CAPS Vampire Rises from the Ashes

  • Charter schools for dropouts and a “leadership academy” for new principals. An Office of New Americans to support immigrants. Bus rapid-transit lanes, protected bike lanes and designated streets open on weekends only to “non-motorized uses.”

    Those are just a few of the ideas packed into the 71-page transition report that will serve as a “scorecard” for Chicagoans to judge their new mayor — and for Rahm Emanuel to hold his department heads’ feet to the fire.

  • The city will launch an “Open 311” system, providing an “easy and transparent way” for Chicagoans to submit and monitor their service requests on the Internet. The report also talks about establishing a “new approach” to community policing in as many as five districts without saying what that new approach would be.
We're sure it involves gobs of our money tossed at reverends with little to no accounting or tracking of results. Anyone feel like betting against us?

Channel 7 reported no one could ask 9.5 any questions about the plan, because they weren't given advance copies of it and it wasn't released online til the press conference was underway.

He is the slickest of the slick. And he isn't even sworn in yet. It's gonna be one hell of a ride.

018 who puts himself in for honorable mentions when the store observes the illegal activity, detains the offender, then calls CPD and this guy tells the Sgt. to put him in for an honorable mention? No shame!!!

Mayor-elect Rahm Emanuel has decided to name a City Hall and Chicago government insider — and a distant relative of outgoing Mayor Richard M. Daley — to be his chief of staff.

In a somewhat surprising decision to be formally announced later this morning, Theresa Mintle, now chief of staff to CTA Chairman Terry Peterson, will become the chief aide to Mr. Emanuel.

As chief of staff, Ms. Mintle, 46, will be the person in operational control of city government. That includes keeping the decisions and the paperwork flowing, much like Mr. Emanuel did as chief of staff to President Barack Obama.

While Mr. Emanuel is new to city government, Ms. Mintle has spent the bulk of her career working in that field.

Michael Pfleger is part of the Public Safety Transition Committee, as are Harvey Radney and Cortez Trotter! The circus changes, but the clowns remain the same.


Interesting note: "In Chicago, just 4% of government employees generate more than 60% of the City’s health care costs."


"The administration will continuously work to promote stricter gun laws at the state and federal levels."

Wow. They never learn. Laws alone don't protect anyone. Lots of talk about "gun violence". Apparently human beings are only VICTIMS in this type of violence, they're not OFFENDERS.



"The new approach to CAPS will be piloted in two to five districts."

Again, they never learn.


"Hundreds more police officers will be actively working on beat patrol, and not behind desks. Administrative efficiency will be dramatically improved."

@Shaved - the doors won't open in flight. while I commend the off duty PO for stopping this, the passenger doesn't have a chance anyway. The doors open inward first (whole door moves in, breaking the seal), then swing out. When the cabin is pressurized (which is basically any time except for right at takeoff and landing), the pressure difference keeps the door from moving inward.

CAPS was nothing but a tool to allow money laundering, dope running, tax evading make believe clergy to to destroy CPD by allowing them to influence operations and policy while giving them a means to plant their incompetent merit picks as moles to ferret out information.

To wit:
People being snagged on the wires talking about freely moving dope and guns because CAPS enabled them to pimp-walk CPD to a stand-still as far as the ability to investigate their asses because Mr./Rever-rear end Bow Tie (that piece of shit) has the mayor's ear and if they WERE being monitored, (and they knew they were but fuck the Police) everything was in place to ensure that any agitation for further investigation would be quashed by the Department hierarchy.

It was shit like this that put our eyes out about anything being done as far as The Police being able to SERIOUSLY put a mean hurt on street crime in Chicago.

It will never happen.

It will never be allowed to happen.

The shorties getting popped off on the streets and other attendant mayhem is just part of the built in cost of the unholy alliance of politicians, (mayors & alderfools) money laundering make-believe clergy, local media running a campaign of misdirection and propaganda and federal law enforcement being infiltrated and compromised.

Innocents and Policemen being killed in this foolishness are collateral costs the powers that be are willing to pay to maintain the status quo. They are successful because they've gone all out to convince the public that The Police are actually the enemy instead of these fools committing the murder and mayhem.

