Attention! Bet the ranch interim Police Superintendent Terry Hillard is going to make some changes during his brief tenure in office.
To wit: Sneed is told Hillard’s been given a green light to help “change the status quo,” said a top source.
Translation: Watch for the patrol division to begin revamping and the 500 people reporting to one man (guess who) in the police superintendent’s office to change. Is a bye bye birdie at hand? Stay tuned.
Wednesday evening, an order came out stripping Masters of every unit that was reporting to him (AdMin Fax #110751 for interested parties). Some highlights:
- Counterterrorism and Intelligence Division are under Investigative Services
- The duties of the Chief of Staff, General Counsel, Department Administration and News Affairs are defined very succinctly and "reporting directly to the Superintendent"
- All CAPS related functions report "directly to the Superintendent"
- Special Functions regains previously lost units like Mounted, Marine/Helo, Swat, etc.
- The Crystal Ball Unit reports to the Counterterrorism and Intelligence Division
So Hillard pretty much made Masters Masters Masters his bitch. And rightly so. The Chief of Staff, specifically a civilian Chief of Staff, was never meant to run units of sworn officers. The J-Fled/Masters Masters Masters power grab of a few months ago has been completely overturned as Hillard attempts right some major wrongs from the past three years.

It's not just the 15-25 years on the job guys close to retirement that should be watching this but anyone who thinks they'll retire off the job. Fifty years ago, Camden was a roaring industrial city -- RCA had a huge plant there, Campbell's Soup...recently, I saw a TV travelogue in which some older people took a trip back to Camden where they had been born, lived,worked, raised families.
Within a few minutes, they were telling the bus driver to turn around and get out of the place. A lot of them were crying.

3M was/is a huge insult to each and every memeber of lawforcement and a slap in the face to every boss. This kid walked into our police department and said, "Hi, I'm here. I'm going to become the police and then I'm going to run the place too." This guy could have just remained a civilian, but felt the need to have power and have a gun. He knew nothing about lawenforcement and never should have been part of it. What about the Commander of the movie detail who along with his civilian secretary made tens of thousands of dollars working movie details and being a "consultant". Thanks for taking jobs away from the police officer. His secretary isn't even sworn, how can she work a movie detail? Since he was called up for military service, he never finished his probation of 18months because he was deployed. He had three years on since he was hired, but for months on the job, it was still under the 18.

When Masters graduated from Harvard Law he was given the prestigious Heyman Fellowship. The gist of this award is payback of all student debt in exchange for a 3 year public service commitment. Masters then joined... the Navy Judge Advocate General's Office as a Marine (possibly as a reservist but I'm not sure). This was in 2006. I will let real Marines now debate whether Masters is qualified to be called Marine.

No, I'm not in BIS any more so can't be a BIS pooch. I call bullshit on him going at it with the ex Supe because neither Cline nor Hillard would stand for that or any Supe for that matter.
