovel it because it is the right thing to do, but to write ANOV's for not shoveling is ridiculous! Dumb ordinance.

Hey, Streets and San -- quit worrying about "dibs," chairs and stuff in parking spaces, and finish your work first. You have still not cleaned to the curb on many arterial streets and there are snow mountains sticking out six feet into the street -- let alone on side streets -- but I guess you feel that you're all done.

Exactly -- I just got in, and can simply reiterate what you've said FOUR DAYS LATER. Some alleys still have piles of snow across the mouth. Piles in the street at corners.
