To Goatee or Not Goatee
A number of commentators are complaining about Garry McCarthy's goatee, making all sorts of noise about how if he can do it, we all better run out and grow goatees, just to prove some point. What point? We have no idea. But here's a few thoughts about the noise being generated:
- McCarthy is non-sworn at the moment. The uniform regulations don't apply to him. Why even make this an issue? If he dresses in a nice suit and tie, he's still the head of the Department. How about he agrees to not appear in sweats and a t-shirt like he just rolled out of bed and just represent the Office of the Superintendent like a properly dressed executive? If we're going to have corporate mercenaries running the place, they might as well dress like it.
- Let's not waste time with this "going through the Academy" nonsense. We're in a bit of a crisis here. He needs to be concentrating on fixing problems, generating solutions, moving staff, fighting crime, etc. He doesn't need to be going through the motions of Law 101, handcuffing techniques, PE, traffic stops, whatever. It's useless theater. Stop it now, please. Is someone really going to fail him at the Academy?
Besides, if we recall the ordinance properly, no one over the age of 40 is allowed to be hired to become a Chicago Police Officer. Why create a situation where an enterprising lawyer might have a shot at making some coin off of an already broke city? Just let the guy get to work and see what's in store for everyone.

My thoughts nearly exactly.
I have hope that McCarthy will do a good job.
Time will tell.
State standards require an individual to pass a law test and firearms test only for lateral transfers from out of State. I did this a few years back. I have no problem w Mccarthy waering CPD uniform. He was a cop in NYPD for Christs sake! He's earned the right to wear our uniform ONCE he is state certified. He also said he would shave ONCE he is certified and a police Superintendant.
Somene is actually worried about the guy's goatee. We don't even have frickin uniform conformity. We have officers wearing two different kinds of pants, countless different shoes/boots, two to three types of hats, and don't even get me started on the jackets and sweaters.
Long hair, short hair, predator corn rolls, and I even saw a mohawk. And someone is worried about the guys frickin goatee!!!
I agree 100% SCC - we have bigger fish to fry than to sit back and worry about a goatee.

Unlike Jody this guy is a policeman. Should he put on the CPD uniform? Yes. I have nothing but respect for our brothers in uniform across this country that do this job regardless of which dept. they work for. In D.C. this month there is going to be a lot of different uniforms gathered together but we are all the same. We are policemen. We should not get hung up on the uniform question in his case, this dept. has bigger problems.
Under Ill State Law, he does not have to go thru the entire academy. The state training board will set forth a course for him. If he is already a certified officer in another state, he might take a shorter course.
Some PO's who retire here and go back to work take a computer course to catch up on things.
As far as the face hair, its works for Tom Sellick
When Bratton(former NYPD) went to LAPD, he wore their unifrom without any problem. Why do people here have a problem with mccarty weraing our uniform? Get over yourselves. CPD is not the be all end all of law enforcement. I just want the guy to do a good job.
As silly as the whole the whole "goatee thing" is, its the point of different rules for different folks. The rule doesn't say that only bosses can have goatees and that's the point. The rule applies to all of us. The rule has been in place forever and it is stupid, but it does apply to all of us. The supt. can change this rule and I personally think he should. There is nothing wrong with having a well groomed goatee. The majoriety of the police departments allow them.

guy always look like he just walked out of the steam room
in a suit? Something needs to
be done about those facial sweat glands! And sadly, Neither McFerrin or Divlantes asked any
real questions of 3M regarding his
duties in the Marine Corps. They just made general lead ins about how 3M's working directly under Weis prepared him for this new job.
Clearly, the little guy has handlers who are trying very hard to give 3M a much higher profile
in this new job. Before, he knew to stay away from the major media outlets to avoid being asked some serious probing questions which would reveal 3M to be about as
brilliant as a jar of Miracle Whip.
It will be interesting to see how soon it takes before 3M becomes as hated in the new job as he was at the old one.

I never believed the shit about him actually going through our police academy. It seems beyond stupid for a person with over 30 years of law enforcement experience to have to go through our retarded academy. I think what he means is that he's going to take the state and city written exams and get certified as an Illinois Peace Officer so that he can wear our uniform. Since anyone over the age of ten that can read and write would pass those two tests, I don't see him having any problems there.

Right now he us the equivalent of going through the hiring process. While applying to the CPD, and going through the process you can have a goatee and a purple Mohawk if you want, as long as you are clean shaved and professional in appearance on the first day of your employment. He already said he'd shave it off before he starts, so find something more important to waste your time worrying about.
He's a civilian employee, give it a rest. Who cares? Come to any district in Area 2, you should see all the "line beards" and goatees and beards from guys who don't even have a bump card. This is nonsense, there's bigger fish to fry that to be bitching about this guy's chin pussy.
Superintendent is a government appointed position, making it a government position. The person is not nor do they need to be the police. It was nice having a sworn boss but it is the last of the worries we should have out here.

