Thanks Again Daley

  • After years of legal battles, a federal appeals court on Friday ruled that Chicago must hire 111 African-American firefighters and pay about $30 million in damages to applicants who were unfairly denied Fire Department jobs because of a discriminatory entrance exam given in 1995.

    The ruling by the 7th U.S. Court of Appeals likely ends a 13-year legal battle waged against the city over the exam, which kept more than 6,000 qualified applicants from getting jobs because results continued to be used through 2002, according to attorneys in the case.

Back pay, back seniority, the city didn't win a single portion of the appeals that have been going on for 14 years. The lawyer bills are going to be obscene.

But in one of Shortshanks' last official acts, he gives away a piece of property worth millions of dollars:
  • A former police station on the North Side that once was a symbol of discrimination to Chicago’s gay community will become part of a housing development serving gay seniors.

    For $1, the city will sell the old Town Hall District station, 3600 N. Halsted, to Heartland Housing Inc., sources said. The nonprofit developer will incorporate the old station into new construction of about 90 apartments for senior citizens.

    The apartments will be priced for lower-income renters. The project is a final favor for the gay community from Mayor Daley, who leaves office Monday.

A corner lot. On a busy intersection. In Wrigleyville. What does anyone think the property alone might be worth to a city that at last count, had a projected budget deficit of $500 million? We couldn't really care less about who got the property - gays, straights, black, white, Martian, demons from Hell, whatever. But one fucking dollar? How about we'll bid $2 and turn it into a SRO where drunk Cub fans can sleep off a hangover?

If Daley was so intent on giving away property on the cheap, how about unloading the old 009 District station for $1 and someone can finally reopen the old Police Museum that is probably stuck in storage somewhere?

The city did win 1 thing. The original award was for 60 million, it was reduced to 30. Now out of that 30 needs to be the contribution of the employee, employer & interest that should of gone to the pension fund for all those years. That alone should take up about the whole 30 million.

This story leaves out the fact that in 1995, Chicago paid $5 million for an African-American consultant to work with a blue-ribbon panel to devise a race-neutral exam for promoting firefighters.

How could an African-American consultant who was paid part of $5 million dollars to devise a race neutral test be racist? And since then, in 2002 the white firefighters sued b/c black candidates with lower scores were being hired and they also won for reverse-discrimination.

Huge waste of tax money all around and a gigantic, expensive failure by the judges.

Hey SCC I would like to share this email sent to me ...I wish it can make it as an upcoming thread on your blog, so people can see what kind of corruption we facing in our city perhaps the media can fish it and question the two Alderman involve in the scam!


We have been at this fight for over 2 years now and I appreciate everyone who has contributed to our cause since ANT started. Fighting the city and a $25,000,000.00 corporate giant like Bickerdike isn't easy but we have slowed them and their agenda.

On 4/28, a judgement came down in favor of Bickerdike and our lawsuit was dismissed. We are currently in discussions about a possible appeal since the judge has basically set a new presidence that if any Type 1 zoning applications, like Zapata, are submitted, there is no recourse for the community, they just have to accept what is approved.

Yesterday, I found out Bickerdike, through their political clout, was able to get themselves on the Community Development Commission agenda for today to get approval for funding from TIF for Zapata. Since the lawsuit was dismissed, they planned to act as fast as possible to get the money promised them by Colon and Maldonado.

Not only did the city commissioners all blinding agree to increase the deficit of the city and add $83,000,000.00 to the Fullerton/Milwaukee TIF, they simply allowed the increase in line items in the TIF to be used for whatever general project they had in mind. It didn't matter to them the housing values have decreased, they spent the money, now they need more, so they passed the motion.