CAPS is window dressing and an artifice designed to give people who have no damned business, major input in walking this Department to a stand-still.

Why kiss your wife and kids then give a rapist the keys to your house?

That's really all CAPS is...

We're still reaping the sad and sorry-assed fall-out of that experiment gone awry known as CAPS because there was not ONE fully formed, fully functioning adult in a position of good enough authority, who was possessed of good enough common sense to draw a damned line and say "NO!"

The Police should only be hunting and imprisoning criminals to maintain peace and public order. Knocking them out if they get stupid and killing them if they resort to armed stupidity.

(Just be sure to do it politely, professionally and for chrissakes smile! The public shouldn't have a problem since the perception is that the Policeman is irate and ill tempered for no good reason at all)

Everything else, for the most part, is a social service function.

WRT: "Broken Windows" criminology.

Broken Windows is suppose to enforce the concept that illegal activity will not be tolerated and that by sweating the "small stuff" it creates an environment that reduces the larger crimes.

Therefore I suggest we begin with Illegal immigration as it sets the mindset that our laws are a joke and we don't mean it.

In fact does it not lead to an entire series of illegal activities. Driving without a license, social security fraud, ID fraud, tax fraud, drug sales and the creation of an underground economy from all of the above.

If the political apparatus in Chicago and in Washington were serious about "Broken Windows" methods the borders should be locked down, the illegals deported. The law is the law.

Furthermore the illegals immigrants are exploited by the businesses and corporations which further undermines the economy.

So start with the illegal immigrants. They leaders keep allowing these people in faster than we can lock them up.

Change the law if the majority don't like it. Don't ignore the law.

Does anyone else find it awfully ironic that Rahm is curtailing aldermanic commitee's and saving approximately $400K. ? It's ironic because King Ritchie is demanding 2 city cars and 5 or 6 butlers, I mean bodyguards, in his retirement. All at the taxpayers expense. The total bill for that would conservatively be 600-700K a year. So much for shared sacrifice and trimming the budget huh Rahm?

So let me get this right...

You want us (Chicago Police Officers) to partner with socialists, anarchists and mobsters. The very people who threw bags of human waste at police officers in the 60's and 70's.
You want me to join the very people who enjoy exorbitant retirement benefits that were, in fact, pay offs from politicians who revived campaign contributions from the unions representing these groups.
The same politicians who misused our pension funds. The same politicians we had to fight tooth and nail to get a living wage and a few worker rights from. The same politicians who held on to their contributions to the pension fund until a retirees own contributions ran out and now that the city's bill has come due they don't want to pay for it.
The same politicians who used our pension funds to reward politically appointed cronies with the Brass Hat Rule.

You want me to join the very groups and unions that are the reason this issue is an issue. We aren't over paid, over pensioned or over protected but these union workers are and now you want Police Officers to appear guilty by association.

I was an active participant of bringing the FOP to represent Chicago Police Officers. In doing so we risked personal threats from those unions as well as threats from management for pushing for our own "limited" version of collective bargaining. When the time came to vote, the Teamsters and the AFLCIO were on the ballot along with the FOP. We supported the FOP because it was not affiliated with those groups, because it was independent of them, because it was not connected with gangsters, socialists or anarchists and because the FOP would owe them nothing. The FOP was then and still should be Police Officers representing Police Officers.

We have our own story and our own issues. Our (CPD) issues have nothing to do with the issues of these groups.

Over the years, when we went through many work related issues with city hall, these groups never stood beside us, they never threatened a strike on our behalf and they never marched with us. So why do they want us to stand by them now?

Because this is nothing more than a political ruse to put public safety workers on the side of those who have been gaming the system for decades.

I've been involved in CAPS for 13 years. I'm not a P.O. I hope we go back to the model of Neighborhood relations, from 20 - 30 years ago. CAPS is a green teat that attracts the worst our neighborhood has to ofer, all looking for money for pet projects. Off. Friendly and the Neighborhood relations Sgt. were more useful.
