Retiree ID Cards
This might be an issue that can be solved with a phone call or two:
- As an open post, I will take advantage of bemoaning a problem out of state retirees face when dealing with the Department. I have a "new style" retiree ID card which shows my dates of service on the reverse side. After a number of year now it has become worn.
I contacted the Personnel Department seeking a replacement and was told that the civilian supervisor/manager in charge had an apparent personal policy that no replacement cards will be issued thru the mail and only will be replaced with a retiree presenting themselves in person at Headquarters.
Many of us have left town for a warmer climate and live thousands of miles away. Somehow, along with a $15 money order, a copy of our present drivers license, a copy of a pension check, and the original id card that needs replacing, being sent through the United States Postal System as registered mail is not sufficient proof of authenticity of the retired officer.
From what I understand this is a policy of a person and not Department policy. I hope that someone in a position of power and authority recognizes the problem and institutes a system or process for the replacement of id cards by mail for retirees.
Why is the Department making retirees jump through nonsensical hoops? There's nothing to be gained by making a retiree come back to Chicago for a piece of plastic. The FOID card is handled through the mail all the time and it supposedly has more responsibility attached to it that a retiree ID card would.
This sounds, as the reader says, like a power trip by one person. How about someone in charge put that person in his or her place?

It's that non-police fool Tracey Ladner. She knows nothing about how to deal with people. Funny that she's the Human Resource Director. They should replace her with a sworn member of the dept.
It's good to know that once I retire and am living thousands of miles away in a state surrounded by decent people, the city of Shitcago will still be fucking me over.
I'm a retiree and never knew this could be an issue (not for me; I'm still in the city).
Hilliard is a retiree and a most reasonable person. Why doesn't the poster just print out his post, sign his name and include his identifiers and send it to Hilliard?

The city always treats it's employees like crap. It starts at the top & works it's way down, much like the culture of criminality that the last Daley foisted upon us.
Why would they treat ex-employees any differently, particularly ones that have escaped the city's forced residency?
Hell, I suppose we should be glad that they don't make us pick up our retirement checks in person.
This is the same person who took it upon herself to make the rule that no officer on military leave can return to duty until she feels like it. Who the fk is the cmdr of that unit nowadays?

Not a good enough reason. Most state's d/l photos are digitized and should be obtainable by the Department. Or a passport-like photo can be submitted with the request if the i.d. is more than five years old.
Tracy Ladner is the soul source behind this foolishness. She is one very ignorant goof.

It's hand jobs like you that keep asses like Ladner going.
Retired in 2003. Never took it out of the wallet until 2007 and discovered while replacing the wallet that the card had fallen apart. Entire cellophane type face of the card including photo fell off! Was also told by Personnel Div to fly to Chi-town to replace it. Carried a gun in that city for 32 years and get treated like that...geez!

I use packing tape on all my ID cards, Drivers Licence and insurance cards. (packing tape is about 2 inches wide)
It protects the cards from getting crappy looking over time. The only thing you cannot cover up is any magnetic strip if it is on the back of the card.
You can use an exacto knife or box cutter to cut of the excess tape.

While conducting Department business I accidentally called Human Resources by it's old name, Personnel. Horrors!
She went on and on about how they were Human Resources now. She sounded crazy, and I have heard nothing (and I mean nothing) but terrible things about her. Can you imagine what people outside the Department think about this nut job?
Let's hope she goes in the next purge.

Been retired since Jul 16th 2010 and haven't used the card for anything except trying to get a free ride on the "El". I was turned down a free ride by CTA employee who stated," Retired CPD have to pay!" Keep your silly ID card. Make sure the pension check gets deposited at the end of each month. That's all I care about.
Institutional arrogance. It seems to be rampant in Chicago and Cook County. They do things the way they want, which is usually against established protocol everywhere else and most often defies logic, law or ordinance.

are these the cards that let retirees carry in all 50 states? There may be a state requirement on how they are issued.
Hre is another problem, The retired
badges made by Blackinton are also falling apart, just like the rest of the department. Will they replace them too?
For those of you out of the city, most of these badges are about 5 years old, and have lettering and seals falling out, and they bend very easy.

It's all in the personal skills of people who work in personnel and apparently that was not a high job requirement. Human Resource Unit my butt- if you need anything from them you're treated an inhumanely as possible and they hope you just go away. It's the policy!
In response to 03:05:00 a.m. In case you have never gotten a carry/conceal card through the state, even they let you provide a photo via email. Also, what the H___ business is it of yours to question another officer about his use or abuse of his I.D.? You must have been a joy of a partner to work with, if in fact you ever were the Police.
This is the same POS that denied retirement stars to quite a few retirees.
I lost my SHIELD, made a report, did the fax well before I ever retired.
Turned in my police star on that wonderful day and was informed that "there were too many people who lost things" and even though I turned in my star I would not get a retirement star because I lost my SHIELD. FOP tried but Ladner was firm on HER UNWRITTEN POLICY.

I retired in 09 and paid for a retirement star with my star # on it. I live in Nevada. They will not mail it to me! How did it get from the company that made it to the Police Dept? You know what they can do that star?
This is nothing new. Whenever the Department has a chance to dump on an active or retired officer, it will. Other than the news media, they never go out of their way to assist anyone. Their little KINGDOM must be maintained.
The other day, I went down to HQ to register my new glock per the intructions on the registration form. I was told they dont do that at HQ for active duty officers, only retirees. Then I had to drive to the southside to do it. Anybody have a similar experience?
Why don't they have a comments section after these repors in the Breaking News?

in oder to meet the reqirements for h.r.218 you have to have a current retirement.id.just another way to try to keep you from ccw.
Give me a break, Retired guys have served the City of Chicago for their primary years of life . The Human Resource Officers of the CPD should make the jumping the hoops an easy task for retired Officers who have served with dignity. Get the job done for the retired Officers who had got the job done during their careers.
As a retiree of 13 years my advice to future retirees is you should already be used to being treated like shit and the day you retiree they continue that policy as you turn in your star and leave the building dont look back cause that building is chuked full of never worked a day on the street punks!