Requiring McCarthy to attend the academy is a waste of time. Any exams he will need can be completed at his office. State requirements have numerous exceptions and exclusions. Anyways, Howard is in charge and Howard would never say no. Howard took care of maters and weiss so this is a nonproblem. Howard is soo nervous right now he would sign anything.
All indications are Mr. McCarthy will be a part of the machine ultimately controlled by Rahm. Do not expect big changes.

Well he is the one that brought it up during the first three minutes of him being introduced as the new Superintendent! If he is so the police, why does he need to prove it and wear a CPD Uniform. We know who he is without it. He did NOT wear it in Newark, did you guys know that. He was a Civilian Chief. Same as he should be here!
But lets review who our new boss is.....He is the guy under Federal Investigation who lead a department now scarred by allegations of misconduct, the same person who was arrested and convicted of a Misdemeanor, he wears a nice trimmed beard that is against our department's regulation and on top of that, he is in his early 50's, being brought in at the height of our problem season, has no idea how to police in Chicago (he admitted that), he is slated to be looking at people like Joe Patterson, Tom Byrne, Nick Roti and Al Wysinger as the First Deputy, none of whom have been in patrol for any length or time nor are familiar with all aspects of this department (remember he said he will focus on Patrol, with either one of these loosers, give me a break), but they are handsome young men that do look the part and to top it all off, we are also dealing with a Mayor who has no clue on true local politics, whose own ward did not support him and who did not follow the rules in the beginning to even be elected.
Now, these are the people who represent us CPD. Wake up!
Suggestion to Mr. McCarthy:
Jody Weis left a very bad taste in everyone's mouth here. One thing he did was wear our uniform; to him it was a costume and he was playing.
It would show a great deal of respect to the troops if you did not do this.

The important thing is not what he wears or how he shaves but how he leads. Only time will tell on that issue. Remember it is easy for him to have your back when you haven't done anything wrong. It is another thing to have your back when the asshole spits in your face and your human reaction is to slap the little punk even though he is in handcuffs. Grey areas like that is where we need you to cover our back. Hell if I did that and got a ten day suspension that might be reasonable in today's atmosphere however in today's world not only do they want to fire you but indict you and send you to federal prison. Let's see where he stands when that happens.

A goatee is a longer, pointy chin-beard -- sort of 50s beatnik-style, goes well with a beret and wrap-around sunglasses. Think of the origin-word, "goat."
Neither man even has a "goatee." They both have very short, neatly trimmed beards.
The police don't spend much time on this kind of thing.
I think some where around 100% of the supervisors are actively not enforcing the uniform standards relative to facial hair.
Arguably the only "uniform" standard left after the last sup decimated idea of uniform appearance among patrol officers.
This should not even be an issue. If he becomes a sworn member of the CPD he adhers to the uniform standards. If he is that attached to his goatee the order on facial hair can be revised. Don't we have more important problems to address?
Yes lets put this to rest, the man has been a cop for 30+ years he should know what he is doing. NYPD is just as rough as CPD so he has earned his dues. I have no problem with him to putting on the uniform. This Department is never going to agree 100% and the complainers are as going to complain. The sudden glare must be frightening for him -- so watch him buckle. It will come out in the continued uncontrollable performances of the Daley/Weis Shuffle -- all this take-a-half-step kind of thing, the general weird, stammering, sweating inappropriateness -- and, as you say, watch him fall into serious disrepute. In my experience, men who affect goatees are either trying to project an intellectual/artsy image (professors,musicians, etc.) or they feel they have a weak chin and they're trying to disguise it.
I honestly think he'd look more professional if he shaved it.

It was a very clear message that Weis had zero respect for us and the uniform and was 'playing dress-up'.

Not to defend the guy but recall that weis asked mark Donahue whether the wearing of our uniform was appropriate. Mark told him no problem, that is why weis wore our uniform.
All Donahue had to say was that he OK'd it, he did OK it after all.

Just don't ask Mark Donahue if you should wear the uniform. Mark never stood up and took the heat for approving jfed's wearing our uniform.

One thing is indisputable, even from his detractors. Before his promotion to sergeant, McCarthy was "da REAL mutherfuckin' PO-leese" working the mean streets of the Bronx, beginning in the 46th Pct. Unlike the coward J-Fled, don't be shocked if in his spare time that McCarthy responds to 10-1's and in-progress calls.
Furthermore, don't be surprised if he brings along his Newark PD chief-of-staff, Constantine "Gus" MINIOTIS who also worked the Bronx as an NYPD sergeant.
Before being promoted to Deputy Commissioner of Operations in a city three times larger than Chicago, McCarthy was the C.O. in three NYPD pcts., the first two in Manhattan: the 2-0 (Upper West Side), the 3-3 (badass Washington Heights) and finally the 7-0 (Flatbush in Brooklyn). In Flatbush, he was named to succeed the guy who was C.O. when then Officer Justin Volpe, now imprisoned, was accused of the notorious incident alleging he shoved a broomstick up the ass of one Abner Louima in the 70th Pct. bathroom.
Through channels, as I did with the despicable J-Fled in December, 2007, I also suggested that McCarthy and John Farrell do lunch together. As it turned out, Farrell and J-Fled never even met. While some of those who worked with McCarthy said he can be arrogant at times, he has nothing to lose and everything to gain with an exchange of ideas with Farrell.
As for now, I am cautiosly optimistic about our next supe. At best, he could be a godsend. Let's wait and see.