In the second vote, adding Zapata to the funding, the commissioners shot down all logical objections and granted Bickerdike their millions to build Zapata. It didn't matter if there were mistakes on the TIF application, the high cost of $393,000.00 per unit, the no bid contact to Bickerdike's own Humboldt Construction or the outright lies told by Maldonado or Colon about the project and ANT to the commission. It didn't matter there are hundreds of vacant properties in the area nor that the Humboldt Ridge Apartments less than 2 blocks away which are also affordable have plenty of vacancies. The objections to the increase presented by us were washed over. The vote passed unanimously.

The City, Rey Colon and Roberto Maldonado disregarded any opposition and supported Joy and the Bickerdike clan that was bussed in to the hearing. It was a sad day to really see how they system works.

I'd like to know how much this has cost the City already, just in legal expenses alone.

In a case that I had knowledge of, where the city was sued, they hired an outside law firm that had to have cost several million dollars in fees. I'll bet THIS ONE cost tens of millions just to cover up all the illegal crap that Daley did here in the first place!

I actually commend Daley for fighting that completely bogus firefighter lawsuit. The clowns who sued have no business being firefighters.

I'm surprised Daley was allowed to sell the old town hall station. I was under the impression it was given to the city by some old guy to be a police station. The way it was written the city would have to give it away if it was not being used for police purposes. SCC I think you should look deeper into this. I don't think Daley was being dumb or generous.

I would like to see the FOP consider suing to lift the residency requirement in light of the fact that the city is going to openly hire firefighters they deem unqualified, just because of their race. This is an added burden on the members that should be addressed, our families lives are at stake.

On the issue of fairness in hiring, how many of us were passed over by those who scored way way lower and promoted beyond their capacity? Once hired, the next suit will be they all coulda woulda been chiefs too.

OT...Hey Mike Shields and other union folk....I heard a commercial on the radio yesterday (93.9) made by the teacher's union asking for support in their pension battle. It talked about not stripping away what they were guaranteed when they were hired. Maybe we should consider doing the same.

I remember that as a kid. My grandfather(A/2,RIP) always pointed it out to us as we headed to WI. What about all the shit in the "museum" that used to be across the street from the now new 001? There was some good stuff in there. If you ever get to Toronto, they have a pretty decent one too. We need a Police Museum.

Back in the 90's, when the merit selection rank came into being, connected people who actually left the job, came back to make merit lieutenant. They were given back senority. When Hillard brought back captains, he promoted every black that was not an exempt, to captain. The courts don't care how the city makes minority promotions, just so they do it

Why would Daley care now how he pisses away our money. He has been doing it for 22 years.If the city did discriminate against the 111 applicants for firefighter then we have to pay. What a waste. Why not just make the exams on the up and up and give all an equal chance for the job. But no blame will go to teflon coated King Richard. Saw the skeletal remains on the roof a year or so before new HQ was opened. Cannot say definitively, but would guess it went down with the ship.

What I'd like to know is this... Those 111 people were all in the "qualified" group from the test.
The "qualifed" group didn't start getting hired till 2002. Why are these people being given seniority and back pay going back to 1995?

Shanks is directly responsible for the steaming pile of shit that the city has become yet Rahm doesn't say a bad word about Shanks. He only talks about what changes he's gonna make not what problems required these changes.

Anyone else remember the old "Italian American Sports Hall Of Fame"scam?A group led by Shorty's pal D'Angelo set their sights on a liquor store on Taylor Street as prime property for their museum.The only problem was the owner of the place was doing fantastic business and refused to sell for the chump change being offered.The City went after the guy's property under Imminent Domain laws.After a couple years in court the City won.The owner was given upwards of $750,000 and his legal fees(he got ripped)by the City(taxpayers).The City turns around and sells the building and property to Shorty's crew for $1.00.If you are thinking that the business owner and taxpayers got raped Shanks style,you are correct.Then the City demolished the old building for the "museum" without being reimbursed.The "museum" has been a lucrative source of income to someone.Multi million dollar fundraisers,grants etc.Now its broke,busted out by the crooks who were enabled by my tax dollars.......