Don't be an asshole! The point is that one person on a power trip is treating retirees like crap, after they've given a major part of their adult lives to this department. They should be treated with more respect than that.
It's obvious by your post that you think the world revolves around you. Besides never taking your ID out of your wallet, you probably drove the other when someone was calling for help, never volunteered to take a job so someone could go to lunch or came frombehind that district desk. Good thing you're gone!

Who cares why it is worn out. You are probably the retiree that hid in a secret spot somewhere his/her entire career. What's your next question? "Why do you need a new holster for your gun? I never took my gun out in 30+ years on the job."
That's one of the major problems with this department. We can't stop fighting amongst ourselves. I can't wait for to retire in three years and put this entire shithole in my rearview mirror.
Another out-of-state retiree had the same problem a couple of years back. If recalled correctly, it was the subject of an article in the FOP monthly newsletter. I do not remember the outcome of that particular situation, however, it appears the ridiculous policy back then is still the policy today.

You need to take your complaint to a higher authority. I know you shouldn't have to but those of us who know the exempt in charge also know that things likely will not change unless the order comes from above. I'm certain Acting Superintendent Hillard wouldn't take kindly to that kind of treatment. Make a call. Hell, make as many as necessary.
The first day you realize how much they really don't care about you as a retiree is the day you retire. All civilian process, retired stars handed out from a big box. It would have been nice to at least have one sworn person there to acknowledge our service even if it was just the nod of their head!

Actually, the instructions pretty clearly state that "in person" registrations MUST go to the S. Kedzie facility. Again, it clearly states that only mailed applications are accepted at HQ.
I'll refrain from any comments on your intelligence or reading comprehension level.
I would expect nothing less from this police department. They can expect the same treatment and consideration from me.

What the hell does it matter if the card wears out the retiree needs a new one, who cares if it is used to make clicking noises in the spokes of a bicycle.
If you never open your wallet and never take it out or look at it then you don't need it at all.
Maybe some other guy does.
I make the city jump through hoops for me every chance I get. Soon this bullshit will be over for me and I can spend all my life around human beings again.
It is shit like this that makes me so fucking sorry I didn't take the job with the fire department.
The department could care less about a retiree. Look at how they treat those that are still working. Leave and do not look back. Hopefully, someone with some sense ( TH) will respond.

Boy did I luck out. Tracy Ladner was on vacation. I spoke to some other woman who mailed out my I.D.. What a delight that woman was.
I am a retiree that lives in a different state, more than 1000 miles away and I can actually understand that they probably want a current picture with some assurance that it is actually of you. I know most of you won't agree, but that is reasonable. What puzzles me is the necessity to produce a pension check stub. With direct deposit the board only sends those out at irregular intervals and I have never saved one because there is no reason tom, at least until now. Go figure.
I belong to a group, Retired law enforcement, on Linked-in. From the comments posted there, lousy treatment of retired police officers is not unique to the CPD. It seems that it is fairly common in big cities. I read the complaints from retired NYPD especially and many departments in New Jersey. In fact New Jersey cops arrest retirees for carrying hollow points in their weapon, even if they have the concealed carry card. How nice is that? I retired from CPD and went on to private industry. I saw how wonderful private corporations honor and treat their retirees, so vastly different from the CPD, to whom you are dead the minute you hand in your papers.
The reason employees are are not permitted to request replacement cards via mail or without coming into HR is because the ID card system is digital. A new photo must be taken along with a signature of each employee requesting an ID card. Also, the style of the ID card has changed over the years. Now, new ID cards for sworn and civilian-- including retirees are printed with the members employee number on the top of the card. Each card is updated in the ID card system with the new photo and signature and saved in the system. This helps HR with tracking the number of ID cards issued to each member.
The ID replacement policy was set in place before Ladner became Director of HR; and only a few exceptions have been made since. I doubt this policy will change anytime in the near future. Besides--It is not like you can ask the State of Illinois DMV to replace your DL or ID Card and send you a new one in the mail. You have to drag your happy ass back to Illinois and show up for the photo. Why? Security!!!!--the state like the CPD needs to make sure you are the person requesting the ID card. This may seem to be a huge inconvenience to retirees who have moved out of state but it is policy and one that makes sense. Find something else to complain about like how Tracy R. Ladner should be launched from this Department; she does not know a thing about respect for self or others.

a problem that he would request YOU to handle?
It's not that expensive to pay for a bus or train

So, someone from HR writes a lovely note in this blog about the reason that retirees have to trek back to Chicago for new ID cards, security? Ya, right. Frankly, no in this whole world gives a rats ass about your retired ID card except the retiree. I have one and on at least two occasions where I had to show govt. issued photo ID I did use my retiree ID card. It clearly states Chicago police department with Retired in gold acorss the front and my photo. Right? I was told this card is no good and I need to show a drivers license. So what is the big deal. Send in a digitized photo to HR and then send you back a new card.

The CPD identification card machines are limited to integrating a photo taken with the machine onto a blank identification card. The machines are not capable of accepting a photo from any another source.
Boy did I luck out. Tracy Ladner was on vacation. I spoke to some other woman who mailed out my I.D.. What a delight that woman was.

For those that are actually proud to have served in this farce, I think it's insane to make you jump through hoops to get an ID that you not only want, but deserve.