Howie already said that G-MACK will get enough "professional life credit" to surpass the Illinois training requirement, so that is no problem. G-MACK will not have to be sitting in any classrooms at the academy!
But now Howie has to start working on a phony birth certificate to show G-MACK is only 39 years old, elsewise, G-MACK cannot be a sworn member. Doesn't Howie have a print shop in the academy? Howie better start cranking on that old fucking Gutenberg and get cracking! Time's a wasting!
After those two requirements are satisfied, Howie will complete the new boss satisfaction trifecta by giving G-MACK some real satisfaction on his 'wood' baton! Howie ain't going nowheres! He'll be G-MACK's new biatch!

Totally agree. He doesn't have to go through the "academy" because we know how "abbreviated" it would be. Being over 40 is another factor. The city has to stop "bending rules" to accommodate their decisions.

I hear Brett "The Swami" Goldstein actually wrote the job announcement that was published in the Daily Bulletin for the opening in the Predictive Analytical Unit, the job he ultimately ended up getting. Clout Rules the Chicago Police Department. If I had to guess, they already have the person for the R&D job and are just going through the motions of putting out an announcement. Howie already said that G-MACK will get enough "professional life credit" to surpass the Illinois training requirement, so that is no problem. G-MACK will not have to be sitting in any classrooms at the academy!

Seriously, the FTO program is in shambles. The department possibly might have 50 qualified FTO's to train recruits. The rest are useless. Now recruits are working details and taking turns working in a district. WTF! We can't even train the few recruits that graduated? Acting FTO's have worked in the past now suddenly we cannot put new recruits in a district? McCarthy has more serious problems to solve instead of worrying about a goatee.

I think it's a great idea that Capt. Farrell and Supt. McCarthy have a private meeting. Maybe if J-Fled had met with Capt. Farrell before he got the job, he would have been aware of the many ways he screwed up the dept. and morale. J-Fled was a total disaster.

We all know that just because someone has been on the job for 30 years, it does not make him or her a great leader. We all know that SOME bosses got their prestigous because they had a phone call. He might be a great leader but he was not the one who started Comp Stat. Former NYPD Commissioner Bratton started Comp Stat in the NYPD and he held a meeting with his exempts upon taking command. He told them, look around the room, because this time next week some of you will not be here. Bratton held his exempts accountable which should be done. Crime dropped significantly during his tenure. Lord knows that in Chicago, there are some dogs on the job who do not want to provide police service to their fellow POs who called for police service.
McCarthy boasted of his Comp Stat achievements, please. So is he a paper jumper claiming to be the creator. The feds use comp stat too because everyone likes metrics for powerpoint presentations to demonstrate productivity to justify funding and political purposes. Just leave box 2 open for him because I think he will claim credit for every positive significant event in the CPD. Have you noticed that crime in Chicago dropped during the month of April too? If this is true, it looks like Terry should remain the Supt because crime is going down. Does anyone besides me think that the Bureau of Investigative Services might be fudging some of the crime stats? Crime is going down nationwide according to FBI stats and no researcher can identify the reasoning behind it. Is it possible that more people are staying home because they do not have extra money to spend so they are less likely to become a victim of random violent crimes?
Has anyone done their due diligence on McCarthy to see what is in has background? Hey media, you can go to NY and pay $60.00 to get a copy of his rap sheet. The Sun Times said his "critics say he doesn't have the personality to work with community leaders." Guest what Police Board, the City of Chicago has a lot of ethic groups that have community leaders. I am just waiting for the first law suit to drop under his command so that he can say, that was from incidents before I took over the Newark, I mean CPD. I had a buddy who was an NYPD Sgt and he is a great guy. One day we were talking about how many arrests we made and I thought for sure my bud had a lot more arrests than I did but it turned out that he did not because when NYPD makes an arrest, they go straight to court to determine if there was PC to make the arrest in the first place. If there is no PC, they cut the bad guy loose. What a huge waste of man power by sitting in court all shift. I knew another guy who was a NYPD Det or so he claimed. He was NY Housing Police and was merged into NYPD. He acted like the biggest PPO when I worked him because he was told as an NYPD PO to walk a one block beat for his street time. I have other friends in the NYPD who were great cops but we all know that there are plenty of people on the job who should not be or they are just here for the paycheck. We have a lot of problems in this city and I do believe there are better fits for this position.

Check this out. POs in NJ are going to take time because they did not find a shooting victim who was shot outside of her auto and then she entered her auto and died. She bled to death. There were no car windows shot out and the police cameras did not event catch her being shot but the police "should have" gotten out of their car and look inside of each car to see if anyone tried to drive themself to hospital.
